PNP OPERATIONS Status of Implementation and Program/Project Evaluation and Assessment I. On-going Operational Plans and Programs and Accomplishments A. Crime Prevention The PNP vigorously pursued its operational programs with the implementation of LOI 63/2010 Police Integrated Patrol System (PIPS) dated November 27, 2010 directing all units to enhance crime prevention and solution. The LOI calls for the pursuit and intensification of high police visibility (foot and mobile patrols), anticriminality and police security operations, Oplan Bakal/Sita (campaign against motorcycle-riding criminals), and other police interventions. LOI 45/2011 “Patrulya Ng Pulis” dated October 26, 2011 directs all PNP units to deploy uniformed personnel assigned to administrative functions to perform limited beat patrol duties, in addition to their usual tasks, for maximum police visibility as well as to intensify law enforcement operations, anti-criminality campaign and public safety services. The deployment of administrative personnel for beat patrol duties increased police presence on the streets which contributed to the decrease in crime incidents. The PNP, through its intensified anti-criminality efforts has contributed in the notable decrease of 24,176 or 9.99% in the Total Crime Volume (TCV) reported from 241,988 in 2011 to 217,812 in 2012. There is a 1.99% reduction in the Average Monthly Crime Rate (AMCR) from 20.92 in 2011 to 18.93 in 2012. There is also a reduction of the Average Monthly Index Crime Rate by 2.09 and exceeded its target of 5% for 2012 by 11% from 13.32 in 2011 to 11.23 in 2012. Also a reduction of street crimes by 4% as compared with January 2013 was recorded. The Crime Clearance Efficiency (CCE) is 50.95%, which increased by 9.14% from 41.81% of the same period last year while Index Crime Clearance Efficiency is 39.03%, which registered an increase of 4.39% from the 21.67% of last year. The Crime Solution Efficiency (CSE) in January-December 2012 is 36.67%, which increased by 7.80% from 28.87% of the same period last year while Index Crime Solution Efficiency is 26.06%, which registered an increase of 4.39% from the 21.67% last year. B. Law Enforcement The operational efforts on law enforcement further yielded the following accomplishments for the period of January 1 to December 31, 2012: Campaign Against Illegal Drugs. The 8,588 anti-illegal drugs operations consisting of buy-bust operations, house raids/searches and marijuana plantation eradications resulted in the arrest of 14,900 pushers and users, confiscation of illegal drugs with an estimated DDB value of Php1.884 billion and subsequent filing of 10,598 cases in courts. Compared with the data for the same period in 2011, operations conducted registered an increase of 18% from 7,277 to 8,588. A 4% increase was recorded in the number of cases filed in courts from 10,162 to 10,598. The notable accomplishments include the following: Dismantling of Shabu Laboratories a. Dismantling of a shabu laboratory on August 19, 2012 at No. 5 Santisima Trinidad St., San Antonio Valley 12, Parañaque City resulted in the arrest of five Taiwanese national namely: Yung Chun Huang, Yu Teng Cheng, Yun Pong Hsu, Horng Jen Tsai and Kun Lin Yu, confiscation of 25 kilograms of “shabu”, Controlled Precursors and Essential Chemicals (CPEC), various laboratory equipment and apparatus used in the manufacture of shabu with an estimated value of Php150 million. b. Raid of an abandoned mega shabu laboratory on June 5, 2012 at the premises of Specialty Sewing Inc., located in Km. 19, Sucat, Parañaque City resulted in the seizure of CPEC and various laboratory equipment and apparatus used in the manufacture of shabu. c. Discovery of a kitchen-type shabu laboratory on May 28, 2012 at No. 27-8 Araneta Avenue, Brgy. Potrero, Malabon City rented by Abby Sy @ Abby and seizure of CPEC with an estimated value of Php59 million. d. Raid of kitchen-type shabu laboratory on May 4, 2012 in Brgy. Acacia, Malabon City, resulted in the confiscation of 10 kilograms of shabu, CPEC and laboratory equipment with an estimated value of Php50 million. e. Raid of a shabu laboratory at No. 22 Diamond Street, Kaybiga, Brgy. 163, Caloocan City on January 19, 2012, resulted in the confiscation of a large volume of CPEC as well as apparatus and equipment in the manufacture of shabu and seizure of P1 billion estimated worth of semi-finished shabu products. Marijuana Plantation Eradication/Uprooting a. Uprooting and destruction of 46,200 fully grown marijuana plants and 55,00 marijuana seedlings with an estimated street value of Php11.4 million in the municipalities of Bakun and Kibungan in Benguet and Sadanga, Mt. Province from October 1 to 3, 2012. b. Uprooting and destruction of 32,000 fully grown marijuana plants and 1,600 marijuana seedlings with an estimated street value of Php6.4 million in Sitio Kindulo, Brgy. Luhong, Tinoc, Ifugao on September 25, 2012. c. Uprooting and destruction of 40,000 fully grown marijuana plants with an estimated street value of Php8 million in Sitio Onwoy boundary of Brgy. Bugnay, Tinglayan, Kalinga and Brgy. Saclit, Sadanga, Mountain Province on September 25, 2012. d. Uprooting and destruction of 19,000 fully grown marijuana plants and 6,000 marijuana seedlings with an estimated street value of Php4 million at Kilong Creek located in Brgy Poblacion and Tacadang, Kibungan, Benguet on September 19, 2012. e. Uprooting and destruction of 30,000 fully grown marijuana plants with an estimated street value of Php6 million in Sitio Pongas, Brgy. Monamon Sur, Bauko, Mt. Province on August 25, 2012. f. Uprooting and destruction of 6,600 fully grown marijuana plants with an estimated street value of Php1.3 million in Sitio Batu, Brgy. Tullodan, Tinoc, Ifugao on August 6, 2012. g. Uprooting and destruction of more or less 10,060 pieces of fully grown marijuana plants with an estimated street value of Php2 million and the arrest of cultivator identified as Domingo Amorado Besin a.k.a. Doming in Sitio Busay, Brgy. Patong, Badian, Cebu on July 7, 2012. h. Uprooting and destruction of 500 fully grown marijuana plants and 60 kilograms of marijuana dried leaves with an estimated street value of Php3.4 million in Sitio Loyloy, Brgy. Piut, Carranglan, Nueva Ecija on June 6, 2012. i. Uprooting and destruction of 120,000 fully grown marijuana plants with an estimated street value of Php24 million in Sitio Olingan, Brgy. Luccong, Tinglayan, Kalinga on May 17, 2012. j. Uprooting and destruction of 14,000 fully grown marijuana plants and 2,000 seedlings with an estimated street value of Php2.8 million in Sitio Amladding, Brgy. Beli-Belis, and Sitios of Sayangan and Laoangan of Brgy. Gadang, all of Kapangan, Benguet on March 5 and 6, 2012. k. Uprooting and destruction of 3,350 fully grown marijuana plants with an estimated street value of Php670,000.00 located in eight different sites in Sitio Napitak, Brgy. Poblacion Palina and Brgy. Tacadang, all of Kibungan, Benguet on February 15, 2012. Other items confiscated from the sites included 11 marijuana bricks weighing 11 kilograms and three sacks of dried marijuana leaves weighing 30 kilograms with an estimated street value of Php1.7M. l. Uprooting and destruction of 15,000 grown marijuana plants with an estimated street value of Php3 million and 20,000 marijuana seedlings with an estimated street value of Php800,000.00 in Sitio Ma-ob, Ak-akkan and Supitan in Brgy. Busculan, Tinglayan, Kalinga on February 12, 2012. m. Uprooting and destruction of 22,000 fully grown marijuana plants with an estimated street DDB value of Php4.4 million in Sitio Napala, Gaddang, Kapangan, Benguet on January 31, 2012. n. Eradication/uprooting of three marijuana plantations with an estimated street value of Php11.6 million at the boundary of Mount Agay, Brgy. Licungan, Sugpon, Ilocos Sur and Mount Litalit in Sitio Batangan, Brgy. Tacadang, Kibungan, Benguet on January 29, 2012. o. Uprooting and destruction of more or less 64,200 fully grown marijuana plants with an estimated street value of Php12.8 million in 12 different marijuana plantation sites in Sitios Bulisay, Gusadan, Tamanagan, Lubban, Agay-ay and Tapog-o, all in Brgy. Kayapa, Bakun, Benguet from January 20 to 22, 2012. Buy-Bust Operation a. Arrest of Brian Hills @ “Phil” and seizure of one kilogram of shabu; five grams of cocaine; and assorted white tablets labeled as nitazepam, diazepam and zolpidom at Unit 10N, The Columns Tower 2, Ayala Avenue corner Malugay St., BelAir Makati City on November 20, 2012 during the implementation of a search warrant. Further search on the suspect’s Mitsubishi Pajero which was also the subject of the warrants yielded nine kilograms of shabu with an estimated street value of Php118M. b. Arrest of Joey Tan y Sy, Filipino Chinese national and seizure of 507.41 grams of shabu with an estimated street value of Php5.9 million inside Soler Carpark located along Soler St., corner Benavidez St., Binondo, Manila on October 19, 2012. c. Arrests of Dong Jin Chen @ Junior, Wang Yung Gui, both Chinese nationals, Bryan Chua Legro, and Juvenile Gallardo Mista, both Filipino Chinese nationals and seizure of 1,788 grams of shabu with an estimated street value of Php8.9 million along Club Filipino St., Greenhills, San Juan City on October 18, 2012. Follow-up operation conducted at the house of the arrested suspects at No. 202 Apartment B1, D.Aquino St., corner 10th Ave., Caloocan City October 19, 2012 resulted in the seizure of 7,441 grams of shabu with an estimated street value of Php 37.3 million. d. Arrest of Beni Chua Ang, Chinese national and seizure of 4 kilograms of shabu with an estimated street value of Php20 million at the parking lot of Uniwide Coastmall, Brgy. Tambo, Parañaque City on October 12, 2012 e. Arrests of two Chinese nationals and two Filipino suspects and seizure of 1,840.12 grams of shabu with an estimated street value of Php21.7 million along Banawe St., corner Sta. Catalina infront of Sogo Hotel on September 20, 2012. f. Arrests of four suspects and seizure of 490.46 of shabu with an estimated street value of Php5.7 million at the corner of Florentino and Dela Fuente Street, Sampaloc, Manila on August 14 ,2012. g. Arrests of Siu Ming Tat and Lee Yoong Hoew and seizure of approximately 500 grams of shabu with an estimated street value of Php1.3 million at Room 315, Manila China Town Hotel, 805 Benvidez Street, Brgy. 295 Zone 28, Binondo, Manila on July 26, 2012. h. Arrests of Linod J Sawal, Alipio B Gil-o, Arnis A Mangola and Amor W Calayon and seizure of 59.9 kilograms of marijuana dried leaves and 13.6 kilograms of marijuana stalks with an estimated street value of Php 3.1 million at Halsema Highway, Acop, Caponga, Tublay, Benguet on July 19,2012. i. Arrests of Theng Musa Bagundang aka Mike Muslin and Nasser Piang Guibar and seizure of one kilogram of shabu with an estimated street value of Php8 million at Grand Monaco, La Impreza Subdivision, F. Manalo Street, Brgy. San Nicolas, Pasig City on June 21, 2012. j. Arrests of Li Hui Huang aka Lim What Tat and Li Wei Li aka Stephen Chen, both Chinese nationals and seizure of one and one half (1½) kilograms of shabu with an estimated street value of Php17.7 million at the vicinity of Brgy.Viejo, Makati City on June 1, 2012. Follow-up search and seizure operation conducted at the residence of the suspects resulted in the seizure of another 500 grams of “shabu” with an estimated street value of Php 5.9 million. k. Arrests of Lim P Boon aka Alfred Tan and Lu Zhenhua aka Leo Gonzales, both Chinese nationals and seizure of 198.35 grams of shabu with an estimated street value of Php2.3 million infront of Aloha Hotel, Roxas Boulevard, Malate, Manila on May 22, 2012. l. Arrest of Sherwin Villa Becases and the confiscation of marijuana bricks weighing 40 kilograms with an estimated street value of Php22 million in Sitio Tadayan, Brgy. Pudong Kapangan, Benguet on May 20, 2012. m. Arrest of Chinese nationals Wan Fan Hoi @ Andy Hong @ Jimmy Chen @ Hong Along and Yu Cao @ Peter and seizure of 800 grams of shabu with an estimated street value of Php4 million along Florida St., near corner Connecticut, Brgy. Wack Wack, East Greenhills, Mandaluyong City on May 15, 2012. n. Arrests of two Taiwanese nationals and one Chinese national namely: Lin Hausen, Lii Hong Peng and Hoi Heng Un and seizure of 20 kilograms of shabu with an estimated street value of Php236 million in front of Pagkakaisa Development Corporation, Wilson St., Brgy. Greenhills, San Juan City on January 29, 2012. Campaign against Carnapping. Anti-carnapping operations resulted in the recovery of 344 motor vehicles and 85 motorcycles. One thousand two hundred twenty-one carnapping incidents were reported The recovery of the 344 motor vehicles and 85 motorcycles registered a recovery efficiency of 35%. Eight hundred sixty-eight suspects were neutralized and 494 criminal cases were filed in courts. Among the notable accomplishments include the following: a. Arrest of Marc Lester Reyes y San Diego, Francisco de Castro y Bernardino and Ritchell Sibug y Borja and the recovery of one Toyota RAV4, one cal.38 revolver with six live ammunition, a hand grenade and two stolen plate numbers along the vicinity of Cagayan Valley Road, Plaridel, Bulacan on November 9, 2012. The arrested suspects were involved in carnapping and were operating in NCR, Region 3 and Region 4. b. Arrest of five members of “Baktin” carnapping group namely: Jerry Malacao Paulino, Diego Lingasa Macatimbag, Eddie TAbanao Lopez and Hermie Salabe Tahum in Surigao del Sur on October 16, 2012 that resulted in the recovery of 27 motor vehicles. c. Arrest of suspected carnapper Bernardino Bautista and recovery of stolen Toyota Corolla in San Pedro, Laguna on July 27, 2012. d. Arrests of suspected carnappers Glen Lagrito y Magbanua and John Fred Arches and recovery of a stolen Ford Everest in Dasmariñas, Cavite on July 26, 2012. e. Arrests of three suspected carnappers Joseph Cuyos y Areglo @ Totoy Pogi, Romano Magana y Balane and Eduardo Pabico y Diana during anticarnapping operation in Daet-San Vicente Road, Camarines Norte on July 23, 2012. f. Arrests of suspected carnappers Jordan Marlon, Mel Rodriguez and Justine Rodriguez while on the act of selling a stolen motorcycles in SM, North EDSA on July 3, 2012. g. Arrests of carnapping gang leader, Joemmel Salvatierra y San Diego along with his five members during a raid at their safehouse in Sabang, Baliuag, Bulacan on March 6, 2012. h. Arrest of Edgar Maglalang, member of Maglalang carnapping group in Capalangan, Apalit, Pampanga on February 29, 2012 i Arrest of Joshua Perez y Redolbe @ “Wakang”, alleged leader of Perez carnapping group in Upper Bontong, Brgy. Camaman-an, Cagayan de Oro City on February 15, 2012. j. Arrests of John Gregory Paltican @ Bogs, leader and five members of Bogs Paltican carnapping group in La Trinidad, Benguet on January 31, 2012. k. Encounter with a group of armed carjackers along Muralla Street, Muralla Industrial Park, Brgy. Iba, Meycauayan City, Bulacan that resulted in the death of four suspects on January 26, 2012. Campaign against Motorcyle-Riding Criminals. Three thousand forty-one incidents involving motorcycle-riding criminals were reported, 427 suspects were neutralized, 86 motorcycles, 64 high-powered and 45 low-powered firearms were recovered and 336 cases were filed in courts during the period. Campaign against Kidnapping-for-Ransom. Eleven KFR incidents were reported to PACER during the period, This represents 54% decrease compared with the 24 incidents reported in the same period last year, 29 suspects were arrested and five cases were solved. Among the notable accomplishments on this campaign were the following: a. Rescue of American national kidnap victim Sebastien Anton Woo and arrests of two suspects at the vicinity of San Lorenzo Church, Dau, Mabalacat, Pampanga on August 17, 2012. b. Arrests of KFR Ozamiz Group members actively operating in Luzon, namely Katherine E. Metillo and Rico Halasan on July 14, 2012 and the recovery of Php204,000.00. Suspects were involved in the kidnapping of Chun Liang Shi @ Shenny Ang, a Chinese National and businesswoman. Victim was released on July 13, 2012 at SM Fairview, Quezon City. c. Foiled kidnapping of an Indian national identified as Mark Singh and the arrest of one suspect in front of the Skylander Gym, Brgy. Parian, San Fernando City, La Union on May 24, 2012. . Campaign against Bank Robbery. Fourteen incidents were reported during the period where three cases were solved. Four suspects were arrested and the stolen items were recovered in the bank robbery incident that transpired in RCBC Savings Bank located along Susano Road, Brgy. 175 Caloocan City on January 21, 2012. Campaign against Hijacking/Highway Robbery. Forty-six incidents were reported 11 suspects were neutralized and five cases were solved on hijacking incidents for the period. On the campaign against highway robbery, 626 incidents were reported, 49 suspects were neutralized and 153 cases were solved which is 233% higher than the 46 cases solved during the same period last year. Notable accomplishments on the campaign against hijacking include: a. Arrest of suspect Rolly Mallinlin and the recovery of a hijacked truck containing 850 sacks of rice during a follow-up operation in Brgy Siena, Quezon City on November 12, 2012. b. Neutralization of nine suspected hijackers during a follow-up operation on October 4 and 5, 2012 inside the Green Breeze Subd., Brgy Langkaan 2, Dasmariñas City. Following suspects were identified as Roland Mantong y Baklas, Alvin dela Peña y Piason @ Vin, Resty Baklas y dela Peña @ Nonoy, PO2 Robert Sison Santos, PO1 Jonjie Jun Liangco y Sayuma, PO3 Jessie Villanueva y Gonzales, an alias Kenneth and two still unidentified slain suspects. Suspects were involved in a reported hijacking incident on October 2, 2012 wherein a ten wheeler delivery truck loaded with assorted Magnolia products worth Php 1.9 million. c. Arrest of Jeffrey Manapat y Meneses, a suspected hijacker/carnapper and the recovery of one Mitsubishi L300 Aluminum Van loaded with assorted Philip Morris and Fortune Tobacco products in Malolos City, Bulacan on August 6, 2012. d. Arrest of Dionisio Cabatingan @ “Junjun Cabando” , identified leader of the Cabando Robbery Group inside the Mango Lodge, Sindangan, Zamboanga del Norte on July 12, 2012. He was involved in an armored van robbery of the China Bank, Cebu City e. Encounter with a group of suspected hijackers that resulted in the neutralization of the four suspects and the recovery of two baby armalite rifles, two caliber .45 pistols, one Hyundai Starex, and five cartons of CDO products in Brgy. San Roque, Sto. Tomas, Batangas on January 17, 2012. f Recovery of a hijacked truck loaded with assorted commercial products amounting to Php221,000.00 and two tricycles, and arrest of two suspects in Sitio Buhay na Tubig, Brgy. May-iba, Teresa, Rizal on January 6, 2012. Campaign Against Illegal Gambling. The 24,424 anti-illegal gambling operations conducted for the period which is 30% higher than the 18,718 operations conducted during the same period last year resulted in the arrests of 12,035 persons, confiscation of cash bets amounting to Php19.581 million and the filing of 5,017 criminal cases in courts which is 28% higher than the 3,919 cases filed in courts for the same period last year. Environment and Natural Resources Protection Campaign. From the 19,110 anti-illegal logging operations conducted, 10,565,708 board feet of logs/lumber were confiscated which is 237% higher than the 3,131,548 board feet recovered for the same period last year. In the process, 1,901 persons were arrested, and 310 cases were filed in courts. Fourteen thousand eight hundred ninety-three anti-illegal fishing operations conducted resulted in the arrest of 11,229 persons, confiscation of assorted fish and fishing paraphernalia with an estimated value of Php160.878 million and the filing of 800 cases in courts. Campaign against Prostitution/Vagrancy and Child Abuse. From the 11,344 anti-prostitution/vagrancy operations conducted, 1,318 persons were arrested and 616 cases were filed in courts. On the campaign against child abuse/pedophilia, 16,597 operations were conducted that resulted in the arrest of 4,686 persons, and the filing of 5,101 criminal cases in courts. Campaign against Smuggling/Piracy. An estimated Php46.5 million worth of smuggled and pirated goods were confiscated during the conduct of 7,171 antismuggling/anti-piracy operations where 85 persons were arrested and 40 cases were filed in courts. Notable accomplishments on this campaign were the following: a. Seizure of some Php2.7 million worth of computer and play station software games in a series of raids that included shops in popular malls in Metro Manila on November 5, 2012. Seized products were from the stores and warehouses of Datablitz Incorporated that was not authorized to distribute and sell the seized smuggled products into the country from Hongkong and Singapore. b. Seizure of illegal and pirated optical magnetic media with estimated market value of P5.3 million during a joint operation of combined personnel of MPG, Cavite, Cavite Motorcycle Unit, Cavite PPO and OMB in the cities of Tagaytay, Dasmariñas, and Imus, Cavite on September 10, 2012. c. Confiscation/seizure of 56,400 pieces of pirated CDs/DVDs with an estimated market value of Php19.7 million during an operations conducted by joint elements of RSOG 4A, Laguna PPSC, San Pablo CPS and operatives of OMB at San Pablo Shopping Mall, San Pablo City, Laguna on September 5, 2012. d. Seizure of illegal and pirated optical magnetic media (VCDs, DVDs, CDs and MP3) with estimated market value of Php9.1 million during a joint operation of Mobile Patrol Group (MPG), Cavite and the Optical Media Board (OMB) in Cavite City and Rosario, Cavite on August 30, 2012. e. Interception of 8,500 sacks of smuggled Vietnam rice aboard M/L Jana in Cadea Point, Jolo, Sulu on February 18, 2012. Campaign against Cattle Rustling. Two hundred fifty cases of stolen cattle were reported during the period which is 31% lower than the 361 cases reported for the same period last year. Operations conducted against cattle rustling resulted in the recovery of 242 large cattle, arrest of 121 suspects and filing of 73 criminal cases in courts. Campaign against Wanted Persons with Head Prize. The crackdown on the country’s Top Most Wanted Persons (TMWPs) with head prize or monetary rewards for their capture, resulted in the arrest/surrender of 115 TMWPs that include the following: A national level most wanted person with a reward of Php1,000,000.00 from the province of Nueva Ecija, Jonathan Carpio y Agustin @ Atan was arrested on February 4, 2012 in Guimba, Nueva Ecija. The campaign registered a total of 33,232 other wanted persons arrested, 270 surrendered and 9 killed during the period. Campaign against Criminal Gangs. Operations against criminal gangs resulted in the neutralization of 138 gangs and 765 persons, filing of 237 cases in courts and recovery of 147 assorted firearms. Among the Criminal gangs neutralized were: a. Arrest of Joebert Perez y Brital @ Ondo, leader of Ondo Group and five of his members during police operations in Purok 3, Brgy. 2, San Francisco, Agusan del Sur on November 2, 2012. The said gang was involved in a series of robbery and kidnapping incidents in Agusan del Sur. b. Arrest of Joebert Ranido, leader “Ranido Group” and his three members during police operations in Brgy. Nasisi, Ligao City, Albay on November 21, 2012. Said newly identified criminal gang was involved in illegal logging. c. Arrest of Ricky Cadavero @ Kambal in Noveleta, Cavite on October 12, 2012. Subject is the alleged leader of the Ozamis robbery group believed to be behind at least 17 robberies in Metro Manila and nearbv provinces, including the heist at Alabang Town Center in Muntinlupa City on September 14, 2012 and other two incidents at Robinsons Metro East Mall and Robinsons Galleria earlier this year. Also arrested during the operation were his live-in partner and two (2) other suspected members identified as Randy Maratas and Avelino Lagata. d. Said gang was involved in fake land title scam operating in Cebu City victimizing returning Overseas Filipino Workers (OFW) and Filipina spouses of foreigners. f. Arrest of Isidro Labis y Ballarada, leader of Labis Gang and his two members engaged in robbery in Brgy. Cadlan Pili, Camarines Sur on September 25, 2012. g. Arrest of ex-PO2 Joel Gidayao Tapec, leader of the notorious Dose Pares Group and a former PNP personnel in Moncada,Tarlac on September 18, 2012. Subject was involved in numerous robbery/hold-up and kidnapping cases in Metro Manila and Rizal Province. h. Arrest of Cesar Aves y Rogos, leader of Aves Gang and his three members engaged in robbery in Brgy Bogtong, Legazpi City on September 17, 2012. i. Arrests of Aris Barcala y Burgos, leader of Barcal Akyat Bahay Gunrunning Group and its two members in Brgy. San Marcos, San Pablo City on July 16, 2012 j. Arrest of Mario Arcayena, identified leader of Mayot Gang and its nine members engaged in illegal gambling known as “Swetres” in Tagbilaran City on July 10, 2012. k. Arrest of Rolando Lejarde, leader of Cefedi Gang engaged in extortion activities victimizing private companies and prominent Chinese businessmen in an entrapment operation in Brgy San Roque, Cebu City on June 25, 2012. l. Arrest of Jimmy Sigesmar y Navaja, leader of Esmar Gang engaged in gun-for-hire operating in San Fernando, Cebu on June 22, 2012 m. Mampo gunrunning syndicate with the arrests of Cornelio Mampo, leader and member Rolando Cansing in Dama De Noche St., Brgy. Poblacion Uno, Bansalan, Davao del Sur on May 29, 2012. n. Acosta Gang with the arrests of Hildelida Acosta y Tobias, leader and its three members in Matnog, Sorsogon on April 12, 2012. Said gang was engaged in human trafficking and operating in Leyte and Sorsogon. o. Pegad Gang with the arrests of the leader Steven Pegad y Castro and its three members in Sitio Anislangan, Brgy. San Roque, Balilihin Bohol on March 21, 2012. Said gang was involved in robbery/hold-up activities in Bohol. p. Ledesma Criminal Group with the arrest of leader Rodel Ledesma y Tanaquin in Brgy. Zapote 3, Bacoor, Cavite. He is believed to be the leader of the criminal group involved in kidnap-for-ransom, gun-for-hire and drug-pushing activities operating in the areas of Las Piñas, Cavite and Laguna on January 20, 2012. q. Ceferino Dimas Gun-for-Hire Group with the arrest of Ceferino R Atienza @ Dimas in Brgy. Santisimo Rosario, San Pablo City on January 11, 2012. He is a former Barangay Councilor and alleged leader of the group. He is also the primary suspect in the killing Sto. Tomas Municipal Councilor Adolfo M Malipol on January 24, 2009, and the mastermind in the series of shooting incidents in San Pablo City, Laguna and nearby municipalities. Campaign against Loose Firearms. Firearms confiscated for violation of Republic Act No. 8294 increased by 27% from 6,292 to 7,960. Consequently, a total of 5,304 persons were arrested and 3,848 cases were filed in courts. Notable accomplishments on this campaign include the following: a. Confiscation of one STI cal.40 pistol, one Uzi machine pistol and AK47 rifle, all with magazines loaded with rounds of ammunition during a mobile checkpoint along the highway of Brgy. Cawit, Zamboanga City on June 22, 2012 Nine suspects were also arrested during the checkpoint.. b. Recovery of one cal.22 rifle air gun, one cal. 9mm Taurus pistol, one cal.45 pistol STI Omerta, one cal.45 Colt Commander pistol, one cal.40 Glock pistol and ammunition of cal.45 and cal. 22 and a hand grenade during a simultaneous search and seizure operations in Malolos City, Bulacan, Licab and Cabanatuan City, Nueva Ecija on June 21, 2012. The operation also resulted in the arrests of five persons including Teodoro Ilagan, believed to be the leader of gun-for-hire group suspected to be involved in numerous killings in Region 3 and Metro Manila and the assassination of Carranglan, Mayor Restituto Abad in February 2012. The PNP continuously implements LOI “KONTRA BOGA” since the conclusion of the National Firearms Control Summit in May 2009. From then, a total of 16,730 operations have been conducted that resulted in the confiscation/recovery/surrender of 28,327 firearms. The PNP also implements the accounting, inventory and registration of all firearms pursuant to LOI “BILANG BOGA”. A total of 225,446 firearms were accounted from government agencies and entities; 307,658 from private security agencies, and 10,302 from private entities. Hereunder are the operational accomplishments on law enforcement for the 1st Quarter of 2013: Campaign Against Illegal Drugs. The 2,220 anti-illegal drugs operations consisting of buy-bust operations, house raids/searches and marijuana plantation eradications resulted in the arrest of 3,954 pushers and users, confiscation of illegal drugs with an estimated Dangerous Drug Board value of Php233.6 million and the filing of 2,727 cases in courts. Compared with the data for the same period in 2012, an increase of 2% in the number of cases filed in courts from 2,682 to 2,727. The notable accomplishments include the following: Buy-Bust Operation a. Arrest of Yu Ming Li @ Mr. Co, Mr Lee, Chinese National and seizure of one kilogram of shabu with an estimated street value of Php8 million at the vicinity of Roxas Blvd., Brgy. 666, Zone 72, District V, Ermita, Manila on March 19,2013. b. Arrest of Gerry R. Lazano @ Purong and Marvin F. Agustin @ Ben and seizure of 301.96 grams shabu with an estimated street value Php 3.5 million along Saranay St., Queensville Subd., Brgy. 171, Bagumbong, Caloocan City on February 28, 2013. Marijuana Eradication a. Uprooting and destruction of 2,200 fully grown marijuana plants with an estimated street value of Php440,000.00 in three plantation sites in Sitio Bulalakaw, Brgy. Kibungan, Benguet on March 26, 2012. b. Uprooting and destruction of 258,900 fully grown marijuana plants, 27,800 marijuana seedlings, 28 kilograms marijuana stalks and 11 kilograms marijuana seeds with an estimated street value of Php 59.2 million in Kibungan and Bakun, Benguet on February 16-18, 2013. c. Uprooting and destruction of 5,100 fully grown marijuana plants and 60 kilograms dried marijuana leaves with an estimated street value of Php2.5 million in Sitio Batangan, Tacadang, Kibungan, Benguet on February 20,2013. d. Uprooting and destruction of 6,200 fully grown marijuana plants with an estimated street value of Php1.24 million in Sitio Bolalacao, Tacadang, Kibungan, Benguet on February 6, 2013. e. Uprooting and destruction of 8,100 fully grown marijuana plants, 4,000 pieces of marijuana seedlings and 100 kilos of dried marijuana stalks with an estimated street value of Php16.5 million in Sitio Amalinis and Sitio Taba-oa, Barangay Badeo Benguet on January 16 to 17, 2013. f. Uprooting and destruction of 18,200 fully grown marijuana plants, 7,600 marijuana seedlings with an estimated street value of Php 3.9 million in Sitio Ampana, Baukok and Sagilip in Kibungan, Benguet on January 26, 2013. g. Uprooting and destruction of 5,600 fully grown marijuana plants, 30,800 pieces of marijuana seedlings with an estimated street value of Php3.6 million in Stio Al-alinao and Sitio Dagadag, Barangay Badeo, Kibungan Benguet on January 8, 2013. Campaign against Carnapping. Anti-carnapping operations resulted in the recovery of 74 motor vehicles and 301 motorcycles. One thousand ninety-eight carnapping incidents were reported during the period which is 6.31% lower compared with the 1,172 carnapping incidents reported during the same period last year. The recovery of the 74 motor vehicles and 301 motorcycles registered a recovery efficiency of 26%. Two hundred fifty-three suspects were neutralized and 161 criminal cases were filed in courts. Campaign against Motorcyle-Riding Criminals. Six hundred ninety-three incidents involving motorcycle-riding criminals were reported which is 20% lower than the 862 incidents reported during the same period last year. One hundred-six suspects were neutralized, nine motorcycle, ten high-powered and two low-powered firearms were recovered, and 67 cases were solved. Campaign against Kidnapping-for-Ransom. Two incidents were reported which is 33% lower than the three incidents reported during the same period last year, 14 suspects were neutralized and one case was solved. Notable accomplishment on this campaign was the arrests of Emerson Ocado y Padrique and his cohorts during an entrapment operation in Brgy Baguio, Tayabas City on January 19, 2013. Relatives of kidnapped victim reported the incident to the police wherein elements of PNP AKG, Quezon PNP and Tayabas CPS set an entrapment operation that resulted to the arrests of the suspects. Campaign against Bank Robbery. Five incidents were reported and two cases were solved during the period. Campaign against Hijacking/Highway Robbery. Nine hijacking incidents were reported and 1 case was solved for the period. On the campaign against highway robbery, 208 incidents were reported and 63 cases were solved which is 125% higher compared with the 28 cases solved during the same period last year. Campaign Against Illegal Gambling. The 7,851 anti-illegal gambling operations conducted resulted in the arrest of 3,195 persons, confiscation of cash bets amounting to Php3.7 million and the filing of 1,365 criminal cases in courts which is 34% higher than the 1,016 cases filed in courts for the same period last year. Environment and Natural Resources Protection Campaign. From the 2,422 anti-illegal logging operations conducted, 649,935 board feet of logs/lumber were confiscated. In the process, 437 persons were arrested and 64 cases were filed in courts. Two thousand five hundred sixty-two anti-illegal fishing operations were conducted resulting in the arrest of 2,841 persons, confiscation of assorted fish and fishing paraphernalia with an estimated value of Php69 million, and the filing of 218 cases in courts. Campaign against Prostitution/Vagrancy and Child Abuse. From the 557 anti-prostitution/vagrancy operations conducted, 67 persons were arrested and three cases were filed in courts. Other cases were referred to Department of Social Welfare and Development (DSWD). On the campaign against child abuse/pedophilia, 2,830 operations were conducted that resulted in the arrest of 974 persons, and the filing of 1,301 criminal cases in courts. Campaign against Smuggling/Piracy. An estimated Php832,936.00 worth of smuggled and pirated goods were confiscated during the conduct of 587 antismuggling/anti-piracy operations where ten persons were arrested and five cases were filed in courts. Campaign against Cattle Rustling. Thirty-nine cases of stolen cattle were reported during the period which is 51% lower than the 80 cases reported for the same period last year. Operations conducted against cattle rustling resulted in the recovery of 30 cattle which shows a recovery efficiency of 77%, arrest of 19 suspects, and the filing of 15 cases in courts. Campaign against Wanted Persons with Head Prize. Thirteen Top Most Wanted Persons (TMWPs) with head prize or monetary rewards were captured during the period. Among the top most wanted neutralized were: Rodolfo Gragazin Faustino with monetary reward of P400,000.00 for murder and illegal possession of firearms and arrested along Tanguili St., Brgy. San Jose, Rodriguez, Rizal on February 27, 2013; Datu Dainga Ampatuan with monetary reward of P250,000.00 for murder. Subject person was killed during encounter with the operatives in Sito Lab, Brgy. Luloy, Shariff Aguak, Maguindanao on March 13, 2013, 2013; Peter John B Dumdamaya with monetary reward of Php200,000.00 for kidnapping and serious illegal detention and arrested in Brgy. Tagbak, Jaro, Iloilo City on March 18, 2013. Campaign against Wanted Persons without Head Prize. The campaign registered a total of 7,846 other wanted persons arrested, three killed and 60 surrendered. Campaign against Criminal Gangs. Operations against criminal gangs resulted in the neutralization of 76 gangs and 335 members, filing of 112 cases in courts, and recovery of 77 assorted firearms. Among the criminal gangs neutralized were: a. Ozamis Organized Crime Groups with the arrests of one of the core leaders identified as ARIEL BUNDAON y Abria @ “BOKBOK” and two (2) of his members during a search warrant operation in Brgy. Dominican Mirador, Baguio City on March 6, 2013. Said group were involved in robbery/hold-up activities. b. Tabuada Group with the arrests of Fernando Tabuada y Diacosta, leader and seven members during a search warrant operation in District IV, Captain Hilario Street, Babatngon, Leyte on March 12, 201. Said group were involved in illegal number game activities. c. Jalali Drug Syndicate with the arrests of Sabdani Jalali y Salahuddin, leader and two members during a search warrant operation in Lupon, Davao Oriental on February 8, 2013. d. Delfin Group with the arrests of Wilberto Delfin y Nabor, leader and three members during a search warrant operation in Sitio Viray, Brgy. Tina, Dumarao, Capiz on February 14, 2013. Said group were involved in land grabbing activities. e. Burnok Group with the arrests of eight members in Brgy. Balibago, Angeles City on February 23, 2013. Said group were involved in gun-for-hire/robbery hold-up. f. Balbeja Criminal Gang with the arrests of Rolly Balbeja y Tresvalles, leader and two members in Centro Poblacion, San Miguel, Catanduanes on January 9, 2013, Said group was involved in robbery/hold-up operations in the provinces of Catanduanes. g. Avelino Group with the arrests of Allan Banson Avelino @ Allan, leader and five members during an entrapment operations at Purok Everalasting, Espina Extension, Barangay Taft, and Biologic Computer Center, Barangay Washington, Surigao City on January 12, 2013. Said group were involved in gunrunning activities. h. Simeon Group with the arrests of Francisco Ace Simeon y Rodolfo @ Ace Simeon, leader and and five members during a buy-bust operation at 73 Tourist Inn, Barangay 5, Daet, Camarines Norte and at Purok 3, Barangay Burabod, Daet, Camarines Norte on January 24, 2013. Said group was a newly identified criminal gang involved in illegal drugs. Campaign against Loose Firearms. Firearms confiscated for violation of Republic Act No. 8294 increased by 94% from 1,628 to 3,155. Consequently, a total of 1,861 persons were arrested and 1,303 cases were filed in courts. Notable accomplishments on this campaign were: a. Arrest of Mark Aura y Sampilo at Block 10, Lot 46, Brgy San Jose, Gen Mariano Alvarez on January 18, 2013 that resulted in the confiscation of the following firearms: one Armscor Cal.45 pistol; 14 pcs Damcor Cal.38 revolvers; four (4) 12-gauge shotgun; two (2) M16 rifles (replica) one (1) MP5 machine pistol (replica) with three pcs magazine; six magazines for Cal.45 pistol; 34 live ammunition for Cal. 45 and four live ammunition for Cal. 38 C. Public Safety and Security The accomplishments on public safety and security from January 1 to December 31, 2012 are as follows: The National Tourist-Oriented Police for Community Order and Protection (NTOPCOP) Program is being implemented through the PNP “Bantay Turista’’ project. Along with the 558 Tourist Assistance Centers (TACs) established by DOT and LGUs, the PNP has also established 1,026 Tourist Assistance Desks (TADs) nationwide since the implementation of LOI 56/210 “Bantay Turista’’. A total of 1,288 Tourist Police have been trained and have graduated under the NTOPCOP project in coordination with the Department of Tourism. The Tourist Police are deployed in the 19 Priority Tourist Destination Areas. Security Coverage and Foreign Visits There were 89,770 VIP security operations conducted with 13,765,687 manhours spent. Likewise, a total of 35,888 security operations were conducted nationwide on special events wherein the PNP spent 20,213,820 man-hours. Internal Security Operations Campaign against Communist Terrorists (CTs). The police figured in 30 government-initiated encounters against CTs that resulted in five captured, ten killed and one wounded including the recovery of 15 high-powered and two lowpowered firearms. In other operations against the CTs, 37 were arrested and 38 surrendered while four high-powered and five low-powered firearms were recovered. Notable accomplishments are the following: a. Raid in Marilog District, Davao City on June 29,2012 that resulted in the arrest of Carlos Baguio Ulado @ “Jhon” a CNN leader of SDG 71. b. Raid of CT safe house located between Brgy. Parasan and Brgy. Cabugaw, both of Daram, Samar on June 22, 2012 that resulted in the arrests of two CT members identified as Micahel Bolito Manicane and Leonor Chavez Palacio and the recovery of one KG9 firearm, two magazines for Cal.45 and subversive documents. Campaign against Southern Philippines Terrorist (SPTs). Two government-initiated encounter against SPTs were reported resulting in four SPTs killed and recovered one high-powered firearm. In other operations against SPTs, 19 were arrested. Notable arrests are the following: a. Alwie S Pasihul @ Ustadz Asman/Ustads Alawi Jaji along Plaza Pershing, Sevilla Street, Zamboanga City on June 21, 2012. He is an ASG subleader, involved in Tumahubong kidnapping incident, a member of MNLF Special Forces Command MINSUPALA, he was also involved in rebellion during Zamboanga City Cabatangan 2002 siege. b. ASG member Sahibul Sailani in Brgy. Kalayan, Lantawan, Basilan on May 22, 2012. He has a standing Warrant of Arrest for Kidnapping and Serious Illegal Detention with Ransom, and has a DILG monetary reward of Php300,000.00 for his capture. c. Abdulhan Ussih y Potal @ Jeron, Jeheri and “Black Tungkang” on February 14, 2012. He is classified as Most Wanted Person (National Level) with a bounty of Php3,000,000.00 for his arrest per Joint Updated DND-DILG Rewards Lists with Joint Order Number 15-2011. He was the Sub-Commander of ASG under leader Radulan Sahiron @ “Putol” in 2001 and 2003. d. Abu Sayyaf Group (ASG) member Harun Jaljalis @ Indal in Sitio Malvar, Brgy. Mahayahay, Basilan on January 26, 2012. He was allegedly involved in the kidnapping of 50 elementary school children and teachers in Tumahubong, Basilan; and the beheading of a farmer at the Golden Harvest plantation in Tairan Village, Lantawan, Basilan in June 2001. e. ASG member Sonny Baki Barahim @ Abu Ismael in Isabela City, Basilan Province on January 17, 2012. He is the brother of ASG member Ibno Ismael @ Abu Kudano, who is presently detained at Bicutan Jail for his involvement in various kidnapping cases. The brothers worked for the late Abdujarak Janjalani, Hamsiraji Sali, and Isnilo Hapilon. Abu Ismael was also among the armed guards during the Grace/Martin Burham captivity in Basilan. Strengthening Linkages with Other Law Enforcement Agencies National Law Enforcement Coordinating Committee (NALECC). The Chief, PNP chairs the NALECC that has 59 member-agencies. Strengthening linkages with other law enforcement agencies was sustained during four regular meetings aside from the lateral coordination and liaising of the PNP with the NALECC member-agencies. The meeting resulted in the approval of the following Resolutions on March 8, 2012: a. Resolution No. 001-2012 “Inclusion of the Commission on Elections (COMELEC) as a Regular Member of the NALECC”; b. Resolution No. 002-2012 “Inclusion of the Department of Health (DOH) and the Department of Labor and Employment (DOLE) in the NALECC SubCommittee on Traffic Management, Enforcement and Anti-Carnapping or SCTMEAC”; c. Resolution No. 003-2012 “A Proposal to Conduct Traffic Management and Road Safety Summit Focused on the Increasing Number of Motorcycle-Related Accidents, Including the Proliferation of Motorcycle-Operated Sidecars, “Kuliglig” Pedicabs and Related Transport Vehicles Along the Major Thoroughfares of Metro Manila”; d. Resolution No. 004-2012 “Declaration of Support for Senate/House Bills on Subscriber Identity Module (SIM) Card Registration”; and e. Resolution No. 005-2012 “Inclusion of the Office for Transportation Security in the NALECC Sub-Committee on Anti-Money Laundering/Combating the Financing of Terrorism (AML/CFT)”. Joint Anti-Bank Robbery Action Committee (JABRAC). The creation and activation of the PNP Anti-Bank Robbery Special Operation Task Force (ABR SOTF) (LOI 32/2004) serves as the main task force of the PNP in the campaign against organized crime groups and criminal gangs involved in bank robberies and related crimes. Thus, regular quarterly JABRAC meetings are conducted. From January 1 to September 30, 2012, four committee meetings were held involving the PNP and other government agencies and stakeholders from the banking and pawnshop sectors. Joint Peace and Security Coordinating Center (JPSCC). The AFP-PNP Joint Letter Directive (JLD) No. 07-2010 prescribes the creation of JPSCC in the national, regional, provincial and independent city levels to ensure unity of efforts between the military and the police in addressing all peace and security concerns. At the national level, there were four meetings held that led to the approval of the following joint letters of instructions: a. AFP-PNP Joint Letter of Instructions No. 01-2012 (Implementation of Stricter Gun Control Measures) dated March 7, 2012; and b AFP-PNP Joint Letter of Instructions No. 02-2012 (Shift in Strategy from Security Operation to Law Enforcement Approach in Western Mindanao) dated March 7, 2012. In view of the JLD, JPSCC have been formed at the regional, provincial and independent city levels. For the period covered, there were 33 regional, 163 provincial, and 38 city level JPSCC meetings were held. The following are the accomplishments of the PNP on public safety and security for the 1st Quarter of 2013: Security Coverage and Foreign Visits There were 12,152 VIP security operations conducted with 3,963,019 manhours spent. A total of 4,859 operations on special events were conducted nationwide wherein the PNP rendered 2,939,974 man-hours. Internal Security Operations Campaign against CPP-NPA-NDF. Seven government-initiated encounters against CTs were reported that resulted in two CNN wounded, one killed and the recovery of four high-powered and one low-powered firearms. In other operations against the CTs, 11 were arrested and six surrendered while one high-powered firearm was recovered. Among the notable accomplishments were the following: a. Arrest of Kennedy Bangibang @ Akbar/Sly along Halsema Highway in Bangao Proper Junction, Abatan Buguias Benguet on February 23, 2013. Strengthening Linkages with Other Law Enforcement Agencies National Law Enforcement Coordinating Committee (NALECC). Strengthening linkages with other law enforcement agencies was sustained during one of the regular meetings for the period aside from the lateral coordinations and liaisoning of the PNP with the NALECC member-agencies. Joint Anti-Bank Robbery Action Committee (JABRAC). One Committee meeting was held during the period involving the PNP and other government agencies and stakeholders from the banking and pawnshop sectors. Joint Peace and Security Coordinating Center (JPSCC). For the period covered, six regional, 35 provincial, and 12 city level JPSCC meetings were held. National Task Force SAFE 2013 The PNP and the Commission on Elections (COMELEC) have collaborated in securing a peaceful and safe midterm elections on May 13, 2013 and have come up with their battle cries: Secure And Fair Elections (SAFE) 2013 and Credible And Reliable Elections (CARE) 2013 for the PNP and COMELEC, respectively. The NTF SAFE 2013, aside from its major concerns on identification of election hot spots in the country, monitoring and neutralization of Private Armed Groups (PAGs), and accounting of loose firearms, provides strategic direction and supervision to all PNP units on matters of police operations. Likewise, NTF SAFE 2013 provides for the creation of provisional units from the national down to provincial levels to foster coordination in addressing election related concerns. From the start of the election period on January 13 to March 31, 2013, a total of 2,123 persons were apprehended, broken down into 2,054 civilians, 25 PNP personnel, 13 AFP personnel and 31 government officials/employees. Further, a total of 2,065 firearms were confiscated broken down into four machine gun, 624 pistols, 757 revolvers, 17 SMG/machine pistols, 20 grenade launcher, 200 rifles, 271 shotguns and 172 sumpaks. Other items confiscated were 112 firearms replicas, 629 bladed weapons, 110 grenades and 308 other explosives. During the same period, the PNP territorial forces carried out the Chief, PNP’s directive to neutralize or contain Private Armed Groups (PAGs) which resulted in 47 PAG members arrested, five killed and 35 PAGs members surrendered. One hundred eighteen firearms were surrendered to the PNP. II. Project Evaluation and Assessment In 2012, the PNP through the DO conducted an evaluation on the Police Integrated Patrol System (PIPS), the crime prevention program of the PNP. Recent incidents that were much publicized by the media left a perception to the public that there is an increase in the number of index and non-index crimes as well as those perpetrated by criminal gangs, organized crime groups and high-profile criminals. However, it must be noted that the statistics shows otherwise. The implementation of the Police Integrated Patrol System as one of the strategic initiatives by the PNP has greatly contributed to the decrease of the AMCR and the AMICR. This was achieved through focused operations and intensified anticriminality efforts with the implementation “Patrulya Ng Pulis” as well as in pursuing law enforcement initiatives. A concerted effort in the implementation of PIPS resulted in the decrease of crimes. But based on the 2012 assessment, there are other aspects in crime prevention which were overlooked particularly in law enforcement and community partnership. Thus, there is a need to further enhance the capabilities of the police stations to maximize its implementation and strict adherence to the guidelines making it more effective in preventing crimes With the issuance of the CMC No. 03-12 “SMS Verification of Firearms” dated December 11, 2012, PNP MC 2012-016 “Revised Guidelines in the Annual Verification of Firearms” dated November 28, 2012 and the crafting of the PNP PATROL Manual, the reduction of the crimes perpetrated by motorcycle-riding criminals, reduction of street crimes, reduction of incidents involving the use of firearms and the recovery of loose firearms will be realized. Moreover, the crafting of the PNP Patrol Manual will provide guidelines in the conduct of patrol operations which will set the limits and will direct the mindset of the personnel to be consistent with the patrol objectives. The Handbook on Personal Security for Candidates of Elective Position and the PNP Primer on Frequently Asked Questions (FAQ) on the Ban on Firearms and Security Personnel were likewise issued to support the other initiatives reflected in the DO Scorecard. The performance of the initiatives PIPS and Patrulya ng Pulis will entail the amount of Php 684,359,887.00 FY 2013. For the initiative Standardization of Systems and Procedures, different Technical Working Groups were created to review and revise the Police Operational Procedures and the integration of Letter of Instructions “Bilang Boga” and “Kontra Boga” into one Command Memorandum Circular. To keep pace with the emerging crime situations in the country, the Directorate for Operations is currently conducting inventory of the operational issuances and revising its anti-criminality initiatives which will have a direct impact on the community. The operational issuances that are being reviewed are the campaign plans on loose firearms, the localized anti-criminality plan, and campaign against kidnapping, hijacking and carnapping. With the publication and implementation of this PNP Patrol Manual/Handbook, police visibility as a crime prevention strategy will be greatly improved; standard operational systems and procedures will be institutionalized; and the police organization will be able to enhance its crime prevention and control capabilities through modern systems resulting from the best practices acquired from implementing patrol operations and other related activities. The standardization of concepts and procedures in conducting patrol operations is in consonance with the transformation efforts of the PNP as contained in the PNP PATROL PLAN 2030 that provides direction and focus on the core functions of the PNP which are crime prevention, crime solution and public safety. The procedures in PNP Patrol Manual intend to elicit a positive response from the public as the PNP works toward the attainment of a safer place to live, work, and do business. Revisiting the basics will foster closer ties between the PNP and the community, and in the process, give rise to several models of excellence in policecommunity partnership at the grassroots levels. The effectiveness of police patrols can be determined not just by the compliance of the guidelines specified in this manual but also on the positive impact it makes to the community. It is essential that PNP personnel utilize this manual to aid them in the performance of their duties as we realize our vision to become a highly capable, effective and credible police service.
