YCETC doesn’t provide instruction Cindy D - IGA/Fee structures should suffice We did not fight over ADM – so we don’t need to do an AOI to go back to legislation. 7. Discussion and Action Item: Make Recommendations Regarding the Following Items: Jeramy - #’s 1-10 – Reordered by the priorities of the Admin Committee. 1. School Calendars Options: A County-wide common (bell) schedule/calendar YCETC – Schedule/Calendar “adhoc” partnerships – Small Group Collaboration #1 – School calendars 3 calendar options: 1. Countywide bell schedule / calendar 2. Common YCETC calendar 3. Ad-Hoc Partnerships – Individual Districts share instruction on their own Jeramy – JTED is doing 4 day DL work week Cindy – Beginning of school year seems to be the problem. We should start/end on the dame day. Lois – What’s the point? Purpose? Why are we looking at common bell schedules? Phil Young – Roll-out ITV in Ohio – failure to coordinate bell/calendar schedules. We could do a “recommended” calendar – start on Aug 8th! We could come close in terms of calendar. John M – I agree with Phil – commit to a schedule. Hours is up to individual districts Kort - ?? Recording the teacher = online Sarah – if 50% of instruction = online Duane – I agree with John – if you check month by month we are pretty close. Nine out of 11 districts start at the same time. Kris Martin – I motion that we go with option #2 as a recommendation to the YCETC Board. Neil Manzenberger – second! Motion Passed 2. Bell Schedules: Quite possibly our greatest challenge! Examples from Cochise County, UEN, Alaska, and others may assist in finding consensus! Jeramy – Should we lump all schedules into this motion – we didn’t have any commonality when we viewed the schedules provided by each site? Phil – We need to coordinate bell schedules it is a monster – I have no data – it would be best to find a start time 7:30 – 8:00 – 9:00? If it is 30 minutes off it will be a problem. Somebody eyeball HS schedule to find windows of time that can be suggested. John – We should say when the class is – if coach says to be there at 5, students are there at 5. Lois – VACTE JTED has a 6:15 am class 22 students showed up every day. Jeramy – If the student wants to be there they will be there. We will be able to get instruction from other states/countries; you don’t have to go to our county schools. Cindy – What about a Rural district committee to have teaching/training protocol? Wagon Wheel approach, instead of working individually. Phil – Centralized Calendar is necessary, YCETC is the perfect vehicle. I haven’t seen a timeline? When are we doing training for Moodle? End of March for microwaves – meaningless unless everything else is attached. When will it be on my campus? Software? Hardware? August 8 kids start – I’m scared. Cindy – We feel we are not ready to roll out by Aug 8th. If we identify a good teacher to implement; find the coursework from outside vendor; to get a feel for online design. Start in spring of 2013. Phil – I want to see a timeline. Expectation is that we are starting Aug 8 2012 – if not conceivable – subcommittee. Needs to tell YCETC we are not ready. I need to properly train my teachers. Jeramy/Cindy – We agree that is the point of this committee. Duane – Let’s get it done and move forward John – Identify a teacher in each district and go! W-15 instructions – May – July training. We need the teachers from each district – let’s get it done! Cindy – Should it be dual enrollment teachers? YCC experienced teachers? John – We do have a timeline Phil – HUSD has not seen a timeline – let’s come up with a definite timeline. We need expectations. Times? Stacy – We have done this – we just need to identify what classrooms at the schools. Jeramy – We are off topic – Let’s get the timeline from Duane. Back to bell schedules – focus – table it? John – I move to have a bell schedule determined by Duane – Give us the times! Seth – second! 3. Sending & Receiving Sites for Fall of 2012: Who, what level (send, receive, send and receive) Cindy - #3 Sending/Rec sites Cindy – Do what MI has done – time/PD/training/Procedure to their teachers – give them the requirements. Phil – Important point! If we do economics in class A and send to class B & C on our campus, we need to know how many teachers to get. Duane – 65 kids need Spanish – we need a Spanish teacher. Here is where you are doing ITV Chino – Seligman & Ash fork – here is the $ - here is where training is. Simple – here is what is needed – go from there. Jeramy – That is how we do it at JTED as well Course Application process at a central site. We want to be successful from the get go. Utah Ed Network – they filter programs that are allowed to be seen. This could be YCETC. Christy – If we send and receive do we get 2 sets of equipment? Jeramy – This equipment is owned by YCETC it can be moved or taken away. Duane – Am I wrong? Duane – 11 grant funded H.S. for microwaves looking at the Broadband Survey – you will need. Phil – Clarify – you are telling me if we put a dish on H.S. if we don’t purchase the intranet bandwidth to rec/send instruction? Duane – Yes Phil – Do we need to purchase 1 meg? Duane – Yes but you won’t need anymore than 2 mg – we do need some clarification. Jeramy – We can buy 1-100 meg & it is E-rateable. Lock in at 5 mg today – 95 megs will be sold and not accessible anymore. Duane - ? They would increase capacity. Jeramy – How much bandwidth do we need for the next 3-5 years? Phil – Intranet – not internet – I have never heard it said that districts will have to PAY for this service. We have WAN to connect our elementary & middle schools. Do I need 5 or 10 meg. Do I need 5 – 10 microwaves dishes or will one work. Duane – The cost is on the last survey as well as in other information that has been distributed. It may even be in the white pages. It is out there. Phil – I saw that Lios - I’m new to this and I didn’t know this Phil – Big difference in cost for 5 – 10 – 15 meg. I don’t know – we need everything clarified – timeline – costs. Duane works hard to communicate but he doesn’t always disseminate the information. Jeramy – Any other school today that are ready to give us teacher names/classes? (NONE) Marty – I might be ready by the fall but I need more details. Jeramy – Stacy can tell us about the teaching – recommendation for teachers. Dan – we could be a sending site – I can’t say we are in because I don’t know the cost. I don’t know what Chino-Seligman-Ash Fork need Jeramy – If we put up the courses we want know if it will make till kids sign up. Duane - $46 per month per meg – potentially could be free – but I would budget for 5 meg. Stacy – Professional Development can start at anytime – but we can’t until ITV systems are in. 1-1 training ITV vs Online – use of moodle. Cindy – That’s why we won’t be ready for fall. I agree with Phil – timelines could change by GOVNET/Procurement if it is July it is too late. John – Best and brightest on the front end – best instructors – once we got them involved it took off. Dual enrollments are better instructors. Do the small schools want Eng 101, College Alg, etc. figure out the calculus piece – it might be only two teachers – plug them in – transmitting from Moodle is pretty easy. I think we can get this done by fall. Little schools will probably never be delivery sites. Small schools have a lot teacher turn-over – take what we have – let’s use what we got and get them going. The hardware piece we have no control over. Make a decision on the # of meg’s you need. We are getting bogged down in semantics – let’s get going. Phil – I need to know timelines. We have great teachers – say let’s do this – and I can’t say when the training is. John – Stacy and Duane can help put together timelines & PD training. Jeramy – Send what teachers/classes you are willing to send and give the information to Duane. Duane are you comfortable with taking the lead on Item #’s 2 – 9, and making a recommendation to the YCETC board? Duane – I can do item #’s 2- 9 Jeramy – Do we need a motion to give you direction on these items? Duane – No Jeramy - Great, let’s look at #10 Duane – State has approved “Race to the top” it will be done by April – it could help take on some of the central housing. Marty – That is too long – I think we give the power to Duane and bring back to us. 4. ADM/Fees/Funding: Decision was made to retain ADM at last meeting. What do we do with fees (if any) and future funding? See Item 3 discussion 5. Fiscal Agent: Who will track the expenses and make payments, process, formula, and related items See Item 3 discussion 6.
