VERONICA II: Selection of subcontractors by Siemens VDO Automotive In the framework of an EU project on event data recording ("VERONICA II"), to be eventually partly granted by the European Commission to our company as the sole responsible contractor, we are seeking a number of subcontractors. The general content of the project is based on the recommendations of the project VERONICA I, available in its Final Report under www.siemensvdo.com/veronica / documentation. The project will start on May 1st, 2007 and lasts until April 30th, 2009. The number of subcontractors are needed as mentioned below and expected to come from the following fields: 1 Federation of Member States’ enforcement authorities 2 Tachograph manufacturers 2 Vehicle manufacturers 1 EDR/ADR manufacturer 1 Law firm 1 accident reconstruction expert The work will consist mainly in proposing technical standards and legal solutions for the implementation of EDR/ADR in certain vehicle categories, in particular by amending Regulation (EC) n° 1360/2002 and its Appendixes. The work has to be performed in English only. No interpretation or translation services will be supplied to our subcontractors during the project duration. Our subcontractors will be expected to take part, among others, to the definition of: the data to be recorded by the EDR/ADR, the way they have to be recorded, stored and outputted (downloaded), the way they will be secured when stored, registered and transferred to third parties for legal purposes, the way they will be processed and stored by member state authorities under particular observation of data protection requirements how to safeguard activation and calibration of the recording equipment More generally speaking, our subcontractor will have to support the project management in its work and adapt to its requests during the whole project duration. The draft work programme is attached. Frequent meetings will have to be attended in Brussels and other locations (average: 1 meeting/month). The Kick-Off meeting is envisaged in Brussels for a date between 21st and 25th of May, 2007. The applicants will have to prove: their knowledge of EDR/ADR technology and trends, their knowledge of the above mentioned Regulation their knowledge and experience concerning the above mentioned topics, that they could be immediately operational. The vehicle manufacturers are preferably divided into two categories, one for commercial vehicles, busses and coaches and the other for Light Commercial Vehicles and light emergency vehicles (type passenger car). The enforcement federation and the law firm should prove practical experience in EC transport legislation, in particular in the fields mentioned above. The enforcement federation should be able to provide experts from three different member states and to integrate in a corresponding way the other member states into the project. The accident reconstruction expert should prove intensive practical experience with accident analysis by means of EDR/ADR. The estimated amount of work (hours) for the two years period is as follows: Enforcement Federation with 3 experts: 3.700 Tachograph manufacturers, each: 1.150 Vehicle manufacturers, each: 1.000 EDR/ADR manufacturer: 2.300 Accident Reconstruction Expert: 1.500 Law Firm: 2.100 Within the total project budget of aprox. 2.1 Mio € half of the workload is eventually granted by the EC-Commission; the other half is borne by each of the partners in proportion to its respective workload. Subcontractors are expected also to take responsibility for work packages and/or deliverables. A partner agreement describing each partner's duties will be concluded with the project leader. We expect the applicants: to issue their hourly rates (8h/d), to issue the full CVs of the experts allocated to these tasks. This advertisement is issued on 20th April 2007.
