UNIVERSITY OF CALIFORNIA, SAN DIEGO BERKELEY DAVIS IRVINE LOS ANGELES MERCED RIVERSIDE SAN DIEGO SAN FRANCISCO UCSD SANTA BARBARA SANTA CRUZ Dear Residents of the Mesa Apartments and Parents of the Early Childhood Education Center (ECEC) children. Our neighborhood is about to undergo a significant change with the construction of a new graduate housing facility that will provide our campus with 800 badly needed beds and parking spaces. This project will cost $78 million dollars to build and is completely funded by the residents of our graduate student housing as has been all current housing and parking at Mesa. With a waiting list of over 1,000 and our last graduate student project having opened in 1994, we are sure you will agree that the need to provide this housing to help these students survive the rigors of their programs and the cost of living in San Diego is critical. The project has been in planning for just over two years and we are now going to be entering into the construction phase in early October. While undoubtedly, it is very exciting to be finally able to help our students with new housing, we all acknowledge that the construction is going to be disruptive to what has been a very stable and quiet area for decades noting our last project built here was the ECEC. That acknowledgement made, we all are committed to work together to do our best to find solutions to any concerns brought forward and minimize the impacts of this project to the community. We hope and ask that you will share that same commitment with us. The central concerns that Kathryn Owen, Program Director of ECEC and Rebecca Otten, Mesa Residential Apartments Manager have already brought forth that could impact the neighborhood are traffic, dirt, dust and noise. We have addressed these items generally in the attached Q&A sheet with the acknowledgement that people can be impacted in very different ways and we hope to provide more personalized responses versus relying on blanket solutions In terms of “next steps”, we have developed some initial actions that we would like to share with you: In our recent planning meeting, it was agreed that Kathryn Owen would be the best contact point for our ECEC community (kjowen@ucsd.edu / 858-552-2513 as she and her team are on site daily and will be able to bring any concerns forward for immediate attention. Rebecca Otten will serve a similar role for the residents of the Mesa Apartments (rsotten@ucsd.edu / 858-822-3296) You are welcome to bring any suggestions, questions or concerns forward to them and they will in turn bring them forward to the campus. They have been provided with specific contact information so that they have immediate access to our Facilities Design and Construction Project Manager and the Director of Housing and Dining Services should issues arise. Included on that site will be basic information on the project, the planned schedule, updates to the schedule and a Q&A section that will list questions received and responses made. We hope and expect that the community will visit this site regularly for information on the project. We are in the process of developing a regularly scheduled electronic notice for the community that provides general updates on the project’s progress. As a member of our community, you are again welcome and encouraged to provide your contact point with your email address to rsotten@ucsd.edu and you will be added to this notice if you wish. We will maintain a system of as needed “Community Alert Bulletins (CABs)” that we will provide to Kathryn and Rebecca and place on the project website that advises of significant milestones or alerts on specific tasks that may occur that may have an impact on the neighborhood. We feel these will be particularly important due to the ever changing process of construction. For example, the project has period of time when dirt needs to be hauled off the site and a number of trucks will be using Miramar Street. We have a project schedule but it could rain and change the dates. In these types of cases, we would issue a “CAB” as soon as we were made aware of the situation. We are currently planning to install a mounted web based camera that will allow the community to go on line anytime and view the project during the day. Kathryn and Rebecca will be setting up community meetings to give the neighborhood the opportunity to come and learn about the project in more detail and again, offer their suggestions, recommendations and concerns.
