Chris has a BS degree from the University of Minnesota in geological engineering. He has worked for state regulatory agencies in Minnesota and Massachusetts and has spent the last 14-years working as a consulting engineer and project manager for Foth Infrastructure & Environment, LLC in Green Bay, Wisconsin. Chris has been active as a Wisconsin SWANA member since 2001 and a board member since 2002. Chris is a licensed professional engineer in Wisconsin and has extensive experience in landfill and transfer station permitting, design and operations with a focus on landfill gas collection and combustion systems. David Frahm: My work experience includes over 20-years in handling and processing of waste including, municipal solid waste, regulated medical waste, special wastes, ash, waste water, erosion control, and recycling with the past 15-years serving as Waste Coordinator for Mayo Clinic in Rochester, MN. I am an ex-AROW Board Member and have worked for city and county government in waste management capacities. Over the years, my duties have included waste/zoning planner, commodity sales, satellite accumulation development, design and implementation of reusable containers for regulated medical waste and RCRA waste, and equipment maintenance/purchasing/development. My 18-years in the dairy industry has taught me a great deal about integrated waste and efficiency models at an early age. I hold a MS-Project Management Degree and have class work completed towards a Doctorate Degree. My personal motto: Do not place too much confidence in generally accepted practices; question everything and make change a journey not a destination. Patrick O'Brien is currently the Chairman of the Winnebago County Solid Waste Board. He is the current VP of SWANA Badger Chapter and a member of WCSWMA Board of Directors. He retired in 2003 from Neenah Menasha Fire Rescue as Fire Chief after 35 years of service. He was a 20+ year member of the Winnebago County Board of Supervisors. Brian Tippetts is no longer a Young Professional but an Experienced Professional, with over 30 year in the industry, who enjoys mentoring. His credentials include: o Immediate past president of SWANA; o Business manager of Hilltopper Refuse and Recycling Service; o Part owner of 7 Rivers Recycling; o Speaker at many conferences which last year included Oregon, Sao Paulo and Mexico City; o National instructor for the Manager of Landfill Operations course; o Member of MSW Management Editorial Advisory Board; o Landfill consultant for Applied Ecological Services o Former solid waste director for the La Crosse Disposal System; o The original leader/initiator of the La Crosse Household Hazardous Materials facility/program; o Former City of Janesville Landfill Manager and Superfund project manager; o Recipient of both Republican and Democrat Governor appointments; o BS UW-Stevens Point and formerly federally registered as a soil scientist and hydrologist Roxanne Wienkes has been an active member of the Badger Chapter’s Young Professionals (YP) group for 3 years and has served on the Board since 2014. Roxanne also serves on the membership subcommittee and as a Regional YP Representative. As the YP Chapter Liaison, Roxanne helps engage fellow YPs and organize social events like the Ale Asylum Brewery tour, Madison Mallards outing, and “Are You Smarter than a YP” trivia. As Region 3’s YP Representative, she serves as a point of contact for the YP Chapter Liaisons of the 10 states in the region and provides regular updates to the YP Steering Committee. She has also had the opportunity to attend several national conferences including the Landfill Gas Symposium and WASTECON. Roxanne has worked as an environmental engineer at TRC in Madison, WI for 4 years. Her experience at TRC includes facility permitting and design, management of closed site operations and maintenance activities, and on-site construction quality control and quality assurance. Roxanne has coordinated the preparation of various municipal and industrial landfill permit documents and has experience with a wide range of topics including: siting, cost estimation, needs analyses, practicable alternatives analyses, wetland impact analyses and permitting, air permitting, storm water design and permitting, hydraulic design, composite liner/final cover system design, leachate collection system design and landfill gas system design.
