Coffey International Development(CID), Facility Monitoring and Evaluation (M&E) of
AusAID Partnership for Economic Governance Reforms (PEGR), 12 Jan 2009 to 30 April
2010, Philippines
Main project features: Improvement of the M&E System of PEGR following a two phased
approach starting with 1) the Review and Report on improvement and 2) Develop and Implement
the PEGR M & E System to effectively assist PEGR management in addressing the information
gap to effectively monitor and evaluate performance as the project nears completion date.

Activities Performed:
Provide oversight in the conduct and implementation of the project following high quality
standards and ensure timely completion of required deliverables under project TOR.
Responsible for PEGR’s overall M&E activities and is expected to rationalize the
application of available M&E tools and processes currently used by PEGR and required by
the AusAID Performance and Quality Agenda. Monitor progress of the project and
performance of individual experts to align schedules of the specific tasks which include
the following:
1) Desk Review to assess existing M&E situation and conduct data inventory;
2) Conduct Interviews and workshops to gather information and validate findings;
3) Preparation of Report on Findings and Recommendations including detailed action
plan
4) Prepare improved /revised M&E system for Board’s approval;
5) Review and recommend improvements in the RA-specific M&E system to make it
more practical, user-friendly and effective;
6) Assist in finalizing the Facility Performance Management Framework;
7) Relate these activities to M&E systems in the Partner Agencies;
8) Provide expert advice to Partner Agencies on M&E including cross cutting issues.

ADB, TA-6462 (REG) – Institutional Development for Enhanced Regional Cooperation in
the aSEA Region, August 1 to October 31, 2008 (intermittent), Philippines
Main project features:
Definition of key indicators to facilitate Impact monitoring/evaluation of the aSEA
program and to which Project Performance Monitoring Systems (PPMS) of projects under
the aSEA RCS will be linked to monitor and evaluate achievements during
implementation. In order to better measure the impact of the aSEA Regional
Cooperation Strategy, the assignment aims at defining an overall Program Impact
Monitoring Framework providing measurable indicators for future monitoring &
evaluation in line with the existing Results Matrix.

Activities Performed:
(i) Assist the international consultant in delivering the outputs of the TA;
(ii) Familiarize with the aSEA Regional Cooperation Strategy ;
(iii) Determine all data requirements, sources and reporting mechanisms
(including for data not yet routinely collected) in relation to aSEA
interventions covering transport, energy and environment;
(iv) Prepare key informant interviews and meet and consulted officials, agencies
and organization and determine the level of data available in their offices
related to the thematic areas of the RCS;
(v) Review available data from all sources including internet data, compile and
consolidate and assess suitability of data as performance indicator in terms of
quality, sustainability, availability in other countries and relevance to the
thrust of the RCS;

(vi) Validate data that are available at the regional and provincial level, collect
and prepare a comparative assessment to determine its suitability as
indicator;
(vii) Assist the international consultant in preparing a final report summarizing
major findings of the assignment and providing a) detailed explanations of the
key indicators used in the matrix, b) the details on how indicators relate to
the aSEA strategy together with a feasible suggestion on how to deal with the
attribution issue during monitoring & evaluation; and c) assessment of the
quality and sustainability of data for future monitoring;
AusAID, Preparation of Country Sector Program Framework, Country Strategy and
Concept Notes for Water Supply and Sanitation Initiatives (WSI), May to July,2008 ,
Philippines
Main project features:
The Australian government (AusAID) through the Water Supply & Sanitation Initiative
(WSI) will provide AUD300 million fund to five countries including the Philippines
towards the achievement of the MDG and expand access to safe water supply and
improved sanitation. An ‘Identification’ Mission was commissioned to assess potential
projects that will qualify for the grant, produce Concept Documents and articulate a
clear, staged process for development of a detailed design. This will enable a Concept
Development for budget purposes for development of a detailed design, including; key
areas of work; phasing; resourcing and implementation including team composition.
Position Held: Mission Team Member ( Institutional and Water Supply & Sanitation
Specialist)
Activities Performed:
 Undertake meetings together with AusAID WSI Mission team with various Heads of
national government agencies(NGAs), GOCCs, GFIs, Water Champions, NGOs, DONORs
and other stakeholders in the water supply and sanitation sector i.e., DILG, DPWH,
NEDA, DENR-EMB, PRRC, NWRB, DOF, NAPC, LWUA, MWSS, Land Bank of the
Philippines, Development Bank of the Philippines, PAWD, PCWS, ADB, WB, GTZ, KfW,
USAID, JBIC, JICA, MWCI, MWSI, BORDA to discuss their role in the sector, ongoing
activities and future programmes in implementation of the WATSAN initiative to
improve effectiveness of investments.
 Conduct site visit on candidate site to observe physical state of water supply and
sanitation in the municipality and verify necessary interventions particularly on
sanitation;

 Conduct Meetings and prepare Mission reports in support for the conduct of Aide
Memoire;
 Prepare the Country Program Framework that describes the water and sanitation
sector in the Philippines including the policies ,institutional set up, water agencies
involved in the sector, enabling laws that create these policies, and the MDG and
MediumTerm Philippine Development Plan 2004-2010 agenda among others, needed
to prepare a Country Strategy that will support the launching of the WSI Grant to the
Philippines. Tasks include the ff:

Collection and processing of data: population, growth rate, density, social and
health statistics, water supply and sanitation coverage(urban and rural), PPP water
initiatives, investments in WATSAN sector, ODA loans and performance,
performance indicators of utility companies, lessons learned, challenges and issues
and design data of innovative projects.
Conduct a sector analysis and prepare reports covering the institutional framework,
policy and legal framework, water resources, access to water supply, access to
sanitation, private sector participation, utility performance, sector investments
and financial status, external assistance to the sector, lessons learned and future
plans.
Discuss in detail with MDBs and Implementing Agencies the specific and
quantitative scope for the envisaged grant support;
Prepare Concept Notes of the identified projects providing justifications in terms of
potential benefits and impacts, issues and risks stressing expected outcomes and how
the activity will contribute to higher level country and program objectives; Set out
the strategic options and a recommended delivery method; Describe alternative
delivery options and the operational management model; Set out the main factors
affecting how the proposed activity will be designed and delivered. Prepare Design
process including timeframes, resource needs and required outputs; Develop a
schedule of activity for Design Phase of work, setting out a process for development

of a full design, further information needs, team composition, how government
agencies, local communities and stakeholders should be consulted/ involved in
development of the detailed design. Funding constraints of the watsan initiative
including activity budget for 2009/11 and funding constraints beyond then; fund flow
mechanism; Coordination with existing design work and approval processes of ADB
and WB; Identify management and procurement arrangements with partner
governments and MDB’s; Implementation timeframe Outline of critical risks and how
these risks will be managed.
JBIC-DBP/ IDP Consult Inc , Post Evaluation Study of JBIC Completed SME and
Environmental Project, September 2007 to February 2008 (Intermittent), Philippines,
Main project features: JBIC extended a loan to small and medium enterprises through
DBP under the Environmental Infrastructure Support Credit Program II ( EISCP-II) which
provides loans to various SME for environmental projects. JBIC conducts an ex- post
evaluation study of the economic and environmental impacts of these loan projects in
line with the "Medium-term Policy on ODA" to make use as much as possible the
experience and lessons gained from past projects in future investment. Out of the 48
projects, 10 were selected that have large and measurable impacts in their sectors or
regions; projects which fit specific research themes and projects concerned with
environmental and social development.

Activities performed:
Responsible for the (1) Red Dragon Hog Farm in San Fernado, Pampanga which
constructed a tunnel ventilated type buildings with automatic monitoring control system
for ventilation and wastewater treatment ponds with biodigester that convert waste to
biogas; (2) Greenbelt Foods Corporation in Valenzuela City, processing food products
normally called “street foods”. Prepare environmental indicators covering workers health
status, pollution signs on flora and fauna ,personal, community benefits from the project,
company benefits including environmental compliance as to preparation of environmental
management system, installation of monitoring devices as per approved environmental
clearance certificate (ECC). Conducted orientation of the social survey personnel on
approach methodology for the survey and supervise survey work. Process data and
evaluate the economic and environmental impact and prepare the report according to
JBIC five selection criteria:
relevance, effectiveness, efficiency,
impact and
sustainability.
IDP Consult Inc, ADB TAR: PHI 38398: Preparing the Metro Manila Urban Services
for the Poor Project: Component of GAR/ EGGAR Preparation of Two project sites in
FTI Complex in Taguig City and the New Bilibid Prison Compound in Muntinlupa
City , September 2007 to February 2008, , Philippines,
Main project features: The proposed FTI Complex socialized housing and commercial
development, based on the Procedural Manual for Department Administrative Order
(DAO) No. 2003-30, falls under Category B projects, which are required to secure an
Environmental Compliance Certificate (ECC). Under the Philippine Environmental
Impact Statement (EIS) System, an Environmental Impact Assessment (EIA) Study is
necessary prior to issuance of ECC. To supplement the EIA, an Engineering Geological
and Geohazard Assessment is required by the government for subdivision and housing,
resettlement and other similar land development projects such as the proposed mixed
housing and commercial program in FTI Complex and NBPC. This is evaluated as part of
the ECC application, based on concerns related to the potential geohazards identified in
the project area and its immediate vicinity.

Activities performed:
Coordinate with MGB regarding project scoping methodology and schedules as well with
the local government, the NGO –Habitat (FTI) and the community leader. Conduct test
pitting in the project sites and study the groundwater and geological conditions. Prepare
analytical assessment and EGGAR reports and ensure approval of these reports.

by AIDAB (now AusAID) extended to four Central Visayan Provinces to provide a
sustainable water supply system and expand access of population to safe water and
sanitation.

Collect available water resources data in the project area; provide water resources
data to the planning information system; conduct hydrogeological studies for Water
Supply Master Plan and selected 32 municipalities in Cebu, Bohol, Negros Oriental and

testing, pumping test, test drilling and evaluate groundwater potential of areas proposed
for Level II or III system; advice/recommended appropriate type of sources for the Level I
