Section three: Delivering our services
Acute Services
Emergency and elective hospital services are provided by our acute services, which
includes inpatient, outpatient and day case care. There are two district general
hospitals within Ayrshire: University Hospital Ayr and University Hospital
Crosshouse. These hospitals provide a wide range of acute services:

University Hospital Ayr
University Hospital Ayr provides medical and surgical services on an inpatient,
day case and outpatient basis. It is the main Accident and Emergency service
for South Ayrshire. It provides a number of Ayrshire-wide services including
Vascular Surgery, Ophthalmology and Audiology.

University Hospital Crosshouse
University Hospital Crosshouse provides medical and surgical services on an
inpatient, day case and outpatient basis. It is the main Accident and
Emergency service for East and North Ayrshire. Inpatient paediatrics, the
Ayrshire Maternity Unit and the main Laboratories for Ayrshire are on the
Crosshouse site.
Community, mental health and learning disabilities services
Following the introduction of Health and Social Care Integration, the operational
delivery for the range of community healthcare services and mental health and
learning disabilities services is through the newly created Health and Social Care
Partnerships and the Integrated Joint Boards:




South Ayrshire Health and Social Care Partnership
Community Services
General medical and dental services are provided throughout Ayrshire and Arran by
general practitioners, dentists, community pharmacies and optometry practices.
Community nurses, health visitors and Allied Health Professionals are all involved in
providing care within our local communities.
Out-of-hours general medical services are provided by Ayrshire Doctors On Call
(ADOC) within the community.
Mental health and learning disability services
Inpatient mental health services, including the Intensive Psychiatric Care Unit, are
largely delivered at Ailsa Hospital in Ayr with further mental health inpatient services
provided at University Hospital Crosshouse
Learning disability services are provided from Arrol Park in Ayr. Elderly mental
health inpatient services are provided from Ayrshire Central Hospital in Irvine, and
East Ayrshire Community Hospital in Cumnock. Community based services are
provided throughout Ayrshire for the range of clinical groups: adults, child and
adolescent, elderly and addiction services.

Section four: Investing for the future
There are two major capital developments underway within NHS Ayrshire & Arran to
ensure safe, effective and person centred care:
Building for better care
We are investing £27.5 million to provide fit for purpose front door services for
University Hospitals Ayr and Crosshouse, in order to improve emergency and urgent
care for patients who come to hospital for anything other than a scheduled
appointment.
North Ayrshire Community Hospital – Woodland View
We are investing £47 million to provide a 206 en-suite bedroom integrated mental
health and community facility, including older people’s long term care and
rehabilitation. This development will bring together a full range of outpatient and
inpatient facilities.

2. Job Purpose
To assist in the provision of a comprehensive multi-site installation, maintenance and Planned
Preventative Maintenance (PPM) service and to maximise the efficiency and quality of the
mechanical, electrical and environmental services of NHS Ayrshire & Arran using resources
available
3. Dimensions
The Jobholder is one of a team Electrical Technicians employed by Estates Department to
provide a service across all sites within the NHS Ayrshire & Arran
The Jobholder may be based at any one of the hospital sites within NHS Ayrshire & Arran,
which are: Ayr Hospital, (including Ailsa, Biggart Hospital and Heathfield Clinic)
 Ayrshire Central
 Crosshouse,
 The Jobholder is directly responsible to the Supervisor, Estate Officer and Senior Estate
Officer on the site in which he is based
 The Jobholder may occasionally be required to supervise apprentice duties.
 Plan, organise complex activities including installations and maintenance of engineering plan
and equipment in co-ordinating with suppliers, contractors and hospital staff
 There are no budgetary responsibilities although the jobholder will impact on the
departmental budget.
 The Department operates 24 hours per day, seven days per week and the Jobholder
normally works between the hours of 8.00am to 4.30pm Monday to Thursday and to 1.30pm
Friday.
 The Jobholder also participates in the Department’s On-Call rota, responsible for general
maintenance and breakdown cover for relevant sites out-of-hours

5. ROLE OF DEPARTMENT
To facilitate the delivery of uninterrupted quality healthcare by providing 24 hour 7 day safe
and effective upkeep and development of NHS Ayrshire & Arran’s land, properties and assets
To deliver, maintain and develop a high quality, cost effective, responsive and efficient
engineering and building service to all staff patients and departments within an agreed budget,
in line with the policies, procedures and requirements of NHS Ayrshire & Arran
To provide professional and managerial support for the Facilities Department in matter relating
to engineering and building development

Install and commission machinery using installation manuals to ensure safety and in
compliance with health and safety, and statuary regulations that benefits and provides
a safe environment for the user and patient care.
Complete Planned Preventative Maintenance in accordance with organisational and
manufacturers recommendations, using appropriate tools, test equipment, and
recording details of work carried out within set time-scales, to prevent breakdown and
maintain optimal operational ability.
Respond to breakdowns, evaluate situation and take corrective action to ensure
minimal disruption and damage.
Test, monitor and overhaul backup systems such as emergency electricity generators
to ensure a continuality of service for patient care areas and all other departments.
Participate in lift rescue, maintaining manufacturer’s safety standards to ensure quick
and safe release of trapped individuals.
Survey plant and equipment for, safety, soundness and establish maintenance to be
undertaken.
Be aware of Health and Safety requirements when undertaking all work to maintain a
safe environment for staff and patients.
Fault finding and analysis within complex systems/equipment in a safe, effective
manner using fine tools and calibrated measuring equipment as required in order to
minimise future breakdowns and keep hospital running efficiently.
Maintain all Regulations in relation to SHTM 06, The Electrical Safety Code for Low
Voltage Systems for Competent Persons, Wiring regulations BS 7671 Electrical 17th
Edition to ensure a safe environment and to maintain good quality and safe electrical
power to patient care.
Verify integrity of wiring systems utilising calibrated test equipment to maintain safe
working environment within hospital sites.
In depth effective use of BMS (Building Management System) computer to set
parameters and record data on a wide range of building services.
In depth testing and repair of sterilization equipment and washer disinfectors.
Investigate, research and plan upgrades and developments to meet changing
requirements of health care.

8. Assignment and Review of Work
















Duties are allocated by Supervisor/Estate Officers, although the Jobholder operates
autonomously within designated parameters and Health & Safety Regulations.
Breakdowns are a major aspect of the work, some require major in depth ability to fault find
and carry out repairs to put the equipment, facility back into service.
Planned Preventative Maintenance work is allocated weekly and is then prioritised by the
Jobholder, liasing with staff in relevant departments to establish accessibility, taking into the
account the needs of the service.
Much of the Jobholder’s work is demand-driven and therefore unpredictable and may consist
of repair, redesign and installation as necessary to undertake a particular task.
Measure up jobs for new installations and alterations; check plans/drawing to work out best
route to run in supplies and establish materials required to enable the job to be carried out
quickly with minimum disruption
Verify integrity of wiring systems utilising calibrated test equipment to maintain safe working
environment.
Keep records of circuit testing results and appliance/equipment testing up-to-date for
inspection and verification of a safe system.
Participate in lift rescue, maintaining manufacturers safety standard to ensure quick and safe
release of trapped individuals
Respond to fire alarms, evaluate situation and liase with Fire Officer in charge, repair any
faulty equipment and advise of ‘all-clear’, report incident to ensure no re-occurrence of
incident.
In depth testing and repair of Fire Alarm systems to provide a sound reliable system.
Fault find and repair of nurse call and intercom systems replacing/repairing electronic
components as necessary to ensure patients are able to call for attention
Installation, programming, fault finding and repair of Telephone and Data communication
systems to ensure a technically sound system.
Install monitoring equipment on electrical services, analyses results and suggest
modification or upgrade to accommodate overloading or future development requirements
Participate in departmental On-call service to provide 24 hour emergency cover across all
hospital/clinic sites in East Sector
The majority of the jobholder’s work is unsupervised.












Able to use own initiative and undertake a wide range of duties without referral back to

Ability to repair major and minor faults in a safe manner whilst keeping hospital running
efficiently i.e. on troubleshooting fault, the jobholder can decide to close down certain areas
of the site until repair has been completed, for health and safety reasons.
Ascertain how many persons are trapped in lift and reassure, ask if medical assistance is
required, liase with other members of test and proceed with rescue in accordance with
manufactures guide lines
Ability to repair faults in a safe manner whilst minimising disruption to hospital services and
where necessary provide alternative electrical supplies to maintain the service
Prioritise work as they occur on a daily basis.
Take plant measurements, calculate present operating conditions, analyses results and
adjustment plant to restore desired conditions.
Ensure all plans, information and instructions are accurately interpreted for the efficient and
safe operation of equipment and plant. Update plans when required
Control stock of materials used to undertake work and request replacements as required
During emergency call outs the post holder has to initiate an action plan and has freedom to
undertake whatever work is required in complete autonomy to restore the failed equipment
or service
