DIRECTIONS TO SILVER SANDS PREMIUM OUTLETS
Conveniently located on U.S. Highway 98 just west of Sandestin Golf & Beach Resort, access to Silver
Sands Premium Outlets in Florida is available from the north across the Mid-Bay Bridge from
State Road 20.
From U.S. Hwy 98 traveling East:
Coming from the Pensacola/Gulf Breeze direction, travel East on Hwy 98 through Navarre and Fort Walton Beach.
Continue East through Okaloosa Island and Destin. Silver Sands Premium Outlets is located approximately 8 miles
East of Destin and 6 miles (5 minutes) past the Okaloosa/Walton County line on the Left side (North) of Hwy 98.
From U.S. Hwy 98 traveling West:
Coming from the Panama City direction, travel West on Hwy 98. Silver Sands Premium Outlets is located
approximately 23 miles (30 minutes) from the Walton/Bay County Line, 1 mile past Sandestin Golf and Beach
Resort on the Right (North) of Hwy 98.
From Interstate 10 traveling West:
Take Exit #85 South at DeFuniak Springs, which is U.S. Highway 331. Travel left (south) for approximately 23
miles until the junction of Hwy 98. Turn Right (West) onto Hwy 98. Silver Sands Premium Outlets will be
approximately 11 miles on the Right side of Hwy. 98, one mile past Sandestin Golf & Beach Resort.
From Interstate 10 traveling East:
Traveling east, take Exit #70 South at Crestview, which is State Road 85. Drive South to State Road 20 and turn left
(east). Continue east on SR 20 East/E John Sims Pkwy. E. Turn right onto State Road 293/Mid-Bay Bridge
Connector. Cross Mid-Bay Bridge ($3.00 toll). Head south to U.S. Highway 98, take a left and head east
approximately six miles. Silver Sands Premium Outlets will be on the left.

Welcome to Silver Sands Premium Outlets,
The following information is provided to assist tenant contractor(s) during the build out of
tenant space(s). As always, we will do our best to make sure that the construction process runs
smoothly and the store’s Grand Opening is successful.
Prior to beginning work at the center, all contractor(s) must schedule a pre-construction
meeting with our on-site Operations Manager, Chris Johnson at (850) 687-5381 or via email
at chrisjohnson@simon.com
At that time, the Landlord’s Construction Rules & Regulations, as well as Procedures for
working in the center, will be reviewed. A walk through of the premises shall be completed
by both a Landlord Representative and Tenant’s Construction Representative. If applicable,
Tenant’s Representative will be required to notify the Landlord of any outstanding punch list
items within three (3) days. Items not reported within this time will become the responsibility
of the Tenant and/or their General Contractor.
Prior to beginning work, all Tenant General Contractors must provide:


Copy of the Building Permit and,

Notice of Commencement per Landlord’s Requirements

Permit Process
BUILDING PERMIT/GC LICENSE
1. Permit time is estimated at 2-3 weeks for retail interior finish and 3-4 weeks for pad
construction.
2. Landlord must approve plans prior to being submitted to Walton County.

LAND USE APPLICATION
1. Tenants must submit a Land use Application to Walton County Planning &
Development 2-3 weeks prior to submitting for Building Permit.
2. NO plans will be reviewed prior to receiving Land Use Certificate.
NOTICE OF COMMENCEMENT (NOC)
1. Building Contractors must obtain and file NOC before starting any work in the
Premises. (To be done when picking up Building Permit.)
NOC must be notarized and signed by Tenant (Leasehold/Owner).
2. Copy should be placed on the back side of Building Permit (to be seen only
from the inside).
3. Copy of recorded NOC must be delivered to Tenant Coordinator prior to Delivery of Premises

CONSTRUCTION POLICIES & PROCEDURES
BUILDING LAYOUT
Contractor shall immediately, upon entering the project site, locate all general reference points and
take necessary action to prevent their destruction; lay out his own work and be responsible for all lines,
elevations and measurements of building, utilities and other work executed by him under his contract.
Contractor must exercise proper precautions to verify figures shown on the drawings before layout
work and will be held responsible for any error resulting from his failure to exercise such precautions.

Space delivered “As Is” all work by Tenant/Tenant General Contractor unless otherwise noted.
GC shall have in their possession on site, copies of Landlord and Building Department plan
reviews. All comments to be incorporated into final build out.

Tenants General Contractor and/or subcontractors upon request shall furnish the Landlord
evidence of General Liability, Workmen’s Comp and Automobile Liability Insurance. When
requesting a Certificate of Insurance from your agent, please be sure to list the all entities as
additional insured and Certificate Holder as shown in sample.

General Contractor to verify existing conditions prior to beginning construction.

General Contractor must schedule preconstruction meeting with Landlord prior to turnover 12 week notice required. GC to supply Landlord with copy of Building Permit, Notice of
Commencement, Schedule, Sub-Contractors list.

GC shall adhere to all Landlords’ rules, regulations, policies and procedures for working in
center and ensure all sub-contractors adhere to rules for working in center.

All Contractors/Sub Contractors to park in designated areas only.

The tenant contractor, as the tenant representative, will be responsible for signing the
“Acceptance of Premise” letter. You must do a walk through and a punch list for your space if
applicable. The landlord will not be responsible for items not identified on the punch list. It
will become the responsibility of the tenant contractor to complete the items not on the punch
list.

Contractor shall obtain all necessary permits and pay associated fees required by local
authorities and utility companies. Confirmation of utility service must be provided prior to
turnover.

Tenants must supply and install full size vinyl graphics for window areas and/or barricades
during construction (see Store Front Criteria).

In order to facilitate Tenant's compliance with the requirements of the Lease, Landlord strongly
recommends that Tenant obtain lien waivers with respect to all work performed or materials
delivered by Tenant Contractors and suppliers.

Prior to starting construction, the Tenant Contractor is to make arrangements with Operations
Manager to coordinate trash container placement, approved/required contractors etc.

No construction traffic is allowed in front of house areas during business hours.
All deliveries to come through rear service areas unless previously approved by LL.

Florida is a right to work state and therefore an open shop. General Contractors are required to
complete a Sub Contractors Contact Sheet for all subcontractors to be used for this particular
project. List should include Firm name, addresses, telephone numbers (emergency numbers),
and superintendent’s name and cell phone number. This list must be given to the Tenant
Coordination Office prior to starting construction. A pre-approved sub-contractor Resource List
is available in the GC Info & Forms Package as well as Landlord specified sub-contractors. All
contractors and sub-contractors must be licensed, reputable and insured.

Landlord’s Construction Representatives will inspect construction progress of Tenant space
periodically. Any deviations or field modifications must be reported to Landlord’s Tenant
Coordination Department and must obtain approval prior to being initiated on site. Any
violations or divergence to the requirements as set forth in the Tenant's lease, Landlord Criteria,
or Drawings and Specifications, without Landlord’s prior approval will be required to be
corrected immediately by Tenant Contractor at Tenant/Contractor's expense.

No work that is disturbing to customers or adjacent tenants or customer common areas shall
take place during business hours, this work should be scheduled for before or after mall
business hours including but not limited to jack hammering, demolition, power nailing, etc.
Any work affecting adjacent tenants (i.e. utility work) must be scheduled minimum three (3)
days in advance with Mall Operations.

Upon completion all affected areas to be returned to like new condition.

It is the responsibility of the tenant/tenant’s contractor(s) to determine what inspections will be
needed and to arrange for these inspections. Contractors’ requesting inspections are responsible
for assuring that they are prepared and will be in the appropriate location when the inspector
arrives. Upon passing the final inspection and prior to opening for business, a copy of the
“Certificate of Completion” must be given to the Landlord.

Access to shopping center and individual spaces shall be subject to control, at all times, by
Landlord, to ensure protection of common area finishes from damage, for safety and security
reasons. At no time shall common areas be used by Contractor, its’ employees or subcontractors, for lounging, eating, rest breaks, etc. Contractor and Tenant shall be responsible
for seeing that all Contractors and their employees strictly comply with this rule.

Contractor will be responsible to ensure that foot traffic from the construction site into the
common areas does not result in tracking of mud, debris, chemicals etc. that will require
extensive cleaning by Landlord. Cleaning of such will be the financial responsibility of the
Contractor.

Upon completion of construction and prior to opening, Landlord’s Tenant Coordination
Representative will conduct a final inspection and compile a punch list. The Premises will be
allowed to open for business upon Landlord’s receipt of Certificate of Completion, completion
of punch list items and any outstanding fees have been paid.

Graphics may only be removed the day before store opening. Removal of graphics prior will
result in charges to Contractor and/or Tenant.

Tenants are not permitted to cover or black out windows permanently.

The landlord will complete work as outlined in the executed lease. If tenant is requesting that
landlord perform additional work at tenant’s expense, submittal must be in writing and
approval of landlords bid must be accepted in writing.

The tenant/ tenant contractor is responsible for furnishing fire ratings on all fixtures and
materials used to construct store.

Nothing shall be mounted directly to deck, top or bottom chord to joist to be utilized.

Any equipment being demo’d/ removed should be returned to LL if requested.

No Muzak dishes are to be mounted on the landlord’s building unless approved by landlord in
writing (see design criteria for dish requirements).

The Tenant/Tenant Contractor is responsible for cleaning storefront area and storefront
windows of any construction debris, prior to opening for business. If store front work has been
done contractor will be required to paint exterior knee wall.

The Tenant Contractor is responsible for supplying and installing 10 lbs. fire extinguishers tagged per minimum requirements listed below or as required per code.

Nothing is to be installed or permanently mounted to the storefront mullions.

Work performed without the written permission of the Landlord and does not meet the
standards set forth by the Landlord, must be corrected by Tenant Contractor prior to store
opening. Work not completed shall be completed by Landlord and billed to Tenant or deducted
from Tenant Allowance.

Contractor is responsible for securing manpower required during construction.

At the completion of his work, Contractor must clean and remove from the site, and any storage
facilities used, all rubbish and debris before leaving the project.

Contractor shall be responsible for any damage to existing work, to include patching, repair
and/or replacement of such damage.

Contractor will furnish Tenant and Landlord affidavit that work has been completed in
accordance with approved drawings, and all sub-contractors and material suppliers have been
paid in full, through the receipt of lien waivers from all parties involved. Landlord’s receipt of
these documents is mandatory prior to payment of any Tenant Allowance to Tenant.

Tenant, or Tenant’s contractor, will submit one (1) copy of as-built plans, prepared by Tenant’s
architect, to Landlord prior to release of Tenant Allowance.

Throwing anything out of the doors, windows, skylights, or down the passageways is not
permitted.

Contractor, Tenant, or any employees, agents, visitors, or subcontractors are not allowed to
bring or keep upon the Leased Premises any flammable, combustible, or explosive fluid,
chemical, or substance.

The water and wash closets and other plumbing fixtures shall not be used for any purpose other
than those for which they were constructed. Sweepings, rubbish, rags or other substances are
not to be thrown therein. All damages resulting from any misuse of the fixtures shall be borne
by the Tenant/Tenant Contractor.

Contractor shall keep all premises free from pest and termite infestation at all times and free
from all debris, including but not limited to discarded construction materials, cigarette butts,
paper, wrappers, etc.
!!! WORK PRACTICES STRICTLY PROHIBITED !!!
1. Welding inside premises without written authority from Landlord.
2. Installation of any combustible materials above finished ceilings, or any other concealed,
non-sprinkled space.
3. Imposing any structural load, temporary or permanent, on any part of the Landlord’s
structure.
4. Cutting any holes in Landlord-installed floor slabs, walls or roof, without prior written
approval.
CONSTRUCTION BARRICADE
Barricade Specifications – Barricade shall only be required if Tenant is modifying store front.
Barricades shall be constructed per Landlord’s Requirements and Tenant shall install Lifestyle Graphics
announcing store.

GENERAL SAFETY
SAFETY: Contractor is responsible to maintain a safe construction environment when working within
the mall in accordance with OSHA, State, and Local standards.
Contractor is responsible to maintain security of the enclosed workspace during construction and not
allow the general public access to the work area. This would include those people seeking employment
within the store of which the construction is for.
Tenant and/or contractor are not permitted to conduct interviews or similar business within the space
while the leased space is under construction.
The use of equipment powered by gasoline, propane, etc. should not be allowed during mall operating
hours. Exceptions to this would be small, hand-held torches for plumbing work, etc.
The contractor should be responsible for ensuring that adequate ventilation exists to safely operate all
equipment powered by gasoline, propane and remove any odors caused by finishes such as sealants
and paints. While using these types of equipment, the contractor shall ensure that a safe working
atmosphere (as defined by applicable Federal, State and/or local regulations) is maintained in the work
area and all other mall areas.
FIRE EXTINGUISHER: Fire Extinguisher(s) shall be available at all times while work is being performed
within the leased premises. Extinguishers shall be an ABC 10 lb. multi-purpose dry chemical type
approved by UL or FM. When welding is being done within the store, the Factory Mutual burning
permit system must be utilized and an extinguisher shall be located near the work area.
OTHER: Silver Sands is a drug free workplace. Contractor will ensure that all Contractor and subcontractor’s personnel comply with Landlord’s requirement that drugs and drug use on the premises
are strictly prohibited.
Smoking is prohibited within the work area!

1. Floor in the leasable area compacted sand base graded to within 5" of finished floor elevation.
2. Any saw cutting/trenching must be approved by Landlord in advance. Work must be
completed before 9:30a am.

3. Trench must be inspected for vapor barrier prior to pour back.
4. Eight (8) Mil Polyethylene vapor barrier under the slab is required. Vapor barrier should have a
minimum 4' overlap and perforations shall not be permitted.
5. Concrete slab on grade shall be 3000 p.s.i. minimum strength and conform to ASTM C33
Specifications. Tenant required to install compacted sand base to match existing.
6. Concrete floor shall be 5" thick (Min.) smooth level finish reinforced with 4" x 4" – W2.9 x
W2.9 welded wire fabric. (Min. Requirement).
7. The concrete floor within the area shall be placed in sections, not exceeding 24'-0" in any one
direction. Sections shall be separated with standard control joints and/or expansion joints as
required. Control joints must be located at all steel column lines. Asphaltic-type expansion
material shall be located at full perimeter of demised areas (except storefront) and at all steel
column perimeters.
8. Insure smooth transition from Landlord poured concrete slab to Tenant installed concrete slab.
9. Flooring Finishes Guidelines:

Hard surface flooring must run from the front door entry to stock wall partition.

3. All penetrations to be patched/filled in demising walls.

SUBSURFACE WORK:
1. Contractor shall exercise a high degree of special care in executing subsurface work in
proximity of known subsurface utilities, improvements, and easements, and shall use best
efforts to determine the location of unknown subsurface utilities, improvements, and easements
prior to commencing work in areas where none have been identified to Contractor. Contractor
shall confirm the location of each utility, shall excavate and dispose of each on-Site utility, and
shall cap each off-Site utility as required by the Work and as may be included in the
Specifications. Contractor shall also take such action regarding utilities as is set forth above. At
least five (5) business days prior to the start of Work in areas which may involve existing utility
lines, the Contractor shall notify the utility company possibly affected, of the planned Work,
and instruct the utility company to stake, mark, or otherwise designate the location (and depth)

of their lines, or temporarily move the line(s). Contractor shall immediately report to the

SPRINKLER SYSTEM
Existing Sprinkler System to remain; including system risers, shut off valves and fire sprinkler main
lines. Tenant will be responsible for all modifications to system due to Tenant store design shall be by
Tenant at Tenants expense.
Tenant must use required sprinkler contractor. See ‘Required Subcontractor’ list at the end of this
manual.
Drain down fees will be charged per each shut down to system.
Contractor will coordinate with Landlord at least 24 hours in advance of the need to drain the fire
sprinkler system during construction.
Notice may be given at Mall Operations Office between the hours of 8:30 a.m. and 4:30 p.m., Monday
through Friday. No fire system drain-downs will be permitted on Saturdays or Sundays.

25. All power and control wiring for HVAC shall pass through roof deck in HVAC unit chases or
Landlord provided roof jacks if applicable. Should Tenant require additional roof jacks Tenant
contractor shall coordinate with Landlord’s roofer and Mall Operations Manager. Tenant’s
Contractor(s) are required to seal jack after installation is complete. Sealtite conduit shall be
used to route the wiring between the waterproof junction box and the rooftop equipment. (i.e.
HVAC Units, Antennas, etc.) All roof penetrations must be performed by Landlord roofer and
are at Tenant’s expense.
HVAC
1. Tenant shall be required to use roof top HVAC units at retail and restaurant locations unless
otherwise noted and/or approved.
2. Tenants installing new HVAC units must provide unit specifications mechanical drawings and
structural engineered drawing verifying proper support of unit.
3. MEP drawings required & signed by the MEP Engineer.
4. Drawings to show location of roof equipment, loads & equipment schedule.
5. HVAC to be provided at a minimum of 1 ton per 300 square feet
6. Landlord shall require use of Trane or American Standard brand HVAC systems.
7. New RTU’s to be placed in same location w/ same size units unless previously approved by
Landlord.
8. New HVAC units that are larger than previous units or are being located in alternate location
will require signed/sealed letter of approval from structural engineer. See Landlord criteria for
engineering contact.
9. Specification sheets with weight of existing unit and new unit must be submitted.
10. Please indicate if existing curb or curb adapter will be used.
11. New units to have factory applied anti-corrosion epoxy finish.
12. All rooftop equipment, units, exhaust fans, antennas etc. shall be permanently identified, on a
minimum of two (2) sides, with the Tenant’s store name and room number. This may be in the
form of a nameplate, metal tab, or permanent painted stenciled letters minimum 2” high.
13. All roof mounted HVAC equipment shall have Hurricane straps installed.
14. No openings, fans, vents, louvers, grilles or other devices shall be installed in any demising
partition or exterior walls without Landlord's prior written approval.
15. No exhaust or vent shall be located within ten (10) feet of any supply air intake.
16. Mechanical Contractors should visit the site to determine and verify actual conditions of all
HVAC units prior to beginning work.
17. Certificate of Insurance must be current and on file with Silver Sands Management Office for
HVAC contractor and crane company.
18. All work is scheduled with Chris Johnson, (850) 687-5381 a minimum of 36 hours in advance.
19. All parties Bel-Mac Roofing (850) 267-0900, HVAC contractor and General Contractor if
applicable must meet with Mall Manager to review procedures

35. Tenant Contractors should change HVAC filters after completing construction prior to turning
premises over to Tenant (due to paint, fumes, and construction dust).
36. Display windows and vestibule areas shall be air-conditioned and/or ventilated.
37. Sprinkler piping shall not penetrate supply and return air ductwork.
38. Ductwork and piping shall not be supported from or attached to metal decking.
39. Under no circumstances shall Tenant install or cut any openings through the roof without prior
written approval of Landlord's roofing architect/structural engineer.
40. All restroom/break room exhaust fans and combination light and ceiling exhaust fans shall be
ducted to through roof. Tenant GC to coordinate with Landlord roofer.
41. Tenants requiring split systems, exhaust systems or other types of HVAC/Refrigeration related
equipment should contact Landlord for additional criteria.
WORKING HOURS
It is the Contractor’s responsibility to coordinate through the Mall Management Office permissible
work hours at the mall. The Contractor will bear all costs for additional security or labor required for
work to be performed during non-mall hours or through adjacent spaces. Contact Operations
Manager if working past Center Operating Hours.
Contractor will be responsible for ensuring that their respective suite is properly closed and secured
each night. If not properly secured, Contractor may be charged for the cost incurred for Security
and/or Police to wait for contractor to come back and properly secure their suite.
PARKING
20
1. During the pre-construction meeting, designated employee parking areas will be identified.
Except for limited time during delivery of materials or equipment, Contractor and his subcontractors will park in those designated areas only.
2. All contractors and their employees must park in designated areas regardless of location and
proximity to Tenant space.
3. At no time should construction vehicles be left unattended in the fire lanes, or other restricted
areas. Those vehicles will be towed at Contractor’s expense.
DELIVERIES
1. Tenant or Tenant contractor will be responsible for all material deliveries whether for
construction, fixturing, or merchandising.
2. All deliveries will be made through the rear door of the demised space unless previously
approved by Landlord.
3. No work shall be conducted through front door(s) during center hours.
4. Front door(s) may not be propped open at any time.
5. Landlord will not accept any deliveries for Tenant or Tenant Contractors.
6. Trailers or trucks will not be permitted to park at the center overnight.
7. Loading courts and docks must be kept open for deliveries. Parking in these loading areas is
strictly prohibited.
8. Vehicles delivering materials or equipment for construction at curbside must be completely
unloaded prior to 9:30 a.m. and then moved to designated parking area.
9. Unattended vehicles in loading courts or docks will be ticketed and towed, at Contractor’s
expense.
10. Deliveries will be made through designated entrances and routes, only.
11. Designated entrances and routes may have to be changed from time to time, with permission
from Landlord.
12. During business hours, Contractor, Subcontractors, and their employees and agents, shall
refrain from doing anything (and at all other times shall make all possible good faith best
efforts to avoid or minimize, to the maximum extent possible, doing anything) which might in
any manner either block, impede, or delay free, convenient, unencumbered, and direct access,
ingress to, or egress from either:
a) roads, entrances, or exits leading to or from the Shopping Center or its neighbors.
b) individual stores and other leased space located in the Shopping Center
c) any parking lot, sidewalk, or other public areas.
