ADB-FUNDED PROJECT REVIEW ON-GOING PROJECT IMPLEMENTATION PROGRESS IN 2012 AND PLAN FOR FUTURE PROJECTS IN 2012-2016 Sector: Water resources (under MARD) (For ADB portfolio Mission on May 28th 2012) In executing the MARD’s instruction and in facilitating the ADB country review mission led by ADB VRM Country Director in the Vietnam portfolio mission in 2012, the Central Project Office (CPO) would like to summarize the progress of the on-going critical projects and the preparation for ADB loans as below: I. On-going project at risk: 1. Strengthening water management and irrigation systems rehabilitation project, Loan No. 2636-VIE(SF) (ADB5): 130 million USD (ADB loan: 100 million USD, and AFD: 30 million USD). II. PPTA projects and PPTA-enlisted projects: 2. Water resources development in Mid- and Northeast Red River Delta (ADB7). 3. Water resources development in Southern part of Red river delta (ADB8). III. Proposed projects: 4. Strengthening sea-dike for adaptation with climate change in Mekong River delta (ADB9). 5. Water resources development in Southern Central coastal region (ADB10). 6. Water resources development in Northern Central coastal region (ADB11). The project implementation is summarized in the attachments. 1 Attachment 1 ON-GOING PROJECT AT RISK I. Strengthening water management and irrigation systems rehabilitation project, Loan No. 2636-VIE(SF). 1. Project overview: Strengthening water management and irrigation systems rehabilitation project, Loan No. 2636-VIE(SF) (ADB5) has a total investment of 180.5 million USD (ADB loan: 100 million USD, AFD: 30 million USD, and counterpart fund: 50.5 million USD). ADB loan no. 2636-VIE(SF) was signed on Sep. 7th 2010 and became effective on Jan. 19th 2011, and planned to close on Dec. 31st 2016. AFD is co-financing in the Credit agreement no. CVN 1123 01B signed on Aug. 31st 2011 and planned to close on Apr. 30th 2017. The project comprises of the following components: Component 1. Construction of new facilities for University of Water Resources Component 2. Construction and upgrading irrigation and drainage infrastructures in Bac Hung Hai system (new construction and upgrading of some selected pumping stations in Bac Hung Hai system). Component 3. Capacity building for services providers in Bac Hung Hai system. 2. Contract award, implementation and disbursement up to May 1st 2012 (excl. AFD fund): - Contract award: 2.51 million USD (achieved 2.5%). - Disbursement: 5.76 million USD (achieved 5.7%). (Note: The disbursement from ADB fund is low because all costs of technical designs in Component 2 were shifted to finance from counterpart fund, equivalent to 1.8 million USD) 3. Pending issues and problems: None 4. Recommendations to ADB and MARD for management decision: None 5. Work-plan in next 6 months: - CPO/CPMU urges DARDs to speed up the approval for technical designs of pumping station subprojects in Component 2. - Organize to bid and award contracts for civil works and goods procurements for pumping station subprojects in Component 2. - Procurement and contract award for construction supervision consultants - Land acquisition, resettlement and compensation (100% from counterpart fund) in all subprojects: Component 1 to be completed by Dec. 31st 2012, and Component 2: Nov. 30st 2012. - Approval for FS adjustment – component 1, University of Water resources (WRU) - Bid for technical design in component 1, WRU. - Contract award, implementation and disbursement of ADB fund (excl. AFD fund): + Contract award: 20 million USD (achieved 20%). + Loan disbursement: 8.0 million USD (achieved 8.0%). 2 Attachment 2 PPTA PROJECTS I. Water Resources Development in the Mid- and Northeast Red River Delta (ADB7). The project is well progressing and meets the committed schedule. The project is planned to complete in Oct. 2012 in order to obtain the loan in 2013. The details are: 1. Work done by May 1st 2012: + Agreement signing between SBV and ADB: March 14th 2012 + Mobilization of TA consultant: April 19th 2012. + TA consultant submitted Inception Report: May 14th 2012 2. Pending issues and problems: None 3. Recommendations to ADB and MARD for management decision: None 4. Work-plan in next 6 months + May-June: Complete Mid-term report + July-Sept. Complete Final report. ADB appraises project, MARD submits GOV with PDO + Oct-Dec. Approving the project, approving PDO, Loan negotiation. II. Water Resources Development in Southern Red River Delta Project (ADB8). The project is in process of preparing PDO aiming at accelerating the progress and preparing for negotiation of agreement for PPTA. The status is briefed as below: 1. Project implementation location: 5 provinces in the south of the Red River Delta (Ha Nam, Nam Dinh, Ninh Binh, Thai Binh and Hai Phong) 2. Work done by May 1st 2012: - Worked with local authorities about the project list. 3. - Selecting proposed subprojects which would be submitted to MARD Pending issues and problems: None 4. Recommendations to ADB and MARD for management decision: None 5. Work-plan in next 6 months: - June - July: Complete the PDO Prepare Concept Paper Circulate and consult comments and opinions from in-line ministries and submit to GoV. - Aug-Oct.: GoV approves PDO, ADB approves Concept Paper. - Oct-Nov: Negotiation and signing of Agreement for PPTA. 3 Attachment 3 NEW PROPOSALS. I. Sea dike system improvement adaptable to the climate changes of Mekong River Delta project (ADB9) 1. Name of project/Program: Sea dike system improvement adaptable to the climate changes of Mekong River Delta project. 2. Project implementation location: 6 coastal provinces of Mekong River Delta (Ben Tre, Tra Vinh and Soc Trang, Bac Lieu, Ca Mau and Kien Giang) 3. Premilinary contents, implementation time of the project: - Premilinary objectives, project implementation contents: (i) Strengthening the capacity of sea dikes and mangrove forests to adapt to climate change and sea level rise, (ii) Stabilizing people's livelihood, rural development, forestry and aquaculture combined and (iii) improving the ecological environment. - Implementation time: Technical assistance stage: 2014 Implementation stage: 2015-2019 4. Loan: 100 million USD. 5. Executing agency: Ministry of Agriculture and Rural Development 6. Main components of the project: - Infrastructure construction Investment: - Capacity building and institution improvement. 7. Status of Project preparation: - Minister of Agriculture and Rural Development Cao Duc Phat has agreed guidelines in Document No. 409/CPO-ADB10 dated 03/30/2011 of the Central Project Office on the proposed technical assistance project for sea dike investment project of the coastal areas in Mekong River Delta; - Ministry of Agriculture and Rural Development (ICD) has sent a letter to ADB on 05/05/2011 proposing this project in ADB portfolio; - ADB agreed to include this proposal in the portfolio on 09/23/2011. II. Water Resources Development Project in South Central region (ADB10). 1. Name of project/Program: Water Resources Development Project in South Central region 2. Project implementation location: 6 South Central provinces (Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan and Binh Thuan) 3. Premilinary contents, implementation time of the project: - Premilinary objectives, project implementation contents: (i) Developing and upgrading irrigation systems for water scarce areas for agricultural, forestry and fisheries development in the context of climate changes, (ii) Developing agro-forestry system, and (iii) improving the ecological environment. - Implementation time: Technical assistance stage: 2015 Implementation stage: 2016-2020 4 4. Main components of the project: - Infrastructure construction investment: - Capacity building and institution improvement. III. Water Resources Development Project in North Central region (ADB11). 1. Project implementation location: 7 North Central provinces (Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thue Thien Hue and Da Nang) 3. Premilinary contents, implementation time of the project: - Premilinary objectives, project implementation contents: (i) Building and upgrading water resources systems for water scarce areas for agricultural and fisheries development (ii) Clean water for people (iii) Improving the ecological environment. - Implementation time: Technical assistance Stage: 2015 Implementation stage: 2016-2020 4. Loan: 100 million USD. 5. Executing agency: Ministry of Agriculture and Rural Development 6. Main components of the project: - Constructing and upgrading water resources systems for for agricultural and fisheries development; - Building clean water infrastructure: - Capacity building and institution improvement. 5
