Position located in Springfield, IL
Applications Programmer III (full-time) assigned to Southern Illinois University Carbondale in
the Department of Workforce Education and Development located at the Center for Workforce
Development in Springfield, IL.
Under administrative direction, consults with and advises program sponsor, program staff, and
advisory groups concerning design and development for new and existing websites.
Qualifications Required:
High school graduation or equivalent (A) Bachelor’s degree with a major in computer science,
information systems, or data processing or a major in a closely related field that included 30
semester hours of credit in computer-related courses or (B) Four years of experience in
computer programming, analysis, or applications software systems development/design that
included one year of applications software systems development/design or (C) Any
combination of education and experience that totals four years and included one year of
experience and/or training in applications software systems
development/design.
Duties and Responsibilities:
1. Consults with management team composed of the program director, program coordinator,
content manager, and training specialist to determine specific detailed programming
procedures and instructions determined by program team and program sponsor for specific
problems related to expanding, securing, and maintaining performance of websites.
2. To assure dynamic delivery of information, tools, resources, and services provides system
analysis, makes code modifications, and revises established documented procedures to
incorporate changes in user needs and to maintain efficiency in data processing procedures
for phased development and incremental improvements to the websites for which SIU
Center for Workforce Development is responsible.
3. Writes, tests, and performs problem resolution on websites and related applications in
accordance with established procedures and specifications
4. Handles quality assurance for the websites to include maintaining testing plans and change
management plans
5. Evaluates system processes and procedures based on best practices.
6. Works with internal and external groups to include program staff, program sponsors,
advisory groups, and vendors to assess, develop, and implement updates and
enhancements to the websites.
7. Assists in the instruction, training, and advising of internal and external groups to include
program staff and program sponsors in the use of Illinois workNet applications and other
related web-based applications
8. Performs other related duties as assigned
Knowledge Required:
 Design and develop ASP.NET web sites using Visual Studio.NET, C#, Microsoft SQL Server
and XML
 Apply knowledge in AJAX, SQL Server programming, and Crystal Reports
 Write Stored Procedures and Optimizing SQL Queries
 Apply generally accepted programming standards and techniques to assure efficient
program logic and data manipulation
 Participate in designing, coding, testing, debugging, and configuring products
 Provide assistance and routine consultation to users in the development of products
 Work independently on projects within a team environment where direction is offered
cooperatively
