Activities (from December 2010 to November 2011 )
Establishment of a secretariat for overall coordination of the project
A secretariat for the United Forum Against Tobacco
(UFAT) was established at the Department of
Epidemiology and Research, National Heart
Foundation Hospital & Research Institute (NHFH&RI)
in January 2011. Project staffs (full/ part time) had
been recruited. Structural renovation of the
Department of Epidemiology and Research was done
to provide space for the UFAT secretariat. Required IT
equipments and furniture have been bought for UFAT
secretariat and necessary internet and utility
connections and facilities were provided.
Bimonthly meetings of UFAT executive committee

UFAT has a 19-member executive committee (EC)
which includes representatives from all five
professional societies. Activities of UFAT are governed by this committee. Three bimonthly meetings
were done during the reporting period. Chairman of the committee, National Professor Brig. Abdul Malik,
also the Project Leader, chaired all three meetings.

under the project grant was held on 15 January 2011.
Committee decided about the logo, pad, folder and
discussed about the formation of technical committees and
also confirmed the date, venue and high profile guests for
the launching ceremony.
Second meeting was held on 19 March 2011. Executive
committee finalized the technical committees and
nominated divisional coordinators and decided to arrange
one day orientation workshop for physicians.

On 27 April 2011 another EC meeting was held with the presence of Ms Anuradha Khanal & Mr. Taifur
Rahman from CTFK held in conference room of National Heart Foundation Hospital & Research
Institute. Committee discussed about the progress of
activity implementation and CTFK viewpoints and
activities.
Fourth executive committee meeting of UFAT Tobacco
held on 30 July 2011 and a decision was taken to hold
orientation workshop for physicians in Khulna District.
Fifth executive committee meeting of UFAT was held on
12 September 2011 and it was decided to organize a rally,
free heart camp and awareness seminar to observe the
World Heart Day on 29 September 2011 jointly with
National Heart Foundation of Bangladesh.

Sixth executive committee meeting of UFAT was held on 22 October 2011 and it was decided to organize
a conference on tobacco control on first week of April 2012. Director General of NGO Affairs Bureau,
Divisional Coordinators of UFAT and representative of CTFK were present the meeting. The
documentary film prepared by NHF and UFAT was shown in the meeting and comments were obtained
on it. It was suggested by the committee members to mass produce the video and distribute to various
anti-tobacco organizations and also government offices.
The launching of Anti-Tobacco Program
The launching of Anti-Tobacco Program of
National Heart Foundation of Bangladesh
(NHFB) and United Forum Against Tobacco
(UFAT) was held on 2 February 2011 at the
auditorium of NHFH&RI. Air Vice Marshal
(Rtd.) A. K. Khandker, Honorable Minister,
Ministry of Planning, Government of People's
Republic of Bangladesh had graced the occasion
as chief guest. Members of the UFAT, physicians
from different institute, nurses, BI grantee in
Bangladesh and other anti-tobacco NGO
personnel, reporters from print and electronic
media attended the program. Government
policymakers, physicians and surgeons from
different institute, nurses, NGO personnel,
reporters from print and electronic media and
peoples from all walks of life attended the
program. Local representative of CTFK Mr
Taifur Rahman, Coordinator of National Tobacco
Control Cell, Dr Iqbal Kabir was also present in
the program. A fruitful interaction with planning
minister, senior physicians and other anti tobacco
activists occurred during the launching program.

Orientation program for the UFAT members
The orientation program for Engaging Physicians in Tobacco Control held on 28 May 2011 at
NHFH&RI. Dr. M Mostafa Zaman of WHO Country Office talked on Global tobacco situation, FCTC
and MPOWER while Dr. Sohel Reza Choudhury of NHFH&RI discussed on ‘current tobacco control
status in Bangladesh’. Mr. Syed Mahbubul Alam of Work For Better Bangladesh (WBB) discussed about
Bangladesh Tobacco Control Act, its limitations and proposed amendments and process of amendment
and Mr. Taifur Rahman of Campaign For Tobacco Free Kids, (CTFK), USA discussed about the role of
smoke-free law and tobacco taxation in reducing tobacco consumption: Global and Bangladesh
perspective.
A Panel discussion on role of physicians in tobacco control in Bangladesh was held where keynote was
presented by Professor Md Mujibur Rahman of Bangladesh Society of Medicine. Professor AKM Rafique
Uddin from Association of Physicians of Bangladesh, Professor Mollah Obayedullah Baki from
Bangladesh Cancer Society, Professor MA Jalil Chowdhury from Bangladesh Society of Medicine,
Professor Rashidul Hassan from Bangladesh Lung Foundation, Professor Fazila Tun Nesa Malik from
National Heart Foundation of Bangladesh, Ms. Farida Akther from Anti Tobacco Women Alliance, Mr.
Rushd Md. Ruhul Amin from Anti Tobacco Media Alliance (ATMA) and Ms. Ishrat Chowdhury from
The UNION discussed on the topic as panelists.
About 65 physicians from both government and non government organization were participated the
orientation program. Civil Surgeons or their representative from divisional head quarters were present in
the program. Divisional coordinators of UFAT were also participated the program.

Meetings of core group (Project Implementation Committee)
Project technical personnel formed a 10-member Project Implementation Committee (technical working
group) headed by the project coordinator. The group consists of representatives from five professional
societies of UFAT and one representative from Ministry of Health and Family Affairs / National Tobacco
Control Cell (NTCC). Four project staffs are also the part of the group. Two meetings were done within
this reporting period.
1st Project Implementation Committee meeting was held on 16 April 2011 at conference room of
NHFH&RI. Members of the committee got updated about the activities of the program. Establishment of
linkage with other anti-tobacco NGOs through
divisional coordinators was discussed and the timetable
for visits to divisions was discussed. It was also
decided to establish contact with members of
parliament for advocacy purpose. 2nd Project
Implementation committee meeting was held on 21
May 2011. Members of the committee discussed about
the progress of the project implementation and
observance of WNTD 2011.

project activities were evaluated. Concern was raised
about the slow progress of the law amendment process.

It was decided to request influential members of UAFT
to contact high officials of Ministry of Health to expedite the process of law amendment. Professor Dr.
Mollah Obayedullah Baki called Joint Secretary, MoHFW over telephone and requested him to take
necessary steps for amendment from the meeting. Another meeting was held on 15 Nov 2011 to discuss
about the project progress.

Introductory meetings with key renowned physicians at six divisional levels who will act as
coordinators at divisional level
The main function of the divisional coordinators is to
maintain linkage with the grantees working in the local areas
and also to mobilize local physicians for tobacco control in
support of the local level tobacco control activists.

divisions have been completed by visiting respective division
by the project staff. Local level BI grantees also attended the
introductory meetings.

Coordinator, Dr. Aminul Islam Laskor is an eminent cardiologist and Secretary General of National Heart
Foundation, Sylhet. National Professor Brig. (Rtd.) A Malik chaired the meeting. Government officials,
renowned physicians from different institutes, members of the Sylhet Bar Association, members of the
journalists along with an editor of a local newspaper and general secretary of Sylhet Press Club, religious
leaders, teacher were present in the meeting. SHIMANTIK and members from YPSA and their coalition
organizations were also present

Chittagong Medical College (CMC) chaired the meeting and Divisional Coordinator Dr. Sajjad
Mohammad Yusuff, Asst. Professor of the Dept. of Radiotherapy, Vice Principal of CMC, Dean of
Medicine faculty of USTC, Chittagong and other physicians of CMCH and YPSA were present in the
meeting.

Introductory meeting at Rangpur with Divisional Coordinator Professor Dr. Md. Zakir Hossain, Dept. of
Medicine, RpMCH held on 3 May 2011. Physicians from Rangpur Medical College Hospital and
members from local anti tobacco organization and BI grantee partner Development Council attended the
meeting. Dr. Sohel Reza Choudhury described the
activities of UFAT. Mr. Hafiz from Development
Council informed their activities in Rangpur division.

Introductory meeting at Barisal with Divisional Coordinator Dr. Kamrul Hassan Salim, Deputy Director,
Sher E Bangla Medical College, Barisal held on 18 May 2011. Physicians from Sher E Bangla Medical
College Hospital and members of ACLAB attended the meeting. Project officers Dr Mahfuzur Rahman
Bhuiyan and Dr Mohd Abdullah Al Mamun described the activities of UFAT. Mr. Maksudur Rahman
from ACLAB informed their activities in Barisal.

Members of Khulna Heart Foundation, teacher, media personnel and woman entrepreneur attended the
meeting. Two project officers Dr. Mahfuzur Rahman Bhuiyan and Dr. Mohd. Abdullah Al Mamun
described the activities of UFAT. They discussed the different aspects of tobacco control in Khulna
division.

A discussion meeting with wider groups of government and non-government organizations involved in
tobacco control with members of the UFAT held on 27 February 2011 at NHFH&RI. National Professor
Abdul Malik chaired the meeting. UFAT and other BI grantees presented their activities among the
participants.
Three meetings were organized during the reporting period to motivate UFAT members for tobacco
control and anti–tobacco activities done by other groups as well as advocacy to high level policy makers.
These were launching of anti-tobacco program, discussion with wider groups of anti tobacco activists and
a seminar on the occasion of World No Tobacco Day 2011 in partnership with Bangladesh Society of
Medicine and Association of Physicians of Bangladesh.

A seminar on the occasion of WNTD 2011 was organized by Association of Physicians of Bangladesh
(APB), Bangladesh Society of Medicine (BSM) and UFAT on 5 June 2011 at Bangabandhu Sheikh Mujib
Medical University (BSMMU). Professor (Dr) Pran Gopal Datta, Vice Chancellor of the University
graced the seminar as chief guest. National Professor Brig. (Retd.) Abdul Malik was present as special
guest. Many physicians from BSMMU and other hospitals were present there. Delegates of UFAT also
attended the seminar. Sensitizing VC of BSMMU is an important achievement as BSMMUU is the
premier medical institute of the country and he has strong influence over current high level policy makers.

On 31 May 2011 a rally was organized by Bangladesh Cancer Society and United Forum Against
Tobaaco which started at 8:00 am from National museum and ended at National Press Club. Dr Capt
(Rtd) Mujibur Rahman Fakir State minister, Ministry of Health and Family Welfare of the People’s
Republic of Bangladesh had kindly participated in the rally. Professor Dr. Mollah Obayedullah Baki
President, Bangladesh Cancer Society and Director, National Cancer Research Institute and Hospital and
Organizing secretary of UFAT Dr Sohel Reza Choudhury, Associate Professor, Department of
Epidemiology and Research, National Heart Foundation Hospital and Research Institute participated in
the rally along with about hundred physicians, nurses and civil society members. UFAT also attended the
program on world no tobacco day organized by the ministry of health and family welfare with a large
group of participants from National Heart Foundation of Bangladesh.

Technical consultations with stakeholders such as NTCC, BI grantees and partners, other relevant
government agencies
A technical committee for the development of action plan for involving physicians in tobacco control has
been formed with the participation of representatives from all five organizations of UFAT, CTFK and
NTCC / MOHFW. First Technical Committee meeting on Action Plan Development held on 20 April
2011 at NHFH&RI.
On 28 June 2011 Technical Committee meeting on Action Plan Development held at conference room of
NHFH&RI. Members of the committee got updated about the activities of the program. 2nd draft Strategy
and plan of action to engage physicians and their role in tobacco control in Bangladesh was circulated
among the members and discussed.
On 23 November 2011 final meeting held and the draft action plan was sent to the external reviewers.

A dissemination meeting among the UFAT members sharing the action plan and to obtain its
endorsement
A draft action plan and role of physicians in tobacco was prepared by the UFAT secretariat and was
circulated among the members. The draft plan was also circulated in the orientation program for getting
feedback. Currently the action plan is under review by secretariat staff. After finalization, printing and
dissemination will be done.

Orientation for engaging physicians in tobacco control was held in NHF, Sylhet auditorium on 9 July
2011. National Prof. Brig. (Retd) Abdul Malik and District Commissioner of Sylhet district graced the
workshop. 20 physicians from Sylhet, UFAT members, Divisional Coordinator, Civil Surgeon and other
organization attended the workshop.

renowned physicians from Khulna division, Civil Surgeon, and representatives of local NGO working in

medical college hospital, senior faculties of UFAT and Civil Surgeon attended the workshop.

Attending meetings with BI grantees in NTCC by representative of the UFAT
NTCC organized two meetings during the reporting period. A
meeting for introduction of new Deputy Secretary, MOHFW and
a preparatory meeting for WNTD 2011 were attended by UFAT
secretariat.
Representatives of UFAT also attended meetings with BI
grantees in January, March, April and May 2011 held in different
BI grantee offices in Dhaka such as PROGGA, WBB trust,
UBINIG, MRDI office. Representatives of UFAT attended
meeting with BI grantees in July held in Rajshahi at ACD
compound.

Formation of working group within UFAT for developing working strategies on specific issues of
tobacco control
Two working groups of UFAT on Tax and Law related issues
were formed with the participation of representatives from all
five organizations of UFAT, WBB and CTFK.
Members of technical committee on Law related issues met on
13 April 2011. All the members got oriented about the present
law and the proposed amendments and agreed to the proposed
amendments drafted by drafting committee.

2011. Members of the committee got acquainted about the current and proposed amendment of tobacco
related tax.
A meeting of committee on Law related issue of UFAT was held on 02 November 2011 to discuss the
current status of law amendment and to decide on the way forward. Current status of the amendment
process was discussed and members were requested to contact with Members of Parliament and writing
letters to General Physicians and orient them for tobacco control.

A high level advocacy was done for amendment of tobacco
control act by United Forum Against Tobacco (UFAT) on 8
May 2011. A delegation of UFAT led by National Professor
Brig. (Retd.) Abdul Malik met Professor Dr. Ruhal Haque,
the Honorable Minister, Ministry of Health and Family
Welfare of the People’s Republic of Bangladesh at his
office. Honorable Health minister requested the concerned
joint secretary to immediately take action on this issue.

UFAT supported Bangladesh Cancer Society to organize a seminar at the National Institute of Cancer
Research and Hospital at 12:00 noon. Enamul Haque Mostofa Shaheed, MP the Honorable Minister,
Ministry of Social Welfare of the People’s Republic of Bangladesh present as chief guest and National
Professor Brig. (Rtd.) Abdul Malik, Chairperson of UFAT, Professor Dr Khodakar Shafyetullah Director
General, DGHS, Dr Arun Bhadra Thapa, WHO Representative of Bangladesh, Hasim Reza, Chief News
Editor, Bangladesh Television attended the program as
special guests. Professor Dr. Mollah Obayedullah Baki
President, Bangladesh Cancer Society and Director,
National Cancer Research Institute and Hospital chaired
the program. About 300 physicians and nurses attended
the program.

National Professor Brig. (Retd.) Abdul Malik,
Chairperson of UFAT met Abul Mal Abul Muhith, the
Honorable Minister, Ministry of Finance, People’s
Republic of Bangladesh on a social gathering on 3 June
2011 at Mercantile Bank Limited, where National
Professor Brig. (Rtd.) Abdul Malik, was awarded for his
contribution in health sector in Bangladesh.
Project Coordinator attended a conference on 24
February 2011 organized by UBINIG and emphasized
inclusion of tobacco policy in the draft National Health
policy in his deliberation. On 28 February 2011 Project

Officer represented UFAT in a delegation of antitobacco activists to meet with two parliament members
from Jessore constituencies (Mr Mostafa Faruq Mohammad, MP, Jessore-2 and Mr Ronjit Roy, MP,
Jessore-4) to sensitize them on tobacco control issues. On 12 March 2011 Project Officer represented
UFAT in a delegation of anti-tobacco activists to meet with parliament member from Naogaon-3
constituencies (Dr. Akram H. Chowdhury) to sensitize him on tobacco control issues.
Letters were sent to Honorable Prime Minister, Minister of Health and Family Welfare, Minister of
Foreign Affairs for informing them about UN Summit on NCD and role of Bangladesh on 30 July 2011.
Professor Brig. (Retd.) A Malik discussed with Honorable Minister of Health and Family Welfare on
upcoming UN Summit on NCD and tobacco control issues in a dissemination workshop of Non
Communicable Diseases risk factors survey, Bangladesh 2010 report on 07 August 2011 and in a
dissemination workshop on Strategic Plan for Surveillance and Prevention of Non Communicable
Diseases in Bangladesh 2011-2015 on 24 August 2011. On 7 September 2011 Professor Brig. (Retd.)
Abdul Malik met with Honorable Prime Minister, Government of People’s Republic of Bangladesh,
Sheikh Hasina and requested her to attend UN Summit on
NCD. Tobacco control was emphasized for NCD prevention
and control during the discussion with Honorable Prime
Minister.
UFAT organized a meeting with Chairman, National
Curriculum and Textbook Board (NCTB) on 27 November
2011. Delegates of UFAT and WHO, discussed about
inclusion of information on harmful effects of tobacco use in
the primary and secondary textbooks and curriculum.

and Public Expectation” in National Press Club. The program was jointly organized by United Forum
Against Tobacco (UFAT) and WBB Trust.

Surgeon of Rangpur on 27 November 2011. Civil Surgeon, Deputy Civil Surgeon, senior physicians of
Rangpur Medical College, medical officers from different UHCs attended the meeting.

Press Club with members of civil society and Journalists on 3 November 2011.
Development of video film
Documentary film on tobacco control prepared by UFAT was completed on 22 October 2011. The film is
being shown on orientation programs, different divisional meetings and civil surgeons training programs
and other tobacco related meetings. The documentary has been distributed among UFAT members and
Divisional Coordinators. There is a huge demand for the documentary among physicians and
administrative offices. Therefore, UFAT is planning for mass production. Moreover, It will be subtitled in
English to put the documentary in YouTube webpage, so that anti tobacco activists and people from home
and abroad can watch it.

and talked about the harmful effects of tobacco consumption.
On 23 April 2010 National Professor Brig. (Rtd.) Abdul Malik, Chairperson of UFAT and Dr Sohel Reza
Choudhury participated in a round table discussion titled ‘Tobacco taxation’ organized by the Daily Star
and MRDI. On 22 May 2011 Project Coordinator Dr. Sohel Reza Choudhury appeared in Mohona TV
with affects of tobacco consumption and cultivation. He also talked about tobacco related law amendment
and tax raising issues. On 28 May 2011 National Professor Brig. (Rtd.) Abdul Malik, Chairperson of
UFAT participated in a round table discussion titled ‘Dangers of tobacco: Way forward’ at daily prothom
alo’s conference room organized by NTCC, MRDI and daily Prothom Alo.

on 5th to 7th February 2011. Project Coordinator and two Project Officers of UFAT were attended
the workshop.
 On 05 April 2011 representatives of UFAT attended
Bar Council anti tobacco workshop at Chittagong.

 UFAT jointly organized a two-day scientific workshop on
Evidence Based Medicine Practice in Clinical settings
with Bangladesh Lung Foundation (BLF) at National
Foundation Hospital and Research Institute auditorium on
20-21 July 2011. 63 physicians participated in the

 Dr. Mohd. Abdullah Al Mamun, Project Officer attended 3rd Sub National Workshop on Smoke
Free Environment on 19-21 July 2011 at Sundarban, Khulna on River Cruise. Ms. Bandana Shah,
CTFK, USA, members of NTCC, YPSA and other BI grantees participated in the workshop.
 Dr. Sohel Reza Choudhury and Dr. Mahfuzur Rahman Bhuiyan attended a Workshop on
‘Community Mobilization and Effective use of Media & Materials for Tobacco Control Program
in Bangladesh’ on 21-24. August 2011. The workshop was organized by Bangladesh Centre for
Communication Programs (BCCP) in Hotel Lake Castle, Gulshan.
 Dr. Mohd. Abdullah Al Mamun attended a smoke-free declaration of the Directorate of
Environment, Agargaon, Dhaka on 23 August 2011 organized by BATA.
 Dr. Mahfuzur Rahman Bhuiyan attended a five day workshop on ‘Project Management’ from 5
September 2011 to 9 September 2011 organized by The UNION, at BRAC CDM, Rajendropur.
 Dr. Sohel Reza Choudhury attended and delivered a speech on ‘Health hazard of smoking’ at a
workshop was organized by Anti-Tobacco Women’s Alliance with the support of CTFK on 29
September 2011 at Narigrantha Prabartana, Mohammadpur.
 Project Officer Dr. Mahfuzur Rahman Bhuiyan and Dr. Mohd. Abdullah Al Mamun along with
representative of CTFK and Progga attended a meeting with Physicians in Rangpur on 26
October 2011 at RSRD Guest House, Rangpur followed by visiting Hypertension centre, Rangpur
next day.
 Dr. Sohel Reza Choudhury attended and delivered key note presentation on ‘Pictorial Warning on
Tobacco package’ at a workshop was organized by Consumers association of Bangladesh (CAB)
on 3 October 2011 at Press Club, Ramna, Dhaka.
 Dr Sohel Choudhury attended a discussion meeting with Dean, Faculty of Medicine, Dhaka
University, Vice principal of Sir Salimullah Medical College & Mitford Hospital and Shaheed
Suhrawardy Medical College, Dhaka on Inclusion of Tobacco Control issues in Undergraduate
medical curriculum on 25 October 2011.
 Dr Sohel Reza Choudhury delivered a lecture on Tobacco cessation and role of physician to a
group of Civil Surgeon in National Centre for Prevention of Rheumatic Fever and Heart Disease
on 26 October 2011.
 Dr. Mahfuzur Rahman Bhuiyan attended a five day Course on ‘Budget and Financial
Management’ from 2-6 October 2011 organized by The UNION, at BRAC CDM, Savar.
 A round table discussion held on 27.11.2011 on “Tobacco Control Law Amendment and Public
Expectation” in National Press Club. The program was jointly organized by United Forum
Against Tobacco (UFAT) and WBB Trust.
 Dr Sohel Choudhury and Dr. Mahfuzur Rahman Bhuiyan attended a discussion meeting with
Vice principal of Sir Salimullah Medical College & Mitford Hospital, Shaheed Suhrawardy
Medical College and Technical Consultant, The UNION on “Inclusion of Tobacco Control issues
in Undergraduate medical curriculum” on 26 November 2011.
 Dr Sohel Reza Choudhury delivered a few lectures on Tobacco cessation and role of physician to

 Following abstracts from National Heart Foundation of Bangladesh have been accepted for
presentation in the World Conference on Tobacco or Health 2012. Three of the four presenters
