3) Minutes & Matters Arising
 Minutes
o It was proposed by Ascot and seconded by Meantime that the minutes were a true and
accurate record of the meeting at Brew Wharf in May. Passed.

Matters Arising
o Oakleaf has been victim to a technical hitch, destroying the recording of the previous meeting
however, CEO has a copy and will forward it.
 Waiting…..
o Treasurer - Ballards and Irving to liase over the transfer of duties.
 Work in progress.
o Hepworths will circulate a summary about the APPBG in general and the Christmas event
in particular.
 On holiday, awaiting news.
o ….the meeting expressed strong concern that SIBA may be seen to endorse such prices
and, furthermore, sought assurances that steps would be taken to ensure that this would
not happen.
 NS keen to attend a meeting to discuss this and other matters – priority for next
meeting.
o Pilgrim asked if a brewer can trade through DDS whilst setting their own (lower) prices. CEO
will seek clarification with DDS.
 No, says the CEO, a brewer can not.
o A report in the Publican entitled “SIBA boss backs PBD for all” (9 th March, 2010) raised
concerns that, in contravention of the SIBA Members Charter, a case for the revision of the
terms of PBD is being argued outside of the internal and democratic processes of SIBA. The
meeting instructed the Chair to seek clarification from the National Chairman.
 The national Chair says:
1. That SIBA suggested the tax style system before PBD was introduced and has
supported this idea ever since.
2. That SIBA policy towards the terms of PBD has not changed and is unlikely to
change in the near future.
3. That no change in policy will occur without the engagement of trustees in the decision
making process.
o SE members have a range of views regarding SIBA lobbying for an extension to the terms of
PBD. The meeting instructed the Chair to find a way of debating the issue with a view to
finding a regional consensus.
 Semi-fail: encouraged brewers to air their views and have got onto a new subcommittee.
o Chair & Westerham on new SIBA sub-committee to discuss PBD. Need for level one brewers
also to get involved. Is position under threat? – Weltons (see pre-meet report).
o After Meantime’s comments regards prospective members tying up colour bands West Berks
volunteered to act as a regional liason with National Secretariat on container
management.
 Awaiting news from PJ who has assumed responsibility to improve the current system
of repatriation.
o Beer Competition - Ramsgate and Oak Leaf to meet TJRC and make plans and report back
soonest.
 Festival success – more later.
o Meeting Calendar - West Berks volunteered to do this and too organise accordingly.
 Currently working on one meeting ahead.
 Next meeting: Tuesday November 16th,The Knights Templar (Wetherspoons), 95
Chancery Lane, WC2A 1DT. This clashes with SIBA Business Awards and will be
rescheduled – done, now Wednesday 10th.

 Attended meeting at Adnams with CAMRA (see pre-meeting report)
 Got on the all new SIBA ‘Beer Duty Committee’ (see pre-meeting report)
 Attended the meeting at the treasury regards alcohol duty (report below)
o Beer Competition
 Attended for much of the weekend and witnessed a stunning success (see Oakleaf
report)
 Membership Applications

We need a volunteer to keep an eye on the weekly membership reports
 Royal Tunbridge Wells will organise as well as being Meeting Minutes ‘monitor’.
Colour coding to be confirmed.

o Latest update sent with (final) agenda and appended here, Appendix I.
 Finance
o Beer Festival accounts being sorted.
o Hoping to pay something for the entries.
o Sale of jackets to SIBA TS raised £1177 onto the festival books.

 Malt liaison report – Ramsgate
o Verbal report.
o It was agreed by the group, with Warminster, for reasons of commercial sensitivity, not to
minute details. If you’re a Warminster customer call either Richard Harvey (01983
611011), Eddie Gadd (07967 660060) or Ian McIntosh (01962 771534) for the low down.
o Malt report on the effects of the wheat crop failure in Russia on what price we pay. Muntons
due to give view on crop costs and prices going forward. Due in 2 weeks with
expectation to go up in price, we will know price in Oct / Nov. (Westerham). Details to
be circulated when in possession by Chair. Any thoughts and theories on Malt group
role as rep for SIBA SE please shout and contact Westerham. Malt report attached,
Appendix IV.

o DDS SMI – do brewers find the new format satisfactory? Please direct feedback direct to
Nick Stafford.
7) Regional & National Update
 See Appendix II, items raised were:
o Alcohol Tax Review – report of the meeting held on 16th August at the treasury by Ramsgate
(Appendix III).
o Headlines:
 All stakeholders attended and are being included in process e.g. Health, Local Govt
plus producers etc. Julia Greening MP in attendance plus treasury and other trade
representatives.
 Nothing to change this year but most likely to be reviewed next year at budget
 Wanted to understand what drives brewers to brew certain / particular products.
 Min pricing is on agenda but Govt not sure how to deal with it.
 No discussion on Cider position – duty and Manufacturing vs. Agricultural status.

SE Beer Competition and Festival – report from Ramsgate in Oakleafs absence.
o Headlines:
 Need to hold competition every year
 Last 2 years @ Tonbridge Juddians is shared event. Cost shared and revenue split
50:50
 Rugby club did local advertising resulting in higher attendances.
 Turnover up from £8k gross in 2009 to £15k gross this year.
 Payment will be made for beer this year. Amount TBC. Accts to be finalised.
 Chair noted that not enough brewers were in attendance either to help or receive
awards. Supplier sponsors noted that this was a problem in light of their future
commitment. Why brewers did not turn up? Comments; Working, Holiday, need more
notice, communication problems (e.g. emails) - with Oakleaf, Diary clash, No financial
return.
 Special thanks to Evin (Kernel) for website. Dave Pickersgill (Oakleaf) and Tech
Services Paddy Johnson, brewers who showed up, secretariat (Charlie & Lisa) and
rugby club.

o

Everyone needs to review pre meet report to avoid anything being buried. This ensures that
everything gets included in meet.
Container management
o When will yards (esp big ones) who took casks off spatrak put them back on the system?
(Westerham). Info / probs to be fed back to centre (Charlie) ASAP. Also needs SIBA
members with yards to update system too.
o What’s our relationship with kegwatch? (Nelson). BBPA members are ruining system and
worst culprits. SIBA members being charged for illegal pick-ups and costs come back to
local brewers for pick-ups that should not happen. Needs controls and rules. Want to get
regional input to find suitable solution to prevent ongoing problem.
Chair proposed that Paddy Johnson (SIBA TS & Windsor & Eton) comes back to next
meet with way forward. Ideas to be fed into Paddy.

National Operations
 Office space at the National Brewery Centre in Burton cannot yet be confirmed, due to personnel changes
within the NBC's operating company. Discussions continue, and it is still hoped to establish a base for SIBA
National there.
Commercial Operations
 Structure in place, managed by COPs Board (DDS) and Finance Committee.
 Appointment of external non-executive directors to COPs Board still under consideration.
 Beth Elias and Louise Gosney appointed full-time to DDS Ops team.
FINANCIAL
Subscriptions & Budget
 Further to latest Finance Committee meeting, subs recommendations will be presented to SIBA Council for
approval, to ensure that subs revenue covers the costs of non-commercial trade association activities.
 FC will agree outline budget for 2010/11 by start of new financial year.
Beer Production Accounts
 Only a few (<10) not received. No membership accounts definitely closed yet.
COMMUNICATIONS
Electronic
 The DDS server is now in operation as the SMI (SIBA Market Interface), open to non-DDS members and
the wider non-brewing membership.
 The SMI will be the core of internal communication, with log-on enabled for as many staff as are nominated
by each member company.
 The SIBA website will continue for the time being in its current form, as the outward-facing medium of
communication.
Council Training
 Practical training for SIBA Council members in use of email systems and Microsoft Office programs has
been organised and co-ordinated by CG. First training day, 31/08/10.
SIBA Logo
 As part of the drive to simplify and increase recognition of SIBA, by industry, media and consumers, new
logo recommendations and corporate image usage guidelines will be presented for approval at SIBA
Council.

 Needs to incorporate new logo, so briefly on hold.

MEMBERSHIP
Adnams
[NB: see comments re PBD in POLITICAL section below.]
 Meeting 29/07/10 confirmed Adnams' desire to remain as SIBA members.
 Issues relating to clear interpretation of the Members' Charter were discussed. It was accepted that a
member must pursue an agenda for PBD review through SIBA channels, but that the wording of the Charter
does not prohibit simultaneous lobbying via other means – as long as internal processes are being utilised
to the greatest extent possible.
 Adnams agreed that they should make more proactive use of their SIBA membership in pursuit of their
political aims, and that their communication to the Financial Times was perhaps beyond the spirit of working
within this trade association.
 Adnams undertook to attend their next East regional meeting.
Supplier Associates
 A one-day trade seminar for supplier associate members is being planned, to be held at the NBC, Burton,
date tbc. (Provisional 12/10/10.)
 This seminar is for evaluation and possible improvement of member services for supplier associates. Full
details will be available shortly.
Pub Associates
 Further to proposals from Ros Shiel for a revived pub associate membership scheme, it has been decided
to incorporate these ideas into in-house development of pub membership – under the co-ordination and
direction of JG.
POLITICAL
Alcohol Tax & PBD
 The new government is conducting an "Alcohol Tax Review", in which SIBA will participate to the fullest
possible extent.
 The deadline for formal written submissions to the review is 31/08/10. SIBA will make its own submission,
but continues to work with the BBPA and CAMRA in areas where a united front is preferable, e.g. to

campaign for a duty cut to balance the potential effect of the VAT increase on the pub trade.
 A "Beer and Breweries Workshop" at HM Treasury on 17/08/10 will be attended by JG and Eddie Gadd
(Ramsgate). This will be reported to regional and Council meetings.
 The initial remit of the review is to look at excise duty across the entire drinks industry. It is an opportunity to
press the case for more favourable treatment for beer – and support for pubs – and to draw attention in
comparison to the last government's overly benign approach to cider, wine and spirits.
 But the arrival of the new administration has also intensified pressure for a review of PBD from brewers who
feel most disadvantaged by the current structure of duty relief. It is understood that the Government will
consider taxation within the beer industry after its initial review across all drinks sectors.
 Recent discussions with Adnams focused on their arguments for revision. Adnams stressed that they are
opposed to abolition, but that impression is being given in much of what is being said by the larger regional
industry.
 In accordance with using SIBA's internal channels for debate about PBD, a Beer Duty Committee is to be
formed, briefed to formulate a policy that will counter opposition to PBD, and to reinforce the Members'
Charter's commitment to “...an alcohol taxation system that is just and equitable...”
 The committee will be chaired by JG and will include brewers from all full membership bands. Production
costs analysis across the range of brewery size will be carried out.
 Although all options for amendment of the current system will be considered, a commitment to retain the
50% rate of relief for the smallest brewers has been accepted as a prerequisite for discussions to proceed.
Alcohol Issues
 SIBA hosted an informal dinner on 27/07/10 at the Victoria Hotel, Beeston, Nottingham, to which several
leading industry figures were invited with a view to formulating a "front-foot" strategy to champion moderate
beer consumption's health and social credentials. This is now an ongoing process.
All-Party Parliamentary Beer Group
 SIBA's table at the APPBG annual dinner (14/07/10) included three MPs – Joan Walley (Lab), Nadhim
Zahawi (Con) and Bob Blackman (Con). Mr Blackman was a late replacement for Julian Huppert (Lib Dem),
who was unable to attend.
Survey and Local Beer Report
 Questionnaire will be launched in October. This year JG and Stephen Holt will have the assistance,
considerable expertise and access to resources of Graham Page, formerly of AC Nielsen.
 All brewing members are earnestly requested to participate. The next Industry Report will be published at
what is likely to be a critical time for local brewing.

 Now concluded. SIBA Champions Bar was again very successful – and a much-improved visual presence
this year. Almost all beer was sold.
 SIBA-sponsored tutored beer tastings were also well received, especially the "Meet The Brewer" session,
hosted by JG, which was sold-out. Thanks are due to participating SIBA brewers: Oakleaf, St Austell,
Thornbridge, Wye Valley and Fuller's.

 140 accredited SIBA brewers at end of April 2010.
 Cyclops income from all listed beers estimated AT £13.5k per annum.
 Cask Marque's "Caskfinder" iPhone app is licensed to use Cyclops – very busy in its first month, with
average use time 8.5 minutes per visitor.
 Presence established at GBBF through joint sponsorship with SIBA of tutored tasting sessions.
COMMERCIAL
SIBA DDS
 DDS on-trade sales volumes for the current financial year to the end of July 2010 were 20,869 barrels, up
11.4% on the same period last year.
 Volumes for July were 4% up year-on-year.
 During the April-June 2010 quarter, 58% of pubs ordering from DDS bought more than they did in the
previous quarter, and 65% bought their local ales from breweries within 25 miles. 59% of outlets bought
from just one or two brewers.
 Discussions have been held with Enterprise and Punch about possible use of DDS systems for
management of free-of-tie guest beer provision.
SIBA TS
 Successful installations now carried out for conference, regional beer competitions and GBBF.
 Equipment is now available for f.o.c. support for up to 100 firkins at SIBA festivals. Extending this provision
is under consideration.
 Paddy Johnson will attend regional meetings where possible.
CONTAINER MANAGEMENT
CG
 SPA-Trak reset 01/08/10. Please ensure that collected containers are cleared down in order to keep the
database clean.
 Keg & Cask Working Committee is in the final stages of the re-scoping of 50L UK standard container
performance specification. The documents are a framework and set of guidelines for a manufacturer to
adhere to on behalf of a brand-owner who may not have the required, specific technical knowledge.
 Two complaints have been received regarding cask misuse since the last Council meeting.
 SIBA members are encouraged to collect their containers from accounts regularly in order to prevent
orange-stickered containers being uplifted out of frustration of the account.
 The BBPA has completed a benchmarking survey of its members and found an improvement in container
repatriation best practice. SIBA has requested that its members be used in the next survey. Data can be
collected as part of the industry survey.
 A number of improvements have been made to the container database. A facility to show available colour
bands will shortly be live. It is important that all members register their colours so that they are not
duplicated.
 Work remains ongoing regarding a possible deposit scheme.

 South-East (16/07/10): SIBA regional competition and beer festival held in association with Tonbridge
Juddians Rugby Club.
 East (29/09/10): SIBA regional competition and beer festival to be held in association with Elgood's
Brewery, Wisbech.
 Midlands (14/10/10): SIBA regional competition to be held as part of CAMRA's Nottingham Beer Festival.

support at the Palace Hotel, Manchester.

Organisation
 Rules are being revised by JG, to be presented at next Council meeting.
 JG and CG to liaise closely with Paul Davey (RCH), who has taken over as chair of the South-West's
Maltings festival and competition committee, for agreement and implementation of rules and standardised
procedures from the start of the 2011/12 competition season.

Appendix III
Report on Alcohol & Beer Taxation Review workshop 17th August 2010
In attendance were Matthew Short, Jennifer Gray and Chris Southworth (Chair) for the
Treasury, along with Justine Greening MP, Economic Secretary to the Treasury.
Around the table were representatives from the national & regional brewers, the BBPA,
CAMRA and SIBA.
Topic discussed were:

the balance of duty rates across different alcoholic products;

the types of products [beer - ed] available in the market place;

factors that influence the types and nature of beer produced;

consumer demographics; and

the link between duty and price.
I'm pleased to say the industry was united in making the health and social case for drinking
beer, in pubs (and no one attempted to bring PBD into the conversation - it's to come up later
in the year). My own impression was that the Treasury appeared to agree with most of what
we said, however, they also pointed out that radical reform is not possible (they need the
money) and that alcohol duty would continue to rise in the future.
Essentially they were looking for small changes that might alter behaviour for the better.

APPENDIX IV
Quarterly malt report
Evening Eddie- Reference the Malt/Barley Market the key issues are of course primarily in
Russia where the fires have led to Putin putting a block on Export. There has been heavy
flooding in Czech Republic and Pakistan. In Contrast the UK could have done with some
more rain earlier in the season. Denmark and Germany more than ideal. We need to analyse
the UK harvest however to get a clearer picture and as yet, it is not in!
In June the UK crop outlook still looked reasonable but due to lack of rain allied to less UK
plantings in 2009 for both Wheat and Barley, the above picture has changed the scenario
quickly!
Until the crop is in, it is difficult to be to specific but I understand that Spring barleys are not of
the same quality as Winters..
In August, Wheat markets rose rapidly- partly due to the futures markets driving them up.(
Investment here must look pretty attractive in comparison to other area's of investment over
the last year. ) These did ease recently but are still high. These market figures do not give a
completely accurate picture of the true situation but are a good guide.
If bread is looking to go up 20p a large loaf in the UK (It has already seen a 20% increase in
Moscow)..then you would expect Barley price's to go up.
Recent market information suggests Spot winter Barley prices at £150mt against Springs at
£160mt. I was informed today that some Malting barley was being quoted as high as £185mt
against £120-150mt last year (depending upon contracted and spot price's paid) Feed £10mt
less .
However farmers are not selling because they are holding out for higher prices and Maltsters
are loath to buy, hoping that prices fall if the global harvest provides us with the volumes we
require. Some Malting barley is being sold as Feed because Feed prices are firm and higher
than expected and farmers are cashing in now. This is a concern because Malting Barley
could be in great demand.
With Feed largely bought , Malting prices may start to rise again!
There was some raw material carried over from 2009 in the UK but in the context of a Global
Market-Malting Barley accounts for just 1% of the World Cereal crop. This will have little, if
no effect on pricing looking ahead.
Muntons may have a small volume of Maris Otter carried over and with Otter being grown
under contract, this will help keep price increases to a minimum in the Micro Brewing Sector.
Otter contract prices were over £200mt last year and with yields likely to be down- they are
expected to remain the same and may go up this year.
Population growth, fewer plantings, Bio fuels factories swallowing up to hundreds of
thousands tonnes of Wheat per annum.. this all puts the World markets under increasing
pressure.
Muntons have long standing relationship with their suppliers and are confident we can meet
our customers demands on quality and required volumes.
