Solis Sts., Iloilo City The CTB Professional Development Committee (headed by CTB Trustee Eric Mondragon), in cooperation with the Foundation for Economic Freedom (FEF) and Queen City Development Bank President Rogelio Florete, is pleased to announce the conduct of CTB’s first training program offering for this year entitled “The Residential Free Patent Act of 2010.” CTB will be conducting two seminars on Free Patent. The first one (for members with head offices and branches in the Visayas) will be held this 27th of May in Iloilo City to be hosted by Mr. Florete. The second training program (for Luzon-based members) will be held on June 10 at PSBank Center, Makati City. BACKGROUND The passage of RA 10023 “An Act Authorizing the Issuance of Free Patents to Residential Lands” has provided the opportunity for Filipinos to have titles to public alienable and disposable lands zoned as residential lands that they have been in their possession for more than ten years. This Act offers the administrative titling of residential lands through the free patent process of the Department of Environment and Natural Resources. Previously, residential lands can only be titled either judicially or through administrative sales. RA 10023 will now provide titles without the need to pay the purchase price required by the government. However, titling is not the end-all of land administration and management. To realize poverty alleviation and economic growth through secure property rights, land markets have to be given life. RA 10023 is a vehicle for economic growth. It institutionalizes a streamlined process for administrative titling. It also eliminates the antiquated restrictions in other modes of administrative titling. Thus, it will promote the speedy disposition of residential lands to qualified beneficiaries and allow titleholders to immediately transact business using their residential titles. Thrift Banks and Rural Banks are in the frontline in local land markets. These institutions are the ones that deal with property owners on a day-to-day basis involving loans using titles as collaterals. The increase in economic activity using residential titles is expected to increase the economic growth not only for the individual directly transacting business but also to the community. This training program aims to help Thrift Bankers with the process of titling residential lands under RA 10023 with the objective of facilitating the titling process for faster and easier access to funds as a means to improve the economic condition of residential free patent titleholders.
