JOB SUMMARY
To be responsible for endoscopy decontamination and equipment, providing
advice to managers on the compliance of their equipment and
decontamination processes with current standards.
The post holder will play an active role in the Trusts Infection Control
Committee, Medical Device procurement and Decontamination Committee.
To lead the strategic management of the decontamination services for
endoscopy, including providing a professional advisory role in line with
National guidelines and be accountable for the implementation of all statutory
and regulatory requirements, introducing, implementing and managing work
standards and practices that are accredited to European Standards
BS.EN.ISO 9001:2008, BS.EN ISO 13485:2003 Medical Devices Directive
93/42/EEC as amended by 2007/47/EEC, HTM 2030 as well as managing
the risks consistent with clinical governance requirements.
MAIN DUTIES AND RESPONSIBILITIES
Overview of Duties:
The post holders daily duties will be managed by the endoscopy unit manager
but will be performed unsupervised in accordance with accreditation and Trust

policies. These tasks may also involve allocating appropriate tasks to other
professionals.











Accountable for the delivery of a flexible endoscope decontamination
service within professional standards particularly those pertaining to
ISO 13485:2003, HTM 2030 and the Institute of Decontamination
Sciences Standards and Practice document 3rd edition.
Act as the Designated User for endoscopy decontamination in
collaboration with the ‘Deputy Designated User’ in respect of washer
disinfectors, in accordance with HTM 2030 and the Trust
Decontamination policy
Ensure that the equipment used for providing the service (washer /
disinfectors, RO units, drying cabinets etc) is maintained as regulatory
standards dictate and authorise the safe use of equipment after
validating the engineers test reports.
Develop a quality improvement culture within the service, encouraging
all staff to deliver a continuous improvement in the quality of the
service
Manage endoscopy unit equipment including training, repairs and
procurement
Ensure that the delivery of the service is carried out within the laws
pertaining to “the transportation of dangerous goods act”
General duty of care for their own health, safety and well being and
that of work colleagues, visitors and patients within the hospital, in
addition to any specific risk management or clinical governance
accountabilities associated with the post
Production and support of business case as necessary
Work with various team members to develop existing policies and
practices to form the basis of the Trusts carbon reduction and
Environmental management plan
Attend, arrange and chair meetings both strategic and operational
Ensure that Human Resources policies are applied appropriately, that
staff are appropriately trained and developed to meet current and
changing demands of their role.
Training and Education.





Identify skill mix requirements and ensure training programs are
developed to meet these needs including facilitation of the JETS GIN
competency framework in collaboration with the ward manager / GIN
facilitators
Develop a robust induction programme for new starters to the
decontamination unit and allocation of appropriate mentors
Identify decontamination methods for new equipment and train staff on
the process
Using expert knowledge in endoscopy handling and management train
staff in these aspects as necessary
Identify training needs of all staff (regardless of profession) for current
and new endoscopy equipment and facilitate training

Maintain accurate records of all training performed using relevant
databases and provide quarterly reports to the ward manager
Resources and Finance





Manage the service within the given budget and support the Trust in
identifying cost efficiencies and ensure the service provides value for
money
Identify staffing resource requirements for service provision within
agreed production turn around targets
Assist in the management of capitol budgets for endoscopes
Using technical expertise, provide advice and support to individuals on
the procurement of new equipment. Specifically advising on suitability
of equipment, supplies and quantities required for safe service
Evaluate equipment usage and ensure resources are allocated
appropriately based on service needs and demand
Staffing


Manage staff of the department including appraisals, recruitment,
career development, counselling, discipline, grievance matters,
sickness management and work evaluation
Monitor workload, performance and achievement of targets
Endoscopy Equipment Management


Manage non-functionning items of medical equipment within the
endoscopy and decontamination unit.
Liaise with the MEMS and Estates departments and external
equipment companies with regard to major repairs and service
contracts.
Self Management




Maintain and update own professional skills and knowledge
Attend mandatory training in a timely manner
Prioritise workload for self and service to ensure the Trust’s
performance targets and service needs are met
The endoscopy working environment is unpredictable and the post
holder is expected to be flexible in their work pattern

Responsible for the effective operation of the department’s endoscope
tracking system and prepare regular reports as necessary
Where necessary identify system developments and effectively
manage the change
Research


Undertake research and evaluation of products utilised within
decontamination
Analyse and compare the effectiveness of products and produce
reports on analysis and recommendations to change
Communication





Communicate formally with statutory bodies both providing and
obtaining advice and ensuring good working relationships
Communicate service related information to Senior managers, staff,
and external agencies, utilising reassurance skills
Attend the Endoscopy Users Group meeting and feedback to
decontamination staff accordingly
Arrange regular meetings with the decontamination staff to involve
them in and advise them of service developments. Minutes of these
meetings should be available to the whole endoscopy department
Receive and manage service complaints
Other Responsibilities
All professional and managerial staff are required to work in accordance with

This includes manhandling of any item of endoscopy equipment in
accordance with the Trusts current Manual Handling Policy. This will involve a
frequent requirement to exert intense physical effort (lifting in excess of 20kg)
for several short periods per week.
This also includes working with substances hazardous to health (i.e body
fluids, soiled linen and chemicals).
These duties and responsibilities are neither exclusive nor exhaustive and
management reserve the right to require staff to undertake other duties and
responsibilities consistent with the grade of the post in consultation with the
post holder
