….the meeting expressed strong concern that SIBA may be seen to endorse such prices and, furthermore, sought
assurances that steps would be taken to ensure that this would not happen.
 NS is present and this will be addressed later in the agenda.
Chair & Westerham on new SIBA sub-committee to discuss PBD. Need for level one brewers also to get involved. Is
position under threat? – Weltons (see pre-meet report).
 Wantsum Brewery (Kent) stepped up to the plate. More on PBD later.

Hepworth advised brewers to set spec for any malt supplied. Proposed that a request be made to
Technical Director to produce a guide. RTWB
5) Regional Business
 PBD – the current situation. Ramsgate.
o Regionals lobbying strongly for a heavy reduction.
o We were hoping to negotiate a consensual proposal to take to the Treasury but failed.
o Now waiting for information from the SIBA Industry Report.
o The IR asked a question about SBR being paid at the end of the year – Ramsgate explains the
thinking behind it – basically it would help brewers price their beer more realistically. NS felt it
wouldn’t work as brewers would take bridging loans and nothing would change.
o SE Region has asked SIBA to highlight necessity of clarity from the Treasury in terms of the
future – accepted as a sensible request.
o No indication yet from the Treasury regarding timing of a review. We are currently waiting for the
report into alcohol duty to be published which might give a good indication of what we might
expect.
o Write to your MP, fill in the IR, write to KB, get your voice heard.

o Ramsgate will report more after seeing results of the Industry Report.
Beer competition – Oakleaf.
o Reported a clear profit of £4080.10
o Agreed to pay £40 per firkin of beer supplied for the 2010 competition.
o Please send invoices for beer delivered to SIBA South East Treasurer, c/o Malcolm Irving, Irving
& Co. Brewers Ltd, Unit G1 Railway Triangle, Walton Rd, Portsmouth, PO6 1TQ.
o With sales of glasses, shirts etc to the rugby club the current bank balance is circa £7900
o With a few minor expenses to come in the prospective account balance will be about £3500, this
should allow us to buy beer for next years festival at a fixed price and pay immediately after the
festival.

7) Commercial Updates
 See pre-meeting report attached
 Beer & Brewing video blogs - In the pre meeting report “Beer and Brewing” Video Blog section there is a request for
opinions on £25,000 investment in the video blogs. In light of comments made about a similar level of investment in cask ale
week (which from memory was broadly disagreeing with £25,000 spent supporting cask ale week) I would certainly not
support £25,000 in video blogs and would consider cask ale week a much better investment. We at Sambrook’s would not
use the videos and we are actually in the process of doing a similar “home video” of our own. I estimate the cost of my home
video to be approximately £200. It may not be of the same quality but it will certainly be better for marketing/PR of our
brewery than the investment in the SIBA Video Blog. I would worry that such an investment would only benefit those

breweries and brewers that were involved (of which it is only likely to be a few) and not the wider SIBA membership.

Ramsgate has contacted his film making brother, who says:
I would say they should cost - if you had a pro camera crew;
 £850 day camera and soundman
 £350 day editing
 £300 day directing
So to make those film (which are all done in a day)
 1 day film (with director/producer)
 2 day edit (with director/producer)
TOTAL
£850 + £700 (2 day edit) + £900 (3 day Director) = £2450
For all those vids from a region.
That's gonna get you a TV quality product. I suspect that they weren't filmed by a pro crew and probably by the director
himself. In that case they should cost = £1600
In reality £1600 ish is about right - that's approx what i would do em for. Each region of the country would cost that cos each
area is a seperate trip etc.\

Ramsgate – How is effectiveness measured for such a thing. Asked Fullers and W&E how effective the LBA video was.

 Container management update – SIBA TS, Paddy Johnson.
o CASK REPATRIATION
 ORANGE STICKERS
 At the last RAMP meeting, attended by Paddy Johnson, all agreed that whatever
the 'good intentions' of the dray crews they must NOT uplift orange stickered
casks under any circumstances. To reinforce this the wording of the Orange
stickers
will
be revised
to
read:

LABEL) IS AUTHORISED.A COMPANY INCORRECTLY COLLECTING WILL

There are some consequences of this:
SIBA Brewers MUST use Orange stickers to be sure that their casks that are
directly delivered are not incorrectly picked up by other dray crews who are

asked to clear cellars and who often are responsible for delivering a huge range
of cask beers.
 SIBA brewers using other Cos to distribute their beer (eg selling through JDW
centrally or Trade Team etc etc) will need to use casks that are NOT Orange
stickered. Casks will be picked up by the appropriate crews but as with all large
scale distribution of this nature there will be times that casks are incorrectly
picked up therefore and these will need to be repatriated in the usual ways.
 Where a SIBA member uses an Orange sticker they MUST uplift on a regular
basis or keg watch will be called to clear the cellar and the brewer will get a
charge. If a SIBA member therefore uses an orange stickered cask for say, a
wholesaler operating in some other area, they may receive calls from the account
to clear the cellar. They must arrange for this to happen immediately (either
personally or by the the wholesaler involved) or suffer clearance and then
charging by Keg watch.
 It was agreed by all that this simple system ,ie with or without Orange stickered
labels, was managable on a national basis and the large brewers undertook to
rebrief their crews (often via 3rd parties such as KNDL and trade team) ahead of
Xmas.
o LOGISTICS SCHEME FOR RETURN OF CONTAINERS
 Fortunately we have been making progress on two fronts: the resurrection of the transport
network between SIBA regional hubs and the more efficient use of the Kegwatch/Spatrak
system. More on that soon.

National Operations
 No further progress on a SIBA National office at the National Brewery Centre, but liaison and discussions
continue.
Commercial Operations
 Three non-executive appointments made to Commercial Operations Board (DDS): Stephen Gould, John
Hart and Francis Patton, bringing considerable business experience and acumen to SIBA's strategic
commercial planning from the wider corporate world of brewing, financial management and pubcos.
 One further SIBA Trustee appointment is under consideration to ensure that the balance of representation
on the Board is maintained.
National Finance
 Accounts in preparation for year ending 30/09/10.
 Budgets and forecasts prepared for new financial year, to be presented to Council 24/11/10.

 Beer Production Accounts received, subs calculated, invoiced, and Direct Debits charged.
 Subs income in line with target increase in revenue of 10%, calculated to redress fall in revenue last year.

 BPAs show an overall increase in members' volume production of 4% year-on year (1.65m hl to 1.72m hl).
 Last year's brewers in levels 1/2/3 recorded an 8.5% increase in production (1.04m hl to 1.13m hl).
 481 brewing members on the books at 25/08/10, including those without production accounts for 2009,
those not yet brewing, and four associate brewers.
Supplier Associate Members
 Forum held at National Brewery Centre 12/10/10: to discuss all aspects of supplier associate membership;
to review membership services for associates; to evaluate sponsorship opportunities; and to look at
possible areas requiring improvement.
 Attended by approx. 40 delegates representing 30% of supplier associate members.

Pub Associate Members
 Plans still being finalised for launch of a revitalised SIBA pub membership scheme.
 It is proposed to trial the scheme initially in one region (South-West) prior to national roll-out.
All Members
 £25 admin surcharge agreed by Council for members not paying by Direct Debit.
COMMUNICATIONS
Electronic
 The SMI is to be developed as the SIBA Members' Interface, to handle and facilitate all internal
communication for all members. It will effectively operate as a "noticeboard" for all SIBA member-services,
marketing and commercial messaging.
 Access to the SMI is now being (or already has been) extended to supplier associate members.
 All members are urged to maximise access to the SMI among their key employees.
 The SIBA website will continue to be developed as the online medium of communication to the "outside"
world: the wider brewing and pub industries; trade, national and regional media; potential members; and
local beer enthusiasts and consumers.
Members' Pack
 A compact hard-copy "Welcome and Introduction to SIBA" is being produced, which will include a
navigation guide to more detailed (but changeable) pages available in pdf form on the SMI.
Council Training
 CG has developed a comprehensive and ongoing IT training programme for Trustees incorporating email
systems, Microsoft programs and effective use of social network sites for marketing purposes.
SIBA Logo
 New logo launched 11/10/10. Overall very positive response to contemporary styling.
 Guidelines for use and download facility available to members.
PR Update Ros Shiel

 07/09/10: on SIBA submission to Alcohol Taxation Review. Call to equalise beer and cider duty reported in
Morning Advertiser.
 11/10/10: for launch of new SIBA logo. Widely reported in trade press.

Other Activity...
 Glasses bearing new logo organised to be sent out with covering letter to distribution list of industry press,
trade associations and other stakeholders.
 Revised proposals for pilot of pub associate membership scheme.
 Attended first meeting of SIBA Beer Duty Committee.
COMMERCIAL
SIBA DDS
 DDS on-trade sales volume for the financial year ended 30/09/10 was 35,475 barrels, up 12.5% on the
previous year.
 Volumes for September were up 17.7%.
 On-trade sales turnover for the year was up 15%.

 "Special" beers being introduced to Enterprise portfolio, to allow more than one seasonal or special at a
fixed ABV to count as one beer. To be rolled-out gradually, aiming to improve existing choice.
 Trust Inns secured as a new DDS customer. 500-plus pubs but initially only a few will take DDS beers, so
publicity deferred for the time being.
SIBA TS
 Further expansion of dispense provision capability for SIBA events, to service GNBF.
 Enquiries have been received from several companies regarding the possibility of SIBA TS providing
dispense services for 100% of their business.
 One enquiry has led to detailed discussions being started, and this is being actively pursued.
 Regularly updated TS messaging via SMI.
Members' Services – Commercial
 Centralised bulk purchase schemes (e.g. beermats) under review with a view to extending range of such
services offered to members.
 Any input/ideas from members most welcome.
MARKETING
SIBA Pub Retail Conference

Annual Conference 2011

 Theme being finalised: JG is proposing focus on pride in local brewing, with regard to its remarkable growth
and enrichment thanks to SIBA and its members, and in the face of health-and-harm lobby attacks on beer
as part of the alcohol industry.
 Significant alterations to format under consideration, especially for the Thursday.

 Part-sponsorship of series of short programmes by Pete Brown and Peter Amor under consideration.

Alcohol Tax & PBD
 SIBA's formal contribution to the Government's Alcohol Tax Review submitted 03/09/10.
 First meeting of SIBA's Beer Duty Committee took place in London 28/09/10.

committed – is currently the principal stumbling block to progress and consensus.
Survey and Local Beer Report
 Questionnaire launched 06/10/10; to close Monday 08/11/10.
 Survey includes significant questions about PBD. Participation by as many brewing members as possible is
therefore crucial.
 SIBA Local Beer Report 2011 will be drafted from responses to the Survey and from membership and
production stats gleaned from Beer Production Accounts.
 LBR to be published February 2011.
Alcohol Issues
 JG invited to participate in Nottingham City Council's review of licensing, licensing reform, and night-time
economy issues in the city centre. To attend meeting 05/11/10.
 "Beer Champions" Forum, following SIBA/Castle Rock initiative, due to meet again, date tbc.
TECHNICAL
 Ongoing work with BRi developing more services for SIBA
 Please remind your region that the BRI helpline is there to be used and it IS confidential as well.
CONTAINER MANAGEMENT
 Cask repatriation processes and procedures under review.
 Proposals under consideration include enhancement of current Kegwatch operation to take in nominated
SIBA regional hubs for collation and collection.

National Brewery Centre, Burton, as part of the museum's Christmas festivities.
 Members canvassed to gauge likely number of entries; official entry invitations to follow.
National
 National Final (10/02/11): Canalhouse, Nottingham. Followed by SIBA Champions Beer Festival.
 Category winners in brewery-conditioned draught competition to vie for overall "keg" champion at
Canalhouse and be included in beer festival.

APPENDIX II
Question and Answer session with Nick Stafford, MD SIBA DDS
(Answers from NS recorded here are abridged and not a complete record of details presented by NS)
1. The region has expressed strong concern regarding the (low) Punch price structure, feeling that it is setting a
dangerous precedent. Could Nick please explain the background and rationale to such a commercial position?
Region
Punch Taverns has been a target for DDS since 2004 and two years ago a trial for one year in the east of
England was agreed. This trial has ended, after two years, but not discontinued. A commitment to extend DDS
throughout the UK has been unsuccessful. Punch considers that the benefits of local beers are not conclusive
and, because of their other logistic routes, considers that Punch offers enough local beers to satisfy demand
without extended use of DDS. However, when extraordinary circumstances prevail, DDS will be asked to supply.
DDS advises brewers to continue in their general campaigning in their local pubs for an extension of DDS, but
brewers must not imply through their actions that Punch licensees are allowed to join the scheme without the
permission of their BDM.
Punch Taverns do not see that local beers should be priced at a premium to other beers. The price that they
have offered local brewers is the price at which, after adding their margin, it is fair for retailers to pay. Bearing in
mind Punch’s relative indifference to a meaningful supply of local beers and their reluctance to see premium
quality local ales being sold at a premium price, there is nothing that DDS can do to improve the price. Indeed,
Punch’s stance does serve to reinforce the concept that local beers are not commodities, but added-value
brands, which other pubcos realise and from which they benefit.
Questions and points raised;
Hepworth – Maybe option to remove from Punch and back EIP more especially when lager market is down 7%
Currently only three brewers have formally refused to supply Punch and four more informally. This leaves 350+
brewers who are happy to supply. For DDS to refuse to supply Punch would create greater dissatisfaction
amongst members. DDS continues to support any opportunity that promotes members beers and this applies to
the support of SIBA members who brew lager.
Ramsgate – Political Angle. Are Punch working with DDS only to show willing?Yes, a possibility, but perhaps
Punch is preoccupied with servicing that huge debt problem and just not enough concerned with the subtleties of
the local beer industry.
WJ King – Is there a danger that EIP will want Punch prices now or in the future? No, Enterprise is aware of the
price differential, but is very keen to promote local ales as a premium offering to consumer. A USP such as local
beers needs to be recognized by price, let alone a reflection of the extra costs involved in producing such beers.
Ramsgate – Punch are currently offering the chance of FOT pubs. Will Punch DS price influence the supply
price to these pubs?No, the two schemes are totally separate.
East /West – Better to be engaged with Punch than not.
2. Enterprise Inns only allow three beers per brewery on their list, yet there are some with more, for example:

Will this concession be extended to the rest of us? All decisions are made by Enterprise Inns. Historically
Enterprise allowed more brands, but this was only in the very early days. Enterprise and not DDS decide what
happens. Enterprise has allowed Specials to replace poor selling brands. Indeed, Enterprise has indicated that

brands not selling will be withdrawn, rather than new brands be allowed. Enterprise will always consider any
brand that is a ‘must have’ brand to be included in a listing in addition to three brands.
Bowman/Ramsgate
Questions and points raised;
Ramsgate – Are any additional beers generated only via the EIP BDM? The BDM has considerably
autonomy.He or She may indeed suggest anything to a licensee. Brewers are advised not to approach BDMs as
any inference that a BDM does not know what the beer market offers could do you more harm than good!
RTWBC – Can you substitute one beer for another from the list? Never. If Enterprise find substantiated evidence
they may delist a brewer. Brewers are advised to inform DDS confidentially of any suspected breaking of rules
by another brewer. SIBA will fully support the expulsion from DDS of a brewer who has cheated the system,
unfairly gained business from other brewers and jeopardized the whole scheme for all participating brewers.
3. Is there anyway that we could change the system whereby the addition of a "special" beer to the list means
the removal of a standard beer. When I have a meal in a pub and choose from the specials board I don't see
them taking a dish off the main menu. No. As much as DDS continuously supports choice in its negotiations with
Enterprise, it is their decision on policy.

Questions and points raised;

4. I have a lot of good quality Enterprise Inns in my area and all of the licensees are enthusiastic about what the
DDS scheme can bring to their business. However, many restrict the amount of volume they buy through DDS
because of a significant difference in price vs. ales brought via the official distributor. SIBA beers been reported
to be as much as 30% higher when directly comparing like for like ABV products brought from the nominated
Enterprise distributor. (a similar issue mentioned by Admiral licensees).
Why does there need to be such a difference in pricing, particularly as the DDS member carries the distribution
costs which can be quite high when a pub can order as little as one cask, and the total supply chain is one party
shorter than beers via a distributor? Further to the previous answer on Enterprises support of premium pricing of
local beers, Enterprise is looking at discount banding, but DDS is concerned that price competition between
members would ensue and be detrimental overall for local brewers. DDS has always promoted a free market
economy, but has to handle contradictory wishes of its brewing participants.
Tonbridge Brewery
Questions and points raised;
Windsor & Eton – Are all EIP leases being told about SIBA DDS and their potential to buy SIBA DDS beers? Is it
a right for the lease to buy from this list? No, it is not a right. Licensees are not necessarily told anything. It is up
to the RM to support the commercial interests of the licensee and Enterprise as they see fit.
5. When will Enterprise and Punch be able to buy bottled beers through DDS? Bottled beers have been
discussed, but attention has been focussed on the primary commercial activity of cask ale for obvious reasons.
As the market for bottled beers grows, especially the nascent super premium category, discussions should
continue with greater vigour.

Hepworth – Do try local off trade as they are often very willing to list local beers. As reported at the last Annual
Conference, SIBA spent around £20,000 investigated routes to the bottled beer market that SIBA could open
additionally as a facilitator. Unfortunately these openings are few. Brewers need to rely in the short term on

usual routes to the Off trade. The main obstacle is the Off Trade predilection to price premium bottled beers from
local brewers at commodity values. SIBA considers that a £1.90 500ml bottle of beer should actually be sold at a
minimum of £2.20. Without the consumer paying such a price for an inherently rarer and potentially better beer,
the Off Trade will not have the benefit of supply of choice to the same degree as the On trade.
6. With the loss of the Threshers / Wine Rack stores for the bottled market are there any potential customers in
this growing sector such as Co-op, Budgens etc?SIBA is always alert to any opportunity, but there are no
ongoing discussions currently. The research conducted last year showed multiple retailers concentrating on low
prices for consumers suffering in a recession. This is a very difficult tide to turn, even for SIBA!

APPENDIX IV – Nigel’s take on the current state of the malt industry.
Evening Eddie- Reference the Malt/Barley Market the key issues are of course primarily in Russia where the
fires have led to Putin putting a block on Export. There has been heavy flooding in Czech Republic and
Pakistan. In Contrast the UK could have done with some more rain earlier in the season. Denmark and
Germany more than ideal. We need to analyse the UK harvest however to get a clearer picture and as yet, it is
not in!
In June the UK crop outlook still looked reasonable but due to lack of rain allied to less UK plantings in 2009 for
both Wheat and Barley, the above picture has changed the scenario quickly!
Until the crop is in, it is difficult to be to specific but I understand that Spring barleys are not of the same
quality as Winters..
In August, Wheat markets rose rapidly- partly due to the futures markets driving them up.( Investment here
must look pretty attractive in comparison to other area’s of investment over the last year. ) These did ease
recently but are still high. These market figures do not give a completely accurate picture of the true situation
but are a good guide.
If bread is looking to go up 20p a large loaf in the UK (It has already seen a 20% increase in Moscow)..then you
would expect Barley price’s to go up.
Recent market information suggests Spot winter Barley prices at £150mt against Springs at £160mt. I was
informed today that some Malting barley was being quoted as high as £185mt against £120-150mt last year
(depending upon contracted and spot price’s paid) Feed £10mt less .
However farmers are not selling because they are holding out for higher prices and Maltsters are loath to buy,
hoping that prices fall if the global harvest provides us with the volumes we require. Some Malting barley is
being sold as Feed because Feed prices are firm and higher than expected and farmers are cashing in now. This
is a concern because Malting Barley could be in great demand.
With Feed largely bought , Malting prices may start to rise again!
There was some raw material carried over from 2009 in the UK but in the context of a Global Market-Malting
Barley accounts for just 1% of the World Cereal crop. This will have little, if no effect on pricing looking ahead.
Muntons may have a small volume of Maris Otter carried over and with Otter being grown under contract, this
will help keep price increases to a minimum in the Micro Brewing Sector.
Otter contract prices were over £200mt last year and with yields likely to be down- they are expected to
remain the same and may go up this year.
Population growth, fewer plantings, Bio fuels factories swallowing up to hundreds of thousands tonnes of
Wheat per annum.. this all puts the World markets under increasing pressure.
Muntons have long standing relationship with their suppliers and are confident we can meet our customers
demands on quality and required volumes.
