By Senator Illuzzi, Senate concurrent resolution honoring Vermont State Police Field Force Commander Major James N. Dimmick on the occasion of his retirement. Whereas, for over a quarter of a century, James Dimmick of Underhill has served with distinction and pride as a member of the Vermont state police, and Whereas, after graduating from the state police academy in 1978, he was a trooper stationed at the Colchester barracks, and Whereas, early in his career, his superiors observed Officer Dimmick’s diligence, professionalism, and dedication to the force, and soon he began a career ascent leading to a series of positions with increasing responsibilities, and Whereas, James Dimmick served on the governor’s security detail during the Snelling and Kunin administrations and as the detail’s director during his second time at the governor’s office, and Whereas, he sharpened his investigatory skills as a detective sergeant in Chittenden County and later as a detective lieutenant responsible for the counties of Chittenden, Addison, Franklin, and Lamoille, and Whereas, upon his promotion to the rank of captain, James Dimmick was assigned to the Northeast Kingdom and Orange County where he supervised the state police barracks located in Derby, St. Johnsbury, and Bradford, and Whereas, later, he was handed an even more challenging assignment as the Assistant State Field Commander at state police headquarters in Waterbury with responsibility for several important areas, including homeland security, special teams, and the consolidation of the dispatch centers, and -2- Whereas, in 2000, Captain Dimmick graduated from the 194th class of the FBI National Academy in Quantico, Virginia, and Whereas, in 2003, he was promoted to the rank of major and named as the Field Force Commander which is one of the most senior state police positions, and Whereas, Major Dimmick’s duties have included supervising all the uniformed officers assigned to the 12 state police barracks and the state police communications centers, and being responsible for over 300 civilian and sworn personnel under his command, and Whereas, he is now retiring from the force, and Whereas, he is the husband of Robin Dimmick and they have three daughters, Jenna, Cassie, and Brittany, now therefore be it Resolved by the Senate and House of Representatives: That the General Assembly recognizes the outstanding career accomplishments of Vermont State Police Field Commander James N. Dimmick as he retires from the force and wishes him every success as he embarks on new endeavors, and be it further Resolved: That the Secretary of State be directed to send a copy of this resolution to Major James Dimmick in Underhill. S.C.R. 2 By Senators Lyons, Snelling, Condos, Flanagan, Leddy and Miller, Senate concurrent resolution congratulating the 2004 Champlain Valley Union High School Crusaders Division I championship girls’ soccer team Whereas, the defending Division I girls’ soccer champions, the Champlain Valley Union High School Crusaders, strove to retain their 2003 crown as they proceeded through the 2004 season without a single defeat, and Whereas, the Crusaders gathered at St. Michael’s College to play the 2004 championship game against the Mount Mansfield Union High School Cougars with a strong determination to repeat their previous season’s state championship victory, and Whereas, the entire Crusader squad learned the importance of perseverance during the course of this 118-minute final post-season contest, and Whereas, the two evenly matched teams battled to a scoreless tie at the end of the first period, making the concluding half extremely crucial, and -3- Whereas, with 22:48 remaining in the second half, the Crusaders’ hopes of repeating as champions suffered a temporary setback as the rival Cougars scored the game’s first point, and Whereas, the two squads then resumed their scoreless ways until the Crusaders’ Kelly Sisco tied the game late in the second period on a 25-yard direct kick, forcing the players to compete in the first of ultimately three overtime periods, and Whereas, with 2:09 remaining in the third overtime, a tired Crusader team, now reduced to eight players as were the Cougars, emerged victorious as CVU’s Meghan Howard clinched the Division I championship for her team on an 18-yard goal scoring kick, and Whereas, Crusaders Paige Leenstra, Kelly Macnee, Meghan Patrick, Emily Milbank, Kaitlin Francis, Zellie Dunn-Morrison, Christy Wulfson, Eva Pellegrino-Young, Casey Geibink, Kelly Sisco, Elizabeth Parent, Joannie Gentile, Katie Stetler, Laura Sisco, Lily Kielman, Heather Demers, Abby Newton, Sarah Marston, Lauren Whalley, Katy Shaw, Meghan Howard, Eliza Bradley, and Nora Oliver deserve special recognition both for winning the team’s second consecutive state Division I title and for surviving an extraordinarily long day of intensive soccer competition, and Whereas, Coach Brad Parker and assistant coaches Katherine Riley and Kristen Van Woert are to be congratulated for their outstanding efforts, now therefore be it Resolved by the Senate and House of Representatives: That the General Assembly congratulates the 2004 Champlain Valley Union High School Crusaders Division I championship girls’ soccer team, and be it further Resolved: That the Secretary of State be directed to send a copy of this resolution to Brad Parker at Champlain Valley Union High School. Whereas, the girls’ cross country team at Champlain Valley Union High School (CVU) has achieved remarkable success during the last two fall seasons, and Whereas, having won the state and New England championships in 2003, the 2004 Crusaders were among the finest female runners in the state, and -4- Whereas, they headed to the 2004 Division I state championship tournament at the Thetford Academy course as leading contenders to repeat as the event’s first place finishers, and Whereas, the young women from CVU performed to their highest expectations as they captured their second consecutive Division I title, and Whereas, while they did not clinch a second consecutive New England championship, the Crusaders ran extremely well at the regional competition, which took place in Manchester, Connecticut, and they finished most respectably in second place, and Whereas, team members Kendall Frost, Mairead Harris, Amy Hopkins, Ariel Marcy, Melanie Mccormick, Sydney McEwen, Lindsey Morel, and Emily Olsen are all outstanding young student athletes, and Whereas, the roles of Coach Scott Bliss and assistant coaches Kasie Wallace and Cory Coffey in the school’s outstanding girl’s cross country program are worthy of special note, now therefore be it Resolved by the Senate and House of Representatives: That the General Assembly congratulates the 2004 Champlain Valley Union High School Crusaders Division I championship girls’ cross country team, and be it further Resolved: That the Secretary of State be directed to send a copy of this resolution to Scott Bliss at Champlain Valley Union High School. Whereas, after tying BFA-St. Albans in the 2003 post-season finale, the top-seeded and undefeated Champlain Valley Union High School (CVU) Crusaders boys’ soccer team took the field at the 2004 Division I championship game determined to defeat the third-seeded Mount Mansfield Union High School Cougars and capture exclusive ownership of the Division I title, and Whereas, the Crusaders scoring started early as Gardner Morrow kicked the ball into the Cougars’ net for the game’s initial goal at the 2:01 mark of the first half, and Whereas, although the Cougars’ superb defensive skills prevented the Crusaders from scoring another point prior to the halftime break, the second half was a stunning example of the Crusaders’ offensive prowess, and -5- Whereas, at just over one and one-half minutes into the second half, Ashley Miller achieved his team’s second goal and doubled the Crusader lead to 2-0, and Whereas, several minutes later, teammate Rem Kielman added a third goal to the Crusaders’ tally, and with five minutes remaining in the game, CVU’s Eli Gerson sealed his team’s victory when he scored the fourth and final goal enabling the Crusaders to defeat the Cougars 4-0, and Whereas, the Crusaders’ 2004 Division I championship, and its accompanying 17-0-1 undefeated record, represent an amazing athletic accomplishment by a team that displayed great sportsmanship, and Whereas, every CVU Crusader, including Ross Stirewalt, Ashley Miller, Alex Slauson, Reed Carr, Todd Shepardson, Mark Sienko, Rem Kielman, Ethan Morrow, Gardner Morrow, Brad Carlson, Luke Grover, Zach Sundby, Eli Gerson, Robin Pierce, Nick Mead, Tyler Clavelle, Jefferson Parker, Vasilis Varsakopoulos, Ian Dudley, Tyler Macnee, Andrew Lane, Hugh Kirkpatrick, Scott McLoughlin, and Andreas Varaskopoulos, deserves credit for contributing to his team’s enormous success, and Whereas, Coach Dan Shepardson and assistant coaches Jeff Evans and Troy Paradee were great teachers and mentors for their players, now therefore be it Resolved by the Senate and House of Representatives: That the General Assembly congratulates the 2004 Champlain Valley Union High School Crusaders Division I championship boys’ soccer team, and be it further Resolved: That the Secretary of State be directed to send a copy of this resolution to Dan Shepardson at Champlain Valley Union High School. Whereas, despite their undefeated regular season record, the Green Knights of Rice Memorial High School still had to play the four-time defending Division III champions Woodstock Wasps for the state title, and Whereas, the psychological advantage of prior championship playing experience was demonstrated as the Wasps jumped to a 7-0 lead merely 12 seconds into the first period, and Whereas, Rice’s Matt Tomkowicz soon replied in kind as he dashed 51 yards to bring the Green Knights within a point of their opponents, and -6- Whereas, shortly before the first quarter’s conclusion, Drew Macartney ran for a pivotal five yards which, in combination with quarterback Mike Kimball’s successful two-point conversion, gave the Green Knights a 14-7 lead, and they remained in command until the final whistle, and Whereas, the third quarter featured three Rice touchdowns, including one in the form of Matt Kreutz’s 43-yard punt return and another based on Dan McCartney’s 30-yard post-interception run, and Whereas, when the final game whistle sounded, the Green Knights held a commanding 37-14 lead and had clinched the 2004 Division III title, and Whereas, Green Knights Matt Tomkowicz, Zach Defranco, Brian McClintock, Andrew Perron, Mike Kimball, Matt St. Peter, Joe O’Brien, Nate Crowley, Birney Boehland, Davidson Herberg, Ryan Michael, David Jensen, Steven Degree, Drew Macartney, Mike Shingler, Brett Basford, Joe Merritt, Kevin McGregor, Peter Bolanis, Jordan Matte, J.P. S.C.R. 6 By Senators Condos, Flanagan, Leddy, Lyons, Miller and Snelling, Senate concurrent resolution congratulating the 2004 South Burlington High School Rebels Division II championship football team. Whereas, the 2004 Division II championship football game pitted the South Burlington High School Rebels against the North Country Union High School Falcons, and Whereas, although the Falcons had earlier in the fall defeated the Rebels 30-16, South Burlington refused to permit a repeat of that result, and -7- Whereas, despite a scoreless first half, the Rebels overpowered the Falcons by every measure as they rolled to a 48-0 victory over their rivals from Orleans County, and Whereas, at the 1:50 mark in the third period, Rebel C. J. St. Onge rushed for five crucial yards and put South Burlington on the scoreboard, and Whereas, immediately thereafter, punting specialist extraordinaire Steve Ploof, kicked the first of six post-touchdown points, and Whereas, less than three minutes later, Chris Gilding carried the pigskin ball 44 yards for the Rebels’ second touchdown, while later in the quarter, Jason Young ran an even longer distance, 62 yards, to give the Rebels their third sixpoint gain, and just minutes later, he rushed another 16 yards and scored his team’s fourth touchdown, and Whereas, with just seconds left in the third quarter, Steve Moore slipped across the goal line for the Chittenden County team’s fifth touchdown, while two further touchdowns on the part of Steve Young and Mike Jabour in the last quarter sealed an afternoon of dazzling gridiron offense, and Whereas, each member of the Rebel squad, consisting of Steve Ploof, C.J. S.C.R. 7 By Senators Condos, Leddy, Flanagan, Lyons, Miller and Snelling, Senate concurrent resolution congratulating Judith Maynard on her designation as Vermont’s 2004 National Distinguished Principal. -8- Whereas, Judith Maynard places education high on her list of personal priorities, and Whereas, although neither of her parents earned a high school diploma, she graduated summa cum laude from college and then continued her higher education by earning two master’s degrees, and Whereas, no one was surprised that given her background, Judith Maynard decided to spend her professional career in public education, and Whereas, she has served as a school principal for over two decades, first at the Folsom School in South Hero and for the last 11 years at the Chamberlin School in South Burlington, and Whereas, Judith Maynard has espoused an educational philosophy that children can thrive academically as long as the adults around them believe it, and Whereas, annually since 1984, the United States Department of Education and the National Association of Elementary School Principals have cosponsored the National Distinguished Principal Award in order to “honor exemplary elementary and secondary school principals who set the pace, character, and quality of the education children receive during their early school years,” and Whereas, one principal is selected from each state and the District of Columbia, and principals are also selected to represent K-8 schools, the Defense Department’s Dependents’ Schools, and the State Department’s Overseas Schools, and Whereas, Judith Maynard’s record of achievement as an elementary school principal has resulted in her designation as Vermont’s 2004 National Distinguished Principal, and Whereas, not surprisingly, she has attributed her deserved receipt of this accolade, in part, to the work of her colleagues at the Chamberlin School, and Whereas, South Burlington Superintendent of Schools Bruce Chattman has described Judith Maynard as “the cream of the crop,” and Whereas, she is an ideal role model for other public school principals in Vermont to emulate, now therefore be it Resolved by the Senate and House of Representatives: That the General Assembly congratulates Judith Maynard on her designation as Vermont’s 2004 National Distinguished Principal, and be it further -9- Resolved: That the Secretary of State be directed to send a copy of this resolution to Judith Maynard at the Chamberlin School in South Burlington. Whereas, Bill Fyfe was born in Massachusetts, then resided in Maine, before settling in the Northeast Kingdom where he would live for 51 years, 13 in St. Johnsbury and 38 in Newport, and Whereas, he was a World War II U.S. Army veteran, and Whereas, Bill Fyfe’s professional roles included serving as a hospital administrator in St. Johnsbury and as an administrator for a local mental health organization, and Whereas, in Newport, he served as a city police department dispatcher and managed the county jail, and Whereas, Bill Fyfe served in the House of Representatives for nine terms beginning in 1983, and Whereas, he sat on the Committee on Institutions and played a major role in the establishment of the state correctional facility in Newport, and Whereas, he chaired the Legislative Committee on Administrative Rules, and - 10 - Whereas, Representative Fyfe was known for his ability to work well with members of all political parties, and Whereas, aside from his service on committees and during floor debates, he will be best remembered for his role as the oldest member of the House of Representatives, a position he held with great pride for several terms, and Whereas, in this capacity, it was Representative Fyfe’s role to move the adjournment motion each day on the House floor, and Whereas, while this was typically a routine process, on occasion, the member from Newport preceded his motion with a succinct and timely commentary related to the just concluded deliberations, and Whereas, his wife Barbara was a familiar presence in the State House and known as a leader of the members’ wives unofficial auxiliary, and Whereas, they have three children: John of Newport, Andrea of St. Johnsbury, and William IV of Colchester; eight grandchildren; and three great grandchildren, now therefore be it Resolved by the Senate and House of Representatives: That the General Assembly expresses its condolences to the family of former Representative William Fyfe of Newport City, and be it further Resolved: That the Secretary of State be directed to send a copy of this resolution to Barbara Fyfe in Newport City, and to his children, John, Andrea and William IV. H.C.R. 1 House concurrent resolution in memory of former Representative Leslie Quelch of Leicester Offered by: Representative Jewett of Ripton Offered by: Senators Ayer and Giard Whereas, Leslie Quelch’s entire life was devoted to his family and the town of Leicester, and Whereas, a carpenter and truck driver by trade, his passion for politics and the Democratic Party lasted a lifetime, and Whereas, at the young age of 21, Leslie Quelch established the local Democratic Party in his hometown, and Whereas, while only a member of the House of Representatives for one year, his brief tenure has historic significance as he was the youngest member to serve in the last session of the 246-seat “big House” in 1965, prior to the - 11 - first election of the smaller reapportioned chamber in November of that year, and Whereas, although Leslie Quelch’s days in Montpelier were few, his municipal-level public service on behalf of the citizens of Leicester lasted for decades, and Whereas, during his long career in municipal government, he served as town agent and grand juror (1969-1971), on Leicester’s school board (1969-1981), board of civil authority, zoning board, and, most recently, the town’s selectboard, and Whereas, Leslie Quelch had also served as a member of the Otter Valley Union High School Board from 1972-1981, and Whereas, he maintained the peace in his community while he was Leicester’s constable, and he had watched over its departed residents’ final resting places when he served as the sexton of the Brookside Cemetery, and Whereas, he took great pride in administering the freeman’s (voter’s) oath to newly registered voters, and Whereas, Leslie Quelch was an active advocate for the causes he supported and was known to campaign outside the polling station for their adoption on Town Meeting Day, and Whereas, above all else, he cherished his family, including his wife Elita to whom he was married for 48 years, his daughters Joann and Laurie, his son John, his grandchildren Joshua, Jenna, Caleb, Matthew, Jacob, and Amy, and Whereas, the death of Leslie Quelch leaves a true void in the town of Leicester with which he was so closely identified, and Whereas, his family members and his community will miss his presence in their lives, now therefore be it Resolved by the Senate and House of Representatives: That the General Assembly extends its condolences to the family of the late Leslie Quelch, and be it further Resolved: That the Secretary of State be directed to send a copy of this resolution to Elita Quelch in Leicester. H.C.R. 2 House concurrent resolution honoring the Brattleboro fire department Offered by: Representatives Pillsbury of Brattleboro, Brattleboro, Milkey of Brattleboro and O'Donnell of Vernon - 12 - Edwards of Whereas, on Saturday, December 6, 2004, a raging fire severely damaged the historic Wilder Building located in downtown Brattleboro, and Whereas, the Brattleboro Fire Department, with the assistance of multiple departments from neighboring Massachusetts and New Hampshire, confronted, controlled, and ultimately extinguished this blaze in an extremely professional and timely manner, and Whereas, although Chief David Emery was temporarily out of town when the fire erupted, Deputy Chief/Fire Inspector D. Michael Bucossi assumed the initial and competent command of this complex firefighting operation that involved nearly two dozen rescue vehicles and necessitated blocking off an area encompassing a five block radius of the Wilder Building, and Whereas, Deputy Chief Bucossi’s outstanding leadership demonstrated clearly that Chief Emery has made certain that the fire department is prepared to tackle unforeseen major emergencies when he can not be present on the scene, and Whereas, the specialized state-sponsored training course on flashpoint warning signs that firefighters Chris George and Greg Seymour recently attended proved to be a lifesaver as they were situated on the third floor of the burning structure when warning signs of an imminent and potentially deadly flashover appeared, and Whereas, the department monitored the firewall between the Wilder Building and the adjacent Latchis Theater with great attentiveness to assure that the venerable Brattleboro performance hall remained intact, and Whereas, local citizens and downtown businesses spontaneously provided much-appreciated sustenance to the firefighters in recognition of their heroic efforts to fight this extraordinary fire, and Whereas, the town of Brattleboro is most fortunate to have a fire department that is able to manage a complex fire emergency as professionally as it did at the Wilder Building, now therefore be it Resolved by the Senate and House of Representatives: That the General Assembly recognizes the outstanding work of the Brattleboro Fire Department, especially as exhibited recently during the Wilder Building fire, and be it further Resolved: That the Secretary of State be directed to send a copy of this resolution to Brattleboro Fire Chief David Emery. - 13 - H.C.R. 3 House concurrent resolution in memory of Marine Lance Cpl. Jeffery S. Holmes of Hartford Offered by: Representatives Bohi of Hartford, Kainen of Hartford, Reese of Pomfret and Obuchowski of Rockingham Offered by: Senators Campbell, Dunne and Welch Whereas, the lives of the brave young American Marines deployed in Iraq are continuously at risk as they battle insurgents rather than a traditional nation-state’s armed forces, and Whereas, one of the largest military engagements in Iraq occurred in November 2004, when American forces, including the United States Marine Corps’ 1st Battalion, 8th Marines, Bravo Company, 3rd Platoon, were directed to end the strong insurgent presence in the city of Fallujah, and Whereas, among the members of the 3rd Platoon was 20-year-old Lance Cpl. Jeffery Holmes of Hartford, a 2003 graduate of Hartford High School who had joined the Marine Corps as his personal response to the terrorist attacks of September 11, 2001, and Whereas, on Thanksgiving Day 2004, Lance Cpl. Holmes and a fellow marine were killed in combat as they were searching for remaining insurgents hidden in individual houses, and Whereas, he had been a popular member of the Hartford High School football team, managed the school’s ice hockey team, and served as a member of the civil air patrol, and Whereas, his former football coach described Jeffery Holmes as a “happy-go-lucky-kid” and as “one of those kids you remember,” and Whereas, while Lance Cpl. H.C.R. 20 House concurrent resolution in memory of Vermont National Guard Sergeant Jamie Gray of East Montpelier Offered by: All Members of the House Offered by: Senators Cummings, Doyle and Scott - 39 - Whereas, the members of the Vermont National Guard provide valiant service to our state in times of natural disaster and civil unrest and to our nation during national emergencies and when international military commitments arise, and Whereas, members of the 1st Battalion, 86th Field Artillery of the Vermont National Guard have been activated to serve as part of our nation’s armed forces serving in Iraq, and Whereas, on Monday, June 7, 2004, Sergeant Jamie Gray of East Montpelier, a member of the 1st Battalion, 86th Field Artillery, perished when a roadside bomb exploded as the Humvee he was driving passed by the explosive’s location, and Whereas, he graduated from U-32 High School where he was instrumental in establishing the school’s football team which has since won several Class IV state championships, and Whereas, after graduation he was employed as a mechanic at a local automotive dealership, and Whereas, Jamie Gray was a 10-year veteran of the Vermont National Guard and had previously served on active duty, and Whereas, his Vermont roots run very deep as his family has resided in East Calais for seven generations, and Whereas, on the East Calais land that he knew and loved, and that has belonged to the Gray family for those many decades, his friends, family, and many dignitaries gathered to pay tribute to Jamie Gray and to bury him among his forbears, and Whereas, Jamie Gray will be remembered as an individual who wished simply to enable others to enjoy the kind of life surrounded by nature, love, and peace that he had cherished, now therefore be it Resolved by the Senate and House of Representatives: That the General Assembly extends its deepest sympathies to the family of Jamie Gray who died on the field of battle, and be it further Resolved: That the secretary of state be directed to send a copy of this resolution to his father, Stephen Gray. Sheehan of Milton Offered by: All Members of the House - 40 - Whereas, the members of the Vermont National Guard provide valiant service to our state in times of natural disaster and civil unrest, and to our nation during national emergencies and when international military commitments arise, and Whereas, members of the 1st Battalion, 86th Artillery of the Vermont National Guard have been activated to serve as part of our nation’s armed forces serving in Iraq, and Whereas, in the last week of May 2004, Sgt. Kevin Sheehan, a native of Springfield, and since 1998 a Milton resident, was killed in the line of duty when mortar fire struck him during a mission escorting members of an intelligence unit, and Whereas, his death, and the simultaneous death of a fellow Vermonter from the same battalion, marked the first fatality incident under hostile fire involving members of the Vermont National Guard since at least the Korean conflict in the 1950s, and Whereas, Kevin Sheehan had been a member of the Vermont National Guard for 13 years and was the recipient of many commendations, and Whereas, Kevin Sheehan was a 1986 graduate of Springfield High School and had played both varsity basketball and football as a student, and Whereas, he was remembered by former high school faculty as an athlete who served as a good role model for others, and Whereas, Kevin Sheehan graduated from Vermont Technical College in 1990 and was a civil engineer who helped design the veterans’ memorial in Essex Junction, and Whereas, he was an avid hockey player and served as an assistant coach for the Milton Youth Hockey Association, and Whereas, Kevin Sheehan was married to Heather Sheehan, and they were the parents of two children, Nathaniel and Alyson, and he is survived by three sisters, Kathleen, Karleen, and Karen, and a brother, Keith, now therefore be it Resolved by the Senate and House of Representatives: That the General Assembly expresses its sincere condolences to the family of Sgt.
