JOB SPECIFICATION
1.
Summary of the broad purpose of the role, and its responsibilities.
The Senior Business Analyst is responsible for driving significant business change with
Business Solutions’ customers in order to implement Department and/or Justice Portfolio
strategic objectives.
Business Solutions’ projects have both a business process improvement and technology
focus. With specific emphasis on achieving quality project and business outcomes through
the understanding of stakeholder needs and delivering on time and within budget
expectations, the role:

manages and undertake the analysis and documentation of business processes and
business requirements

manages and undertake the development of business cases, Cabinet Submissions,
procurement documentation and other documentation needed to seek necessary
approval to proceed with projects.

provides strategic advice to executives and project steering committees to guide the
implementation of major business reform initiatives
The role also undertakes some senior project manager activities to implement approved
projects according to agreed time, budget and quality expectations.
The incumbent is a senior member of a dedicated project team and will be required to
actively contribute to initiatives that promote a positive culture and quality practices within
the Business Solutions branch.

The Senior Business Analyst:

reports to the Director, Business Solutions and, where required, to committees and
executives who influence the work and objectives of the projects to which the
incumbent is assigned.

is a senior member of the Business Solutions branch.

is responsible for the leadership and management of project resources (technical
specialists, project officers, business users, etc.) to lead, plan and achieve project
outcomes.
liaises extensively with senior management and staff of Government and external service
providers and suppliers of infrastructure and related support services.

Special Conditions (Such as non-metropolitan location, travel requirements, frequent overtime, etc.)

Occasional intra and interstate travel may be required.

Some out of hours work may be required.

The incumbent is required to achieve performance targets as set out by the
Department and they are expected to participate in regular performance reviews.

Prior to an offer of employment being made, candidates must provide written
authorisation to the Attorney-General's Department allowing a criminal history check.
Upon receipt of the original National Police Certificate the individual must allow
sighting of the original certificate for the purposes of verification and copying.

Statement of Key Outcomes and Associated Activities/Duties (Group into major areas of
responsibility/activity and list in descending order of importance.)

Responsible and accountable for driving significant business change with Business
Solutions’ customers to implement Department and/or Justice Portfolio strategic
objectives by:
a)
managing and undertaking the analysis and documentation of business processes
and business requirements, including:
 user needs analysis
 business process mapping
 solution analysis and design
 stakeholder acceptance.
b)
managing and undertaking the development of business cases, Cabinet
Submissions, procurement documents and other documentation needed to seek
necessary approval to proceed with projects, including but not limited to attention
to the following:
 option analysis
 stakeholder engagement and management
 benefits realisation management
 risk management
 budget and resource analysis
 governance arrangements
 ensuring a thorough understanding of client needs and requirements, whilst
maintaining at all times a clear focus on the successful delivery of practical
outcomes.

regularly analysing and evaluating emerging trends, risks and opportunities
associated with the project, taking appropriate actions where necessary.

identifying, sourcing and managing project resource requirements in adherence to
Government practices and standards.
g)
establishing and maintaining open and effective working relationships with
management and project stakeholders, including timely reporting on project
status.
Contribute to the provision of effective strategic advice to the Business Solutions
branch and its customers by:

Providing and/or reviewing project proposals, plans, business cases and other
related material providing timely, accurate and sound analysis.

Representing the branch on relevant committees and working parties as required.
Contribute to the success of the Business Solutions branch by:
a)
Actively facilitating branch activities aimed at improving practices and services.

Participating in the development, implementation and review of Section and
Branch strategic and business plans.
c)
Ensuring a flexible and adaptable approach and a desire to ensure the overall
objectives of the branch are met.
d)
Facilitate in the lead of other projects or activities as required.
e)
Demonstrating behaviour that contributes to and encourages a culture of crossteam collaboration and a strong customer service orientation.
