LET KSOU AND MHRD PROTECT INTERESTS OF 100000
TECHNICAL STUDENTS PASSED OUT FROM KSOU

courses.100000 students are left high and dry who have studied technical courses in KSOU because of Prof Krishnan illegal decision to stop legal courses started by his
predecessor Prof Rangappa. Stop dictatorship of UGC and MHRD and Prof Krishnan .Free universities from clutches of license raj and Inspector raj of UGC and MHRD
and AICTE . “AIUPASA demands MHRD to recognize B TECH/M.TECH of KSOU” provide justice to 100000 students when MHRD recognizes AMIE and AMAESI and
AMIETE only on examination mode then why not KSOU and other Universities .. India is celebrated independence day but unfortunately still Indian higher education is
not independent and is under license raj and Inspector raj of UGC and MHRD . Universities courses are independent of AICTE and MHRD .Delhi University is running
BE/B TECH courses without approval of AICTE and MHRD .University courses does not need approval of AICTE.Prof. K S Rangappa former Vice-Chancellor,
Karnataka State Open University was taking revolutionary steps and taking distance and online education to new heights with technical courses. Distance and online higher
education is need of the hour. KSOU Former V-C K S Rangappa defended KSOU's decision to impart distance education for technical courses and said objects of the
KSOU shall be to advance and disseminate learning and knowledge by diversity of means, including the use of any communication technology to provide opportunities for
higher education to a larger segment of the population and to promote the educational wellbeing of the community as per Section 4 of the act. Quoting an apex court
judgment, the former V-C had said it is not mandatory on part of KSOU to seek prior permission of AICTE for starting department or unit as an adjunct to the university
itself, to conduct technical education courses of its choice. KSOU is empowered to start technical courses without the approval of AICTE.It is pertinent to note that Prof. K
S Rangappa and its syndicate members declared all technical courses as legal then how come syndicate under Prof Krishnan can declare them as illegal. Higher education
today is undergoing a radical change, posing new age challenges to universities. The role of teachers and educators has gone through a metamorphosis as technology and

standards in the open and distance education system in the country, then why MHRD is creating hurdles in way of only Universities which is offering new programmes in
engineering education through distance mode in M.Tech and B.Tech education while MHRD is allowing AMIE AMAESI AMIE others only on examination mode without
any quality standards .India is in globalised arena and IT guru to the world and now online education Video conferencing virtual labs are the practical mode of education
removing all barrier in distance education, you be a regulator in promoting, coordinating and determining standards in the open and distance education system and not
destroyer of distance education. When central government is providing AKASH TABLET computer to every students at very affordable cost and 3G connectivity is
available and online education is becoming reality then why IGNOU DEC is killing the distance education when distance is eliminated by online education. Whole world is
global village .Instead of colleges only Labs needs to be outsourced as computer is class room , computer lab, play ground for online gaming ,library ,research center ,online
mentoring ,online chat ,video conferencing and face to face online . The Union Government should take immediate stock of situation and allow the open Universities to offer
online technical distance education without any territorial restrictions. Engineering education through distance learning will make poor students to study engineering
without botheration of huge donations /corruption / hurdles of entrance examinations and provide equal opportunity to study engineering and DEB/UGC need to really
commend the efforts of KSOU in this respect .Union Government should issue direction to MHRD and DEB to withdraw the notices issued to KSOU in the interest of
several lakh students who want to study technical education online.
Exam Reforms: Universities must change: Indian Universities must adopt open book examinations system as prevailed in USA and other developed countries as our
Universities test memory capacity of students and not the knowledge or wisdom of students. Union Government and UGC need to debate on online education with DEB
