PUBLIC NOTICE IS HEREBY GIVEN the above-mentioned governmental body will

The Board of Trustees of the Winterset Municipal Utilities, Winterset, Iowa, met
on March 18, 2013 in accordance with the above Notice & Call of Public Meeting.
Chairman Dave LaGrange called the meeting to order with the following members of
the Board in attendance.

Others in attendance, Chuck Johnson, Utility Electric Superintendent, Steve
Benshoof, Utility Water Superintendent, and Dave Braga.
Chairman LaGrange asked for approval of the agenda, Trustee Vrieze moved the
agenda be approved with the addition of DMWW, WWD and WMU water service
agreement item. Seconded by Trustee Kerns. Roll call vote:

Chairman LaGrange stated the minutes from the, February 18th & March 7th
meetings had been provided to the board. Trustee Kerns wished to make a correction to
the March 7th meeting concerning his presence at the meeting. Trustee Vrieze moved to
approve the minutes with those corrections. Seconded by Trustee Kerns. Roll call vote:

Mr. Wesselmann was asked to give his report to the board. Mr. Wesselmann
reported that he received a time line from Matt Castor for the containment landowner
agreement. Mr. Wesselmann stated that Chuck and he were meeting with DGR March
21st about the preliminary engineering on the next phase of the electric underground
project. Mr. Wesselmann reviewed the projects and priorities list with the board.
Chairman LaGrange asked Mr. Wesselmann to address the next agenda item, the
Resolution Appointing SIMECA Representative. Mr. Wesselmann stated that with the change of
Electric Supt. the board needs to appoint a new representative to the SIMECA Board. After due
consideration and discussion, Trustee Kerns introduced the following resolution and
moved its adoption, seconded by Board Member Vrieze. The Chairman put the question
upon the adoption of said resolution, and the roll being called, the following Board
Members voted:
Ayes: Gerrit Vrieze, Dave LaGrange, Kendall Kerns
Nays: None.
Whereupon, the Chairman declared the resolution duly adopted as hereinafter
set out.
RESOLUTION # 31813
RESOLUTION APPOINTING SIMECA REPRESENTATIVE
WHEREAS the Winterset Municipal Utilities is a member of the South Iowa Municipal
Electric Cooperative Association (SIMECA) and shall appoint a representative to the SIMECA
Board.
NOW THEREFORE BE IT RESOLVED by the Board of Trustees of the Winterset Municipal
Utilities that Electric Superintendent Chuck Johnson be hereby appointed as our representative to
the SIMECA Board.
Passed and approved this 18th day of March 2013.

Chairman LaGrange asked for nominations for chairman. Trustee Vrieze moved
to approve Dave LaGrange as chairman. Seconded by Trustee Kerns. Roll call vote:

Mr. Benshoof was asked to give the report on the water department. Mr.
Benshoof presented the written report to the board and reported that they had the
turbidimeter fixed. Mr. Benshoof stated that they fixed a main break on 7th and E.
Benton. Mr. Benshoof reported that they have been dealing with taste and odor problem
from the first flow of water into the lake. Mr. Benshoof stated that they were getting the
problems under control. Mr. Benshoof stated that they were cutting trees at the plant
and along the lake road. Mr. Benshoof reported that he is starting to get bids for the
water plant fence.
Mr. Johnson was asked to give the report on the electric department. Mr.
Johnson presented the written report to the board and reported that they have finished
wrecking out the SE feeder primary wires. Mr. Johnson stated that they have also
started pulling some poles in the project area. Mr. Johnson reported that they assisted
the city crews with cutting down dead trees around the city. Mr. Johnson stated that he
was getting bids for the generator exhaust emission modifications that will need to be
done and has applied for an extension of the deadline to complete these changes with
the EPA.
Trustee Vrieze stated he had reviewed the claims. Trustee Vrieze moved to
approve the following list of claims. Seconded by Trustee Kerns . Roll call vote:

Chairman LaGrange asked Mr. Wesselmann to address the next agenda item, the
DMWW, WWD & WMU water service agreement discussion and approval. Mr.
Wesselmann stated that although the board had previously approved the agreement, he
had received an updated form of the agreement that differs from the version the board
approved. Chairman LaGrange asked for a motion to approve entering into the
agreement with the attorney’s approval of the new version. Trustee Vrieze moved to
approve the DMWW, WWD and WMU water service agreement with the attorney’s
approval. Seconded by Trustee Kerns. Roll call vote:

The date of the next regular meeting was set for 8:30 AM, Monday, April 15, 2013
at Light Plant. Being no further business, the Chairman declared the meeting was now
adjourned.
