Job Title: Reform Implementation Director
Reports to: Deputy Director
Organization and position description: ICIRR is a 27-year-old coalition composed of 130 dues
paying organizations. Membership is broad based and includes: community-organizing groups,
ethnic associations, unions, refugee organizations, churches and mosques, school districts and
community colleges, and direct service organizations that work with diverse immigrant
communities. ICIRR’s mission is to promote the full and equal participation of immigrants and
refugees in the political, civic and economic life of our diverse society. ICIRR provides our members
with organizing and advocacy strategy, training and technical assistance on issues that affect their
respective immigrant constituents, and up-to-date information and policy analysis on immigrantand refugee-related issues. ICIRR ensures the effectiveness of our member organizations by
providing ongoing leadership development opportunities, promoting citizenship and civic
participation, monitoring and analyzing immigrant-related laws and policies, forming cross ethnic
alliances, and informing the general public about the positive contributions of newcomers to
Illinois and the U.S. ICIRR is a justice organization serving vulnerable immigrant communities;
excellence in pursuit of ICIRR's overall mission is expected of all employees.
ICIRR was established in response to the 1986 Immigration Reform and Control Act to coordinate
state wide efforts to assist undocumented immigrants through the legalization and integration
process. ICIRR is searching for an experienced Director to join our executive team and lead the
statewide convening and coordination efforts for implementing Comprehensive Immigration
Reform (CIR). The Reform Implementation Director will be responsible for leading this state-wide
effort in coordination with other ICIRR programs and staff.
Specific Responsibilities
The Reform Implementation Director will lead and implementation activities. She/he will convene,
coordinate and organize tables of stakeholders and key institutions working on CIR
implementation, including but not limited to:



With internal and external stakeholders, drive the creation of a plan for an implementation
program to provide reform relief services to undocumented residents of Illinois
Identify and facilitate effective collaborations with agencies/organizations providing reform
relief services, including connecting with community-based service organizations, advocacy
groups, faith institutions, government officials and agencies, legal providers, elected officials
and other stakeholders involved in implementation of Comprehensive Immigration Reform
Identify and support institutions statewide for BIA accreditation in coordination with
organizers, Family Support Network (FSN) and other ICIRR programs

Oversee trainings of designated staff from ICIRR member organizations and other providers to
provide reform relief information sessions, help sessions, and workshops
Develop a unified online registration process for relief help sessions, info sessions, and
workshops provided through our members, partners and affiliates
In coordination with I-4, create materials for CIR implementation, best practices, challenges,
and next steps for CIR implementation efforts
Collaborate with other ICIRR staff on organizational campaigns and work
Actively participate in expanding ICIRR’s capacity and resources by fully participating in all staff
meetings
Requirements
 Bachelor’s degree required
 Minimum five years of experience in the areas of: project management, program
development, community organizing, planning and evaluation, and pro-immigrant advocacy
 Strong organizational and coordination skills and a self-starter
 Strong skills in collective decision making, planning and coordination in complex situations
 Excellent writing and public speaking skills, including the ability to communicate the impact of
programmatic work.
 Demonstrated ability to work independently, flexibly, and meet deadlines
 Superior interpersonal skills and ability to work in a team environment
 Bilingual (English/Spanish) language capabilities preferred.
 Must have full-time access to a car for travel purposes
 Must be able to work evenings or weekends, as needed
