Admission Requirements
 High school diploma or GED is required.
 Palm Beach State Application Acceptance

 Application Fee: Is $20 for U.S. citizens. For international students, the fee is $30 U.S. currency (F1/M-1 students only). The application fee is nonrefundable.
 Transcripts: Transcript request forms and information are available at
www.palmbeachstate.edu/transcripts.xml.
 Placement Tests: All degree-seeking students, as well as non-degree-seeking students wishing to
take Gordon Rule* writing and mathematics courses, who have not successfully completed collegelevel math and English must furnish official test scores from the Florida College Entry Level
Placement Test (FCELPT), ACT-E, or SAT1 before registration. (If ACT-E or SAT1 scores are too
low, students must retest or take the FCELPT for placement.) Test scores are valid for two years
from the date the test was taken. Students who have not yet taken one of the placement tests listed
above should contact the Testing Center (Information available at
www.palmbeachstate.edu/testcenterinformation.xml).
 Orientation: All new, first time in-college students must complete a New Student Orientation before
beginning classes. Orientations are not offered once a session begins. Orientation can be attended on
any campus. However, it is recommended that you attend an orientation on the campus where you
plan to take your classes. New Student Orientation registration is accessed through PantherWeb:
Log on to PantherWeb using your College Student Identification number and PIN. Click on New
Student Orientation QUICK LINK. Click on Register for Orientation. Select Campus and Click
Search. Click on Reference Number of Selected Orientation. Click on the "Click Here" Button to
Register for Orientation. Click on "View/Print Schedule and Fees" as your confirmation
 Flight Training Acceptance
 Prior to being admitted to any flight training courses, the following items must be presented to the
Aeronautical Science Department Chair:

An FAA 1st, 2nd, or 3rd class medical is required by FAA Federal Aviation Regulation before
beginning any flight training. An FAA medical must be presented to the Aviation
Department Chair before flight training can be initiated. This medical must be received from
an FAA approved Aviation Medical Examiner (AME). All current AMEs can be found at
the following website: http://www.faa.gov/pilots/amelocator. Later in this document it will
discuss which medical, 1st, 2nd, or 3rd class, is best for you.

Effective 2005, Federal Law under the Transportation Security Administration requires
specific
identification
documents
for
this
program.

All Aeronautical Science students are required to have in their possession at all times a
PantherCard (Palm Beach State Photo Student ID). See the following website for further

The student will choose a flight school from one of our affiliated schools (presented later in
this document). The student must complete an initiation form (see sample attached as
Attachment 1) at the flight school for the Flight School to submit to Palm Beach State. Once
Palm Beach State receives the request and determines that the course is in good standing,
funds will be released to the Flight School for the student to begin flight training.
 Meeting with Aviation Advisor to present all required documents (see list above).
Financial Aid
Financial aid is more than just student loans. There are grants available from Federal, State of Florida and
College sources. Aid is available to full-time or part-time students in all of our two-year programs and most
shorter term vocational courses.
How to apply - It doesn't cost anything to apply but students need to be citizens or permanent residents.
Complete the Free Application for Federal Student Aid (FAFSA) online at www.fafsa.ed.gov. You'll
find the first step to be very easy - getting your own Personal Identification Number (PIN).
After receiving your PIN, you and your family should complete the FAFSA after filing your income tax
returns. This site also has instructions for families who don't file a federal income tax return. The online
website provides a toll free "800" number and a complete version in Spanish.
Veterans Education Benefits
Veterans Education benefits are excellent resources for educational and career growth. Palm Beach State
is pleased to assist veterans and dependents in utilizing benefits to their best advantage, within the
guidelines of the Department of Veterans Affairs. It's important to know the VA program(s) for which

Aeronautical Science Program Descriptions
This program offers two tracks: The Operations Track and the Professional Pilot Track; the approximate
length of each track is two years (64 credits).
 The Operations Tracks
 Associate of Science (Program Objective 2172): This degree is 64credit hours in length. It is
designed for students who wish to enter the workforce in a skilled field. It is designed for
students who wish to enter the workforce in a skilled field. Transfer is currently available
through a Transfer agreement with Embry-Riddle Aeronautical University World Wide
Campus in Fort Lauderdale Florida.

This track has two options:
o Flight Operations option is designed to prepare the student to work in flight
operations management; and
o Maintenance Operations option is designed to allow the individual who
currently holds an Airframe Certificate and a Powerplant Mechanics
Certificate (A&P) issued by the Federal Aviation Administration (FAA) to
pursue a two years degree that will give them management skills and
knowledge for advancement within the aviation maintenance operation
industry.
 Associate of Applied Science (Program Objective A162): This degree is 64 credits in
length. This is similar to the Associates Degree except it has less rigorous English and
mathematics courses.

This track has two options:

 College Credit Certificates – is designed to jump start the students training toward the
Associate or Associate of Applied Science Degrees. Currently there is one College Credit
Certificate approved by the State of Florida and one pending. These two Certificates are
embedded in the Associate of Science and Associate of Applied Science Degrees. Upon
successful completion of the two college credit certificates, the student will only need 33
additional credits to complete the AS or AAS degrees.
 The Commercial Pilot CCC (Program Objective not assigned until Fall 2010); is
designed to prepare the student for the FAA commercial pilot single and multi engine
land airplane practical and knowledge tests. The approximate length of this certificate is
two semesters (24 credits); the classes are offered at the Lake Worth campus and off site
(Local Airports).

The Flight Instructor CCC (Currently not approved by the State of Florida; expect
approval Fall 2012) is designed to prepare the Commercial Pilot for the initial FAA
Flight Instructor (CFI), Flight Instructor Instrument Rating (CFI-I) and Multi Engine
Instructor (MEI) practical tests and for the FAA Fundamentals of Instructing and Flight
Instructor Airplane and Airplane Instrument knowledge tests. The approximate length of
this certificate is 3 semesters (31 credits); the classes are offered on the Lake Worth
campus and off site (Local Airports). The Commercial Pilot CCC is embedded in this
course.
Transferability
The Aeronautical Science Program offers many possibilities to the students that wish to continue their
studies. The student that graduates from the College Credit Certificates can transfer into the AS/AAS
programs. The AS degree currently has a transfer agreement with Embry Riddle Aeronautical
University Worldwide Campus in Fort Lauderdale; this agreement allows the students to transfer their
Palm Beach State AS degree into a four year Bachelors Degree. Please contact the Department Chair at

Completion Requirements
The student must successfully complete all courses listed in the program requirements with a 2.0 GPA

SUGGESTED COURSE SEQUENCES
The following Suggested Course Sequences are for all possible tracks and options in the Aeronautical
Science Program. These sequences do not take into consideration the need for college prep classes. Nor
does it take into consideration students that are transferring from another college that may have taken
similar classes. Please contact the Department Chair to determine a unique course sequence for your
unique requirements.
Also, the cost is based on In-State Tuition for calendar year 2009/2010 and includes an approximate cost of
books; an additional amount needs to be added for Out-of-State tuition. See the Palm Beach State website for

The first option in YELLOW represents the student beginning in the Fall Semester; the next option

AIRPLANE TRAINING
This sequence allows the student to take flight classes at a slower pace. This allows the student spread the
cost of the training over two years. The first semester the student will complete the Private Pilot License;
the second semester the Instrument Rating; the third semester the Commercial Single-Engine and
Commercial Multi-Engine; and the fourth semester the CFI, CFI-I and MEI licenses.

FLIGHT TRAINING AT AN EXPEDITED PACE
AIRPLANE TRAINING
This sequence allows the student to take flight classes at an expedited pace. This will require the student
to pay the cost of the flight training in the first year. However, the student will be able to begin working
as a flight instructor after the first year while finishing the second year of classes. The first three
semesters the student will complete the Private Pilot License, Instrument Rating, Commercial SingleEngine, Commercial Multi-Engine, and the CFI, CFI-I, MEI licenses.

AIRPLANE TRAINING
The following is the Suggested Course Sequence for the College Credit Certificates:
Commercial Pilot and Flight Instructor Certificates. This sequence allows the student to take flight
classes ONLY at an expedited pace of one year. The first three semesters the student will complete the
Private Pilot License, Instrument Rating, Commercial Single-Engine, Commercial Multi-Engine, and the
CFI, CFI-I, MEI licenses. This WILL require Summer flight classes.
Be aware that the State of Florida approved the Commercial College Credit Certificate in the Spring of
2009; however the Flight Instructor College Credit Certificate is not expected to be approved until the
Fall of 2012. The Student can still take these Flight Instructor Courses after completing the Commercial
Pilot College Credit Certificate by choosing the Associate of Science Degree objective.

Expenses NOT Included in the Flight Courses Fees:
The following expenses are not included in the flight course special/lab fees:
Overage charges, as specified in this Guide;
Fuel reimbursement and surcharges, as specified in this Guide;
Flight School required textbooks or equipment;
FAA medical fees;
FAA knowledge test fees; and
FAA checkride fees.
If you choose to fly an upgraded or higher priced aircraft then what is provided in this Guide, it is your
responsibility to pay the difference for the upgrade. If you and your instructors combined weight exceeds the
aircraft’s weight limitations you will be required to choose an upgraded aircraft which will result in you paying
the upgrade fee.
Next, the fluctuation of the cost of fuel has required some flight schools to charge a fuel surcharge. The
amount may change from week to week. Please check with your flight school to ascertain their policy
regarding the charging of these fuel costs. It is the student’s responsibility to pay the Flight School directly for
this surcharge.
Next, during the course of your training, you will be required to refuel your aircraft while away from
your home base airport. Each flight school will determine the maximum rate at which they will reimburse that
fuel. If you paid more than that amount, then the additional cost will be your responsibility to pay the Flight
School directly for this overage.
Next, certain flight schools are considered FAA approved flight schools and are regulated under FAR
part 141. In accordance with our agreement, the Flight School will NOT teach you under these FAA
regulations but will, however, teach under FAA FAR Part 61. If you have any questions about this please
discuss with the Aeronautical Science Department Chair.
Next, an FAA 1st, 2nd, or 3rd class medical is required by FAA Federal Aviation Regulation before
beginning any flight training. An FAA medical must be presented to the Aeronautical Science Department
Chair before flight training can be initiated. This medical must be made from an FAA approved Aviation
Medical Examiner (AME).

Next, a prerequisite for the flight test is passing an FAA knowledge test. Many of our affiliated flight
schools are approved test proctors. Please check with your flight school to determine what facility they
recommend. The student will be required to pay the testing center for the knowledge test.
Finally, after all flight and ground training has been completed the student must take a checkride with an
approved FAA Designated Pilot Examiner (DPE) in order to test for the pilot license or rating sought. It is the
student’s responsibility to pay the DPE directly for the flight test.
If you are involved in an educational assistance program with your employer or through VA benefits,
you should be aware that some, all or none of the above expenses may be reimbursed by your employer or the

VA. It would be to your benefit to check with your employer or a Palm Beach State VA advisor regarding the
current policies for these expenses.
Some flight schools may have a written policy that outlines that flight school’s and the student's
responsibility in certain situations. If the flight school you choose has such a policy, they are required to
present it to you in writing prior to the signing of your flight initiation contract with the flight school. Any
written policies should be signed by both you and the flight school to document that both parties agree to the
conditions stated in the policy. You should read the flight school policies very carefully as they outline your
personal responsibility in the event of an aircraft accident or incident. They also explain insurance deductibles.
If you do not understand the wording of a policy, ask the flight school to explain it. All flight schools do not
have the same policies. If you are not satisfied with the terms at a flight school, you should check with other
schools associated with the program to see how their policies may differ. Do not sign any agreement that you
do not understand. Renters insurance is also available on an individual basis from various insurance companies
for those who would prefer additional liability insurance.

Flight Training Students Responsibilities:
In addition to those fees outlined above, here are some additional student responsibilities.
An FAA 1st, 2nd, or 3rd class medical is required for all flight training. A 1st class medical is required to
exercise the privileges of an airline pilot and a 2nd class medical is required to exercise the privileges of a
commercial pilot. It is recommended that if you are pursuing a career with the airlines that you pass the 1st class
medical in order to determine that this is in fact a career option for you. If you have any questions regarding the
FAA medical please contact the Aeronautical Science Department Chair for clarification. Before any money is
released to the flight school for the student to begin training, the student must present a copy of a valid FAA
medical to the Aeronautical Science Department Chair. It is the student’s responsibility to inform the
Aeronautical Science Department Chair if their medical is revoked for any reason.
After the medical has been presented to the Aeronautical Science Department Chair, the student will
choose a flight school from one of our affiliated schools (see within this Guide). The student must complete an
initiation form (see sample attached as Attachment #1) at the flight school for the Flight School to submit to
Palm Beach State. Once Palm Beach State receives the request and determines that the course is in good
standing, funds will be released to the Flight School for the student to begin flight training.
Flight training will probably be one of your favorite classes. However, it can become difficult for the
student to manage their time between flight training and other college courses. The student cannot forget that
flight training is still a college course and has semester deadlines. Therefore, it is very important that the
student’s exercise diligence in the scheduling of flight lessons. According to the flight syllabus of that flight
course there are mandatory flight training requirements per week. This will be monitored by a Palm Beach
State instructor of record through an online component called eLearning or Blackboard. Students must access
their Blackboard class within three days after the start of the semester in order to submit time sensitive
assignments (flight lessons). If you have any questions about Blackboard see the following website to get more

Time considerations have been given for the fact that some lessons will be cancelled for extenuating
circumstances and therefore, if the flight course is not completed in the required time the student will receive an
“F” for the course. Also, the course fees are based on the student completing in a certain timeframe which is
optimum for flight training. Failure to complete in this timeframe will result in additional costs being incurred.
Additional costs in excess of those established by our contract with the Flight School, regardless of the reason,
will be the student’s responsibility and paid to the Flight School.
When you begin your flight training, you will be required to complete an accounting form (a sample
copy is attached as Attachment #2). Following each flight lesson you will initial this form, attesting to the flight
and ground hours you received as well as the type of aircraft used. This form is kept at the flight school and
submitted by the school to Palm Beach State periodically. Each time the flight school submits this form to Palm
Beach State you will be required to sign and date the bottom of the form. Your flight instructor will be
assigning a grade for your flight training on each form that is submitted to Palm Beach State.

Are Palm Beach State credits transferable to other colleges and universities?
Whether credits can transfer from Palm Beach State to another college or university depends on the
particular institution the transfer is intended to go to. Palm Beach State currently has an articulation
agreement with Embry Riddle Aeronautical University. Under the current agreement, Palm Beach State
course credits from the Pilot Program are transferable to ERAU. Students planning to transfer to Embry
Riddle should seek advice from the Department Chair in order to get the most credits transferred.
Can I change flight schools mid course?
A student may change flight schools at anytime by submitting a Flight School Transfer Form. However,
changing flight school prior to completing a license or rating may not be the best action. As soon as
there is a thought of changing schools, the student should seek advisement from the Department Chair.
Do Palm Beach State flight simulator hours count towards ratings?
The FAA approves 50 hours of simulator training for the Commercial license; 20 hours for the
instrument rating; and, 2.5 hours for the Private license. Palm Beach State utilizes all 50 hours by
training on the ATC610 simulators for 40 hours and the PC based Precision Flight Simulators for 10
hours.
When can I start flying?
After the student has submitted a copy of their FAA Medical, proof of US Citizenship or TSA approval,
and a copy of their PantherCard to the Department Chair registered, and registered and paid for a flight
course at Palm Beach State (see Admissions requirements above), they will then select one of our
affiliated flight schools to do their flight training. That flight school will have the student sign a Flight

Training Initiation Form to Palm Beach State. Upon receipt of this information, Palm Beach State will
confirm all necessary paperwork including course payment and begin sending funds to the flight school
for the student to begin training.
How much will it cost?
The total cost for the 2 year AS program – Airplane Training at Palm Beach State will be
approximately $43,526 (In-State) and $57,406 (Out-of-State). After that, if a student decides to pursue
an aviation degree at Embry-Riddle Aeronautical University the added costs there will be approximately
$15,000. How much will it cost?
The total cost for the 2 year AS program – Helicopter Training at Palm Beach State will be
approximately $63,325 (In-State) and $77,205 (Out-of-State). After that, if a student decides to pursue
an aviation degree at Embry Riddle University the added costs there will be approximately $15,000.
What are the Requirements for TSA and Flight Training?

(Citizenship Documentation)
The Transportation Security Administration (TSA) issued new regulations regarding documentation
for students in flight training (effective December, 2004). The new rule requires all students to prove
his or her citizenship status prior to beginning flight training - for the issuance of a new certificate or
rating, or the addition of a certificate or rating, in an aircraft weighing 12,500 pounds or less. While
the federal requirements impact only students who are changing their certificate or rating, Palm
Beach Community College requires the following for all students enrolled in flight training and
simulator classes.
Additionally, non-U.S. citizen flight students must complete a background check process with TSA.
While final approval from TSA is not required prior to the beginning of flight training, confirmation
from TSA of fingerprints and paid TSA application fees are required. If TSA determines the student is
a security threat, the school will be notified, training will be stopped immediately - and the student will
not be eligible for refund.
The documentation below will be required before students may begin flight or simulator
training that leads to certification.
