Introduction
Welcome to the Stratford University Library!
During your studies at Stratford University, you will need access to many research
materials to supplement classroom instruction and assigned textbooks. The Library will
assist you in meeting your reference and research needs. The Library is the place to
begin a review of references as you undertake classroom assignments and independent
research. The in-house resource directories and online research guides in Stratford’s
Library Online website will also point you in the direction of other useful bibliographic
sources and research materials.
You may also use the resources at a number of academic and public libraries in the
Northern Virginia area to locate materials in support of your studies. Library services at
the area libraries vary in depth of resources, in coverage of the disciplines included
within the Stratford curriculum, and in the type and usefulness of available services.
Stratford’s Library Online website is available on the Internet through any computer
workstation at Stratford, or through your home computer. From the Stratford web page
(www.stratford.edu), highlight Current Students on the menu line, then highlight Library
Online. The Library Online menu will appear on the screen with a number of menu
options: Online Resources (General, Humanities and Computer Websites); eBooks
Online (700+ current IT books, and 3,400+ publicly accessible books); Finding Info on
the Web (description of the Google and Yahoo search engines, and types of information
available on the Web; Library Holdings (Stratford Library’s Online Catalog, Periodical
Holdings list, and First Search Periodicals database); and Library Facts (Library
locations, hours, contact information, the Woodbridge Writing Lab, and the Library
Handbook, available online).
This Library Handbook provides information regarding the Stratford University
Library, including: the Library Mission Statement, policies and procedures regarding
Library use, scope of the collection, reference services available, access to the Library’s
online catalog, and other general information concerning your Library. Come to the
Library to learn more about how the Library staff can assist you with your specific
information needs.
The Handbook also includes general information concerning area libraries, and services
available to you as you use these libraries. Area maps are included, showing the location
of each library in relation to the Stratford University campuses in Falls Church and

Library Mission
The Library at Stratford University exists as a comprehensive learning resources program
to support the goals and objectives of the University. This program includes the
personnel and resources necessary to provide services to students, faculty, and

administration in the pursuit of higher educational experiences. It is designed and
implemented in such a manner as to ensure responsiveness to the unique needs of
Stratford University’s programs, students, and staff.
Copyright Policy
The use of copyrighted materials will be monitored by Library staff to ensure that there
will not be an infringement of copyright by users. The following procedures will be
observed with the use of copyrighted material:
 The Library will NOT provide more than one photocopy of copyrighted printed
material. The one copy will be limited to
 an article from a periodical;
 a chapter from a book;
 a short story, short essay or short poem;
 a chart, graph, design, diagram, poem or cartoon from a book, magazine or
newspaper.
 Multiple copies may be made IF
 the number of copies does not exceed the number of students in the class AND
 copies are not produced to substitute for the purchase of books and periodicals,
AND
 the decision to use such copies is so close in time that it would be unreasonable
to expect a timely reply to a request for permission to copy from the publisher,
and such requests are not repeated in subsequent quarters, OR
 the publisher’s permission or denial to make multiple copies is on file in the
Library.
 Requests to duplicate copyrighted sound, visual, and computer software materials
will be handled according to the statutory fair use criteria. The Stanford University
Libraries have made available on the Internet a thorough discussion of Fair Use and
Libraries (fairuse.stanford.edu).
 The Library staff will NOT provide copies made from consumables such as
workbooks, exercise booklets, standardized tests, test booklets, response booklets
and answer sheets.
Circulation Policy
To insure equitable utilization of the Library’s materials, equipment, and services, first
priority is given to the needs of the instructional program. Second priority is given to
official University activities, and third priority is given to personal off-campus use. All
employees and students of Stratford University may borrow Library materials under the
following provisions:
 Reference books do not circulate outside the library unless an exception is granted
by one of the Librarians.

A Library book will be loaned for 2 weeks and may be renewed for 2 additional
weeks if no one has requested the book. You may borrow up to 5 books at one time.
Faculty can make arrangements for longer loan periods, if absolutely necessary for
instructional purposes. Loans cannot be renewed over the telephone.
 Periodicals do not circulate outside the Library if they are current issues. Back
issues may be checked out for two days with a limit of two magazines per person
and one issue per title. Instructors can make arrangements for longer loan periods, if
absolutely necessary for instructional purposes.
 Reserve Materials may be checked out by students according to the guidelines
established by the faculty member placing the material on reserve.
 Interlibrary loan materials may be checked out in accordance with the Interlibrary
Loan Regulations of the American Library Association. The loan period is specified
by the lending library, and materials must be picked up and returned to the Stratford
University Library.
 Current textbooks are normally not held in the library collections. A few texts may
be in the “Reserve Books” section if placed there by the faculty, for Library use
only.
Procedure to Use the Library
Each time that you come to the Library, bring your Stratford identification card, a
driver’s license or some other form of personal identification. If you request reference
assistance or other Library services, you will be asked to establish that you are a Stratford
University student.
Collection
The Stratford University Library is located on the ground floor of the Stratford campus
complex in Falls Church, Virginia at the north end of the building. The Library contains
a general reference collection, and reference materials specific to the academic
disciplines within the curricula. The book collection contains materials that support the
course content. There are a number of computer workstations for access to the Internet.
All Stratford students may use any material contained within the Library collection.
Reference books, current copies of periodicals, and Reserve Books must be used in the
Library. (See Circulation Policy, page 4, for information regarding borrowing Library
materials). A Branch Library at the Woodbridge Campus contains a collection of books
and periodicals which may be used according to the same Circulation Policy as the Falls
Church Campus Library.
Reference Service
The Stratford Library staff is available to guide you in locating the materials best suited
to answering your research questions, whether you are seeking answers to specific
questions or background information to provide a better understanding of a concept or
process. Please feel free to come to the Reference Desk at any time during Library hours

to seek assistance regarding your reference and research questions. After hours, you may
leave a voice mail message on the Library’s direct line (703-734-5306). The Library
staff will contact you to discuss your information needs.
You may access the Library’s online catalog through the computerized workstations
located in the Library. The catalog may also be accessed through any computer on the
Stratford University computer network and any computer that has Internet access.
Faculty Library Committee
A Faculty Library Committee, comprised of representatives from each of Stratford
University’s curricular areas, assists the Library staff through an ongoing review of the
current book and periodical collection and recommendations regarding additions to or
deletions from the collection. The Committee reviews proposed changes in Library
policies and procedures and recommends appropriate action on the proposals. Committee
members also recommend modifications to the Online Catalog website structure and
content.

Another GMU Library, the Johnson Center Library, is located on campus one block from
the Fenwick Library. In addition to its collection of books and non-book materials, the
Johnson Center Library offers courses in the use of electronic resources, both at GMU

and on the Internet. Stratford students are welcome to attend these courses. Some of the
courses may require reservations. Courses are publicized on the GMU Internet webpage.
Procedure to Register as a User
GMU has instituted a Library Passport Program for outside users of the Libraries. GMU
alumni(ae) pay $50 per year, non-affiliated patrons pay $150 per year. The Passport
provides the holder with a GMU Library card good for one year. Without the Passport,
students may still use books, periodicals and electronic databases at the GMU Library.
Collection
GMU’s Fenwick Library is located on the Fairfax City Campus. GMU is a member of
VIVA (the Virtual Library of Virginia), SOLINET (Southeast Library Consortium), and
WRLC (Washington Research Library Consortium). The GMU Library has access to
over 400 online electronic databases through these memberships. In addition to the large
selection of online resources, GMU Library has a collection of over 700,000 bound
volumes, and subscriptions to approximately 7,500 magazines, scholarly journals and
newspapers.
The GMU Library Catalog of print and non-print materials is accessible to users on the
Internet (magik.gmu.edu). This access is not restricted so that Stratford students and
faculty with Internet access can search the catalog for materials of interest to them in
their studies. They may search the GMU Library catalog from remote locations. They
must go to the campus, however, to search electronic databases or to charge books from
the collection. Stratford students and faculty will not have remote access to electronic
databases because of licensing restrictions limiting remote access to the databases only to
GMU students and faculty.
A number of the electronic databases have associated full-text articles that are available
for viewing and printing. Stratford students may print these articles free of charge (a
charge for this service is under consideration). Photocopy machines are available if you
wish to make copies of pages from printed books, periodicals and microforms in the
collection. Photocopy cards are available for sale at machines near the Periodicals Desk.
Circulation
Books may be charged from the GMU Library collection with the Library Passport.
Periodicals must be used in the Library. A limit of 10 books may be charged from the
Library at one time; the books may be on one or more subjects. The loan period is 3
weeks; books charged out may be renewed one time if they are not overdue. A fine of
$0.25 per day is charged for each book that is overdue.
Reference Service
Stratford students may request reference assistance at the GMU Reference Desk
regarding use of the GMU Library collections. If, however, you request a specific
subject search that requires Reference staff time using certain online databases, you may

be charged a fee of $40.00. Please talk to Stratford Library staff about subject searches
and the many options available for subject access. There should not be a need to request
specific subject searches from area libraries.
Parking Availability
A parking garage is available at an hourly fee near the Library and the center of the
campus. Follow the signs for “Visitor Parking” as you enter the campus. You will drive
some distance through the campus before you reach the parking garage.

The Marymount University Library has a branch library located at the Ballston campus,
1000 North Glebe Road. The Ballston campus offers courses of study in business
administration and in computer science. The Ballston Library collection supports both of
these programs.

Procedure to Register as a User
Stratford students may use the Marymount Libraries if they have a Fairfax County
Library card. Please take this card with you when going to the Marymount campus. You
will be required to show the card when requesting Library service or checking books out
of the Library.

Collection
Marymount University is a member of WRLC and the Northern Virginia Library
Consortium. The Library has 175,000 volumes and 1,000 journal titles with collection
strengths in business, economics, finance, literature and management among others. The
Marymount Library has an online public access catalog available through the Internet
(www.marymount.edu/lls).
Circulation
A limit of 10 books may be changed out at one time, with a maximum of 4 on one
subject. Titles may be renewed by telephone, up to 3 titles at one time. The loan period
is 3 weeks; overdue items may not be renewed. Fines are $0.25 per day per title, with a
maximum of $15.00 per title.
Reference Service
Reference and information assistance is available.
Parking Availability
Parking space on campus is very limited. It is likely that you will not find a parking
space on campus, and that you will have to park on one of the streets surrounding the
campus.
Northern Virginia Community College (NVCC, also referred to as NOVA)
Stratford students may use the Learning Resource Center/Library and its facilities at any
of the five NVCC Campuses. Of these, the closest campus and the largest Library in the
system is located at the Annandale Campus.

Procedure to Register as a User
Go to the Library Circulation Desk and present your driver’s license or your County
Library card from Fairfax or Prince William County. Circulation desk staff will issue an
orange ID card that allows you access to the collections and book circulation privileges.
Collection
NVCC is a member of the Northern Virginia Library Consortium, SOLINET and VIVA.
The Annandale Library book collection contains more than 85,000 volumes, including
reference and general circulating collections. The periodical collection contains more
than 400 magazine and newspaper titles in print, online, or on microfilm. The Library
has an online public access catalog available on the Internet (www.nv.cc.va.us/library).
Circulation
You may charge only 3 books from the Library at one time (1 per subject area), with a
loan period of 3 weeks and no renewal. Reference books and periodicals may not be
taken from the Library.

Metered parking is available on the campus around the circle drive. There is also a payfor-parking lot near the Ernst Community Center, accessible from Wakefield Chapel

Go to the Library Circulation Desk and present your driver’s license, a rent receipt or
other document establishing that you are a resident of Fairfax County. The Circulation
Desk staff will issue a Library borrowers card allowing you access to the collections and
book circulation privileges.
Collection
The Fairfax County Public Library System has a collection of more than 2,000,000 items
including books, magazines, recorded books and compact discs. You may use any public
library branch in the System with your Fairfax County Library card. The Tyson’s Pimmit
Hill Library is the branch closest to Stratford University, Falls Church campus.
Circulation
You can borrow most books, CDs, recorded books, videos and other material for a period
of 3 weeks. Items may be renewed twice if another Library user has not requested them.
You may renew items in person, by telephone [(703) 246-2281], or by computer at the
Library’s website (www.co.fairfax.va.us/library). This is also the online catalog website
address.

Reference Service
Fairfax County’s librarians have access to hundreds of online databases for business,
legislative and academic research. Quick search charges are $0.15 per page. Extended
searches are charged at cost, plus a $10.00 service fee.
Parking
Free parking is available at all branches in the System.

Prince William County Public Library System

Procedure to register as a user
You must go to the Circulation Desk at one of the Libraries in the System and show
identification with your current address. Residents in the Northern Virginia and
Washington, DC area are eligible to hold library cards in the Prince William County
Library System.
Collection
The Prince William County Library’s catalog of books is available online at their
website: www.pwcgov.org/library. The holdings of the Library are typical of a Public
Library. There is a special collection located at the Chinn Park Regional Library which
provides access to online services dealing with local, regional and state government
legislation, regulations and administrative issues, and access to Federal information,
legislation and regulations. The Bull Run Regional Library serves as the research center
for the history of Virginia, Prince William County and the Civil War, as well as resources
to assist in genealogical research.
Circulation
Most books and other materials circulate for 3 weeks, non-current issues of most
periodicals circulate for 1 week. Patrons are responsible for returning materials by the
due date and for any fines or fees accrued for overdue materials. Books may be renewed
up to 4 times in person, by telephone [703-792-4885], Dial PAC [703-590-7154], or
WebPAC [http://www.pwcgov.org/library].
Reference Service
Reference service is available at all branches of the Library System. At the Library’s
website, there is a place to click called “Ask a Librarian.” Here you can e-mail a short
question to the library’s virtual reference desk. You will receive a response within 2
business days, except weekends and holidays. Answers will be short, factual responses,
will provide links to pertinent sites on the web and will suggest other sources if they are
unable to respond with information from the resources at the Library. Use of the
electronic resources subscribed to by the Library is reserved for onsite users of the
library, or Prince William Public Library cardholders.
