FAMILY NURSE PARTNERSHIP
Family Nurse, Band 7
NHS Lothian has now been delivering the Family Nurse Partnership Programme (FNP) from
January 2010. Supported by Scottish Government, this programme aims to support our most
vulnerable teenagers and families within City of Edinburgh, Lothian.
In line with Scottish Government manifesto to roll out FNP across Scotland NHS Lothian is
planning to deliver an on-going service to all mothers eligible to the programme. To enable
these plans NHS Lothian are required to commence a fourth FNP team. At this time NHS
Lothian is excited to be working with NHS Borders to commence delivery of the service to
eligible clients living in the Borders area. Two of the posts advertised are available on a
secondment basis from NHS Borders and will be recruited collaboratively between NHS
Lothian and NHS Borders. The two secondees will be hosted and integrate as part of the
fourth Lothian team but will be designated family nurses for NHS Borders Health Board

FNP Nurse will be a Registered General Nurse, Midwife or Health Visitor with post
registration experience in an area such as home visiting, public health nursing, mental health
nursing, or paediatric nursing, within a community setting and have evidence of recognised
nursing leadership skills and a willingness to work both innovatively and flexibly (on
occasions out with core hours). Ideal applicants will have experience in working with and
engaging hard to reach groups. The Family Nurse will work with a maximum of 25 pregnant
teenagers and their babies (or WTE ratio), at any one time, up until the child is 2 years of
age, working to the FNP model.
Most importantly, applicants are required to have a passion for the FNP philosophy and its
strength based approach.
The successful applicant would need to be available to attend mandatory residential
training events across the UK. Courses include



Pregnancy training – 29th June- 3rd July 2015
Infancy training – 13th to 17th October 2015 (dates to be fully confirmed)
Toddler training – 17th and 18th March 2016 (dates to be fully confirmed)
In addition there are a number of 1-2 day training events which the family nurse will be
required to attend.

2. JOB PURPOSE
The postholder is responsible for delivering the Family Nurse Partnership licensed programme (FNP)
intensive home visiting programme to (max 25) vulnerable first time teenage women who are expecting
their first baby. The postholder is required to be the lead in developing therapeutic relationships with
clients and work intensively within complex family situations from early pregnancy until the child reaches
2 years when the programme is completed, whilst also ensuring fidelity to the programme’s licensing
requirements. As part of the licensing requirements The FNP Team is also supported by a Consultant

5. ROLE OF DEPARTMENT
Family Nurse Partnership Programme
The Family Nurse Partnership (FNP) is a national, evidence based early intervention programme being
tested across the UK. FNP is a preventative programme for vulnerable first time mothers from early
pregnancy until the child is 2.The three aims of the programme are to improve pregnancy outcomes,
child health and development and increased parents economic self sufficiency. The methods are based
on theories of human ecology, attachment and self-efficacy with much of the work focussed on building
strong relationships between the nurse and client to facilitate behaviour change and tackle emotional
problems that prevent some parents caring well for their babies.
The programme is licensed and must be delivered according to specific fidelity requirements and core
model elements The licence is held between the Scottish Government, NHS Boards and Professor
David Olds (University of Denver, Colorado) As part of the licensing requirements Family Nurses and
Family Nurse Supervisors are required to undertake mandatory specialist training, delivered at Masters
level study which is a pre requisite for understanding and to ensure nurses are professionally and
emotionally equipped to deliver the programme to families.
FNP teams are supervised by a Family Nurse Supervisor, usually a ratio of 1 Supervisor to 8 Family
Nurses with a maximum of 25 clients per WTE also supported by a Consultant Psychologist and Data
Manager/Administrator. The programme is manualised but requires nurses to ‘agenda match’ with clients
needs to ensure that the programme is meaningful for families. There are 6 domains within the
programme that are covered with each contact with a client. They include areas such as a focus on
maternal and child health and development and environmental and community support for the family.
FNP data is collected by the FNP teams and is crucial to interpreting the impact of the programme and
demonstrating effectiveness of the intervention locally and nationally.
Evidence to date from USA demonstrates the potential to benefit vulnerable families in the short medium
and long term including:
 Improved language development, school readiness and academic achievement
 Reduced child maltreatment
 Reduction in children’s injuries, neglect and abuse
 Improved parenting practices and behaviour
 Fewer subsequent pregnancies and greater intervals between births
 Increased maternal employment and a reduction in benefit use
 Increases in fathers involvement
 Reduced arrests and criminal behaviour for both children and mothers
We are seeing early positive signs of benefits from the programme in Scotland and UK and the
Department of Health Randomised controlled trial will illuminate further the impact of the programme for
families, along with a Scottish evaluation looking at the transferability of the role.
Community Health Partnership – NHS Board area
As part of NHS Board area CHP/CHCP is one of x number of established CHPs in the area. The FNP
Programme will be based within x CHP/CHCPs with a geographical reach into x CHP/CHCPs.
The CHPs/CHCPs in NHS Board area are responsible for planning, managing and providing a wide
range of primary care, community-based and non-acute hospital health services for the x population and
for hosting services across the area and beyond.




