Introduction
Changes to Levels One and Two of the New Zealand Qualifications
Framework (NZQF)
Following on from the changes in 2013, the Minister for Tertiary Education recently
announced changes to foundation level education from 2014, including increasing the age
eligibility for Youth Guarantee, making levels 1-2 fees free for under 25 year olds and the
expansion of Māori and Pasifika Trades Training (MPTT). Alongside the changes to
systems and reporting as the result of these policy shifts, the Tertiary Education
Commission (TEC) has also developed guidelines on the use of the SDR.
Methods of Funding Foundation Level Provision
Given the above changes and the Governments intentions to extend the use of Youth
Guarantee to 18 and 19 year olds, it is possible that TEOs may have multiple ways of
funding core level one and two provision1 in 2014:
a) Via the standard plan process for students 25 years and older2
b) Via the standard plan process Under 25 Fees Free with top-up
c) Via the competitive process
d) Via Youth Guarantee
e) Via MPTT
This, and the government’s move to align student support requirements by age for each
method, will mean different ways of setting up qualifications, and courses with TEC and
how to report these enrolments in the SDR. The Verification of Study with StudyLink will
also be affected.
About this document
This document, the SDR Operations Guidance for 2014 - Levels One and Two and
Youth Guarantee and MPTT, sets out the operational guidelines for using the various
aspects/functions of the SDR (or associated systems) to create qualifications or courses,
then subsequently report enrolments and completions for levels one and two of the New
Zealand Qualifications Framework (NZQF), as well as Youth Guarantee and MPTT from
2014.
Operational guidance is needed for TEC staff, other Education Agency staff, TEOs and
Student Management System suppliers. As the information or systems involved is
somewhat different for each group, separate tailored documents are provided that can be
distributed as required. Given this format, some information may be repeated as it is

All interested stakeholders should read this document carefully, in addition to the
associated documents noted below.
Intended Audience
This document is intended for use by TEO staff using the SDR. These staff need to know
the mechanics of what they should do for their SDR/VoS processes, the underlying
changes and why these are needed.
Structure of this document
Section one of this document sets out the operational guidance for level one and two
provision, including the SDR changes required to implement the new policies, key business
rules and the interactions needed with StudyLink.
Section two contains guidance for Youth Guarantee, including how to use the Concurrent
Qualification function on TEC STEO, key business rules and the interactions needed with
StudyLink.
Section three contains information for Maori Pasifika Trades Training including how to use
the Concurrent Qualification function on TEC STEO, key business rules and the
interactions needed with StudyLink.
Section four contains an initial list of frequently asked questions that can be used in
conjunction with the previous sections as needed.
The appendices contain decision trees and a detailed list of scenarios for level 1 and 2,
Youth Guarantee and MPTT.

The Tertiary Education Commission (TEC) released 2013 Initial Plan Guidance in
March 2012, for the information of tertiary education organisations (TEOs) submitting
an Investment Plan (Plan) for funding from 2013.

The TEC then released General Supplementary Plan Guidance for 2013 Plans on 14
June 2012, providing supplementary and updated information on various matters for
all TEOs funded via Plans.


SDR changes - overview
In 2014 the changes that affect the SDR and the VoS are:
•
All Level 1&2 provision for 24 year olds and under will be fees free from 2014;
•
Expanding Youth Guarantee to 18 and 19 year olds;
•
Allowing the 18 to 19 year olds who are enrolled Youth Guarantee access to living
costs and course related costs from the student loan scheme.
•
Any ‘new’ 2014 enrolments in non competitive level 1 and 2 will be eligible for new
trades and non trades funding rates – provided – that these enrolments are fees
free.
In 2013 two new sources of funding (SoF 25 and 26) were added to cover competitive and
non competitive level one and two respectively. The 2014 changes as noted above require
various changes to the SDR processing as outlined at a high level below:

Create three new sources of funding:
o #27 – Under 25 Fees Free Standard plan process Level 1 & 2
o #28 – Maori Pasifika Trades Training Level 1 & 2
o #29 - Maori Pasifika Trades Training Level 3 & 4

Create new validation rules (errors) to be used with the new sources of funding.

Changes to the SDR summary report due to new sources of funding.

Changes to existing validations to include new sources of funding.

Enforce any new business rules as a result of the new sources of funding, for example
the new sources of funding cannot be used before 2014.
The detailed list of changes to the SDR, and the updated SDR manual will be published by
MoE as part of the existing SDR change process.
Reporting Qualifications
In 2013, because of the different student support rules TEOs were advised that they could
not use the same qualification code for both a qualification purchased via the competitive
process and a qualification purchased via the standard Plan process in the Verification of
Study (VoS).
The above is still valid from 2014 and will be extended depending on the combination of
sources of funding used by a TEO.
This is a business rule that cannot be broken.
This is to:

Allow accurate, and adaptable reporting of enrolments in the SDR, and;

Allow the TEC and Studylink maximum flexibility to monitor any different Student
Support eligibility requirements associated with the different types of enrolments.
As part of the overall student loans and allowances process, TEC provides a list of all the
qualifications that are approved for funding and if they are eligible for loans and allowances.
The file is generated daily and uploaded to StudyLink by TEC. This information is then used
in conjunction with the Verification of Study (VoS).
The systems at StudyLink require that the provider code/qual code combination in the file
be unique. This unique combination will then identify a single set of loans and allowances
eligibility for that qualification. However, different student support rules apply to study
funded by the various sources of funding and the age of the student. For this reason we
may require a separate qualification code for VoS purposes if a TEO wants to offer what
appears to be the same qualification for different age groups and different sources of
funding.
In practice, if a TEO wishes to offer the same qualification using multiple sources of
funding, this will mean the TEO must set up additional qualifications (codes) on TEC STEO
based on existing qualifications recorded with TEC. The TEO should do this using the
Concurrent Study3 function on TEC STEO.
By having TEOs open ‘concurrent qualifications’ based on the primary qualifications they
are offering under the various sources of funding, this will allow the TEO to VoS this code to
StudyLink with the correct loan and allowance settings.
It also allows the TEO to continue to use the qualification that the student as actually
enrolled in, in the SDR. The different type of enrolments will be identified using the new
source of funding codes.

Concurrent qualifications created by the concurrent study function are completely separate from the main qualification
register. Therefore they will not appear in the main qualifications pages on TEC STEO.
TEOs – Setting up qualifications exclusively for Levels One and Two
In these cases when setting up the main qualification on TEC STEO, in the 'Reason for
Change' field it must be made clear that the qualification will be used exclusively for Level
one and two competitive or under 25 fees free level one and two.
If a qualification is going to be used exclusively for level one and two (i.e. it will never be
delivered under other sources of funding), or if the qualification does not meet the loan
entry threshold (LET), and if the TEO anticipates enrolling 18 and over students in the
qualification then the TEO will still need at least one Concurrent Qualification for the under
18 year olds.
TEOs – Using the Concurrent Study function to set up qualifications for
Levels One and Two
The following steps should be followed by TEOs when opening concurrent qualifications
where an additional qualification code is needed for use in the VoS:
Note – Appendix One provides more information on when the set-up of CO codes for level
one and two is required. Where CO codes are required, TEOs must set these up in time for
any 2014 enrolments. Concurrent (CO) qualification codes are not to be used in the SDR.
For any level one and two enrolments reported in the SDR the qualification code the
student is enrolled in should be used.
1. The TEO goes to the concurrent study menu in TEC STEO. This can be accessed
via the MoE STEO site (the usual way) or direct to TEC STEO (http://steo.tec.govt.nz
and then log in). The screen will look like this:
2. Click the add button, and the following screen appears:
Notice some fields are pre-filled. The requester’s provider code (in this case Unitec)
appears against the first of the constituent qualifications. This cannot be changed as
at least one of the constituent qualifications has to come from the requesting
provider. The first and last dates however, should be changed to the dates from
when the concurrent qualification will first be used and an estimate how long the
duration of the qual will be.
3. The TEO then fills out the required fields (title, for example Level 2 certificate of
carpentry- Competitive under 18…, the TEO contact and reason for change, the first
and last date the qual is to be taught etc).
Note: It is very important that the age group that the concurrent qual is being used
for is noted in the title and or in the reason for change as this affects the student
support settings against that concurrent qual.
4. Then in the qualification components section click on the question mark next to the
qualification field and this will open up a list of all the qualifications that the TEO
offers. Click on the one you want and the user will be returned to the “add concurrent
qual” page. When finished, the screen will look something like this:
5. Click save. This will now make the concurrent qual ‘pending’ and the user will see a
‘CO’ number in the concurrent qual code box. This is the number that the TEO will
use to VoS to StudyLink.
6. At this point this is all the TEO needs to do… now it’s up to TEC to approve (or
not…) the concurrent qualification.
Note: The TEO should email TEC (either the Service Centre or their Investment
Advisor) and advise them that new concurrent quals have been created and need
approving.

Courses
Qualification Codes in Course Enrolments
When setting up courses for the first time via TEC STEO, TEOs will be asked to provide
details on course classifications and funding categories. While this information will not be
used for funding purposes in the same way as it is for all other SAC courses the information
is required for processing an SDR and monitoring of delivery. For further information on
course classifications and funding categories see the TEC website.
Course classifications and funding categories should not be confused with “source of
funding” codes. The source of funding code (see page 78 of the MoE’s SDR manual) is
used to differentiate between students funded through Student Achievement Component
funding, full fee paying students, and students who are funded through some other scheme
or through another agency.
The data submitted by TEOs via the source of funding field is also used by the TEC to
produce performance information for investing, funding, and monitoring purposes.
When reporting course enrolments, course completions or qualification completions in the
SDR, the qualification code the student is enrolled in (for example NC1234) must be used.
If a concurrent qualification was opened for the purposes of having a unique code to VoS to
StudyLink, the ‘CO’ code must not be used in the SDR for reporting course enrolments,
course completions or qualification completions.
As noted earlier in this document three new sources of funding will be available for use with
the April 2014 SDR. These are:
o #27 – Under 25 Fees Free Standard plan process Level 1 & 2
o #28 – Maori Pasifika Trades Training Level 1 & 2
o #29 - Maori Pasifika Trades Training Level 3 & 4
Note: For:
a) Any level 1 and 2 course enrolments that have started in 2013 and finish in 2014;
b) Have used a SoF of 26, and,
c) Are for students aged under 25.
Continue to use a source of funding of 26 for these enrolments as the new source of
funding codes can only be used for courses that start in 2014 or later.
Use of SAC Embedded Literacy and Numeracy indicator
All Level one and two provision must have embedded Literacy and Numeracy, and use the
Literacy and Numeracy for Adults Assessment Tool to track learner progress, including pre
and post assessment.
Providers must use the embedded Literacy and Numeracy indicator in the course register to
indicate the course has embedded Literacy and Numeracy. This is to enable effective
monitoring of each learner, as if the correct indicator flag is not used, provider results and
reporting of outcomes will be affected.
TEOs New to the SDR – Listing All Enrolments and Students in the SDR
Due to the changes to level one and two and Youth Guarantee, there may be a number of
TEOs that are doing an SDR for the first time. TEOs must ensure that all their enrolments,
both funded and unfunded, are listed in the SDR. The SDR manual notes that:

All students must be reported in SDR including non-funded students.
And;

All students for which a valid enrolment has been made in a TEOs student
management system are required to be reported, regardless of the level of study or
the funding source.
Including all students in an SDR is very important as if a TEO submits an SDR, some
processes, such as the Export Education Levy are driven from the data in the SDR.

Forecasting Level 1 & 2 enrolments in the SDR:
Another activity that takes place during SDR submissions involves TEOs providing EFTS
Forecasts for SAC. Page 17 of the MoE’s “Guide to completing your SDR”, found here,
provides more detail about how to submit the required information.
Please note that EFTS forecasts are only required for level 3+ SAC EFTS that have a
source of funding of “01”. SAC levels 1 & 2 must not be included in any forecasts.
Section Two: Youth Guarantee
General
From 2013 all Youth Guarantee providers will use the SDR to report their Youth Guarantee
provision. From 2014 Youth Guarantee will be extended to 18 and 19 year olds.
Note that the student support is different for under 18 year olds and 18 to 19 year olds. For
those under 18 they will not be eligible for any of the loan component. For those 18 and 19
years old they will be eligible to get the course related costs and living costs portions of the
loan component.
This section provides guidance for the use of the Concurrent Qualification function on TEC
STEO to:
a) Provide a unique qualification code to StudyLink that can be used by TEOs to VoS
(Verification of Study) a Youth Guarantee students programme details to StudyLink.
This qualification code is linked to, but logically separate from the qualification the
student is undertaking. Loan and allowance characteristics can be associated with
the concurrent qualification code so that manual process currently used for Youth
Guarantee is no longer needed.
b) Allow for TEC staff to administer these qualification codes.
In addition, this section will provide guidance on how TEOs are to report Youth Guarantee
enrolments in the SDR, and what to VoS for StudyLink.
Note – Appendix One provides more information on when the set-up of CO codes for YG
is required. Where CO codes are required, TEOs must set these up in time for any 2014
enrolments. Concurrent (CO) qualification codes are not to be used in the SDR. For any
Youth Guarantee enrolments reported in the SDR the qualification code the student is
enrolled in should be used.
TEOs New to the SDR – Listing All Enrolments and Students in the SDR
Due to the changes to level one and two and Youth Guarantee, there may be a number of
TEOs that are doing an SDR for the first time. TEOs must ensure that all their enrolments,
both funded and unfunded, are listed in the SDR. The SDR manual notes that:

Use of the Concurrent Qualification function on TEC STEO
Frequently, a student is enrolled in more than one qualification. On occasion, these
qualifications may be undertaken at different TEOs (with the approval of the TEO academic
staff and student administration). If the student requests access to loans and allowances,
the TEO will VoS those details to StudyLink.
Even though the student is undertaking these qualifications at the same time, the nature of
the StudyLink system is that it considers qualifications separately when evaluating the
students loan and allowance entitlement.
The primary purpose of the Concurrent Qualification function on TEC STEO is to allow a
TEO the ability to join two or more previously approved qualifications together and thus VoS
the combined EFTS/teaching duration values to StudyLink for the purposes of calculating
the correct loan and allowance eligibility for a students work load.
All concurrent qualification codes start with ‘CO’ in order to be easily identified. An
important fact to remember is that concurrent qualification codes are not held on the TEC
qualification register. They exist in a separate table as their sole purpose is for the
StudyLink use of calculating the correct loan and allowance eligibility for a students work
load.
Ensuring an effective process, without large manual interventions for giving the correct loan
and allowance entitlement to Youth Guarantee students has been an issue since the start
of Youth Guarantee. With the move to have all TEOs report Youth Guarantee via the SDR
from 2013, a method was needed that:
a) Stopped the need for StudyLink to use manual processes for Youth Guarantee loans
and allowances, and
b) Preserve the SDR reporting using the qualification that the student as actually
enrolled in.
By having TEOs open ‘concurrent qualifications’ based on the primary qualifications they
provide for Youth Guarantee, this will allow the TEO to VoS this code to StudyLink with the
correct loan and allowance settings that will reduce if not eliminate the manual processes
for Youth Guarantee at StudyLink. It also allows the TEO to continue to use the qualification
that the student as actually enrolled in the SDR.
TEOs – Setting up qualifications exclusively for Youth Guarantee
In these cases when setting up the main qualification on TEC STEO, in the 'Reason for
Change' field it must be made clear that the qualification will be used exclusively for Youth
Guarantee.
If a qualification is going to be used exclusively for Youth Guarantee (i.e. it will never be
delivered under other sources of funding), or if the qualification does not meet the loan

‘CO’ number in the concurrent qual code box. This is the number that the TEO will
use to VoS to StudyLink.

How to report Youth Guarantee enrolments in the SDR
In the SDR enrolment file, for any Youth Guarantee students, use the original qual code(s)
(CA2370 in our example above) and a Source of Funding code of 22. Do not use the CO
qualification codes.
This ensures the actual qualification code the student is enrolled in is used and so will feed
in to performance monitoring processes etc. The source of funding (SoF) code to be used
for Youth Guarantee (22) noted above, should not be confused with the course
classifications and funding categories that are assigned to courses at setup. Information
about course classifications and funding categories can be found on the TEC website.
What Youth Guarantee Programme Code (qualification code) should a
TEO VoS to StudyLink?
The Verification of Study (VoS) process provides StudyLink with the necessary information,
from TEOs enabling it to assess individual student’s entitlement to student allowance and/or
loans, and to make payments of tuition fees to the providers on behalf of student loan
recipients.
One of the pieces of information in the VoS is the ‘Programme Code’, which is the same as
qualification code. For TEOs that set up concurrent qualifications for Youth Guarantee
purposes, the ‘COxxxx’ code they were given as part of the concurrent qualification process
should be used for this field in the VoS for any students enrolled in Youth Guarantee.
Forecasting Youth Guarantee enrolments in the SDR
Another activity that takes place during SDR submissions, involves TEO’s providing EFTS
Forecasts for SAC. Page 17 of the MoE’s “Guide to completing your SDR”, found here,
provides more detail about how to submit the required information.
Please note that EFTS forecasts are only required for level 3+ SAC EFTS that have a

Section Three: Maori Pasifika Trades Training (MPTT)
The aim of the new Māori and Pasifika Trades Training initiative is to enable more Māori
and Pasifika learners, aged 18-34, to obtain meaningful trades apprenticeships and
qualifications. The end goal is that all participants gain skilled and sustainable employment.
MPTT will be applicable to Levels 1 to 4, and be fees free. It will have the same student
support entitlements as YG 18 & 19 and the under 25 year old level 1 & 2 – e.g. the student
can apply for allowances, and the course related costs and living costs portions of the loan
component.
MPTT is simpler than these other sources of funding given that it is not open to under 18
year olds and so does not have two potential student support settings. However, like these
other funding sources, if the qualification that is used for MPTT is also used for YG, Level 1
and 2, SAC etc, then concurrent qualifications may be required. Refer to Appendix One for
details to determine if a concurrent qual is required and the applicable loan and allowance
settings.
Setting up a concurrent qual for MPTT uses the same steps as shown in the Level 1 and 2
section. Please refer to this section of the document for details of setting up concurrent
quals for use with MPTT.

Q - Can level one and two learners access student loans?
A – In some cases yes. Under 18 year old students do not have access to loans, but can
apply for allowances. Students over 18 but under 25 in level 1 and 2 are not able to borrow
for fees from the Student Loan Scheme, although they may access course related costs,
living costs and allowances if they are eligible. Students in Maori Pasifika TradesTrades
training are not able to borrow for fees, although they may access course related costs,
living costs and allowances if they are eligible.
Q - Can learners access course-related costs?
A – In certain cases yes. See above QA ‘Can level one and two learners access student
loans’.
Q - Can level one and two learners access Student Allowances?
A - Yes, if learners meet the eligibility requirements through StudyLink.

Q - Do I need to set up a separate qualification for level one and two competitive
funding, and if so why?
A – If a TEO offers the same qualification using multiple sources of funding, this may mean
the TEO will have to set up additional qualifications (codes) on TEC STEO based on
existing qualifications recorded with TEC. The TEO should do this using the Concurrent
Qualification function on TEC STEO. The ‘CO’ code that is generated as part of this
process should be used for VoS purposes only and not in the SDR. Information on when a
concurrent qualification needs to be used is available on the TEC website

As part of the overall student loans and allowances process, TEC provides a list of all the
qualifications that are approved for funding and if they are eligible for loans and allowances.
The file is generated daily and uploaded to StudyLink by TEC. This information is then used
in conjunction with the Verification of Study (VoS).
The systems at StudyLink require that the provider code/qual code combination in the file
be unique. This unique combination will then identify a single set of loans and allowances
eligibility for that qualification. However, different student support rules apply to study
funded by the competitive and Plan processes. For this reason we require a separate
qualification code for VoS purposes if a TEO wants to offer what appears to be the same
qualification using competitive and Plan process.
Q – What qualification code should I use when reporting competitive and non
competitive level one and two enrolments in the SDR?
A - When reporting course enrolments in the SDR the qualification code the student is
enrolled in must be used for that particular course enrolment.
Q - Do I need to set up separate courses for level one and two competitive funding?
A – No, separate courses for level one and two competitive funding are not required.
Q - How are level one and two competitive process students identified in the SDR?
A - They will be identified by using a source of funding of 25 against the course enrolment.
Q - How are level one and two under 25 fee free students identified in the SDR?
A - They will be identified by using a source of funding of 27 against the course enrolment.
Q - How are level one and two Maori Pasifika Trades Training students identified in

A – For any standard plan process (SoF26) level 1 and 2 courses that have started in 2013
and finish in 2014, a source of funding of 26 must be used for these enrolments as the new
codes (27 and 28) can only be used for courses that start in 2014 or later.

SAC levels one and two (sources of funding 25, 26, 27), or MPTT (sources of funding 28
and 29) then they must submit SDR returns.

A – For TEOs that set up concurrent qualifications the ‘COxxxx’ code they were given as
part of the concurrent qualification process should be used for this field in the VoS for
students who have applied for loans and allowances.
For TEOs who offer qualifications purchased by TEC using only the competitive process, or
only via the Plan process, they should VoS the actual qualification code the student is
enrolled in to StudyLink.
Q - What enrolments and students should I include in my SDR?
A – All students for which a valid enrolment has been made in a TEOs student
management system are required to be reported, regardless of the level of study or the
funding source. Including all students in an SDR is very important as if a TEO submits an
SDR, some processes such as the Export Education Levy are driven from the data in the
SDR.
