Bids can be submitted on foreign portion on CFR (US$) and local portion on DDP (Pak Rupees). 1. In addition to previous RFP, Revised RFI is given below and Bids shall be submitted in PTCL Headquarters, G-8/4 - Islamabad, as per instructions provided in tender documents on or before 1200 Hrs on extended submission date i-e 28-1-2013 positively. 2. The details of RFI with “Existing Systems and Network Landscape” and List of Products and Services” will be provided to those bidders participating against this Tender by tomorrow during the first half of working time. 3. Bids received after the above deadline shall not be accepted and be returned unopened. Bids through E-mail / Fax / Courier shall not be accepted. 4. Commercial bids must be accompanied by a bid security of 2% (two percent) of the total value of the bid. 5. PTCL reserves the right to reject any or all bids and to annul the bidding process at any time, without thereby incurring any liability to the affected bidder (s) or any obligation to inform the affected bidder (s) of the grounds for PTCL action. 6. Bidder must mention their Vendor Registration code on quotation. In case vendor is not registered, then registration must be done before the issuance of Letter of Intent (LOI). Introduction The Request for Information (RFI) is being sent to potential vendors or SI Consultants who currently have Telecom solutions, products and services that address the need to transform the whole OSS and BSS stack for PTCL. This transformation shall lead towards enterprise level solutions convergence for products, services, systems and network. There are various initiatives in progress or in pipeline to upgrade, integrate or automate the end-end-to process from order taking to fulfillment, billing down to the payments channels, by employing wide range of technologies and solutions suitable to PTCL environments. PTCL intends to improve upon the deficiencies by consolidations and convergence in each domain. PTCL is looking for implementation of “End to End Order Fulfillment” and real time convergent billing system. The transformation program is to cover complete order to Cash Processes. The intended solution includes both BSS and OSS part for all product suites to meet growing challenges posed by the severe competition in the telecom sector and from the new regime of 3G or 4G and two sided next generation business modes. The scope covers the flexible and state of art management of product catalogues, products’ bundling, Orders Management, Work flows management, Inventory & resources management, Service provisioning, partner management and real time charging & billing in converged setup. The system would have the Telco Grade security, and easy and user friendly applications for end users and administrators. Flexible and configurable product, order and work flow management systems shall help to reduce Time to Market for new product/service launch by reducing the CAPEX and OPEX effectively. Creation of new products catalogues (catalogue covering products, services and provisioning network elements), specifying the products bundling rules and offering specifications, defining order entry forms for each service, defining and associating packages and value added services with the products bundling, configuring work flows for complex standalone and bundled products’ offering scenarios, creation of provisioning work steps and its association with the products and services. Decomposition of bundled products orders into the service components for the fulfillment of each product is a necessary required feature of order management system. Ability to cater the in-flight changes in the processing orders and roll back function, ability to define the work steps need to be performed manually or automatically are also part of order management system. Product catalogue shall enable PTCL to offer customized solution to cater the changing customer needs. Workflow engine giving the flexibility to handle the changes using icon based components. Physical and logical resource management and its association with the provisioning network elements and products and services without going through the development process. “Partners” management features are very crucial to boost the sales and profitability. Service Provisioning system covers the scope of defining and maintaining provisioning network elements, integration with product and order management systems and provisioning network elements for the service fulfillment. Service provisioning system shall support the synchronization with product catalogue for the new products and service offering based on their related network elements by communicating with other related systems using the standard integration and communication protocols. PTCL - CONFIDENTIAL PAGE 3 OSS AND BSS TRANSFORMATION PROGRAM RFI The billing system will have the capabilities of Real time rating, charging and convergence of PTCL products and services for voice, data, contents and others events with features of dunning/credit control. The system shall cover the next generation business models. The system will cover the products based on Pre-Paid, Post Paid and hybrid models. The bundles of various categories of Product will be possible. The solution will encompass Fixed, Wireless and wholesale/corporate products and will have the unified database and customer hierarchy definitions. The purpose of replacing existing systems with above mentioned standard solutions is to reduce the dependency of PTCL on custom development for the launch of new products/ services and features by utilizing the benefits of easy, flexible and configurable systems which is must to compete in the existing challenging business environment. 2. Deliverables In order to achieve the above objectives, the interested vendors are required to submit/ deliver the followings: a) Road map describing the proposed solution with appropriate details for PTCL encompassing the processes from order to cash b) Consolidation of the various systems/ sub-systems c) Roll-out strategy with efficient application of resources, time and cost d) Convergence in the areas of Customers, Products, Payments, Network and Services within PTCL and future consolidation with Ufone e) Solution documentation including the fact sheets, specifications, functionalities and adopted standards f) Workshops to business process owners to identify the gaps and to explain the details of the solutions and roadmap g) Workable demos and reference site visits to showcase the working of proposed solution in real environment h) Budgetary Cost, ball park figures in a separate sealed envelope i) Overall schedule with clear depiction of resource peaks and lows j) Advantages and dis-advantages for consolidation and convergence k) Reference(s) of the telecom companies, local/ international, with similar network and environment l) Company presence and legal status with registration in Pakistan m) Strength of employees available in Pakistan and access to international resource pool n) Any other information pertaining to the specific case of PTCL and Ufone PTCL - CONFIDENTIAL PAGE 4 OSS AND BSS TRANSFORMATION PROGRAM RFI The products/ solutions/ offerings must be backed by the tangible figures and statistics to understand the ROI, payback period and benefits realization 4. Confidentiality a) All kind of information including technical, operational and commercial information, software, specifications, drawings, documentation, discussions and "knowhow" of every kind and description whatsoever supplied by PTCL under this “Request for Information” is the exclusive property of PTCL except as specifically authorized in writing by the PTCL. The recipient vendors and/ or solution providers and/ or system integrators shall treat and protect the given information as secret and confidential and shall not reproduce or divulge the information in whole or in part to any third parties and shall use only for the purposes of “Request for Information” for “OSS and BSS Transformation Program”. This obligation shall remain valid for a period of two (2) years after receiving this information. b) The Recipient shall disclose the Information only to those of its employees and/or subcontractors who in its reasonable opinion shall have a "need-to-know" the Information for the purposes described herein. The Recipient shall, prior to disclosing the Information to such employees and/or sub-contractors, ensure that such employees and/or sub-contractors only receive and use the Information as confidential and are subject to non-disclosure and non-use restrictions on substantially the same conditions as contained herein. c) Notwithstanding the provisions of the above paragraphs under this section of the document, PTCL and the Vendors/ Solution Providers/ System Integrators may require each other to sign a separate Confidentiality Agreement on a case by- case basis before specific information can be made available. 5.
