Dr Tim Evans
2007 Biography
Dr. Tim Evans is a public affairs professional with a wealth of high level domestic and international
experience. A talented and tenacious senior executive, his career has embraced public affairs, corporate
communications, business planning, fundraising and a wide range of public policy work. A strategic thinker
with extensive management experience, he has worked with senior executives from some of the world’s
largest global enterprises and is an outstanding communicator with experience of delivering more than one
hundred media interviews a year. He is a consummate networker with an excellent academic background.
Today, as well as remaining a consultant to a number of leading global enterprises, he is the Development
Director of the Stockholm Network – a network of more than 130 free market think tanks in Europe –
www.Stockholm-Network.org He is a Senior Fellow with Europe’s leading, Brussels’s based, free market
think tank, the Centre for the New Europe – www.CNE.org And he is the Managing Director of the predictive
public affairs consultancy Farsight SPI Ltd – www.FarsightSPI.com Since 2006 he has also been the
President of the UK’s second oldest free market think tank, the Libertarian Alliance – www.Libertarian.co.uk
A former President and Director General of the Centre for the New Europe (2002-2005), between 1993 and
early 2002 he was the Executive Director of Public Affairs at the Independent Healthcare Association in
London where he oversaw the political affairs and public relations of the UK’s independent health and social
care providers. In this role he was widely credited as being the major driving force behind the 2000
Concordat which was described by the Financial Times as the most “historic deal in 50 years of British
healthcare”. Prior to that, in 1991-1992, he was the Chief Economic and Political Adviser to the Slovak
Prime Minister – Dr. Jan Carnogursky - and was Head of the Prime Minister’s Policy Unit. In the late 1980s
he was the Assistant Director of the Foundation for Defence Studies and subsequently became a Senior
Policy Consultant at the Adam Smith Institute.
In 1993 he was awarded his PhD from the London School of Economics. A political sociologist specialising
in economics, he has taught at a number of academic institutions over the years including teaching postgraduate students Social Policy at London’s Guildhall University and the Economics and Politics of the
Future on the Strategic Command Course of Britain’s national Police Staff College at Bramshill. In early
2007 he was honoured by being elected a member of the Mont Pelerin Society - the prestigious society for
the world’s leading 500 classical liberal economists.
A regular commentator on television and radio, his articles have appeared in the Guardian, Economist,
Financial Times, Wall Street Journal Europe and a host of other newspapers around the world. The author
of numerous books, monographs and articles he has been published by think tanks that include the Adam
Smith Institute, Centre for the New Europe, Fabian Society, Institute of Economic Affairs, Fraser Institute,
Libertarian Alliance, Heritage Foundation, and the Independent Healthcare Association. Today, he lives in
London with his wife Helen, daughter Petica and three cats – Basil, Freddie and Douglas.

Personally persuaded Prime Minister Tony Blair to agree to an historic
agreement (2000 Concordat) with independent hospitals, so that NHS
patients could access independent sector treatment and care for the first
time. Within two years, the Concordat had led to more than 200 million
pounds of additional business for the independent sector and more than
250,000 NHS patients have subsequently benefited from the scheme each
year.

Regularly advised the sector’s most senior executives on matters of highlevel political and business strategy. This included regular presentations at
company board meetings and strategy away-days.

Acted as the primary spokesman for the UK’s independent health and
social care sector in the press and on television and radio.

Made more than one hundred media appearances per year.

Wrote and placed regular newspaper, journal and magazine articles.

Oversaw internal communications including the production of the sector’s
quarterly newspaper, events and briefings.
