VIC MONTHLY REPORT
MAY 2013
Vision: To increase the capacity of Persons with Disabilities (PWDs) and their families
to lead active, fulfilling lives.
Mission: To support PWDs in Cambodia, who are victims of war and among the poorest of
the poor and marginalized in society and to empower them to build better lives for
themselves and their families through Community Based Rehabilitation.
Goal: Persons with Disabilities and their families can lead a quality of life and are
equal member of the community with equal rights, opportunities and responsibilities.
Project Purpose: The target group utilizes offered services and then uses, adapts and
applies products and services to enhance their lives.

2. CBR ACTIVITIES:


35 PWDs were visited by PO/PT to monitor treatment plans at communities.

None of disability awareness campaigns were done in communities for this
month.

3 community Health Centers were visited by CBR staff to do awareness for
free medical care for the most vulnerable PWDs. During the visit, the CBR
staff provided the health centers with posters, leaflets regarding
disability prevention and care.

None of children with disabilities were supported for school integration
in term of school uniforms and school supplies provision and special
class ‘fees.

None of PWDs were referred for skill training/job placement for this
month.

5 PWDs and families received small grants and direct assistance provision
in this month.

43 visits were done by CBR staff to monitor PWDs who received small grant
direct assistance and school integration from VIC CBR staff.


2 new SHGs of PWDs were facilitated to form by using CBM funding.

13 visits were done by CBR staff to local authorities for communication
in CBR work.

3. OTHER PROGRAM ACTIVITIES:



SongSit, Program Manager, and representatives from CBM and CABDICO
organizations attended the focal group discussion that was conducted by
CDPO organization in developing its 5 years strategic planning.
Rithy, Country Representative, and SongSit, Program Manager, attended a two
day Partnership Workshop of CBM with other partner’s organizations. The
workshop was organized and facilitated by Mrs. Liz Cross, Deputy Regional
Director, CEARO) and Mr. Ngy San, CBM Country Representative. The topics of
the workshop were:
- To increase understanding of partners in complying with CBM
requirements.
- To share and discuss on CBM Budget Process (budget application 2014)
and Multi Year Plan (MYP).
- To sensitize and explore ways on how to effectively promote disability
inclusion, gender mainstreaming and child protect in project activities
of partners
SongSit, Program Manager, and Thoura, Program Assistant and Finance
officer, attended a Monitoring and Evaluation (M & E) Forum organized by
Cooperation Committee for Cambodia (CCC) with other organization members of
the CCC. The forum reviewed the learning points from previous M & E
learning forum and provided two more learning topics on Development Process
of Successful Cases/Stories and Using Lot Quality Assurance Sampling for
Monitoring and Evaluation to participants.

Thoura, VIC Program Assistant and Finance Officer, went to KsachKandal and
Moukkampoul districts, Kandal province to monitor and did spot check of
Kien Khleang CBR work on SHG/Federation, small grant provision funded by
CBM and AusAid, School integration funded by Liliane Fonds.
An OT volunteer, Ms. Lisa Davenport, from Outreach International finished
her three months voluntary work with VIC.
Rithy, Country Representative, attended a debriefing meeting of UN/AusAID
Disability Program design team at Royal University of Phnom Penh. The joint
UN/AusAID Cambodia Disability Program will focus on 4 components which
consisted of supporting government to implement CRPD, Supporting CDPO/DPOs
to raise voice, improve rehabilitation services for PWDs and inclusive
governance and community development.
SongSit, Program Manager, worked at PreyVeng center to meet with management
team and CBR staff over the center and CBR implementation. He also
individually met with PRC and deputy managers on data collection of Impact
Indicator and Center Spot Check and reviewed a case study on Bilateral Leg
Polio Management with clinical staff and wheelchair assessment reporting.
Rithy, Country Representative, attended CBM consultation workshop at Phnom
Penh on the subject of disability inclusion in environment and climate
change. The day after Song Sit participated with a field visit to a project
of ForumSyd partners to see People with Disabilities involved in climate
change adaptation program who supported by Ponleu Ney Kdey Sangkhum
(PNKS)organization in KompongSpeu province.
Rithy (CR), Sophorny (Finance Manager) and Thoura (Program Assistant/
Finance officer) had a meeting with Liliane Foundation program Officier
team Asia, Mr. Jorrit Frankhuizen, and his regional Coordinator in Vietnam,
Ms. Le Thi Thu Hien, to work on Liliane support on school integration for
children with disabilities and updated information of VIC program. They
also had a field visit to see CBR work in Phnom Penh urban area with Ms.
Thoura.
10 senior students (6 Physical Therapists, 2 Occupational Therapists and 2
Speech Therapists) from Curtin University and their supervisor, Mr. John
Harmsen, started their clinical placement for 4 weeks from 21st May to 12
June 2013. They have been rotating to work at Kien Khleang clinic and at
The Handa Rehabilitation Center.
Song Sit had a conference meeting with Ms.Cheryl Ann Xavier, the Wheelchair
Trainer from WHO Training Package from Philippine, to manage implementation
responding to the Guidance Plan from USAID, Leadership, Management, and
Governance (LMG) Project. Some sample templates and documents will be sent
to Song Sit to fill and send to LMG.
VIC in collaboration with CPTA and Curtin University organized a one day
training of Occupational Therapy Management on Stroke, Traumatic Brain
Injury and Spinal Cord Injury at VIC training room. The training was
lectured by Mr. John Harmsen, the Lecturer of School of Occupational
Therapy and Social Work, Faculty of Health Sciences, Curtin University,
Australia. There were 30 participants who were from NGOs, government
rehabilitation centers, hospitals and private sectors.
Song Sit, a Program Manager of VIC, attended the meeting with University of
Health Science (UHS),
the Singapore International Foundation (SIF) and
Cambodian Physical Therapy Association (CPTA) to discuss about the plan to
develop the Bridging Physiotherapy Program (one and half year) for the
graduated diploma physiotherapists to study and get the bachelor degree.

After the meeting, all parties decided to form the Working Group that will
have the members from those three parties. Song Sit was assigned to be a
deputy chair of this working group and Mr. Chap Sarun was assigned to be a
member of this working group
A group of an Association based in France named Handicap en Liberte
including President of association, Mr. Jacky Houn, a PT and a PO and a
translator, donated some prosthetic and orthotic components and other
assistive devices in the value of 5,853 Euros and in cash 2000 Euros to
help in purchasing drilling and cutting machines for wheelchair production,
repair playground for children and build a toilet for VIC training room.
They also spent their time for a week with VIC to do voluntary work in KK
clinic and The Handa Rehabilitation center (THRC) and help in checking
equipment in THRC and trained staff to use.
Rithy (CR) and Men Meas (KK PRC Manager) attended a consultation workshop
on the impact of handover of SiemReap PRC conducted by MoSVY and HI to
present the result of findings to the audience. The study was conducted in
early January 2013 to analyze the impact of the Siem Reap PRC handover upon
service provision, client satisfactory and management framework. The
findings and recommendations will be shared among rehabilitation sector and
stakeholders.
THRC: 700 leaflets of THRC service provision were distributed to public.
The group of Handicap en Liberte association technical people helped in
checking and provided guidance to use properly of equipment. They also
assisted in rectify liner to be fitted with the stump of a client for
modern prosthetic component. Referred one child with disability to Children
Surgical Center (CSC) to consult on operation. Conducted interviewing two
applicants to recruit new PT to work at THRC and one was selected (Mr.
LeangSokny). A free consultation and physiotherapy treatment was designed
to public as promotional plan on June 3-4, 2013.
4. WHEELCHAIR PRODUCTION:





Standard wheelchairs: 18 wheelchairs and 119 components for spare parts
produced and delivered to KK, PV and KT PRCs.
Special wheelchairs/Tricycles: One special wheelchair and 4 tricycles
produced and delivered.
Trolley: 2 trolley frames were cut, bent, welded painted and assembled.
Walker/standing frames: 11 walker seats were sew and 4 round walkers
produced.
Injection: 80 sit-sides, 100 hubs, 50 push-rims and 150 foot-rests
injected.

5.OTHER EVENTS:


VIC and AARWCD organizations are preparing to organize an event of
wheelchair distribution ceremony at Kien Khleang National Rehabilitation
Center for Disabled people under the presidency of MoSVY and sponsored by
Latter-Day Saint Charities (LDSC)scheduled on 14-Jun-2013. SongSit leaded
the team in all preparation of documents and invitation.
On 29th May 2013, Rithy (CR) and SongSit (Program Manager) attended the
government Official Launching on Commitment of Implementation of the United
Nations Convention on the Right of Persons with Disabilities (UNCRPD),

Incheon Strategy “ Make the Right Real” for Persons with Disabilities in
Asia and Pacific 2013-2022, and Continuation of National Disability Strategy
Plan (NDSP) 2014-2018 presided over by Prime Minister Hun Sen. Prime
minister strongly supported and pushed to implement the Right of Promotion
and Protection of Persons with Disabilities in both publics and private
sectors. The Prime Minister also thanked VIC, ICRC, CT and HI organizations
for providing rehabilitation services to PWDs in Cambodia.
CBR staff at KK accompanied with two PWDs joined an event of Red Cross
program at Phnom Penh on the traffic accident awareness campaign.
CBR staff from KK, PV, KT and federation leaders from Saang and Ksachkandal
districts, Kandal province participated in a meeting for SHG/Federation/ DPO
organizations for proposal submission which conducted by CDPO and Abilis
Foundation.
