THE KAPUSCINSKI DEVELOPMENT LECTURES 3RD ROUND FINAL REPORT 1.09.2011-31.10.2012 (CONTRACT REF: 2011/270-916) 1 I. GENERAL BACKGROUND OF THE PROJECT The European Commission (EC) and the United Nations Development Programme (UNDP) have continued an advocacy initiative for the worldwide achievement of MDGs and for development cooperation across the European Union within the “Kapuscinski Develoment Lectures”, 3rd Round project. The final report covers the implementation of the project during the 1.09.2011 – 31.10.2012 period. The period included 9 lectures in the following countries: Austria, Belgium, Finland, Germany, Luxembourg, Poland, Portugal, Romania, Slovenia. The series “Kapuscinski Development Lectures” was named for Ryszard Kapuscinski, a Polish reporter and writer who covered developing countries. Kapuscinski, whose books were translated into many languages, was often named the “Third World Chronicler” or the “Voice of the Poor” for his famous reportages and books describing developing countries on all continents. Among other books, he was famous for the following: “The Emperor” on Ethiopia, “Shah of Shahs” about Iran, “The Shadow of the Sun” about Africa, “Another Day of Life” about Angola, and “Imperium” about the Soviet Union. II. LEGAL BACKGROUND OF THE PROJECT The project is based on the European Community Contribution Agreement No 2011/270-916 signed on August 16, 2011 between the European Community and the United Nations Development Programme (hereafter “Agreement”). According to the Agreement the budget of the project is estimated at EUR 149,372.00. The European Community undertook to finance 100% of the estimated costs. The implementation of the Agreement began on 01/09/2011 for the initial implementing period of 11 months. The implementation period has been extended to 14 months based on the amendments no 1 and 2 to the agreement. III. MANAGEMENT OF THE PROJECT The project is managed by UNDP Bratislava Regional Centre. Assistance of UNDP offices in Cyprus, Lithuania, Poland, Romania and Slovakia was also sought. The management team is comprised of the following people: Mr. Jan Szczycinski, Project Manager Responsible for overall management of the project, in particular the tender, communication and consultation with the selected universities, inviting and confirming experts, financial management, communications activities, regular cooperation with the European Commission, the final reports. Mr. Daniel Hanspach, Emerging Donor Policy Specialist 2 Responsible for oversight of the entire project. Mr. Milka Bindasova, Procurement Associate Responsible for procurement in the project. CONTRACTING HOSTS IV. The Contracts, Assets and Procurement (CAP) Committee and the Project Board (of the “New Partnerships for Development Cooperation” project) of the UNDP Bratislava Regional Centre approved the request for contracts for 9 hosts of the “Kapuscinski Development Lectures – 3rd Round”. In the aftermath UNDP signed contracts with the following institutions: Austria - Foreign Policy and United Nations Association of Austria Belgium – Universite libre de Bruxelles Finland – University of Helsinki Germany - European Association of Development Research and Training Institutes (EADI) and the University of Bonn Luxembourg – University of Luxembourg Poland – University of Warsaw Portugal – Technical University of Lisbon (Centro de Estudos Sobre Africa e do Desenvolvimento) Romania – University of Bucharest Slovenia – University of Ljubljana The contracted hosts have been granted 4,700 EUR to 11,000 EUR for organizational costs and costs of the invited experts. The initial agreement included 8 lectures, however due to savings in the budget the organisers were able to organize 9 lectures during the entire round. V. The events gathered in total over 1200 students, as well as politicians, government decision-makers, members of the European Parliament, representatives of NGOs and journalists. Lectures were followed by roundtables with national development experts and policy-makers. Representatives of the European Commission and UNDP were invited to participate in all lectures. All invited experts were asked to relate their speech to: Development policy of the European Union Development policy in the context of the host country Ryszard Kapuscinski’s legacy The hosts of the events were responsible for: 4 suggesting national experts, contacting them and inviting to the discussion, in consultation with UNDP and EC representations providing adequate venue and facilities for the lecture preparing the agenda of the event in consultations with UNDP promoting the event at the university, in the media and through other channels and inviting students, professors, government officials, parliamentarians, representatives of NGOs working in development field, journalists, representatives from high schools contracting the invited expert, organizing travel arrangements and accommodation for her/him preparing content material for participants which included basic information about the development cooperation of the host country, development policy of the European Union, information about “Kapuscinski Development Lectures” series, biography of the speaker and information about Ryszard Kapuscinski. organising video recording of the lecture organising photographic coverage of the lecture ensuring proper visibility of the organizers (European Commission, UNDP and the University), in line with the communications guidelines, in all communications channels, including information note for the audience, press releases, information on the websites, power point presentations. The universities presented in all communication channels the following logos: EU’s, UNDP’s, Kapuscinski Development Lectures’ and the host’s as well as the note on the European Commission funding the initiative. The lectures touched upon development-related topics, including the role of the European Union in development cooperation, Millennium Development Goals, sustainable development, economic integration of Asia, development policy strategies, Europe’s role in Africa, poverty reduction policies and effectiveness of development cooperation among other. COMMUNICATIONS 23.5. 2012 The major communications work around the lectures in this project was done by contracted universities. The universities followed the communications guidelines of the project which implementation was supervised by the Project Manager1. All lectures were filmed, the available videos were uploaded to the website: http://kapuscinskilectures/eu. Starting from the lecture in Lisbon (29.03.2012) UNDP in cooperation with the host universities have tested live streaming of the lectures using the ustream.tv service. The online audience of the lectures has been increasing from 26 views in Lisbon through 85 views in Helsinki up to 205 views in Brussels. The equipment will be used for the following rounds of the Lectures. UNDP, in close cooperation with EC, designed and established a new, separate website of the Kapuscinski Development Lectures at http://kapuscinskilectures.eu. The website is designed to: promote the upcoming lectures and feature live and recorded content from the past lectures. The website includes all content from the past lectures, basic information about the project and the organisers, information about the partners and speakers. The website enables live streaming of the lectures and is well linked to the social media. UNDP launched and updated an official Facebook profile (http://facebook.com/kapuscinskilectures) and the official Twitter profile (http://twitter.com/kapulectures) which features live tweeting from lectures and sharing interesting content from EC, UNDP, partner universities and speakers. Every lecture was announced to the national media through invitations and press releases. Most of the lectures were attended by journalists. In some cases the hosts organized exclusive media interviews with the speakers.
