Project Background (or the challenge the project addresses)

The Malaysian Government also recognises the importance of carbon reduction initiatives, particularly
since the COP 15 meeting in December 2009. The Malaysian Prime Minister has made a commitment
to setting a voluntary target of a 40% reduction in greenhouse gas emissions relative to GDP in 2020
against the 2005 baseline. The Malaysian Government has also started to support this reduction
target by introducing new initiatives. For example, the Economic Transformation Programme (ETP)
was launched in October 2010 with one of initiative being developing and retrofitting buildings to be
more efficient. The issue that is not being addressed here, but is one of the main aims of the project, is
to ensure that the SMEs producing the building materials being used in new or retrofit buildings are
themselves more sustainable.
The project will transfer existing best practice in sustainable construction materials, which is currently
missing in Malaysia, using an international network of experts. The project will ensure that Malaysian
SMEs in this sector will have direct access to this international expertise using the tools and guidance
developed by the multiple stakeholders involved. The SMEs will be able to demonstrate the
environmental credentials of their products to customers using the Environmental Declaration and
Labelling Scheme, which will include quantifying embodied greenhouse gas emissions as a central
criterion. This is important as the production of construction and building materials can often be both
energy and resource intensive. The project will provide Malaysian SMEs with the help that is currently
unavailable in order to measure, report and reduce the environmental impacts of the products that
they sell. The project will also provide information to business customers of these products to make
more informed decisions in preference to lower-carbon labelled goods. Ultimately, a systemic change

will be created in how these products are produced, manufactured and used in Malaysia.
Project Objectives

The overall objective is to drive continued improvements in the sustainable production, manufacture and
use of materials for the construction and building sector within Malaysia and its export markets.
The specific objectives are:
Objective 1. Produce guidelines, tools and the supporting mechanism for product footprinting and
labelling that meet the needs of the local and international market
Objective 2. Create the recognition and preference for sustainable products from SMEs in the
Malaysian construction and building materials sector
Objective 3. Catalyse continued improvements in the sustainability and economic performance of
Malaysian SMEs that supply materials within the construction and building sector.
The way forward (Project Activities)

Main Activity 1: Design and coordination of the methodology and scheme framework for the
certification and labelling scheme for Malaysian construction and building materials.
1.1 Project kick-off and team member engagement

1.4 Application of umbrella scheme to carbon foot-printing and tool to support this

2.3 Evaluation and Selection of participating SMEs for the pilot project
2.4 Product category rules (PCRs) development including knowledge transfer and training

Main Activity 3: Promotion of the scheme using case studies from the pilot programme within
Malaysia and international business customers

Main Activity 4: Development of mechanism for long-term sustainability of the environmental
declaration scheme including dissemination approaches to achieve improvements in
efficiencies of companies in the construction and building materials sector.

industry
4.2 Establish a business partnership platform for certification
4.3 Awareness programmes for the policy makers and financial institutions
4.4 Development of policy scenarios and instruments for the continued success of the scheme and to
