Oak Park River Forest Food Pantry Annual Report 2009
With the generous help of community donors and volunteers, Oak Park River Forest
Food Pantry provides hunger relief throughout our community. This report touches
on the highlights of the past year and articulates how the Pantry met its stated
goals for 2009.
In its effort to provide hunger relief in 2009, the Pantry provided nutritious groceries, produce, meat
and dairy products to 11,088 local families comprised of 40,442 individuals. This represents a 63%
increase from 2008 visits to the Pantry. Over 350 volunteers participated in a variety of ways to
help serve this burgeoning client base.
The Pantry marked 2009 as its most successful year of fundraising to date. Income rose 51% from
2008 for a total of $268,340. In recognition of its overall excellence in the field of finances, the
Pantry received the 2009 Best Fiscal Management Award from the Greater Chicago Food
Depository.
Pantry partnerships were developed and strengthened in 2009. Advocacy efforts on behalf of the
Pantry led to a partnership with Breakthrough Urban Ministries and the Greater Chicago Food
Depository. This collaborative effort resulted in the development of a cooperative transportation
plan and purchase of a 22-foot commercial delivery truck. The delivery system now services 20
different food pantries on the west side of Chicago allowing pantries to decrease delivery costs and
purchase more food. A partnership with West Suburban PADS and AmeriCorps allowed the Pantry
to expand its service to clients to include benefits counseling.
2009 Food Distribution Goals

Continue to serve increasing numbers of Food Pantry clients in a loving and caring manner during their
time of need
Respect and dignity to our clients are threshold values at the Pantry. Volunteers and staff are trained to
provide Pantry services while keeping client respect and dignity as a high priority. A more tangible marker of
the Pantry’s respect for clients is demonstrated in its commitment to listen to clients themselves. The Pantry
performed a Needs Assessment Survey in the fall of 2009 to determine what clients saw as their greatest
needs. 517 Pantry clients participated in the survey. Funded by a grant from the Greater Chicago Food
Depository, the needs assessment highlighted key areas of concern for Pantry clients including food
insecurity, housing and job needs, utility assistance and clothing. The full Needs Assessment is available
upon request.

To further determine how best to serve clients, the Pantry undertook a comprehensive strategic planning
process. Funded by the Oak Park River Forest Community Foundation and several donors, this process
resulted in an ambitious three year strategic plan which will lead the Pantry forward. The Pantry’s mission
has expanded upon its initial base of providing hunger relief, to include the community-involving aspects of
hunger education and awareness as well as anti-hunger advocacy. Major initiatives of the Pantry Strategic
Plan include altering the relationship with the Community of Congregations from a program of, to a partner
with, establishing a separate 501(c)3 agency, expanding staff and searching for more appropriate space to
enable the growth of the Pantry to meet the needs of the client population. The full Strategic Plan is

In the second quarter of 2009, the Pantry responded to rapid increase of client visits by seeking advice from
the Greater Chicago Food Depository. A thoughtful decision was made to decrease the boundaries of the
service area of the Pantry from all of Cook County to include 28 specific zip codes in Cook County. This
decrease in service area allows the Pantry to provide greater quantity and enhanced quality of foods to those
from a smaller service area. Each person outside of the service boundaries who visits the Pantry receives
food once and is given a referral to pantries located in his/her zip code. Although the new service boundaries
stabilized the number of visits to the Pantry for two months, the economic downtown resulted in even higher
numbers of visits to the Pantry particularly in the fourth quarter of the year.

Add one monthly food distribution shift
The Pantry added an additional distribution shift on the 3rd Wednesday afternoon of the month beginning in
April 2009. After only a few months, this shift serves as many families as the 2 nd and 4th Wednesday
afternoon shifts. Since April, the Pantry serves families eight to nine shifts per month.

Increase amounts of meat, dairy and produce for clients & set up weekly produce rescue with Trader Joe’s
In January 2009, the Pantry began to purchase additional meat and dairy products from GCFD in order to
increase the amount of food each family receives. Clients now receive 2 meat and 2 dairy products per visit
instead of 1 of each in 2008. The Pantry was able to maintain these increases in meat and dairy despite the
dramatic increases in family visits.
The second Annual Great Turkey Give Away and Great Ham Give Away occurred in November and December.
Six hundred turkeys and six hundred hams were distributed with the assistance of 150 volunteers.
Food donations increased this year due to the school-wide Feinstein Challenge Food Drive, as well as the
Annual Girl Scout and Postal Workers Food Drives. In addition, multiple congregations, businesses, youth
group and individuals ran food drives for the Pantry.
In March 2009, the Pantry increased its rescue of produce from Whole Foods from once per week to twice
per week. In February, the Pantry began to rescue produce from Trader Joe’s on a weekly basis. In the
summer, the Pantry rescued food on monthly basis from the Oak Park Farmer’s Market. These rescues
provided produce to most families on both the Wednesday and Saturday distribution shifts. The Whole
Foods produce rescues are managed by the Pantry Volunteer Manager and staffed by Pantry volunteers. The
Trader Joe’s produce rescues are managed by volunteer Barbara Moline and staffed by volunteers from Unity
Temple Unitarian Universalist Congregation and Pilgrim Church.

Increase number of food vendors
The Bread Angels Program was developed by volunteer Bob Haisman. Bread is purchased by the Pantry and
picked up by volunteers from The Hostess Store. Bob coordinates the volunteers for this process on a weekly
basis.

2009 Development/Fundraising Goals

The Pantry received the 2009 Best Fiscal Management Award from the Greater Chicago Food Depository.

Continue to implement the Development/Fundraising Plan
Income of $268,340 was collected from a variety of sources, representing a 51% increase from 2008 income.
Much of the income resulted from two direct mail petitions for funds from past donors—the Feinstein
Challenge in the spring and the end-of-the-year appeal in November. The November direct mail appeal
resulted in the receipt of $120,695, representing a 38% increase from 2008’s end-of-the-year direct appeal.
The Pantry website is a significant source of information to clients, partners, donors and volunteers. Hits to
the website resulted in over 400 volunteer applications and $28,393 in funds donated through PayPal.

Complete implementation of donor database by March
The donor database, DonorPerfect, was utilized to streamline direct mail appeals in 2009. Over 1000 donors
were entered into the database. The database was used for both the Feinstein Challenge appeal and the
November appeal.

Increase cash donations to Feinstein drive by 10% by implementing a fund drive
The direct mail appeal during March and April for the Feinstein Challenge resulted in the receipt of $57,367
in monetary donations and 14,916 in food donations. This is a 159% increase from 2008.

Increase participation in and donations to Hunger Walk by 10%
The Annual Greater Chicago Food Depository Hunger Walk held in June resulted in funds of $5,301
representing a 109% increase from the previous year. Participation in the Walk itself remained flat.

Send out a quarterly newsletter to all donors and prospective donors
Issues of the Pantry Pulse were sent to everyone in the donor database four times in 2009. Programs of the
Pantry were highlighted in the lead article including the Thanksgiving turkey program, Illinois state
representatives of Congress visit to the Pantry, launch of the Westside Delivery Program and partnership
with West Suburban PADS and AmeriCorps. Four donors and eight volunteers were highlighted in the 2009
issues of the Pantry Pulse. Remittance envelopes were included in each of the newsletters.
2009 Volunteer Goals

Develop a systematic volunteer/donor recruitment plan for congregations
The Pantry recruited individuals from First United Church of Oak Park, Fair Oaks Presbyterian Church, Calvary
Memorial Church, Grace Lutheran Church, Pilgrim Congregational Church and Unity Temple Unitarian
Universalist Congregation to coordinate various volunteer activities at the Pantry. Additionally, the Pantry
submitted an article for each issue of the Community of Congregations Newsletter, Common Call.

Increase volunteer recognition
In March the Pantry held its second Annual Volunteer Recognition Party. Eight volunteers were highlighted
in the Volunteer Spotlight section of the Pantry Pulse. Pantry management coordinated an effort to thank
various volunteers with handwritten notes on a quarterly basis.

Communicate Pantry news quarterly to all volunteers
The volunteers received three e-newsletters from Pantry management during 2009.

2009 Client Advocacy Goals
Needs assessment

Provide clients consistent assistance with Real Benefits
From February through October, a staff member from the Great Chicago Food Depository offered monthly
on-site screening and applications for Real Benefits (food stamps and medical benefits). This resulted in 35
Pantry clients being screened and 26 applications filed. In September 2009, West Suburban PADS and
AmeriCorps partnership with the Pantry began. An AmeriCorps member was assigned to the Pantry as a
Benefits Counselor on a half time basis. Shavora Steward was oriented to this position, and since November
has screened 72 individuals and completed 35 food stamp applications.

Collaborate more effectively with Walk-In Ministry
The Pantry participated in a task force with the Walk In Ministry (WIM) which met over a period of six
months. A final report is available upon request. Accomplishments as a result of this collaborative task force
are: Pantry to share Needs Assessment with WIM, shared use of technology, shared use of AmeriCorps
benefits counselor for food stamp applications, consistent service areas for both WIM and Pantry,
coordinated hours of WIM office hours and Pantry distribution hours, regular communication to all Pantry
clients regarding WIM services.
Suggestions from the Task Force are:
o Creation of a strategic policy board for the FP
o WIM be open during all FP distribution hours.
o WIM improve fund raising and outreach to local congregations
o WIM and FP continue to share technology resources
o Both agencies work toward a People’s Resource Center type model

Participate in client advocacy with various government officials
Letters are written on a quarterly basis to Illinois congressional representatives in Springfield. In February,
the Pantry Operations Managers attended a Lobby Day in Springfield sponsored by the Greater Chicago Food
Depository. State Senator Don Harmon, and State Representatives La Shawn Ford and Deborah Graham
visited the Pantry in April. As a result of the local press coverage of that meeting, a Pantry donor stepped
forward with $10,000 seed money for the purchase of a delivery truck. The Pantry partnered with
Breakthrough Urban Ministries and the Greater Chicago Food Depository on the development of a
transportation plan and purchase of a 22-foot commercial delivery truck which now services 20 different
food pantries on the west side of Chicago. This transportation plan allows pantries to decrease their
transportation costs, thus allowing more money to be spent on food.
Pantry Co-Operations Managers were invited to join the Public Policy Committee of the Greater Chicago
Food Depository and the Illinois Food and Nutrition Advisory Committee. The Pantry is a member of the
Anti-Hunger Action Committee of the Illinois Hunger Coalition.
