IMPERIAL COUNTY CLASS TITLE: HUMAN RESOURCES TECHNICIAN - CONFIDENTIAL BASIC FUNCTION: Under the direction of the Assistant Director of Human Resources and Risk Management, perform a variety of specialized human resource functions in support of the overall human resource program, risk management program and others as assigned, and coordinate with and assist all County Departments with human resource matters. REPRESENTATIVE DUTIES: Perform a variety of responsible human resource functions in support of the overall human resource and risk management program. Assist employees with a variety of questions and issues with respect to human resource policies and practices. Assist department heads and other County officials with data regarding employees, employee contracts, human resource records or other pertinent information. Provide employees with orientation, instructing new employees on basic human resource policies and available benefits. Respond to medical insurance questions and inquiries from participants and providers; receive and process billings from a variety of insurance providers and assure accuracy of billings and payments; balance and maintain running balances on claims submitted and on checks paid and processed. Inspect monthly Third Party Administrator (TPA) claim report for accuracy of large claims and employees claiming eligibility; consistently interact with TPA regarding information needed to process claims. Respond to inquiries and questions regarding the employee assistance programs; answer questions or refer to proper individual; provide assistance with respect to training sessions provided by outside companies; order supplies needed to assure that departments receive copies of posters and fliers to be posted. Assist in the enrollment of employees with respect to benefit programs, deferred compensation programs and other programs offered by the County; explain flexible benefits plan and assist employees in their selection of plans. Assist eligible employees to enroll in Public Employee Retirement Systems (PERS); process PERS enrollment forms and respond to questions and inquiries regarding filing claims through PERS health insurance; notify those enrolled in PERS regarding insurance changes and procedures. Assist employees with an understanding of their coverage and with problems with respect August 1999 Human Resources Technician – Confidential - Continued Page 2 to claims; review insurance billings for accuracy and provide feedback to the Risk Manager; update insurance enrollment information and health plan changes to payroll program. Monitor payroll reports to assure that only eligible County employees have State Disability Insurance (SDI) deducted from payroll; coordinate with Data Processing and Payroll to monitor and assure that quarterly SDI checks are accurate and are sent to the State. Provide a variety of reports; compile and submit assigned reports to superiors especially with regard to employment, worker’s compensation and employee relations activities; coordinate with Risk Manager regarding worker’s compensation issues. Coordinate employee programs such as the employee awards programs; organize proper functioning of employee picnic and other employee relations or activities. Coordinate Insurance Committee meetings, notifying members, reserving room and setting agenda; follow-up on issues and action points discussed. Participate in a variety of other personnel functions such as employment, classification and others to provide assistance to Human Resource Analyst as directed. Perform related duties as assigned. LICENSES AND OTHER REQUIREMENTS: Valid California driver’s license. WORKING CONDITIONS: Human Resource Office environment. Physical abilities required include dexterity of hands and fingers to operate computer, hearing and speaking to communicate with a variety of individuals, and light lifting (up to 14 pounds).
