The international community should focus its efforts on isolating and weakening the
inner core of Gaddafi's regime through sanctions and international condemnation,
rather than military intervention. Ultimately, the regime will only fall through an
internal military or tribal coup. It would be wise to support such an outcome, not to
intervene.

Implementing R2P in Libya - how to overcome the inaction of the Security Council

The UN Security Council Resolution 1970 on the situation in Libya does not provide a
satisfactory answer to the question of how the international community should
intervene to prevent the massacre of civilians that is allegedly currently taking place in
that country. This means that an alternative approach must be considered.
If the body whose primary responsibility it is to preserve international peace and
security does not provide a timely – i.e. immediate – response to a ‘gross and systematic
violation of human rights’ characterised by attacks on the civilian population which ‘may
amount to crimes against humanity’, as the Resolution acknowledges, other actors in the
international community are entitled to take the lead under international law and
implement the Principle of the Responsibility to Protect (R2P), provided certain legal
conditions are met.

The urgency of declaring a no-fly zone to protect the Libyan people Analysis, March

The international community is under the obligation to immediately declare a no-fly
zone over Libya. The Libyan opposition, including those in Benghazi, have appealed for a
no-fly zone. Should Gaddafi make good on his promise to use airplanes and helicopters
to slaughter protesters – as there are indications this has already been the case – Libya’s
citizens, along with the rest of the world, will partly blame the loss of lives on those who
have stood idly by, or worse, opposed the declaration and swift implementation of a nofly zone over Libya.
Should there be no UNSC resolution explicitly declaring a no-fly zone, then a coalition of
the willing must rapidly move to protect the Libyans in the name of the most basic
principles of international law. Responsibility for upholding international law rests
particularly on countries willing to serve on the UNSC.
The 1991 no fly zone over parts of Iraq to protect the Shi’a and the Kurds from Saddam’s
bombing raids established jointly by Britain, France and the United States provides a
precedent. This time, for the very same legitimacy concerns raised above, the enforcing
coalition should include ‘non-Western’ military powers. Current UNSC members Brazil
and South Africa, as well as Turkey and Egypt – which has a powerful air force and a
large number of its nationals in Libya – come to mind as possible contributors.

Mustafa Abdel Galil, who resigned as Libya’s justice minister on 21 February 2011,
alleged three days later in an interview with the Arabic-language news network Al
Jazeera that Colonel Muammar Muhammad al-Gaddafi would not hesitate to unleash his
chemical and biological weapon (CBW) arsenal against the protesters who threaten to
break the Libyan strongman’s hold on power. However, how credible is Galil?
Some defectors from Gaddafi's government clearly seek to carve out a role for
themselves in the post-Gaddafi Libya or at a minimum want to avoid any domestic or
international litigation against them for past criminal involvement. Or they may want to
entice the international community to intervene military. Hence claims of documentary
proof of Gaddafi ordering the Lockerbie bombing or warnings of the regime perhaps
resorting to CBW.
The facts, however, appear clear. US and UK inspectors uncovered a BW programme that
did not reach much farther than lukewarm intent. The amount of CW Libya currently has
is not particularly significant and the stockpile for a possibly two-decade armament
effort is hardly impressive.
So, although Galil’s claim may seem to bathe in an aura of truth, it is not rooted in fact.
Should he know otherwise, then he conspired with the regime in misleading the OPCW
and the international community.

Commodity prices, commodity currencies, and global economic developments

In this paper we seek to produce forecasts of commodity price movements that can
systematically improve on naive statistical benchmarks, and revisit the forecasting
performance of changes in commodity currencies as efficient predictors of commodity
prices, a view emphasized in the recent literature. In addition, we consider different
types of factor-augmented models that use information from a large data set containing
a variety of indicators of supply and demand conditions across major developed and
developing countries. These factor-augmented models use either standard principal
components or partial least squares (PLS) regression to extract dynamic factors from
the data set. Our forecasting analysis considers ten alternative indices and sub-indices of
spot prices for three different commodity classes across different periods. We .find that
the exchange rate-based model and especially the PLS factor-augmented model are
more prone to outperform the naive statistical benchmarks. However, across our range
of commodity price indices we are not able to generate out-of-sample forecasts that, on
average, are systematically more accurate than predictions based on a random walk or
autoregressive specifications.

Member States
Frontex signed Framework Training Agreements with five new border guard academies
and universities on March 3, in a ceremony held at the German Federal Police Academy
in Lübeck. The five institutions joining Frontex Network of Partnership Academies all
come from Member States not previously represented — Estonia, France, Malta, Poland
and Spain — bringing the number of Partnership Academies to 15 in 14 Member States.
Two more academies from Hungary and Slovenia are about to join the network in the

Kabinet reageert op WRR-rapport Aan het buitenland gehecht
Het kabinet onderschrijft in haar reactie op WRR-rapport 85: Aan het buitenland
gehecht een aantal elementen uit dit advies, deze zijn:
•het belang van het buitenland voor welvaart en welzijn van Nederland
•het belang van Europese integratie en samenwerking
•het beter definiëren van Nederlands belang
•strategisch-inhoudelijk scherper kiezen
•formuleren van coherent buitenlandbeleid
Op een aantal andere zaken uit het WRR-rapport, zoals de afnemende betekenis van de
natiestaat en het belang van Transatlantische samenwerking naast de Europese heeft
het kabinet een andere kijk.
Over deze verschillende zienswijzen en over de vraag hoe deze een nieuw geheel
kunnen vormen wil het kabinet met de kamer overleggen.
Gezamenlijk uitgangspunt van de WRR en het kabinet is dat de relevantie van het
buitenland groot is en dat effectief, doelgericht en samenhangend buitenlands beleid
nodig is om Nederland de veilige en stabiele internationale omgeving te bieden waarin
de nationale en internationale economie optimaal kunnen gedijen.
