The 414th Stated Meeting of the Presbytery of Santa Barbara, Presbyterian Church (U.S.A.), was
convened on Tuesday, November 17, 2007, at 2:06 pm at Carpinteria Community Church,
Carpinteria, California, by Rev. Jan Armstrong, Moderator. The Moderator convened the meeting with
prayer. A quorum was present.
WELCOME to the church was extended by Host Pastor Rev. Michael Wallman.
ROLL was taken by card, 113 persons indicated attendance. (A-Absent; number after minister

Session at St. Andrew’s Presbyterian Church as Interim Pastor, effective August 16, 2007.

On behalf of the Committee on Ministry, reports that the committee will conduct its Annual Review of
Rolls as noted in G-11.0407 and G-11.0502a, and present the Clergy Classification at the February
2008 presbytery meeting.

Reports that the presbytery renewed its Property and Liability, Hired and Non-Owned Auto (Lloyd’s of
London), Liability Coverage including Directors & Officers (Princeton Excess & Surplus), through the
Covenant Presbyterian Insurance Program, effective June 1, 2007 to June 1, 2008.
8.
Reports that the minutes of the presbytery council and the various committees of the presbytery were
reviewed by the Stated Clerk for the calendar year to October 1, 2007 and were found to be in order.
9.
Reports that a workshop titled “Preventing Catastrophe in Your Church” was held on March 3, 2007
and interested staff and leaders from the churches of the presbytery were invited to attend. Steve
Coons, Vice President of Covenant Presbyterian Insurance Program was the featured speaker. There
were 17 participants representing 10 churches.
10. On behalf of the Education and Leadership Development Committee, reports that the presbytery’s
fourth English-language Lay Leadership Training Program that began on September 23, 2006, held its
final class on October 13, 2007. There have been 11 participants in this course, representing 10
churches. Rev. Ramón Cisneros is Dean of the program, Julie Sommers is Administrative Assistant.

11. On behalf of the Education and Leadership Development Committee reports that the fifth cycle
Spanish-language Lay Leadership Training Program which began on April 22, 2006 concluded in June
2007. The program will be managed by the Presbytery of San Fernando in the future.

and were approved by the Synod at its stated meeting October 25-27, 2007 in Los Angeles with

PROGRAM Rev. Steve Miller introduced Dr. Eddie Gibbs, Professor of Church Growth at Fuller Theological
Seminary. He spoke on “Equipping Church Leaders for the Missional Church.” Dr. Gibbs had also spoken
earlier in the day at a pre-presbytery workshop.
REPORT FROM RANCHO LA SCHERPA Director Tarry Nelson spoke of the new improvements to the
facilities and of the opportunities for programs there.

It was moved, seconded and carried to elect Elder Leslie Ooms (Santa Ynez Valley) to the Personnel
Committee, Class of 2010, and Elder DeDe Taylor (Ventura Eastminster) to the Church in the World
Committee, Class of 2010.
REPORT OF THE PRESBYTERY COUNCIL, PART I Chair Michael Wallman spoke of presbytery’s approval
last February 10 of the “Appropriate Response” and resolution to establish a New Covenant Task Force to
study, evaluate and explore issues facing the denomination, and partner with other churches and
presbyteries to bring reform and renewal to the PC(USA). Members of the Task Force were to be chosen by
the Executive Presbyter and the Moderator, and affirmed by vote of the presbytery, and charge them with
the tasks and responsibilities listed in the “Appropriate Response”. Of the nine slots on the Task Force, six
names are presented, the remaining three slots to be filled as soon as possible.
It was moved, seconded and carried to affirm as members of the New Covenant Task Force Rev. Ted
Brandt (Oxnard), Rev. Bruce Lethbridge (Orcutt), Rev. Marsha Martin (Community Ventura), Rev.
Dale Paulsen (Morro Bay), Elder Leslie Ooms, (Santa Ynez), and Elder Tom Allin (Goleta).
REPORT OF THE COMMITTEE ON PREPARATION FOR MINISTRY Chair Robert Farrow reviewed the
process for preparation for ministry. He introduced Inquirer Wayne Kempton, who spoke about his
Christian experience and service in the church. Mr. Kempton had been a member of the Ventura
Eastminster church and is now a member of the Ventura Community church. He responded to questions
from the floor, and then he left the room.
It was moved, seconded and carried to enroll Inquirer Wayne Kempton as a Candidate for the
Ministry of Word and Sacrament.

He returned to the room and answered affirmatively to the Constitutional Questions which the Moderator
asked him. Chair Farrow gave him a brief charge. Members of the committee, the Eastminster church, and
the Community church gathered around the new Candidate, and Chair Farrow offered prayer.
REPORT FROM SYNOD ASSEMBLY Commissioner Wes Shipway spoke about the new committee structure
in the Synod of Southern California and Hawaii, the prospective move of the headquarters, and about
cooperative developments in mission across presbytery lines.
REPORT OF PROPERTY AND FINANCE COMMITTEE (Consent Agenda)
1.
In February 2005, the presbytery purchased a 2.8
acre parcel at the corner of Niblick Road and South
River Road in Paso Robles for our Highlands NCD.
Site work commenced in early 2006 and is nearing
completion. It is necessary to make an adjustment
in the property line.
The lot line adjustment is a small, technical matter
that moves one of the property lines in the parking
lot area by 10 feet. The City of Paso Robles’ building
department provided a different interpretation of
building exit distances from property lines when the
plans went through their final plan check review.
While there is a technical transfer of 2,144 square
feet of land from the Presbytery of Santa Barbara to
H&D Highlands (the adjacent property owner and
developer), the building designs have not changed
nor have the mutual parking lot areas. As stated
above, this change is due to a technical, building
code provision. The shaded area within Parcel 3 (a
portion of APN 009-814-038) depicts the 2,144sf
being transferred from the Presbytery of Santa
Barbara to H&D Highlands.
The Property and Finance Committee recommends that the Presbytery of Santa Barbara transfer
to H&D Highlands LLC, a Delaware limited liability company, the following described property in
the City of Paso Robles, County of San Luis Obispo, State of California: That portion of Lot 2,
Tract 2745, per map book 27, page 31 of maps, lying with in Parcel 3 of Parcel Map PRAL 07-0146
recorded September 25, pages 89-91 of Parcel Maps in the office of the County Recorder of San
Luis Obispo County.
2. The City of Simi Valley has requested the Presbytery of Santa Barbara (as legal owner of the property)
sign an agreement to maintain several structural storm water treatment devices located on the property
at 4832 Cochran Street, Simi Valley, CA 93063. At the request of the Simi Valley church, the
Property and Finance Committee recommends the presbytery authorize the officers of the
corporation to sign the document prepared by the City of Simi Valley.
3. The City of Simi Valley has requested the Presbytery of Santa Barbara and the Simi Valley Presbyterian
Church grant to the City an easement for enriched parkway purposes on the property located at 4832
Cochran Street, Simi Valley, California (APN 644-0-080-745 and APN 644-0-080-785):
A portion of lot 49 of La Placentia Tract, in the City of Simi Valley, County of Ventura,
State of California, as shown on that certain map filed in Book 16, pages 7 through 8
inclusive of Miscellaneous Records (Maps), in the office of the County Recorder of said
county. As conveyed in deed recorded March 21, 2000, as instrument No. 2000-004908700, and deed recorded May 2, 2000, as instrument No. 2000-0072200-00, more
particularly described as
the southerly 20.00 feet of the northerly 32.00 feet of said lot 49.

The Property and Finance Committee recommends the presbytery authorize the officers of the
corporation to sign said easement.
4. The City of Simi Valley has requested the Presbytery of Santa Barbara and the Simi Valley Presbyterian
Church grant to the City an easement for public road and sidewalk purposes on the property located at
4832 Cochran Street, Simi Valley, California (APN 644-0-080-745 and APN 644-0-080-785):
A portion of lot 49 of La Placentia Tract, in the City of Simi Valley, County of Ventura,
State of California, as shown on that certain map filed in Book 16, pages 7 through 8
inclusive of Miscellaneous Records (Maps), in the office of the County Recorder of said
county. As conveyed in deed recorded March 21, 2000, as instrument No. 2000-004908700, and deed recorded May 2, 2000, as instrument No. 2000-0072200-00, more
particularly described as
Parcel 1 (public road easement): the southerly 4.00 feet of the northerly 12.00 feet of
said lot 49

line of credit with the SESLOC Federal Credit Union in San Luis Obispo, and encumber the property

This line of credit will be used as construction progresses, and the Highlands Church is prepared to make
all loan payments so the Presbytery of Santa Barbara will not incur any debt burden.
REPORT OF THE TREASURER (Consent Agenda)
The Treasurer recommends the presbytery approve the draft unaudited Combined General Mission and
Ecclesiastical Revenue Over Expense Statement for the period ending 10/31/07, which will be distributed at
the presbytery meeting (financial report is on file at Presbytery Center).
REPORT OF THE COMMITTEE ON MINISTRY (Consent Agenda) The Committee on Ministry
1. Recommends that Rev. Dale Morgan be dismissed to the Presbytery of San Gabriel, effective September
11, 2007.
2. Recommends that Rev. Charles Laird be restored to at-large status and dismissed to the Presbytery of
Plains and Peaks, effective September 20, 2007.
3. Recommends that Rev. Fred Morgan be approved as Parish Associate at Los Alamos Presbyterian
Church, effective November 13, 2007.
4. Recommends the presbytery abolish the position of Associate Pastor of Spiritual Formation at Santa
Maria effective 10/1/07.
Chair Dave Wilkinson reviewed the duties of a commissioned lay pastor. He reported on the fields of study
that Elder Chris Milbrath had undertaken in the presbytery’s Lay Leadership Program. The chair
introduced Elder Milbrath, who read his Statement of Faith and responded to questions from the floor. He
left the room.
It was moved, seconded and carried to approve Elder Chris Milbrath as a Commissioned Lay
Pastor for Youth and Families for three years at Community Presbyterian Church in Cambria, at his
current compensation, and to authorize him to perform the functions outlined in the Book of Order
14.0801c(1) to (6):

The Chair spoke about Rev. Varre Cummins who is working on a Doctor of Ministry degree at San
Francisco Theological Seminary.
It was moved, seconded and carried to remove Reverend Varre Cummins from the Inactive Roll
and to restore him as a minister member at-large.
Chair Wilkinson reported the request of Rev. Mark Anderson and of Ventura Eastminster church.
It was moved, seconded and carried to dissolve the pastoral relationship between the Eastminster
Presbyterian Church in Ventura and the Reverend Mark Anderson, effective November 13, 2007; the
terms of dissolution being recorded in the minutes of the congregational meeting of November 11,
2007.
The Chair spoke of the concern of the committee and of the Committee on Preparation for Ministry about the
financial well-being of presbytery’s pastors and those preparing for the ministry. The two committees want
to encourage fiscal responsibility in our clergy members, and to encourage clergy and congregations to avail
themselves of opportunities for education and financial assistance available through denomination
resources, including the Seminary Debt Assistance Program.

Presbytery of Santa Barbara Clergy Indebtedness Policy
The Presbytery of Santa Barbara is concerned for the financial well-being of its pastors, and accordingly adopts the following
policy regarding clergy indebtedness. The Presbytery encourages fiscal responsibility in its clergy members, and encourages
clergy and congregations to avail themselves of opportunities for education and financial assistance available through
denomination resources, including the Seminary Debt Assistance Program. One purpose of this policy is to make these
resources available to minister members of the Presbytery.
When Santa Barbara Presbytery is the Presbytery of Care (Inquirers and Candidates)
1.
CPM will require an inquirer to meet with the Board of Pensions regional representative of the Presbyterian
Foundation representative during the first Inquiry year, in order to assess net worth, and to make a plan for
financing the cost of Seminary; or
2.
CPM will require the Inquirer, during the first inquiry year, to participate in a “Fiscal Fitness” workshop being
sponsored by the Board of Pensions of the PC(USA) or offered at annual consultation. If an Inquirer attends a
Fiscal Fitness workshop at annual consultation, travel expenses will be shared equally between the Inquirer and
CPM.
3.
On behalf of the Presbytery, the CPM will inform all Inquirers of the prospective salary that can be expected
based on the current median current income for the denomination reported by the Board of Pensions, and based
on the minimum effective salary established by the Presbytery, and will caution all Inquirers to minimize their
level of indebtedness accordingly.
4.
The CPM will encourage each Inquirer and Candidate towards using his or her available assets to pay for the
cost of seminary tuition and room and board rather than incurring indebtedness.

The CPM will make available on an annual basis to each Candidate or Inquirer a list of options for pursuing
grants and interest free loans and funding that may be available through the Financial Aid for Studies Office of
the Presbyterian Church (USA) and PC(USA) seminaries.
The CPM will be an advocate with the congregation of which the Candidate or Inquirer is a member, and with other
congregations of the presbytery as appropriate, in order to generate financial support for the Candidate or Inquirer in the form
of grants.
When Santa Barbara Presbytery is the Presbytery of Call
1.
Any minister serving a first call following graduation from seminary, who comes with any educational
indebtedness, shall be required to show evidence of having attended a financial planning workshop such as a
Fiscal Fitness workshop sponsored by the Board of Pensions, or other Financial planning workshop, within the
prior 24 months. If the minister has not attended such a workshop, he/she shall be required to do so within
twelve months of beginning ministry, the cost of registration fee, accommodation and travel for such a workshop
to be considered legitimate reimbursable expense from study leave allowance. COM may impose similar
requirements in case of indebtedness other than educational.
2.
Any minister transferring into the Santa Barbara Presbytery, who comes with similar educational (or other)
indebtedness, may be required by formal action of the Committee on Ministry to meet the same above
requirements.
3.
The Committee on Ministry shall encourage calling congregations to utilize further educational debt reduction
as a point in negotiating salary with a prospective pastor who is a recent seminary graduate.
Seminary Debt Assistance Program
Guidelines and Responsibilities
Guidelines:
■ The Seminary Debt Assistance Program is a program of the Assistance Program of the Board of Pensions of the
Presbyterian Church (U.S.A.). The funds for the program are available through the generosity of church member gifts,
bequests, as well as investment earnings. The Seminary Debt Assistance Program is being coordinated with other entities of
the Church and is initiated for a period of five (5) years beginning in May 2001.
■ The grants will be made to Ministers of the Word and Sacrament to assist them to repay educational debt incurred while
they were seeking a Master of Divinity degree.
■ Applicants may apply for up to $2,500 each year for a total of four (4) years. (The maximum amount given to one
individual over four (4) years not to exceed $10,000.)
■ The grants will be awarded to Ministers of the Word and Sacrament who are serving churches with fewer than 150 members
and a budget of less than $150, 000. The minister should be in his or her first seven years of ministry and serving a full–time
called position.
■ All applicants must attend a financial planning workshop offered by the Board of Pensions prior to application for a
Seminary Debt Assistance grant.
■ All Presbyteries in which a minister has received a grant are encouraged to develop a plan for continued support and
Guidance of the pastor and the congregation participating in the Seminary Debt Assistance Program.
Responsibilities:
■ Presbytery approves Seminary Debt Assistance Program application and submits it to the Board of Pensions for
consideration.
■ Presbytery approves a policy on Student/Clergy indebtedness.

Chair Wilkinson then reported the request of Rev. Luanne Griguoli for Honorable Retirement. Elder Kristy
Clark spoke of Rev. Griguoli’s ministry at the church since February 1996. The chair thanked her for her
service on the Committee on Ministry. Rev. Griguoli responded.
It was moved, seconded and carried to dissolve the pastoral relationship between the Community
Presbyterian Church in Nipomo and the Reverend Luanne Griguoli, effective October 31, 2007.
It was moved, seconded and carried to grant the Reverend Luanne Griguoli the status of
Honorably Retired, effective November 1, 2007.
The Moderator gave her a certificate of retirement. Members of the Nipomo church and of the committee
came forward. Executive Ken Working offered prayer.
Chair Wilkinson reported the request of Rev. Miji Working for Honorable Retirement. Rev. Harold Bussell
recounted her service as Interim Associate Pastor at the El Montecito Presbyterian Church in Santa Barbara
since January 2001. Elder Joyce Hutchinson spoke appreciatively of her ministry there, as did church
secretary Lauri Rawlins-Beta.
It was moved, seconded and carried to grant the Rev. Miji Working the status of Honorably
Retired, effective January 1, 2008.
The Moderator gave her a certificate of retirement. Members of the committee and of the El Montecito
church and of other churches which she has service came forward. Rev. Bussell offered prayer.
Chair Wilkinson reported the request of Rev. Ken Working. Rev. Jeff Bridgeman spoke of Ken’s ministry
within the presbytery and in the larger church.

REPORT OF THE EXECUTIVE PRESBYTER
Rev. Ken Working expressed his appreciation of his
experience here. He talked of changes in our Synod. He noted that the General Assembly Committee on the
Form of Government is seeking a shorter form of the document. He highlighted the presbytery’s IMPACT
mission program, the five validated ministries busy in mission, and the Front Porch Campus Ministry. He
emphasized the importance of our new congregations, the Lay Leadership Training Program, and the
Stewardship for the Mission Budget of the presbytery.

Presbyter’s resignation and not hire an Interim Executive Presbyter.

It was moved, seconded and carried to hire Rev. Ken Working as a consultant, half-time, to work in
three areas: Committee on Ministry, Committee on Preparation for Ministry, and Church
Development including the “Joining Hearts & Hands” campaign. It is anticipated the time required
for this consultant will diminish as time goes on, ending shortly before the newly-elected Executive
Presbyter begins work, hopefully by the end of June 2008.
It was moved, seconded and carried to direct the Personnel Committee to create a position
description for a Pastor-to-Pastors to serve during the transition period. It is feasible two people will
hold this position.
It was moved, seconded and carried to direct the Personnel Committee to create a position
description for a part-time financial person, and begin a search; this position to be filled hopefully no
later than January 2, 2008. It is anticipated this position will require approximately 14 hours per
week.
It is anticipated that the Committee on Ministry, the Stated Clerk, and others in leadership in the
presbytery, specifically Presbytery Council, will be available and willing to take care of other business
normally handled by the Executive Presbyter as the need arises during this transition period.
With regard to funding and how these actions will affect the presbytery’s 2008 budget, the following
estimated use of funds was presented to the presbytery:

Rev. Marsha Martin, Chair of Personnel Committee, brought a recommendation from Presbytery Council,
based on the Council’s affection and gratitude for Ken Working’s ministry among us per Book of Order G9.0707.
It was moved, seconded and carried to continue the relationship between the Presbytery of Santa
Barbara and Rev. Kenneth C. Working by electing him as Executive Presbyter Emeritus, without
remuneration, effective February 1, 2008.
Chuck Curtis, Chair of Church in the World Committee, brought a recommendation from Presbytery
Council, again based on Council’s affection and gratitude for Ken Working’s ministry among us,

WORSHIP AND COMMUNION Rev. Bob Ohman preached on “A Kingdom of Priests” with reference to
Ephesians 4:11-12 and I Peter 2:4-5,9. He and Rev. Mike Wallman led the Sacrament of the Lord's Supper,
assisted by Elders Val and Mike Carmel, Lucerne and Bob Hamer, Jan and Dix Dolge, Carol Nichols, and
Judy Sirianni. Also assisting in worship was the church choir, led by Director Ron Sedgwick and
accompanied by Organist Ron Fishbaugh. Those elders and ministers who died in the faith during the last
twelve months were remembered: their names were read by Rev. Mike Wallman.
