The 413th Stated Meeting of the Presbytery of Santa Barbara, Presbyterian Church (U.S.A.), was
convened on Tuesday, September 25, 2007, at 2:07pm at First Presbyterian Church, Lompoc,
California, by Rev. Mike Wallman, Moderator. To open the meeting, we sang “Seek Ye First the
Kingdom of God,” and the Moderator prayed. A quorum was present.
WELCOME to the church was extended by Host Pastor Rev. Julia Leeth.
ROLL was taken by card, 83 persons indicated attendance. (A-Absent; number after minister name

INTRODUCTION OF NEW MINISTER MEMBERS: The Moderator introduced Rev. Dan Birchfield, pastor at
Westminster Port Hueneme, and Rev. Stuart Bond, pastor at Emmanuel Thousand Oaks, both of whom
recently joined the presbytery.
PRIVILEGE OF THE FLOOR was granted to all members of presbytery committees present.
AGENDA, as amended, was adopted by the presbytery.

ANNOUNCEMENT Rev. Steve Miller and Rev. Paul Dugan of the Committee on Presbytery Enrichment
highlighted our special guest at the upcoming November 13th presbytery meeting in Carpinteria. Dr. Eddie
Gibbs, Fuller Theological Seminary, will address the presbytery and answer questions from small group
discussions. There will also be a pre-presbytery workshop from 10:00am to 12:00noon that day and Dr.
Gibbs will discuss his latest book, LeadershipNext and dialogue with members of the presbytery.

REPORT OF THE STATED CLERK (Consent Agenda) The Stated Clerk
1. Recommends the approval of the minutes of the 412th stated meeting of the Presbytery of Santa Barbara
held on May 5, 2007.
2. Recommends the approval of the minutes of the special called meeting of the Presbytery of Santa Barbara
held on July 24, 2007.
3. Reports the death of Rev. Warren V. Porter (HR) on August 11, 2007 at age 81 in Oxnard, California.
Rev. Porter served as Pastor of Morro Bay Presbyterian Church from 1957 to 1962 and as Pastor at
Westminster Presbyterian Church of Hueneme from 1962 to his retirement in 1991.
4. Reports that the Administrative Commission to ordain Rev. Warren Einolander completed its work on
May 6, 2007 at First Presbyterian Church, Lompoc and is discharged.
5. Reports the reception of Rev. Deborah Matthews by Presbytery of Detroit on 11/11/06.
6. Reports the dismission of Rev. Graham Baird from Presbytery of Sacramento, eff. 2/25/06.
7. Reports the dismission of Rev. John Melsness from Presbytery of New Brunswick, eff. 6/12/07.
8. Reports the dismission of Rev. Stuart Bond from the Presbytery of Olympia, eff. 5/17/07.
9. Reports that the presbytery’s 2006 Minute Book, Register and Manual of Operations were presented
for review on August 16, 2007 to the Governing Body Relations Committee of the Synod of Southern
California and Hawaii. The Governing Body Relations Committee will recommend to Synod Assembly
when it meets October 25-27, 2007 that the presbytery’s minutes be approved with exception: No record
of “triennial” visits by Committee on Ministry to church sessions per G-11.0502c; and no indication that
presbytery has a functioning Committee on Representation.
REPORT OF THE COMMITTEE ON PREPARATION FOR MINISTRY (Consent Agenda)
The Committee on Preparation for Ministry reports that the Presbytery of the Pacific voted on
July 14. 2007 to transfer Candidate Robert Griffin to the Presbytery of Santa Barbara with an effective
date of May 5, 2007.
On June 28, 2007, the Committee on Preparation for Ministry
1. Met with Inquirer Josh Matthews and Inquirer Wayne Kempton for their annual consultations;
2. Voted to enroll Suzanne Malloy, a member of St. Andrew’s Presbyterian Church, as an Inquirer effective
May 24, 2007;
On May 24, 2007, the Committee on Preparation for Ministry met with Inquirer Jeff Kempton for his
annual consultation.
REPORT OF THE TREASURER (Consent Agenda)
The Treasurer recommends the presbytery approve the draft unaudited Combined General Mission and
Ecclesiastical Revenue Over Expense Statement for the period ending 8/31/07 (financial statement on file at
Presbytery Center).
WORSHIP AND INSTALLATION OF PRESBYTERY MODERATOR Several “Kingdom Parables” were read.
Using Matthew 13:31-33, Moderator Mike Wallman preached on the theme “Kingdom Growing Among Us.”

Also leading in the service were Rev. Julia Leeth, Rev. Warren Einolander, Rev. Israel Gonzales, Director of
Music Wayne Hart, Organist Barbara Fox, Chancel Choir and HeartSong, both groups of the host church.
During the service, outgoing Moderator Mike Wallman installed Rev. Jan Armstrong as Moderator. He
asked questions of Rev. Armstrong and of the presbytery, which were answered affirmatively, and he
presented the moderator's cross and gavel to the new Moderator and prayed. On behalf of the presbytery,
Moderator Armstrong presented a plaque of appreciation to Rev. Wallman.
PROGRAM – JOINING HEARTS AND HANDS MINISTRIES This mission project was described by Elder Bill
Randolph, Rev. Ken Working, Rev. Israel Gonzales, Rev. Ron Urzua, Rev. Graham Baird, and Rev. Harold
Bussell.
REPORT FROM IMPACT MISSION TEAMS Co-Director Sandy Dinkler highlighted the teams' experiences
last summer in China, Honduras, Uganda and the Gulf Coast. She introduced Brook and Sue Sturdevant
who spoke of IMPACT’s efforts in China. Sandy Dinkler announced that next summer IMPACT Teams would
go to Romania, Uganda, Turkey and Honduras.
PRAYER Moderator Armstrong reported that Rev. Luanne Griguoli was seriously ill. He led us in prayer for
her.
REPORT OF CLERGY SUPPORT COMMITTEE Rev. Peter Buehler announced a Clergy Retreat which will
be held January 2008 at La Casa de Maria in Santa Barbara. The retreat begins Sunday January 13 at
5:30pm and ends before lunch Tuesday January 15. Based on Philippians 4:7, the theme will be “Peace
Surpassing Understanding.” Rev. Eugenia Gamble will preach. The two speakers will be Rev. Roberta
Hestenes and the Rev. Walter Hanson.
REPORT OF CHURCH IN THE WORLD COMMITTEE Chair Chuck Curtis emphasized the Sixth Annual
Missions Conference, January 19, 2008, First Presbyterian Church, Santa Barbara. The keynote speaker
will be Rev. Earl Palmer. The conference will include workshops, seminars and worship. Chair Curtis
announced the committee’s quarterly newsletter (October 2007 issue) and copies were distributed.
REPORT OF PROPERTY AND FINANCE COMMITTEE Copies of the 2006 Audit of Financial Records of the
presbytery were distributed previously. Chair Jim Stueck announced that the presbytery's financial
records have received a clean audit with an unqualified opinion.
It was moved, seconded and carried to certify the Independent Auditor’s Report of the 2006
Financial Records of the Presbytery of Santa Barbara as prepared by Sterling Ellsworth, CPA
(Appendix A is on file at Presbytery Center).
Mr. Stueck also presented a request to increase the construction loan from the Presbyterian Investment and
Loan Program to Moorpark Presbyterian Church.
Background: At the July 13, 2004 presbytery meeting, the presbytery approved a $1.4 million loan from
PILP to the Moorpark Church for construction of their new sanctuary, and agreed to act as guarantor of this
loan. Acting as a guarantor on a church loan is the usual position for the presbytery. Additionally, PILP
refinanced two of the church’s existing loans, and again the presbytery agreed to act as guarantor. The
three loans were consolidated, for a total loan from PILP to the Moorpark church of $2,798,409. There is a
third loan to the Moorpark church from the denomination’s Church Loan Program, subordinate to the
consolidated loan. That third loan remains in place, and will be reviewed next in June 2009.
Current Request: Subsequent to presbytery’s action in 2004 and during the refinance process, the
consolidated loan was reduced by PILP to $2,221,514. Moorpark’s sanctuary is now under construction,
and due to increased construction costs, the church has requested an additional $500,000 from the
Presbyterian Investment and Loan Program (“Program”).
It was moved, seconded and carried to approve the $500,000 increase in the construction
portion of the Loan and to guarantee the repayment of principal and interest on the Loan from
the Program in the modified principal amount not to exceed $2,700,000, and that the original
Guaranty given by the Corporation to the Program be modified accordingly. The officers of the

Corporation as listed on the attached Affidavit/Certificate of Incumbency marked Exhibit A are
authorized to sign the modified Guaranty Agreement for this loan as agents of the Corporation.
REPORT OF PERSONNEL COMMITTEE Committee member Kate Devlin presented the report and
recommendations for staff salaries for the year 2008. The Executive Presbyter is a “called” position, and the
Stated Clerk an “elected” position; any changes in compensation for either of these positions must be
approved by the presbytery. (Other staff members are employed by Presbytery Council, and compensation
for those positions is included in the proposed 2008 Operating Budget.)
It was moved, seconded and carried to approve the following staff salaries for 2008 (staff salaries on
file at Presbytery Center).
REPORT OF PRESBYTERY COUNCIL Council chair Rev. Mike Wallman presented the Council’s proposed
2.5% increase for the 2008 per capita apportionment over that for 2007. This amount includes portions for
General Assembly and the Synod of Southern California and Hawaii. Following discussion,

church member as of 12/31/06.
Rev. Wallman the proposed 2008 Operating Budget of $610,408 which represents an increase of just under
4% over 2007 (budget details on file at Presbytery Center).

BOOK OF ORDER CHAPTER XIV CHANGES Stated Clerk Michelle Holmes discussed needed actions in
the light of changes to Chapter 14 of our Book of Order made by the 2006 General Assembly and approved
by a majority of the presbyteries. The Committee on Ministry and the Committee on Preparation for
Ministry recommend these actions, giving time to create policy manuals to cover ministry procedures
previously included in the Book of Order.
It was moved, seconded, and carried to set aside the presbytery’s Standing Rule 13.10 to permit
final voting on this proposal at a first reading.
Moderator Armstrong observed that there were no negative votes and no abstentions.
It was moved, seconded, and carried to adopt new Standing Rule section 1.25:

BOOK OF ORDER CHAPTER XIV CONTINUITY In order to provide continuity following the
adoption of the new Chapter XIV of the Form of Government, Book of Order (2007-2009), the Presbytery of
Santa Barbara shall continue to operate under the provisions of the former Chapter XIV of the Form of
Government (2005-2007) until such time as it has the opportunity to adopt its own policy manual for fulfilling
the requirements of the revised Chapter XIV (Form of Government 2007-2009). When such policies are
adopted, this paragraph shall be deleted from the Standing Rules.
Again, Moderator Armstrong observed that there were no negative votes and no abstentions.

REPORT OF THE COMMITTEE ON MINISTRY Chair Dave Wilkinson reported that the committee had
received a request from Rev. Judy Rarick for honorable retirement. At present she is Designated Associate
Pastor of the Santa Maria church and previously she was Interim Pastor at the Lompoc church. Marie
Schlueter of the Lompoc church spoke of Rev. Rarick's ministry there. Executive Presbyter Working also
spoke of her work in the presbytery. Joined by her husband Ron, Rev. Rarick addressed the presbytery.
It was moved, seconded and carried to grant Rev. Judy Rarick the status of Honorably Retired,
effective October 1, 2007.
The Moderator presented Rev. Rarick with a certificate of retirement, and joined by members of the Lompoc
and Santa Maria churches, Rev. Working offered prayer.
Chair Wilkinson reported that the Committee on Ministry had met with Rev. Eugenia Gamble, an at-large
minister member of the Presbytery of Sheppards and Lapsley, who has been laboring within our bounds
while serving as Director of Discipleship and Spiritual Growth at First Presbyterian Church, San Luis
Obispo since August of 2005. Eugenia wishes to transfer her membership to our presbytery and the
Committee on Ministry has concurred with this request. She met with the committee on June 21 to present
her Statement of Faith, and also responded in writing to the Constitutional Questions found in the Book of
Order G-14.0405b. She read her Statement of Faith and responded to questions from the floor. She left the
room.
It was moved, seconded and carried to enroll Rev. Eugenia Gamble as an at-large member of the
presbytery pending her dismissal from the Presbytery of Sheppards and Lapsley.
She returned to the floor and reaffirmed her ordination vows. Members of the San Luis Obispo and Nipomo
churches and of the committee surrounded Rev. Gamble, and Rev. James Blades prayed.
Chair Wilkinson presented the 2007 Salary Report for all installed pastors and associates pastors in the
presbytery.
It was moved, seconded and carried to approve the 2007 Salary Report showing changes in terms of
call for all installed pastors and associate pastors (salary report on file at Presbytery Center).
Chair Wilkinson presented the committee’s recommendation for minimum combined salary and housing for
all pastor and associate pastor positions, and for cost of living adjustments. The committee obtained data
from the Bureau of Labor Statistics, specifically an increase of 2.9% in the Consumer Price Index for the
period from July 2006 to July 2007. (The chair noted that the 2007 minimum salary and housing was
$45,914.)
It was moved, seconded and carried to set a minimum combined salary and housing of $47,246 for
all pastor and associate pastor positions for the year 2008, and to recommend to churches a cost of
living adjustment of 2.9% for the year 2008.
Last, Chair Wilkinson announced that Rev. Kent Meads, a member at large of our presbytery, has moved to
the San Joaquin Valley and is now serving as Interim Pastor at the Dinuba Presbyterian Church. Until
such time as the Presbytery of San Joaquin requests we transfer his membership, the Committee on
Ministry has granted Kent permission to labor outside our bounds.
REPORT OF NOMINATIONS COMMITTEE Committee member Rev. Julia Leeth presented the committee’s
recommendations. There were no nominations from the floor.

Rev. Leeth also announced the resignation of Rev. Ken Meads from the Church Development Committee,
Class of 2008, and announced that there are several vacancies on our committees.
REPORT OF THE COMMITTEE ON PREPARATION FOR MINISTRY Committee Chair Robert Farrow
reviewed the process for preparation for ministry. He introduced Inquirer Jeff Kempton, a member of
Eastminster Presbyterian Church in Ventura. Mr. Kempton spoke about his Christian experience and
service in the church. There were no questions from the floor, and left the room.
It was moved, seconded and carried to enroll Inquirer Jeff Kempton as a Candidate for the
Ministry of Word and Sacrament.
Inquirer Kempton returned to the room. The Moderator Armstrong asked him the Constitutional Questions
to which he responded affirmatively.
Mr. Farrow addressed the new Candidate with a brief charge. Members of the Eastminster church, the
Trinity Camarillo church and the committee gathered around him for prayer, given by Elder Steve Gillis of
the Camarillo church.
The chair then introduced Inquirer Josh Matthews, also a member of Eastminster Presbyterian Church. Mr.
Matthews spoke about his Christian experience and service in the church. He responded to questions from
the floor, and left the room.
It was moved, seconded and carried to enroll Inquirer Josh Matthews as a Candidate for the
Ministry of Word and Sacrament.
Mr. Matthews returned to the room. The moderator asked him the Constitutional Questions to which he
responded affirmatively.
Mr. Farrow gave a brief charge to the new candidate. Members of the Eastminster church, the Santa Paula
church and the committee gathered around him for prayer, given by Rev. Mark Anderson.
ADJOURNMENT Presbytery was adjourned at 6:17pm for diner and with prayer by Moderator Armstrong.
The presbytery will next meet on Tuesday, November 13, 2007 at 2:00 pm at Carpinteria Community
Church.
