PRESBYTERY OF SANTA BARBARA
PRESBYTERIAN CHURCH (USA)
The 411th Stated Meeting of the Presbytery of Santa Barbara, Presbyterian Church (U.S.A.), was
convened on Saturday, February 10, 2007 at 9:30am at Goleta Presbyterian Church, Goleta,
California, by Rev. Mike Wallman, Moderator. The Moderator opened the meeting with prayer. A
quorum was present.
WELCOME to the church was extended by Rev. Steve Jacobsen, host pastor. He spoke of the church's
mission partnership with a Presbyterian church in a village in Ghana, with that village's projects for
solar energy, a bread bakery, and a learning center, and with Ghana Telecom University. Goleta
church members are also working in collaboration with the local UNESCO chapter and UCSB's
“Engineers Without Borders.”

REPORT OF THE STATED CLERK (Consent Agenda) The Stated Clerk
1.
Recommends the approval of the minutes of the 410th stated meeting of the Presbytery of Santa Barbara
held on November 10, 2006.
2.
Reports the dismission of Rev. Barbara Lee-Hughes to the Presbytery of Greater Atlanta, effective
November 14, 2006.
3.
Reports that the Session annual Statistical Reports have been distributed to churches. Churches will be
reporting their 2006 year-end statistics directly on-line.
4.
Reports that the presbytery filed its biennial Annual Statement of Information by Domestic Nonprofit
Corporation in January 2006; the next filing will be in January 2008.
5.
The Stated Clerk recommends that presbytery approve the suggested method of correcting the imbalance
of elder commissioners to minister members of presbytery, based on Section 2.10 of the Standing Rules
of the presbytery:
2.10
The members of the presbytery shall be all ministers duly enrolled, and when presbytery meets, each
church shall be represented by an elder commissioned by the session with the following additional provisions:
A.
Churches with membership over 500 shall be represented as follows:
501 - 1000
1001 - 1500
2 elders
3 elders
1501 - 2000
2001 - +
4 elders
5 elders
B.
Annually, during the first week of January, the Stated Clerk of the presbytery shall ascertain the
number of resident ministers who are members of presbytery and the number of elders which the churches are
entitled to send as commissioners to presbytery meetings. When the number of ministers is larger, the Stated
Clerk shall bring the imbalance to the attention of the presbytery at its first meeting of the year. The
presbytery shall redress the imbalance by either inviting sessions of particular churches to elect additional
elder commissioners, enrolling elder members of committees or both after consideration of 2.10 C, with
special attention to the concerns of G-9.0104.
C.
Each elder elected Moderator shall be enrolled as a member of the presbytery for the term of office,
whether or not commissioned by his or her session. Each elder elected an officer (other than Moderator), a
Chairperson of a standing Committee, or a member of Presbytery Council shall be enrolled as a member of the
presbytery for the term of office, whether or not commissioned by his or her session (G-11.0101c).
As of January 1, 2007 there are 99 minister members of presbytery, of which 80 are resident, active or at-large. The
purpose of redressing the balance is to potentially have an equal number of ministers and elders in attendance.
Churches of the presbytery are entitled to thirty-seven (37) elder commissioners according to the membership rolls.
There are seven (7) elder members enrolled as members of presbytery as required above (2.10C). There are three (3)
Commissioned Lay Pastors who are entitled to vote at meetings of the presbytery; for purposes of parity, such votes
are counted as an elder commissioner per G-14.0801c.(5).
RECOMMENDATION: That presbytery balance the representation by inviting each church session to elect additional
elder commissioners for 2007 as follows:
1) For churches with membership of 200-349, one additional elder commissioner
2) For churches with membership of 350-599, two additional elder commissioners
3) For churches with membership 600 and higher, three additional commissioners
This new representation is to be effective after the February 2007 presbytery meeting.

*This is based on an estimate of the combined membership of First Presbyterian Church, Santa Maria and
New Covenant NCD; the merger of the two churches is effective January 1, 2007. Adjustment will be made if
necessary when membership of the combined churches is reported.
REPORT OF PRESBYTERY COUNCIL (Consent Agenda) Presbytery Council met on January 22, 2007 and
conducted the following business:
1. Reviewed the year-end draft Revenue Over Expense Statement and voted to transfer net revenue to the
presbytery’s mission reserves.
2. Heard a report from presbytery’s Synod Council members, Rev. Jim Huang and Elder Jim Stueck, who
attended a consultation regarding the relocation of the Synod’s offices’ the use of the proceeds from the
sale of the Wilshire properties, and the transition process regarding the future of the Synod. There will be
a report at the February 10, 2007 presbytery meeting.
3. Concurred with the request from Personnel Committee and Property and Finance Committee to forgive the
loan made to Michelle Holmes in 1998. That request will be brought to the presbytery at the February 10,
2007 meeting.
4. Reviewed the Proposed Amendments to the Constitution, PC(USA), and recommends the following
Guidelines for Debate and Vote be adopted by the presbytery prior to voting on any matters that may be
controversial.
Preliminary information:
A.
Robert’s Rules of Order shall be operative for the presbytery meetings.
B.
At the recommendation of Committee on Presbytery Enrichment (COPE), we will have worship at the
beginning of the presbytery meeting.
C.
The presbytery will be urged to remember that this process is a part of the privilege we have as
Presbyterians to look at and change our constitution, our Standing Rules, and our presbytery guidelines
and policies.
D.
To be included in the packet of information for presbytery commissioners will be the document “Seeking
to be Faithful Together: Guidelines for Presbyterians During Times of Disagreement” adopted by the
204th General Assembly (1992) of the PC(USA).
E.
Proposed constitutional amendments come to the floor of presbytery by virtue of action of the 217 th
General Assembly (2006), and are recommended to the presbytery for its affirmative or negative vote. It
will not be necessary to entertain a motion for an affirmative or negative vote, we will simply vote yes or
no on each proposed amendment.
F. The presbytery will vote upon each proposed amendment as printed. It is not possible to make motions
to amend or substitute other wording.
G.
Guidelines for debate and vote on all matters before the presbytery:
1.
Persons who speak shall identify themselves by giving their name and church or relationship to the
presbytery.
2.
No one person may speak for more than two (2) minutes; speakers will alternate pro and con; no
one may speak twice until all have had an opportunity to speak once.
3.
During the debate, speakers will address the moderator and speak to the proposed amendment.
4.
It is inappropriate to applaud.
5.
We will follow our regular procedure for Corresponding Members. The Book of Order states that
ministers or elders “in good standing in other governing bodies of this church or in any other
Christian church, who are present at any meeting of the presbytery, may be invited to sit as
corresponding members, with voice but no vote.” Since this is our normal practice, individuals the

presbytery designates as Corresponding Members will be seated and will be allowed to speak to all
matters coming before the presbytery at the meetings.
6.
Committee members are routinely granted privilege of the floor and therefore may speak at the
meetings. They may not vote.
7.
Meeting attendance shall be totaled prior to voting.
8.
Voting will be by voice unless requested otherwise. For a ballot vote, we will use blank paper for
ballots.
9.
It will require a majority of affirmative votes for a proposed amendment to pass or an item of
business to pass. A majority will be one vote over one-half of those present and voting.
REPORT OF COMMITTEE ON PREPARATION FOR MINISTRY (Consent Agenda)
1. Reports that Candidate Under Care Matthew Prinz received a call to the position of Associate Pastor at
Ygnacio Valley Presbyterian Church in Concord, California (Presbytery of San Francisco) to begin work
October 2, 2006. He was successfully examined for ordination by the Presbytery of San Francisco on
November 14 and ordained by that presbytery on December 10, 2006 on our behalf. Matthew’s name has
been removed from the Presbytery of Santa Barbara’s roll.
2. Reports that the commission to install Rev. Tom Stephen as pastor at Monte Vista Presbyterian Church,
Newbury Park completed its work on Sunday, November 5, 2006 and is discharged. Commission
consisted of Rev. Mark Anderson; Elder Carol Benson, Monte Vista; Elder Lynn Farrow, Eastminster;
Elder Michelle Holmes, Goleta; Rev. Janet Loughry; Rev. Michael Wallman, Chair; Rev. Ken Working; and
Rev. Miji Working.
3. Reports the reception of Rev. Deborah Matthews by the Presbytery of Detroit, effective October 1, 2006.
REPORT OF THE TREASURER (Consent Agenda)
The Treasurer recommends the presbytery approve the draft unaudited Combined General Mission and
Ecclesiastical Revenue Over Expense Statement for the period ending 12/31/06 (financial report on file at
Presbytery Center).
Seeking To Be Faithful Together:
Guidelines for Presbyterians During Times of Disagreement
Adopted by the 204th General Assembly (1992) of the PC(USA)
In a spirit of trust and love, we promise we will:
1.
Treat each other respectfully so as to build trust, believing that we all desire to be faithful to Jesus the Christ:
we will keep our conversations and communications open for candid and forthright exchange;
we will not ask questions or make statements in a way that will intimidate or judge others.
2.
Learn about various positions on the topic of disagreement.
3. State what we think we heard and ask for clarification before responding, in an effort to be sure we understand each
other.
4. Share our concerns directly with individuals or groups with whom we have disagreements in a spirit of love and
respect in keeping with Jesus’ teachings.
5. Focus on ideas and suggestions instead of questioning people’s motives, intelligence, or integrity; we will not
engage in name-calling or labeling of others prior to, during, or following the discussion.
6. Share our personal experiences about the subject of disagreement so that others may more fully understand our
concerns.

Indicate where we agree with those of other viewpoints as well as where we disagree.
8. Seek to stay in community with each other though the discussion may be vigorous and full of tension; we will be
ready to forgive and be forgiven.
9.
Follow these additional guidelines when we meet in decision-making bodies:
 urge persons of various points of view to speak and promise to listen to these positions seriously;
 seek conclusions informed by our points of agreement;
 be sensitive to the feelings and concerns of those who do not agree with the majority and respect their rights of
conscience;
 abide by the decision of the majority, and if we disagree with it and wish to change it, work for that change in
ways that are consistent with these guidelines.
10. Include our disagreements in our prayers, not praying for the triumph of our viewpoints, but seeking God’s grace to
listen attentively, to speak clearly, and to remain open to the vision God holds for us all.
As Presbyterians, we are called to work for “the peace, unity, and purity of the church” (Book of Order, G-14.0207g) as
we seek to be faithful to God’s work in the world. However, disagreements and conflicts are inevitable in the life of the
Presbyterian Church (U.S.A.) as we try to be faithful. They exist within committees, congregations, presbyteries, synods,
at General Assemblies, and in the national life of the denomination.
Conflicts are inevitable in all of life and certainly in the church. The history of the church is filled with conflicts and
disagreements. Several of Paul’s letters address the conflicts that were [common] in the early church. There have been
and are going to be disagreements as Christians attempt to discern God’s work in the world and as we interpret
Scriptures.
Conflicts can be harmful and even destructive. They can cause individuals a great deal of pain and the community of
faith immeasurable damage. Congregations have been divided; denominations have experienced schisms.
At the same time, conflicts can be an opportunity for new insights, learning, and individual and corporate growth.
Disagreements can illuminate a topic in helpful ways and can present solutions to problems that previously had not been
seen. The successful resolution of conflict can also bind people together in a powerful way.
The Bible contains many stories of conflict and disagreement and much advice about how they can be addressed. As
those stories indicate, God is already present wherever there is brokenness, granting wholeness and peace. God promises
to be with us in times of disagreement and calls us to reconciliation, trust, love, and forgiveness.
We realize that our perspectives are limited, so to help us affirm each other, enhance our community, stay open to the
viewpoints of others and be sensitive to cultural diversity, we commit ourselves to the guidelines in a spirit of prayer,
trust, and love, seeking the guidance of the Holy Spirit.
REPORT OF THE EXECUTIVE PRESBYTER Rev. Ken Working welcomed Rev. Mickie Choi of the
Presbyterian Investment and Loan Program and Jill Hammer of the Presbyterian Foundation. He spoke of
the progress of “Hearts and Hands” mission funding that supports New Church Development projects and
other mission work in our presbytery. He celebrated the progress of Word of Life Presbyterian Church of Port
Hueneme, Santa Maria Presbyterian Church, and Highlands NCD of Paso Robles. The fifth Missions
Conference last January attracted 330 persons. The sixth conference is planned for January 19, 2008. He
reminded us of the marriage seminar on February 23 and 24 at Ventura Community church.
Rev. Working also expressed his enthusiasm for our national staff, with special commendation for the
General Assembly Council Executive Director Linda Valentine. He introduced Rev. Jimmy Huang who
reported on news of our Synod's transition. There is a plan for Synod consultations with the eight
Presbyteries, beginning April 15, concerning the sale of the Wilshire property, relocation of the Synod office,
and rethinking the mission vision of the Synod. Rev. Huang and Elder Jim Stueck attended the Synod
Assembly last October.

PRESBYTERIAN INVESTMENT AND LOAN PROGRAM Rev. Mickie Choi described this program that
provides low-cost loans for Presbyterian churches expanding, renovating and reshaping their ministry space.
Through their participation in the program, Rev. Choi presented rebate checks (totaling more than $16,000)
to our presbytery and to seven churches: Eastminster, Ventura; Grover Beach; Moorpark; Monte Vista,
Newbury Park; Simi Valley; St. Andrew's, Santa Barbara; and Trinity, Camarillo.
WORSHIP Rev. Kent Meads preached on “Who We Are and What We Believe” based on Matthew 16:13-14.
Also leading in the service were Elder Jeannie Cavender and Josephine Brummel, accompanist, both of the
host church.
PROGRAM Dr. Ed Willminton spoke on providing “creative corporate worship services that bring people into
God's presence on a weekly basis.” He is the Director of the Fred Bock Institute of Music, Brehm Center for
Worship, Theology and the Arts at Fuller Theological Seminary.
LUNCH With a prayer by host pastor Steve Jacobsen, presbytery recessed for lunch at 12:30pm and
reconvened at 1:35pm.
REPORT OF THE COMMITTEE ON MINISTRY Chair Dave Wilkinson announced that the Committee has

Chair Wilkinson presented three recommendations from the committee regarding Parish Associates.
It was moved, seconded and carried to approve the Rev. Jeff Cotter as a Parish Associate at the
First Presbyterian Church of Lompoc and to move him from Inactive to At Large status.
It was moved, seconded and carried to approve the Rev. Frederick T. Morgan as a Parish Associate
at the Santa Maria Presbyterian Church.
It was moved, seconded and carried to approve the Rev. Gordon Hess as a Parish Associate at the
First Presbyterian Church of Santa Barbara.
Concerning position descriptions, Chair Wilkinson presented two recommendations from the committee.
It was moved, seconded and carried to approve the position description for the Rev. Valerie De La
Torre as Associate Pastor of Worship and the Arts at Westminster Presbyterian Church of Port
Hueneme.
It was moved, seconded and carried to approve the position description for the Rev. Judy Rarick as
Associate Pastor of Spiritual Formation at the Santa Maria Presbyterian Church.
Concerning the Word of Life church, Chair Wilkinson presented the committee's recommendation regarding
additional staff.
It was moved, seconded and carried to approve Elder Sean Chow as a Commissioned Lay Pastor for
three years beginning February 11, 2007 at the Word of Life Presbyterian Church of Port Hueneme.
Chair Wilkinson introduced Rev. Luanne Griguoli, a committee member, to lead in the recognition of the
honorable retirement of Rev. Dale L. Morgan. On April 15, 2007 she will have been the pastor of St. Andrew's
church for twenty years.
It was moved, seconded and carried to approve the Honorable Retirement of the Rev. Dale Lindsay
Morgan effective May 1, 2007.
Prayer was offered by Executive Presbyter Working as church members and friends gathered around Rev.
Morgan.
Chair Wilkinson presented the Clergy Classification for 2007, and noted that the minutes of this meeting will
also reflect CLP Sean Chow and Rev. Morgan Honorably Retired.

RECOMMENDATION FROM THE PERSONNEL COMMITTEE, PROPERTY AND FINANCE
COMMITTEE, AND THE GENERAL COUNCIL Personnel Committee Chair Mark Patterson presented
the joint recommendation.
It was moved, seconded and carried to forgive the presbytery loan made to Stated Clerk
Michelle Holmes in 1998, in conjunction with a three-year continuation of employment
agreement (to February 2010). This will be accomplished by means of a bonus agreement and
corresponding repayment of the loan.
ANNOUNCEMENTS Rev. Graham Baird reported significant growth of the Highland NCD in Paso
Robles. Director Tarry Nelson spoke of new developments at Rancho La Scherpa including a camp
program for Juniors beginning June 1 of this year.
PROPOSED AMENDMENTS TO THE CONSTITUTION PC(USA)
Recommendations from the
Committee on Ministry, the Committee on Preparation for Ministry and the Presbytery Council were
presented in the discussion of these proposed amendments.
It was moved, seconded and carried to respond in the affirmative to Amendments 06-C and
06-D.
It was moved, seconded and carried to respond in the negative to Amendments 06-A, 06-B1,
06-B2, 06-B3, 06-E and 06-F.
RESOLUTION FROM THE COMMUNITY PRESBYTERIAN CHURCH OF VENTURA, “APPROPRIATE
RESPONSE” Moderator Wallman offered prayer for God's guidance. Rev. Mark Patterson presented
the resolution in five parts for discussion and action.
It was moved, seconded and carried to receive the theological portion of the document
Appropriate Response (lines 1–524 with footnotes) as an accurate and faithful statement of
what we believe.
It was moved, seconded and carried to receive and adopt the rationale and five resolutions
found under the heading Toward Peace, Unity, and Purity (lines 525–568).
It was moved, seconded and carried to receive and adopt the rationale and four resolutions
found under the heading Stewardship and the Great Ends of the Church (lines 569–610 with
footnotes).
It was moved, seconded and carried to receive and adopt the rationale and seven resolutions
found under the heading Peace, Unity, and Property (lines 611–668 with footnotes).
It was moved, seconded and carried to receive and adopt the rationale and two resolutions
with sub-points a-g found under the heading Preparing for the Future (lines 669–707).

ADJOURNMENT Presbytery was adjourned at 4:06pm with prayer by Moderator Wallman and the
