Recommends the approval of the minutes of the 397th stated meeting of the Presbytery of Santa Barbara held on January 31, 2004. 2. Received notification of the dismission of Rev. Gerald Larson from the Presbytery of Ohio Valley, effective November 6, 2003. 3. Reports that the presbytery-wide statistical report for 2003 will be available at the May 2004 presbytery meeting. REPORT OF PRESBYTERY COUNCIL (Consent Agenda) conducted the following business: Council met on February 24, 2004 and 1. Approved the minutes of the January 6, 2004 meeting. 2. Heard reports of the Executive Presbyter, Moderator of the presbytery, the Stated Clerk and the various committee chairs. 3. Reviewed the final 12/31/03 financial statements, and concurred with the recommendation from Property and Finance Committee to allocate the 2003 net revenue over expense of $2,073.23 to Program Reserve Account #3400. 4. Received the final report of the Long Range Planning Task Force, and voted to dismiss the Task Force with appreciation. This report recommends steps to be taken to implement the goals and objectives adopted in May 2003 by the presbytery. Council will be working to evaluate those recommendations over the next several months. As a part of that evaluation, Council will begin to review presbytery’s Standing Rules. A recommendation will be brought to the presbytery at the March 30, 2004 meeting that the presbytery set aside Standing Rule 5.52B which assigns responsibility for review of the Standing Rules to the Planning Services Committee, with the intention that Presbytery Council will be responsible for such review and proposed changes 5. Approved the tentative agenda for the presbytery meeting on March 30, 2004 at Ojai Presbyterian Church. The next council meeting is scheduled for Tuesday, April 20, 2004 at 3:00pm. Chair Mary Baumgartner presented the need to review the Standing Rules. It was moved, seconded and carried to set aside Standing Rule 5.52B, which states “The Planning Services Committee shall be responsible for review of constitutional amendments and for proposed changes in presbytery's Standing Rules.” with the intention that Presbytery Council will be responsible for review and proposed changes to the Standing Rules. REPORT OF PRESBYTERIAN WOMEN (Consent Agenda) Presbyterian Women in the Presbytery’s Spring Gathering will take place April 24, 2004 at First Presbyterian Church, San Luis Obispo from 9:30am to 2:00pm. Lunch will feature a Middle Eastern cuisine. The gathering’s theme is “Peace and Justice in a World Gone Mad – The Israel/Palestine Conflict.” Registration and lunch is $6.00, deadline for registration April 20. REPORT OF THE BOARD OF TRUSTEES (Consent Agenda) The Board of Trustees met on February 16, 2004 and (1) requests the presbytery elect the Property and Finance Committee to continue to serve as the Board of Trustees, per Standing Rule 7.83A-1; and (2) presents Jim Stueck for president of the corporation, effective February 16, 2004. Mel Wright, Vice President; Chuck Delk, Secretary, and Bob DuFosee, Treasurer remain as previously elected. REPORT OF PROPERTY AND FINANCE COMMITTEE (Consent Agenda) February 16, 2004 and conducted the following business: The committee met on 1. Noted that escrow closed on the property at 407 South Lincoln, Santa Maria, California. The property was purchased with a $100,000 Manse Loan from the denomination, as approved by the presbytery at its January 31, 2004 meeting. 2. Voted to sell the 75 shares of Inamed stock which were donated to the presbytery in December 2003 and designated for presbytery’s IMPACT ministry. An account was opened at Wachovia Securities and the stock was received on December 17. IMPACT requested the stock be sold and the proceeds put into IMPACT’s reserve account (#3161). Subsequent note: the sale was completed on February 17, 2004 and the $3,669.32 credited to IMPACT’s account #3161. 3. Reports that escrow closed on the Summerland church manse located at 3912 Foothill Road, Carpinteria, CA, Assessor’s Parcel No. 5-320-39 on February 13, 2004. 4. The committee will bring a recommendation to the presbytery that it loan Marc Peña $20,000 as a capital improvement loan, terms to be presented at the presbytery’s March 30, 2004 meeting. 5. Recommends the presbytery allocate the 2003 net revenue over expense of $2,073.23 to Program Reserve Account #3400. REPORT OF TREASURER (Consent Agenda) The Treasurer recommends the presbytery approve the final (unaudited) Combined General Mission and Ecclesiastical Revenue Over Expense Statement for the period ending 12/31/03 (complete financial report on file at Presbytery Center.) REPORT OF EXECUTIVE PRESBYTER Rev. Ken Working announced the death of Rev. Davis O. McCamy of Thousand Oaks and the death of Elder Charles Delk of Santa Barbara First. The Executive Presbyter spoke of the future of the Rancho La Scherpa Conference Ground and the efforts at the Synod to form a separate 501(c)3 corporation. Volunteers are needed to assist in the vision for La Scherpa and to participate in the Synod study. He complimented the work of Rev. Don Dexter in these matters. Copies of the proposal can be obtained from the Presbytery Office. Interpretative materials are being developed for Presbytery's efforts for new church development, church redevelopment, and the church extension program. WORSHIP The title of the sermon by Rev. Lyle Hillegas was “TIME Is Not a Magazine,” and he used Romans 5:9-11 and Revelation 22:1-5. Also leading in worship were Rev. Jeff Holland, Rev. Scott Beck, and the worship team led by Jim Calire. ELECTION OF 2006 COMMISSIONERS TO GENERAL ASSEMBLY A nomination for Rev. Jan Armstrong for 2006 Minister Commissioner had been received. There were no nominations from the floor. Rev. Armstrong spoke. It was moved, seconded and carried to set aside Standing Rule 11.30C and to elect Rev. Jan Armstrong by voice vote as Minister Commissioner to the 2006 General Assembly. OVERTURE TO THE 216th GENERAL ASSEMBLY (2004) The Session of El Montecito Presbyterian Church has submitted an overture “Endorsing the Christian Marriage Declaration,” asking that the presbytery send it to the 216th General Assembly in Richmond, Virginia, June 26-July 3, 2004. Elder Ian Ritchie of El Montecito Presbyterian Church made the motion. He stated that this declaration was signed by top officials of the U.S. Conference of Catholic Bishops, the Southern Baptist Convention, and the National Association of Evangelicals. There was discussion both pro and con. It was moved, seconded and carried to vote on the proposed overture by secret ballot. The Moderator appointed as tellers Rev. Janet Loughry, Rev. Marsha Martin, and Elder Laura Techentin. It was moved, seconded and carried to overture the 216th General Assembly (59 affirmative votes, 40 negative votes, 1 abstention) as follows: The Presbytery of Santa Barbara overtures the 216th General Assembly (2004) to do the following: 1. Endorse “A Christian Declaration on Marriage” as an apt expression of the Presbyterian Church (U.S.A.)’s commitment to work ecumenically and practically to strengthen marriage - an institution that is honored in the Scriptures and important in U.S. society today. 2. Direct the Stated Clerk to communicate this endorsement to U.S. Christian communions that have already endorsed the declaration, as well as to other communions that might be encouraged to endorse the declaration in the future. 3. Instruct appropriate General Assembly entities to seek ways of working with other Christian communions in “prayer and spiritual support for stronger marriages; encouragement for people to marry; education for young people about the meaning and responsibility of marriage; preparation for those engaged to be married; pastoral care, including qualified mentor couples, for couples at all stages of their relationship; help for couples experiencing marital difficulty and disruption; influence within society and the culture to uphold the institution of marriage.” 4. Urge synods, presbyteries, and local congregations to seek ways of working with other Christian bodies in their areas toward these same purposes. 5. Ask all church members to join in a year of prayer for marriage renewal and reconciliation. Rationale Almost every couple contracting marriage desires sincerely “to commit themselves to a mutually shared life, and to respond to each other in sensitive and lifelong concern” (Confession of 1967, 9.47). But many of today’s marriages are more tenuous, the vows less certain of fulfillment, than marriages of one or two generations ago. The church has not been exempt from this trend, as nearly half of all U.S. marriages—both inside and outside of the church—end in divorce. The church must take responsibility for its part in this troubling situation. We must confess that when we do not teach youth about God’s plan and purpose for marriage, when we perform wedding ceremonies without proper counseling, and when we do not provide support for persons in struggling relationships, we have failed to live up to our call to tend God’s flock. In 2000, a nearly unprecedented coalition of Christian leaders came together to draft “A Christian Declaration on Marriage.” They recognized, “With three-quarters of marriages performed by clergy, churches are uniquely positioned not only to call America to a stronger commitment to this holy union but to provide practical ministries and influence for reversing the course of our culture.” The declaration called “on churches throughout America to do their part to strengthen marriage in our nation by providing: prayer and spiritual support for stronger marriages; encouragement for people to marry; education for young people about the meaning and responsibility of marriage; preparation for those engaged to be married; pastoral care, including qualified mentor couples, for couples at all stages of their relationship; help for couples experiencing marital difficulty and disruption; influence within society and the culture to uphold the institution of marriage.” March 30, 2004 - Page 7 398th Stated Meeting This declaration was signed by top officials of the U.S. Conference of Catholic Bishops, the Southern Baptist Convention, the National Association of Evangelicals, and the National Council of Churches. Subsequently, NCC general secretary Robert Edgar withdrew his name, saying that he had not thoroughly consulted NCC member communions before signing the document and he was concerned that “misinterpretation of the declaration may be used by some as a pretext for attacks on gay and lesbian persons.” But the declaration takes no position on the contentious issue of homosexuality. Even after Edgar’s withdrawal, the declaration is still supported by leaders of two-thirds of U.S. Christians - more than 50 denominations representing over 100 million members. The Presbyterian Church (U.S.A.) can join itself to this broad ecumenical coalition, and encourage more denominations to do the same, by adding its endorsement to the declaration. The declaration expresses an appreciation of marriage that is shared by the Presbyterian Church (U.S.A.), along with virtually every major branch of the Christian tradition. Our Presbyterian confessions teach, “Christian marriage is an institution ordained of God, blessed by our Lord Jesus Christ, established and sanctified for the happiness and welfare of mankind, into which spiritual and physical union one man and one woman enter….” (Westminster Confession, 6.131). Endorsing the declaration would be a way of communicating this teaching more publicly, in a larger company of voices, to a wider audience. The declaration’s focus on practical means of strengthening marriages accords well with one of the emphases in the proposed General Assembly policy statement on “Transforming Families.” A General Assembly endorsement of the declaration would be an excellent complement to a new PCUSA policy on families, linking that policy to expanding ecumenical efforts to address problems in our most basic social institution. Together, these actions would be an important step in leadership for the General Assembly, providing guidance for church members and witness to the culture. Combined with a year of prayer for marriage renewal and reconciliation, these actions could re-energize the church’s family ministries. “A Christian Declaration on Marriage,” in full, states: As we celebrate the 2000th anniversary of the birth of the Lord Jesus Christ, entering the third millennium, we pledge together to honor the Lord by committing ourselves afresh to God's first institution – marriage. We believe that marriage is a holy union of one man and one woman in which they commit, with God's help, to build a loving, life-giving, faithful relationship that will last for a lifetime. God has established the married state, in the order of creation and redemption, for spouses to grow in love of one another and for the procreation, nurture, formation, and education of children. We believe that in marriage many principles of the Kingdom of God are manifested. The interdependence of healthy Christian community is clearly exemplified in loving one another (John 13:34), forgiving one another (Ephesians 4:32), confessing to one another (James 5:16), and submitting to one another (Ephesians 5:21). These principles find unique fulfillment in marriage. Marriage is God's gift, a living image of the union between Christ and His Church. We believe that when a marriage is true to God's loving design it brings spiritual, physical, emotional, economic, and social benefits not only to a couple and family but also to the Church and to the wider culture. Couples, churches, and the whole of society have a stake in the well being of marriages. Each, therefore, has its own obligations to prepare, strengthen, support and restore marriages. Our nation is threatened by a high divorce rate, a rise in cohabitation, a rise in non-marital births, a decline in the marriage rate, and a diminishing interest in and readiness for marrying, especially among young people. The documented adverse impact of these trends on children, adults, and society is alarming. Therefore, as church leaders, we recognize an unprecedented need and responsibility to help couples begin, build, and sustain better marriages, and to restore those threatened by divorce. Motivated by our common desire that God's Kingdom be manifested on earth as it is in heaven, we pledge to deepen our commitment to marriage. With three quarters of marriages performed by clergy, churches are uniquely positioned not only to call America to a stronger commitment to this holy union but to provide practical ministries and influence for reversing the course of our culture. It is evident in cities across the nation that where churches join in common commitment to restore a priority on marriage, divorces are reduced and communities are positively influenced. By our commitment to marriage as instituted by God, the nature of His Kingdom will be more clearly revealed in our homes, our churches, and our culture. To that end we pray and labor with the guidance of the Holy Spirit. May the grace of God, the presence of Christ, and the empowerment of the Holy Spirit be abundant in all those who so commit and be a blessing to all whose marriages we seek to strengthen.” REPORT OF THE COMMITTEE ON MINISTRY Chair Dave Wilkinson introduced Elder Mike Suddarth of the Pastor Nominating Committee of the San Luis Obispo church. He reviewed the selection process and attested that AA/EEO guidelines were followed. He introduced Rev. James R. Blades. Rev. Blades spoke about his background in ministry and read his Statement of Faith. He responded to questions from the floor, and was excused from the room. It was moved, seconded and carried to approve the Call of Rev. James R. Blades as Pastor of First Presbyterian Church, San Luis Obispo at the following terms, and to enroll him as an active member of the presbytery pending his dismissal from the Presbytery of Chicago and pending his installation: (complete terms of call on file at Presbytery Center) Rev. Blades returned to the room, and reaffirmed his ordination vows. It was moved, seconded and carried to authorize the Committee on Ministry to approve the installation plans for Rev. James R. Blades and to report back to the presbytery. Members of the San Luis Obispo church, its Pastor Nominating Committee, and the Committee on Ministry gathered around and Rev. Charles Hammond offered prayer. Chair Wilkinson then introduced Julia Fogg who is a candidate under care of the Presbytery of Philadelphia and Professor of New Testament at California Lutheran University in Thousand Oaks. The committee has validated her call to ministry under the guidelines in the Book of Order, G11.0403, and the Presbytery of Philadelphia has requested she be examined for ordination and ordained by the Presbytery of Santa Barbara. (Ms. Fogg will be transferred to our presbytery as a Candidate ready to receive a call.) Professor Fogg spoke about her life and read her Statement of Faith. She responded to questions from the floor, and was excused from the room. It was moved, seconded and carried to ordain Julia Fogg to the Ministry of Word and Sacrament on the campus of California Lutheran University, Thousand Oaks, and to receive her as an active member of the Presbytery of Santa Barbara. It was moved, seconded and carried to approve the 2004 Salary Report (complete report on file at Presbytery Center). REPORT OF THE COMMITTEE ON PREPARATION FOR MINISTRY Committee Member Miji Working introduced Inquirer Bil Thompson of the Moorpark church. He spoke about his Christian experience and service in the church and motives for seeking the ministry, responded to questions from the floor, then was excused from the room. It was moved, seconded and carried to enroll Inquirer Bil Thompson as a Candidate for the Ministry of Word and Sacrament. He returned to the room and responded affirmatively to the Constitutional Questions. Rev. Miji Working gave a brief charge to the new Candidate. Members of the committee and of the Moorpark church gathered around him as Rev. Miji Working offered prayer. March 30, 2004 - Page 10 398th Stated Meeting Rev. Working announced that the committee has certified Candidate Deborah Matthews (St. Andrew's) and Candidate Rebekah Shaffer (San Luis Obispo) as ready to receive calls, and that the committee has enrolled new Inquirers: Linda Grishom (Simi Valley) as of 7/15/03, and Steve Tanner (Thousand Oaks) as of 10/9/03. REPORT OF PROPERTY AND FINANCE COMMITTEE Elder Jim Stueck, Committee Member, reviewed the manse loan for Marc and Mary Peña approved at our January meeting. There is now a need for a loan for capital improvements. It was moved, seconded and carried to approve a presbytery loan to Marc and Mary Peña in the amount of $21,077 for capital improvements on the property located at 407 South Lincoln Street, Santa Maria, the loan to be amortized over 15 years and at an interest rate equal to the Presbyterian Investment and Loan Program’s 60-month fixed rate certificate of deposit (currently 3.49%), rate to be reviewed every five years and adjusted accordingly. Elder Stueck noted presbytery's March 2002 approval of opening a line of credit by the San Luis Obispo church for remodeling and seismic retrofitting. It was moved, seconded and carried to approve using the existing line of credit of the First Presbyterian Church of San Luis Obispo for the purpose of a home equity share with the church's new pastor. REPORT OF THE NOMINATIONS COMMITTEE Chair Dave Wilkinson presented three nominations. It was moved, seconded and carried to elect as Members of the Property and Finance Committee in the Class of 2006 Sharon McBean of First Presbyterian Church of Santa Barbara and Don Smillie of Goleta Presbyterian Church, and to elect Jim Stueck as Chair of the Property and Finance Committee. REPORT OF EDUCATION AND LEADERSHIP DEVELOPMENT COMMITTEE Chair Tom Stephen highlighted the Youth Triennium at Purdue University, July 20 - 25. The theme will be “No Longer Strangers” based on Ephesians 2:14-19. THEOLOGICAL EDUCATION FUND PRESENTATION Elder Ida Richards, Presbytery Resource Person, spoke of the Fund's support of all ten of our Presbyterian theological institutions and the Evangelical Seminary of Puerto Rico. Through the One Per Cent Plan, fourteen of the churches of our presbytery have contributed to this program one or more times since 1989. They are Nipomo, Thousand Oaks, Lompoc, Morro Bay, Oxnard, Santa Barbara First, Santa Maria, Santa Paula, Goleta, Los Alamos, Newbury Park, St. Andrew's , Solvang, and Trinity Camarillo. Elder Richards presented a Certificate of Appreciation to representatives of each of these churches. She offered prayer. RECESS FOR DINNER meal.
