In case of conflict between codes, reference standards, and Contract Documents, bring conflicts to attention of ENGINEER for clarification and directions prior to ordering or providing materials or labor. B. Neither the contractual relationship, duties, and responsibilities of the parties to the Contract nor those of ENGINEER shall be altered by the Contract Documents by mention or inference otherwise in any reference document. C. Titles of Sections and Articles: Captions accompanying specification sections and articles are for convenience of reference only, and do not form a part of the Specifications. D. Applicable Referenced Publications: 1.02 1. Conform to the reference standards in effect at time of Bid. 2. No requirements specified or shown will be waived because of any provision of, or omission from, standards or requirements. REFERENCE SPECIFICATIONS, CODES, AND STANDARDS A. Work specified shall conform to or exceed requirements of applicable codes and of reference standards to the extent that provisions of the documents are not in conflict with Contract Documents nor applicable codes. Construct Work specified in accordance with Contract Documents and referenced portions of codes, standards, and specifications. B. Standard Specifications: Design and Construction Standards for Wastewater Collection Systems, Southern Nevada, latest edition, available from the OWNER at 5851 East Flamingo Road, Las Vegas, Nevada, 89122. C. Uniform Building Code (UBC) of International Conference of Building Officials (ICBO): Latest edition of UBC as approved and used by local agency as of date of Contract Documents, as adopted by agency having jurisdiction, shall apply to the Work. References in the Contract Documents to Uniform Standard Specifications shall mean the most recent edition of the Uniform Standard Specifications for Public Works’ Construction, Off-Site Improvements, Clark County, Area, Nevada, including all current supplements, addenda, and revisions thereto. 2. Wherever references to Uniform Standard Specifications are made, contractual, measurement, and payment provisions shall not apply. E. Compliance with OSHA Regulations for Construction is CONTRACTOR’S responsibility. F. References to Nevada Power Company Standards shall mean the most recent edition of the Nevada Power Company Electric Service Requirements. G. References to Sprint Telephone Company Standards shall mean the most recent edition of the Sprint Telephone Company Underground Construction Specifications, including all current supplements, addenda and revisions thereto. H. References to Las Vegas Valley Water District Standards shall mean the Uniform Design and Construction Standards for Water Distribution Systems, most recent edition. 1.03 QUALITY CONTROL - SPECIALISTS’ ASSIGNMENTS A. In certain instances, specification text requires (or implies) that specific Work be assigned to specialists or expert entities, who must be engaged for performance of that Work. B. Such assignments shall be special requirements over which CONTRACTOR has no choice or option. C. These requirements shall not be interpreted so as to conflict with enforcement of building codes and similar regulations governing the Work; nor are they intended to interfere with local union jurisdiction settlements and similar conventions. D. Such assignments are intended to establish which party or entity involved in specific unit of Work is recognized as “expert” for the indicated construction processes or operations. E.
