Winter is upon us and for some, a very vibrant time of year. Are you planning a New Year’s resolution? Is it to exercise, eat healthy and get fit? Maybe this year you’d like to find a new hobby or take a few classes. Whatever your

New Year’s resolution is, chances are that our MWR programs offer what you need to start your new year with a bang!

If fitness is on your agenda in 2010, the fitness centers offer plenty of programs and events to help you reach your goals. Our great staff provides expertise in personal training, circuit training, weight training and special programs.

These special programs offered are the Civilian Fitness Program, functional training and our version of “The Biggest

Loser.” For a fresh start to the new year, try out the Centennial’s healthy lunch choices and special meal options.

Check out the winter activities throughout this edition. MWR has something on the menu for everyone to enjoy this winter. And as the temperatures dip, a fantastic way to stay warm and have a terrific time is to visit our awardwinning bowling center, Mickelsen Library, Auto Crafts and Framing Bliss. Old Fort Bliss Museum is open again, so stop by and take a stroll through the past.

KEEPING THE PROMISE

MWR supports Army Family Covenant initiatives

In November, Fort Bliss MWR and several garrison agencies teamed up for the resigning of Fort Bliss’ Army Family Covenant.

The preparations for this ceremony encompassed many aspects of

MWR, from the resources of the Special Events, Marketing and IT teams and the facilities at the Main School Age Services Center, to rehearsing with the Child, Youth and School Services preschoolers who recited the Pledge of Allegiance at the ceremony. The original signing ceremony two years ago and this one in November prove that the mission of the Army Family Covenant has not changed or diminished at Fort Bliss. If anything, MWR’s commitment to this covenant has strengthened as time goes on.

As MWR marketers, our activities take us far and wide at Fort Bliss for events and activities in support of our Soldiers and their families.

We erect displays, hand out flyers, host informational briefings, provide hospitality to our deploying and redeploying Soldiers and, in general, engage with the community in support of the mission of Family and Morale, Welfare and Recreation: “to serve the needs, interests, and responsibilities of each individual in the Army community with support and leisure services designed to enhance the quality of their lives for as long as they are associated with the Army.” Recently, MWR has displayed an exhibit of the Army

Family Covenant and with it, we have received questions about the

“promise.” What does it mean?

In short, it is a pledge to support Soldiers and their families – active, Guard and Reserve – with programs that deliver quality of life services. It commits the Army and its resources to enhance

Soldier and family readiness by standardizing programs and services

Army-wide, increasing accessibility to health care, improving Soldier and family housing, ensuring excellence in Child, Youth and School

Services, and expanding education and employment opportunities for family members.

Here at Fort Bliss, the promise holds a prominent role in the day-to-day operations of MWR. In conjunction with the Army and Air Force Exchange Service, MWR has established the Team

Bliss Family Covenant Card. The Team Bliss Family Covenant

Card is distributed by Army Community Service and offers special discounts and entitlements to families of Soldiers deployed in support of the Global War on Terrorism. The discounts are for a variety of services at numerous locations throughout MWR and

AAFES. The card entitles the holders to discounted cups of coffee, games of bowling or golf lessons, free activities with the Waiting

Families Support Program, free child admissions to on-post movies and more. Spouses and I.D. card-holding dependents of deployed

Soldiers can each receive a Family Covenant Card at ACS, located at Bldg. 2494 Ricker Road on Fort Bliss. Deployment orders or a memorandum reflecting projected deployment dates are needed to obtain the card. The Family Covenant Card can be obtained up to

30 days prior to deployment dates.

It is important to note that families do not need the Team Bliss

Family Covenant Card to receive MWR services at CYSS facilities as a part of the Army Family Covenant. Possession of a Family

Covenant Card does not entitle family members to the CYSS programs; they must be applied for separately. Discounts are available for family members of deployed sponsors considered

Mission Level 1; family members of sponsors who are on an unaccompanied PCS, a TCS or a TDY for 90-179 days considered

Mission Level 2; family members of sponsors who are part of the rear detachment, considered Mission Level 3; and family members of wounded warriors. Additionally, all CYSS patrons may receive free hourly care to attend memorial services for fallen warriors.

A copy of a Soldier’s orders for Mission Level 1, 2 and 3 must be given to Central Enrollment and Registration, Bldg. 1743, to establish eligibility for the benefits of the Army Family Covenant.

When an MWR event takes place at Fort Bliss, it is the entire

MWR team that comes together to support the event, as was evident on that special day two years ago in December. At any given time it is MWR employees performing simple acts of service that helps us keep the promise.

The MWR team:

• comes together to bring concerts and fun-filled family events;

• joins forces at deployments and redeployments to grill hot dogs or hand out books, to watch the children, to get donations for hospitality or simply to set up seating or clean up when all the

Soldiers and families are gone;

• puts in long hours to meet and achieve accreditation of our child care facilities;

• works silently in the background, providing vigilant support to any Soldier or family in need, be it financial counseling, opening its lending closet, supporting exceptional family members, preparing spouses in the employment arena or providing an outlet through volunteerism;

• nurtures a fussy child or offers words of encouragement to a parent;

• goes the extra mile to offer Freedom Camp and Operation Purple camps for the children of deployed parents;

• provides staff to assist Soldiers in the Warrior Transition

Battalion;

• supports units as they enjoy their organizational days and picnics;

• works with the community to help our host community understand the needs of the students we send to them;

• offers discounts at Underwood Golf Complex and Desert Strike

Lanes to family members of deployed Soldiers.

The Army has made significant progress in fulfilling its promises, but the work continues as MWR builds more facilities. The Army is keeping its promise with the AAFES expansion of the Post

Exchange, DECA’s growth of the Commissary and Balfour Beatty

Communities’ building new and modern homes for Army families so they can prosper and realize their full potential. The promise of the

Army Family Covenant endures as MWR helps Soldiers and families realize that they are never alone and that we are there to support every single one of them.

Chef A.B. Bradford

Chef A.B. Bradford of the Centennial Banquet and Conference Center has worked for Family and Morale, Welfare and Recreation for 16 years, most recently as chef at the Fort Bliss

Officers’ Club. Born in Shreveport, La., he served 13 years in the military before moving to MWR. Chef Bradford offers the following recipes to keep your family warm throughout the winter months.

Chicken and Dumpling Soup

Serves 6

Soup

6 pounds chicken

1 tablespoon chicken base or chicken broth

1 teaspoon of black pepper

2 pints water

2 onions: 1 yellow and 1 green

1 cup chopped carrots

1 tablespoon garlic

1 teaspoon thyme

½ cup heavy cream

Strawberry Crepes

Filling

1 pound cream cheese, softened

4 cups sugar

½ teaspoon vanilla extract

Frozen strawberries

Crepes

2 eggs, beaten

1 ½ cups milk

1 cup flour

1 tablespoon cooking oil

¼ teaspoon salt

Dumplings

2 cups flour

1 teaspoon salt

¼ cup bacon oil or fat

½ cup water

Wash chicken, put the chicken in a medium size pot, and cook until tender. Add salt and pepper. Remove the chicken from the pot and add onion, carrots, garlic and thyme to the broth. Pull the chicken from the bones and discard bones. Cut the meat into bitesize pieces. Add pieces of chicken to the pot. Let it simmer for 10 minutes and then add heavy cream.

Turn cooked crepe onto plate. Spread filling in middle, and fold edges in. Garnish with extra filling, if desired.

While chicken mixture is simmering, make the dumplings. Mix all ingredients by hand or in a mixer until dough is no longer moist.

Turn dough out onto a floured surface. Roll until dough is ¼ inch thick. Cut into ¼ pieces. Add dumplings to soup and cook until done.

To make filling: Whip cream cheese in mixing bowl until fluffy. Add sugar, cinnamon, and vanilla. Blend together until mixed well. Fold strawberries into the batter.

To make crepes: Mix all ingredients together in a mixing bowl. Pour 2 tablespoons of batter into a hot frying pan. Spread batter out evenly. Cook on one side only.

Optional: To thicken soup, mix flour and butter together; add to pot and simmer for a few more minutes.

For three years, the healthy lunch promotion has been met with great enthusiasm. It’s just another way

MWR serves the Soldiers, families and other members of the Fort Bliss community, said Tianna Bowden, Food and Beverage Program manager for

MWR’s Business Operations Division.

“After the holidays, people tend to have put on a little weight, or maybe they just want to start the new year off right,” she said. “In order to help our Soldiers and families get started on the right track, we promote some different items we may not normally have throughout the year.”

Options for a healthy meal can be slim when people have little time for lunch and are looking to stay on post, Bowden noted.

“Why not offer them something that’s a little bit more refreshing?” she asked. “They can come here for our fresh salad bar and some different options that we’ll prepare for them specially during the month of January.”

During the first week, Jan. 4-8, diners can come in and receive $1 off a meal at the Food Pavilion’s salad bar.

During the second week, Jan. 11-14, those who purchase a wrap will receive a free side salad to round out their meal. The Food Pavilion will be closed Jan. 15-18 in observance of Martin Luther

King Jr. Day and the associated training holiday.

From Jan. 19-22, fill your punch card when you choose the grilled chicken Caesar salad, an item featured especially for the healthy lunch promotion.

In the final week, Jan. 25-29, round out your month of healthy lunches with our delicious vegetable lasagna.

The Fort Bliss Family Advocacy Program offers seminars and classes that help members of the

Army Family build stronger families at home.

PEP: People Encouraging People

People Encouraging People is a three-day newcomer’s orientation geared toward spouses.

The first day is an informational classroom day with lunch at the dining facility on post. The second day is a tour of Fort Bliss, East Fort Bliss, William

Beaumont Army Medical Center and El Paso with shopping downtown. The third day is a trip to Mesilla, N.M. Classes are from 9 a.m. to 2 p.m.

Upcoming PEP classes are scheduled for Jan. 5-7,

Waiting Families of Fort Bliss

Fort Bliss Waiting Families is a proactive program designed to assist families who are geographically separated from their military sponsor due to mobilization, deployment, TDY, or a PCS or relocation. The focus of this group is to build friendships and ease the stress and demands on the family during times of separation. The Waiting

Issues affecting quality of life addressed at AFAP Conference

At the Army Family Action Plan Conference, held Oct.

19-23 at the Centennial Banquet and Conference Center on East Fort Bliss, groups of volunteers identified issues they felt were essential to the quality of life for the

Soldiers, families, civilians and retirees who live, work and utilize services on Fort Bliss.

Five focus groups each targeted up to three issues they felt were most critical and needed command attention.

Most of the issues will be addressed locally; however, several of the issues will move forward to the Forces

Command level, where they will again go under review by panels of volunteers.

From the Force Support and Leadership panel, three issues made the final report out. The first was BAS for number of family members. The Force Support and

Leadership delegate group recommended the Army implement a BAS compensation rate based on the service member’s number of family members.

The second issue addressed an active-duty service members leave bank, which the group suggested the creation of. The bank would be funded through donation and automatic collection of unused “use or lose” annual leave. The final issue reported out by the panel was the tax status of active-duty service members’ retention bonuses. The group recommended the amendment of current laws to extend tax-free exemptions to all retention bonuses earned by active-duty service members.

Services panel was the lack of a standardized duty day policy at Fort Bliss. The recommendation was the implementation of a duty day policy stating the typical duty day ends at 5 p.m.

The Education and Employment focus group selected three issues to report out: education for children with special needs, military family member employment opportunities and parental visitation at Bliss Elementary.

Regarding education for children with special needs, the delegates reported a recommendation of bi-annual audits of the Exceptional Family Member Program; a deferment of PCS orders in order to confirm appropriate services for families with special needs; and the creation of a

Department of Defense-wide EFMP database.

Recommendations for military family member employment opportunities included increasing marketing of the employment aspect of the My Army

OneSource Web site, and the creation of an information employment-specific forum to highlight employment opportunities and the hiring processes of various agencies.

Bliss’ need, and increase the number of homes available to decrease wait time. Regarding local relocation allowance, the panel recommended the Army provide funding to move service members into military housing who have been initially denied housing due to nonavailability.

In the Medical and Dental focus group, two issues made the final cut. Access to care in obstetrics and sick call was the top issue and will continue on to the

FORSCOM level. The second issue was service member treatment rights.

Delegates recommended amendment of the DoD policy to include access to sick call for OB patients through designated sick call hours at the OB clinic, and the development of guidelines to educate OB patients on available resources through the OB sick call.

In regard to service member medical treatment rights, the panel recommendation included suggestions that the DoD grant the service member the right of service members to choose between treatment options that would provide similar end results and fully fund the treatment option selected by the service member.

Conference delegates also recognized the four most valuable services available to members of the Fort Bliss community. Army Community Service; Morale, Welfare and Recreation; medical care; and the Army Wounded

Warrior Program (AW2) were identified as the most important resources available on post.

All three Force Support and Leadership issues were elevated to the FORSCOM level.

Finally, focus group members recommended administrators allow parents the flexibility to visit their children on the Bliss Elementary campus, change the closed campus policy title to “Parental Visitation,” and require the school to include in their Web site and student handbook the EPISD policies involving parental visitation.

The Consumer and Family Services group chose two issues to report out. The first was Family Readiness

Group Fundraisers at the Fort Bliss Commissaries. The group recommended a standard operating procedure for fundraisers be developed, published and put in place, and fees charged to FRGs for fundraisers be eliminated. The second issue addressed by the Consumer and Family

Relocation and Housing highlighted two issues to report out. The first was the availability of military housing, which will be elevated to the FORSCOM level.

The lack of a local relocation allowance was the second issue highlighted by the group, and will also go to the

FORSCOM conference.

The group recommended an increase funding for new military housing construction to accommodate Fort

Waiting Families program supports Soldiers, families during separation

Deployments can be hard on Soldiers and their families. When separated from their service member, spouses and children can feel like nobody understands what they’re going through. When separated from their families, Soldiers can worry that their families aren’t being taken care of. At Fort Bliss, that’s where the Waiting Families

Support Program comes in.

“The biggest benefit for the families is the support,” said Regina Ruiz, program assistant with Relocation Readiness at Army Community Service – the program’s parent organization. “The benefit is knowing that what they’re going through, they’re not going through it alone.”

The program doesn’t benefit only the family members, she noted. For the Soldier,

Waiting Families provides the assurance that their family members are in good hands and have a good support system – it gives them one less thing to worry about. Families can register for the program 30 days prior to a deployment; this gives the Soldiers time to learn about Waiting Families and what the program has to offer.

“We try to register the families 30 days before (deployments) so their service members who are leaving, they can come to our events and see what kinds of things we offer for their loved ones who are going to be left behind,” Ruiz said. “It’s not just taking care of the families, it’s also taking care of the service member because they know their families are taken care of.”

Some of the events hosted by the Waiting Families Support Program include scrapbooking nights, family game nights and monthly dinners.

“We try to have at least three social activities a month,” Ruiz said. “We do have a lot of members, and most of the time participation in our events is limited … it’s on a first-come, first-served basis. We’re trying to do more things so we can open up to a lot more people. We want to make sure everyone can get a little piece of the pie.”

The first step to getting involved in Waiting Families is registration. Ruiz said the program usually has a booth set up at predeployment fairs so families can sign up easily.

When families sign up at the predeployment fairs, they aren’t required to provide a memorandum reflecting deployment dates or a copy of the Soldier’s orders. A second option is to register for Waiting Families at Army Community Service, located in Bldg.

2494 on Ricker Road. When registering at ACS, families must supply a memorandum reflecting deployment dates or a copy of their sponsor’s orders.

While the majority of Waiting Families members are the families of deployed Soldiers, the program is open to anyone who is geographically separated from their service member for 30 days or longer, whether the reason is deployment, a permanent change of station move, TDY or other circumstances.

Regardless of the reason for separation, most families are very grateful for the services offered by Waiting Families, Ruiz said.

“The program is new for most of them,” she said, noting that while other installations have similar programs, most aren’t as active as the one at Fort Bliss.

The reason Fort Bliss is able to offer the Waiting Families Support Program, Ruiz said, is because the program is funded through grants received from the Permian Basin Area

Foundation’s Texas Resources for Iraq-Afghanistan Deployment fund. “We couldn’t do it without them,” Ruiz said.

With growth comes opportunity

CYSS expands to meet the needs of Fort Bliss families and their youth

As the ever-anticipated growth of Fort Bliss continues to take place, excitement for new and advanced facilities is on everyone’s mind.

Where will Soldiers and their families live, shop, find entertainment, and receive health care? But, most of all, where can they go for safe and cost-efficient child care? MWR’s Child, Youth and School Services is on top of the issue, with plans to construct more than 10 new child care facilities to accommodate our new community and their families over the next year and a half.

Currently, contractors associated with the first phase of new facilities have almost completed four of the 10 facilities. These new, state of the art facilities include the Milam Youth Center, Milam School-Age Services, Logan School-Age Services expansion, and Bliss School-Age

Services, which will all be permanent facilities accommodating 60 youth ages 11-18 and 390 children ages 6-10. Scheduled occupancy for these new buildings begins in January with the final of the four facilitiesis scheduled to open in March.

“The construction of these new facilities is essential as Fort Bliss continues to grow at such a rapid pace,” said Pat Smith, chief of Fort Bliss

Child, Youth and School Services. “They will not only provide enough room for any child who requires care, but it will also offer the most innovative amenities to ensure that the highest quality of care is provided.”

The remaining six facilities scheduled to be constructed will break ground between December and March. Phase II consists of the six remaining projects: a 30-capacity hourly Child Development Center next door to the Stout Physical Fitness Center; a 338-capacity Child

Development Center on East Fort Bliss; a 232-capacity Milam Child Development Center; a 150-capacity Youth Center in Logan Heights; and a 232-capacity Child Development Center and a 150 capacity School-Age Center co-located next to the Replica Aquatic Center. Scheduled occupancy for these six new facilities begins in August with the final large Child Development center scheduled to open in April 2011.

Popcorn Snowmen

Ingredients

15 cups popped popcorn

1 stick of butter or margarine

Two 10 oz. packages marshmallows

1/4 cup confectioner’s sugar

Pretzel sticks

Raisins

Candy corn

Mini jawbreakers

Gumdrops or red hot candies

Fruit leather

Instructions

1. Put the popcorn in your largest mixing bowl and set aside. Melt the butter or margarine in a nonstick saucepan over medium-low heat. Add all the marshmallows to the pan, stirring continually with a wooden spoon until they’re completely melted. Pour the mixture over the popcorn and stir to coat evenly. As soon as the marshmallow is cool enough to touch, spray a little non-stick cooking spray on your hands and make popcorn balls (about 1 cup of popcorn for the larger ball).

2. Build and decorate your snowmen on sheets of waxed paper. For each snowman, stack three popcorn balls atop each other. Push pretzel-stick arms into the sides of the middle popcorn ball. Add raisins for eyes and a candy corn for a nose. Arrange a row of mini jawbreakers into a broad grin. For buttons on the snowman’s chest, use gumdrops or red hot candies.

3. If your popcorn balls aren’t sticky enough to hold the decorations, mix up a small batch of stiff white icing by adding water, a few drops at a time, to 1/4 cup confectioners’ sugar and stirring until smooth. Use this to glue the candy in place. For snowmen’s scarves, cut rectangles out of fruit leather and fringe the ends. Makes ~ 5 popcorn snowmen.

Children's Bicultural Living History Program

Old Fort Bliss Museum lets visitors step back in time

Through static displays and historical interpretation, visitors to the

Old Fort Bliss Museum can get an idea of what life was like for Fort

Bliss Soldiers in 1857.

This means that even the youngest visitors have a chance to get a hands-on idea of what life was like in 1857.

The facility features nine period rooms, a log cabin and a traditional museum setting, all of which allow visitors to experience life as it was in the mid 19th century. Visitors on the self-guided tour can press a bell in each period room to hear a graphic explanation of the 1857 lifestyle as it applies to the room.

Wanda Kienzle, education program manager at Old Fort Bliss, said these museum features help it accomplish its most important mission: education.

“It’s a real family kind of place, a real relaxed kind of setting,” Kienzle added.

That relaxed setting lends itself to other activities, she added, including Lunch on the Lawn.

“Old Fort Bliss is a really comfortable place to just come sit and have lunch,” she said. “People might get up and go look at an exhibit, and then come back and talk about it. We’d love that.”

“I think the most important thing is that we teach a little bit of history, of life back in the 1800s,” she said. “We can show our visitors our roots, where we came from. We’re showing them crafts and things that may spin off into something the families can enjoy as a hobby.

Maybe they’ll really like working with clay or fabrics, and it becomes something they can do together.

Kienzle invites everyone to enjoy Lunch on the Lawn every Friday.

The museum’s picnic tables offer guests a place to take a break from their busy day and enjoy the peace and quiet.

In addition to its regular hours and scheduled events, the Old Fort

Bliss Museum is available by reservation for group tours and events,

Kienzle said. Anyone from family readiness groups to military units and others can call and reserve a time for a tour or activity.

“That’s the most important thing we can do here – to show a little bit of history, and tweak that interest that can lead to other enjoyable family activities,” Kienzle added. “You get to learn something, and you might even like it.”

Program, a program accredited to teach fourth-graders about the history of Fort Bliss and its significance. Kienzle said she’s hoping to increase the programs offered by the museum, and add events, a reading center, classes and more, but she can’t do it without volunteers.

Old Fort Bliss is a reconstruction of the post as it stood in

Magoffinsville, now downtown El Paso, in 1857, and was given to Fort

Bliss by the citizens of El Paso in 1948 as a way to commemorate Fort

Bliss’ 100th anniversary. The period rooms include areas that address blacksmithing, pottery, carpentry, cooking and more. The facility is open from 9 a.m.-4:30 p.m. Monday-Saturday. And while visitors can learn a lot about the frontier lifestyle during the museum’s regular hours, when the period rooms are open for viewing but not for public access, they can gain even more insight during special events at the facility. Then, the rooms are open for access and staffed by a historical interpreter in period dress. At this point, the museum becomes a hands-on learning center, Kienzle said.

The historical interpreters, the people who help beautify the ground

– for the most part, all who work at the museum and its events are volunteers, Kienzle said, and she desperately needs more. And you don’t have to be a blacksmith or a harnessmaker to help.

“We can use people to pull weeds, to dust the displays … we need help with everything,” she said. “And who knows? Maybe you’ll learn something, and next time you’ll be teaching it. The frontierspeople, their lives weren’t that complicated. They did something over and over and became the experts, then did it for their livelihood. It’s really kind of cool, learning that stuff.”

“The things here are replicas, not actual artifacts,” she said. “So you actually get to handle the items, to work with them the way they were worked with back in the day.”

When installation and Army leaders, including former Secretary of the Army

Pete Geren, met Dec. 7, 2007, to sign the Army Family Covenant at Fort Bliss, they pledged to provide Army families with a “quality of life equal to the quality of their service.”

In the almost two years since, Fort Bliss Family and Morale, Welfare and

Recreation facilities, along with numerous other post agencies, have put forth countless initiatives to better the quality of life experienced by Soldiers and their families.

George V. Underwood Golf Complex and Desert Strike Lanes bowling center are part of that effort. Both facilities offer discounts to families of deployed Soldiers, along with free services for individuals carrying Wounded

Warrior Cards.

“We’re proud to be able to offer discounts to the families of deployed

Soldiers,” said Don Aguilar, manager of Desert Strike Lanes. “We offer the families a safe, secure place to come have a good time; hopefully, knowing that their families are taken care of will give our deployed service members one thing they don’t have to worry about.”

Bobby Kaerwer, manager of Underwood Golf Complex, echoed those sentiments.

“It’s good to know that we’re able to help better the quality of life for our

Soldiers and their family members, especially for the families of our Soldiers downrange,” Kaerwer said. “And I’m very, very proud that we can support our wounded warriors by giving them activities to participate in as they work to heal and return to duty or transition to civilian life.”

Biggs Park

Biggs Park, located on Biggs Field on Sergeant Major Blvd. offers a variety of recreational activities for you and your family. Totaling 26 acres, Biggs Park accommodates a Paintball Park, a six sided climbing tower with over 20 different high elements, a 1.2 mile track with exercise stations, a playground, basketball, tennis and volleyball courts, horseshoe pits, softball fields, running track for military units, active duty service members and families. Outdoor party equipment, including tables, moon jumps and dunk tanks, are available for rent and the pavilions are equipped with barbecue pits, electricity and lights that can be reserved for special occasions. RV Park

With 73 pull-through, full-hookup spaces, the Fort Bliss RV Park is a home away from home. While utilizing the facility, RV guests can entertain during their stay in the family room that has kitchen extras and TV. Other amenities include free

WIFI access in the family room, exercise room, laundry area, a public restroom and shower facilities, a small playground and doggie walk. The park also has two outside pavilion areas with built-in grills for parties or small get-togethers. The highly-used center also has a RV storage site for about 290 vehicles at a nominal monthly fee.

Individuals interested in using the RV Park can expect to pay $16/day; however the

Army Strong Gym: Projected to open in the early summer of 2010 at the cost of

$22 million, the Army Strong Gym will be a 93,000-square-foot, state-of-the-art physical fitness facility that will include:

• two basketball courts

• elevated indoor running track

• combatives room with two mats

• 10,000-square-foot free weight/selectorized room

• Cardio room and space to allow 60 treadmills,

20 steppers, 10 Concept 2 rowers and more

• Spin room that will hold 50 spin bikes

60 elliptical trainers, 60 bikes,

• Aerobic room for 176 participants

• Fitness assessment room

• Functional training teaching area

• Conference room for 12+

• Concessions area

• Locker rooms and showers for 130 users at a time

The existing Ironworks Gym, completed in October 2009, will complement the new gym and continue to provide MEF services.

Biggs Gym: Another stimulus dollar renovation will replace the existing swamp coolers with refrigerated air.

Aquatics Training Facility: BRAC funding is currently in the Charrotte stage and slated for fiscal 2012, and will bring Fort Bliss a 64,000-square-foot facility with four pools and filtration systems.

• 50 meters by 25 yards (eight lanes) built to competition standards to accommodate physical training swimming laps, and to allow for swim meets. Maximum depth 8 feet, minimum depth 4.5’ feet, with a movable bulkhead and spectator balcony.

• 40 foot by 40 foot diving tank, 15 foot depth for drownproofing, two one-meter boards and one three-meter platform. Will also support helicopter simulator, scuba lessons for Warrior Adventure Quest. Will provide spectator seating area to accommodate briefings as well.

• 35 foot by 60 foot pool to support warm water therapy for wounded warriors and/ or SWET simulators.

• Free-form pool with same water area as a 25 meter by 25 yard pool (6,250 square feet) with zero-depth entry and rough water simulator to simulate battle field conditions and provide learn to swim opportunities

Best Sport/Fitness Program in the Army

Fort Bliss Sports/Fitness and Aquatics Program was selected, for the 2nd year in a row, as the best program in the Army in the 2009 Recreation Awards.

The Department of the Army evaluated the program on the following criteria:

• Significant Improvements (renovation and improvement projects)

Multipurpose Field: This NAF-funded project – an 80 yard by 100 yard artificial turf area located between clamshell and Army Strong Gym, just northeast of the new

FirstLight/USO building – will be completed December 2009.

Logan Gym : Stimulus dollar renovation is a four-phase project that will consist of new paint and floors, expansion of the women’s locker room by adding a sauna, lockers and

• Improvements to procedures, processes, or systems that have improved

efficiency in operations and customer service.

• Programming

• Increased Customer Guided Programming showers, new lockers and showers in the men’s locker room, expansion of the cardio room to give 1,600 square feet of cardio space, replacement of the gym floor, expansion of the front parking lot and an additional lot on west side of facility, and more.

Stout Gym Renovation: Stimulus dollar renovation will begin in early 2010. This multi phase project will include replacement of the gym floor, and changing swamp coolers to refrigerated air.

Fort Bliss’ newest physical fitness facility – Ironworks Gym, located in

Bldg. T20700 on Anzio Way at East Fort Bliss – is the home of the Mission

Essential Fitness program. This program is the first of its kind in the Army, making Ironworks Gym an Army Strong Strength and Conditioning facility!

MEF is offered by Ironworks Gym to Soldiers and their units, for individuals as well as for large training units. Gym staff can manage up to 120 Soldiers at a time in a high-intensity circuit workout, concentrating on all aspects of fitness in an hour. Simply put, MEF is the training required to condition

Soldiers to perform their mission.

• Old tires that can be flipped can weigh up to 400 pounds. Flipping a tire is, in essence, performing a dead lift without an Olympic bar. A mediumsize tire can be used for hammer hits, where the Soldier uses a 15-pound sledge hammer to swing and hit the tire for a set amount of time on each side of their body. This rotational movement helps with core development along with strengthening shoulders and arms.

The outside equipment not only helps with strength and core development, but LAO works out the Soldiers’ cardiovascular base. This type of training provides a method for the Soldiers who have a running profile or are dealing with battered knees or back injuries to benefit from running without the impact and pounding on their joints.

Ironworks Gym houses equipment that you will see at any Division 1 college or university athletic program. The gym has 20 Olympic platforms, which allow Soldiers to perform a variety of functional movements ranging from squats to power cleans and dead lifts, as well as use TRX (Fitness

Anywhere) straps, which are used for many supplemental lifts and core movements. The staff at Ironworks Gym has the priority of reducing injury and helping Soldiers become more physically prepared for their mission, whether downrange or here at home.

Due to a lack of core training, many Soldiers return from deployment with preventable injuries. Functional Training focuses primarily on the development of core muscles as stabilizers to reduce injury and increase muscular balance and joint stability, thereby positively affecting a Soldier’s performance. The MEF program is based on the concepts of Functional

Training, or movements that mimic the physical aspects of a Soldier’s mission. MEF requires Soldiers to train as tactical athletes and requires them to perform tasks that involve strength, power, speed and agility while incorporating anaerobic and aerobic strength as well as endurance.

Mission Essential Fitness uses equipment that is available to Soldiers downrange or can easily be duplicated by transforming existing available resources. For example, TRX straps can be hung from a tree, pole, Humvee or door – pretty much anything that is stationary. Outside, the gym has strength and cardio equipment such as pull sleds, sand bags and large tires.

• Pull sleds weighing as much as 200 pounds are utilized with yokes or ropes. These work the overall strength and core stability when Soldiers pick them up and run or walk with a load on their back, which teaches them to engage their core over a set period of time and distance. Ropes can be attached to sleds, which are used by the Soldiers to pull or do a low row and work the back, the arms and the lower body.

• The gym also has a prowler, which is another form of a sled. The Soldier has to put their hands on the sled’s poles and lower their hips to use their legs, hips and butt to move the prowler a set distance. This really tires out the Soldiers!

Ironworks Gym also has traditional weights such as dumbbells, but that is the closest the gym comes to looking like a commercial gym or health club. The Ironworks Gym has oversized rubber bands, chains, medicine balls, Bosu balls, balance boards and numerous other tools that are not usually found in your run-of-the-mill commercial gym. Kettle bells are a great tool that we use daily. A kettle bell is a big metal ball with a handle; it was developed in Russia and has been used for decades. Finally, this training tool has made its way into mainstream training in the U.S. recent years.

These are used for dynamic exercises and rehab use, once again stimulating the core muscles.

If you are looking for traditional cardio equipment, Ironworks has several machines available. Ironworks Gym is here not only for Soldiers who are fully active with their units, but is here to work with Soldiers that have special needs, ranging from a broken limb to those with the typical fitness profile. The staff can develop a training program to work around a Soldier’s injury as long as they are willing to think non-traditionally and work hard.

The goal of Ironworks staff is to not only make Soldiers bigger, stronger and faster, but also to reduce injuries and transition injured Soldiers back into training while maintaining the camaraderie of the unit. The gym does have machines; however, the goal is to make the Soldier’s body into a machine. When Soldiers are in the field, they do not have a gym equipment to train on. When they are lifting something, the goal is to develop great technique and show them they can be stronger and more efficient with what gear they have available. The Ironworks staff wants Soldiers to know they can get a great workout without having fixed, single-movement machines.

• The sand bags weigh from 85 to about 200 pounds and are created from old duffel bags lined with trash bags. Soldiers drag, carry, curl, push or press the bags. Since the bags are unstable, core stability is required to perform these movements.

Rod and Gun Club ranges

The Fort Bliss Rod and Gun Club has one of the best trap and skeet ranges in the tri-state area. The hunting lodge motif of the club gives its members a full-service pro shop, lounge, snack bar, meeting room and an array of shooting programs. You can also enjoy a covered pavilion and 10 diverse ranges, including trap and skeet, five-stand sporting clays, pistol, rifle and black powder. Monthly tournaments are held for all shooting disciplines. The Rod and Gun Club is located in northeast El Paso on Roy Johnson Lane, east of

Bullseye Bar and Grill

Bullseye Bar and Grill offers an array of breakfast, lunch and dinner options to guests at the Fort Bliss Rod and Gun Club.

The grill serves breakfast and lunch favorites like hamburgers and hot dogs,

Philly steak, club and grilled ham and cheese sandwiches, schnitzel and salads, along with an assortment of side items and snack foods like chips, candy bars and sodas. Breakfast and lunch are served from 9 a.m.-3 p.m. Monday-Friday and 8 a.m.-3 p.m. Saturday and Sunday.

For dinner, diners can sample juicy steak and pork chops, golden country fried steak and more. Bullseye Bar and Grill serves dinner from 4-7 p.m.

Wednesday and Friday.

3-D archery range

The Fort Bliss Rod and Gun Club offers a 3-D archery range on Saturday and Sunday. There are nine animals available: fox, coyote, wild boar, whitetail deer, mule deer, javelina, strutting turkey, HD elk, and an Aim Rite bear. The distances are 10, 20, 30, 40 and 50 yards from the firing line. Each target is set with its own independent firing line. Practice ranges set up with Yellow Jacket targets are available during regular hours of operation. For more information, please call 568-2983.

New Mexico hunting and fishing licenses

The Fort Bliss Rod and Gun Club offers New Mexico hunting licenses for active-duty military personnel. Active-duty personnel may purchase a resident license that allows them to hunt on Fort Bliss property in New Mexico, including Dona Ana and McGregor ranges. Active-duty personnel or DoD civilians may purchase regular hunting and fishing licenses for New Mexico.

CONCEALED CARRY CLASS: A concealed carry class led by a certified concealed handgun instructor is held the third Saturday of each month. Participants must be 21 years of age and reside in Texas. Sign up starts at 7:30 a.m. the day of the class; instruction begins promptly at 8 a.m. Participants must have safety eye and ear protection, a pistol and 50 rounds of manufactured ammunition. MINI SILHOUETTE MATCH: The mini silhouette match is a .22 long rifle shoot held every Wednesday morning starting at 9 a.m. Targets are small metallic silhouettes at ranges varying from 60-110 yards.

FORT BLISS ROD AND GUN CLUB TRAP AND SKEET

PROGRAM: Trap is held the second Sunday of each month, while skeet is held the fourth weekend of each month. Classifications are assigned based upon the average of not less than two scores. Unqualified shooters will be placed in a temporary class. Calcutta is based on the shooters who want to participate. Championship matches are held each October.

JUDGE ROY BEAN: The Judge Roy Bean match is a Western shooting match hosted the first Sunday of each month. Single-action centerfire firearms are allowed. Participants are encouraged to dress in period costume for this “Great Southwestern” fun shoot.

BULLSEYE PISTOL MATCH: A .22-caliber small-bore pistol match is held the fourth Sunday of each month. The El Maida Provost Guard, a group of local Shrine pistol competitors, started the match in 1988 for team practice and to attract new shooters to the shooting sports.

CONCEALED CARRY COMPETITION: The concealed carry competition is held the third Sunday of each month for people who have a firearm for home or self-defense purposes. The competition helps participants gain familiarity with their pistols and confidence in their use, as well as learn safe an accurate methods for shooting their firearms.

IPSC MATCH: An IPSC match is held the second Saturday of each month. Would you like to sharpen your skills with a pistol? The IPSC match is challenging, exciting and fun.

IDPA MATCH: The IDPA match is held the fourth Sunday of each month to encourage shooting sports in the surrounding communities.

The match focuses on the use of safe handling procedures and proper care of firearms as well as improved marksmanship, all while advancing fellowship amongst participants.
