JANUARY 2014 MONTHLY REPORT LOWER ALLEN TOWNSHIP Department of Public Safety POLICE/PUBLIC SAFETY Chief/Director Frank E. Williamson, Jr. LOWER ALLEN TOWNSHIP Department of Public Safety January, we continued with police officer applicant background investigations. Unfortunately, this is proving to be a difficult task. We need to qualify three candidates for Civil Service. Originally, we had a list approved and a candidate ready to refer to the Board for a conditional job offer. However, at the last minute, he accepted a position with an agency closer to his residence. We have one candidate that has passed the background and continue to work on others. The police department is currently investigating the possibility of using iPads in the field, in place of ruggedized laptop computers. We have money budgeted this year to replace two, nine year old laptops, but we may be able to accomplish this more efficiently with the purchase of iPads. We are still investigating the recurring costs for the data connection and using seized iPads for the officers to test in the field to ensure they will work as a long term solution. During the month, we met with our emergency lights and siren vendor to discuss our 2014 capital purchases. Ken Rocuskie in Fleet Services, has already priced out our budgeted vehicles. These will be presented to the Board for approval. We have begun the process of implementing our new scheduling program. The Public Safety Command Staff met with a representative of Plan It Scheduler to prepare our schedule templates for Police, EMS and Public Safety. This new program will allow any staff member to check their schedule remotely via the Internet. We also plan to use the system to submit a more simple payroll solution to the Finance Department. Cody Systems has completed their portion of preparing our crime statistics to be published on the Internet. We are waiting on The Omega Group to contact us to finish their portion of the program. Once this is completed and tested, our UCR crimes will be published to a website called CrimeMapping.com. Residents will then be able to view our crime history and be able to set up alerts via text or email for incidents occurring within a specified radius of their home or business. During the month of January, we were able to send five supervisors and officers who aspire to be supervisors to POLEX training. POLEX is an acronym for Police Executive Development. This two week school was held in Derry Township and was presented by law enforcement practitioners from across the country. With several retirements pending in 2015, and a corporals exam planned for the end of 2014, we took advantage of Penn State University holding this class in the Central PA area. Lt. Crone, Dianna Knisley and I attended Blackboard Connect training at Fairview Township on the 23 rd. While we are in our third, three-year contract with Blackboard, Fairview is just getting started. Blackboard is our Community Alerting System vendor. There were several new features added and we will be putting a new “portal” on the Township's web page for residents to use to sign up for the alerting system. The new portal will make signing in a lot easier and smoother for residents. Public Safety January 2014 Monthly Report 2 POLICE/PUBLIC SAFETY Chief/Director Frank E. Williamson, Jr. LOWER ALLEN TOWNSHIP Department of Public Safety On the 25th, representatives from the Ansonville Volunteer Fire Department in North Carolina arrived to inspect Squad 12. By the end of that weekend, they had signed a sales agreement to purchase our old Squad. We are waiting on the delivery of new Rescue 12. Once that unit arrives, equipment will be transferred and hopefully by the end of February, Ansonville VFD, will have a new Squad. On the 27th, I participated in an “Intruder Drill” at Allen Middle School. The police department attempts to attend most drills at our schools throughout the year. On the 30th, a Community Service Officer was involved in an auto accident in one of our Ford Escapes. CSO Michael was northbound on Rossmoyne Rd when a vehicle turned left in front of him, attempting to get on Rt 15 north. Both the CSO and the other operator were treated and released after being checked out at Holy Spirit Hospital. We are waiting on the insurance company to determine the loss of the vehicle. The reports of the other Bureaus follow. As always, my staff and I are available to answer any of your questions or concerns. Additionally, as 2013 came to a close, the Police Records staff was working with businesses and homeowners concerning our alarm ordinance. With some funds left over in 2012 from our records management system purchase, we were able to purchase an alarm billing module. The police department is in responsible for billing for false alarms responded to by the police and fire companies. This was previously done with a spreadsheet as time allowed. By the end of 2013, Records Clerk Laurie Nissel had developed our system into smoothly operating process using our Cody RMS. This includes automatically generating warning letters and billing invoices. As the year came to a close, we had billed over $11,950.00 worth of false alarms and identified and permitted 50 previously unknown residences and businesses that have alarms. We have begun seeing a reduction in some of alarm problem alarm responses, which was the intent of the alarm ordinance. Gregory Thomas, Commander LOWER ALLEN TOWNSHIP Department of Public Safety The Lower Allen Twp. Police Dept. (LATPD) had 1,121 dispatched calls for service from Cumberland County Communications in January, 2014. There were no Police Officers assaulted or injured during the month of January, 2014. CSO Justin Michael received minor injuries on 1/30/14 when he was involved in a traffic accident with one of the CSO vehicles. Another motorist made a left turn in front of CSO Michael on Rossmoyne Rd. During the month of January, 2014, LATPD issued 55 traffic citations, 6 non-traffic citations, 29 parking tickets and 54 traffic warnings. There were 52 traffic accidents reported to LATPD in January, 2014. Of these, 15 were reportable traffic accidents and 37 were non-reportable traffic accidents. Leon Crone, Commander LOWER ALLEN TOWNSHIP Department of Public Safety COMMANDER: New year, renewed focus… As 2014 commences, the in-earnest push toward achieving re-accreditation begins. The use of PowerDMS will facilitate a smoother, less paperand labor-intensive process, but the documentation still has to be compiled and directives developed or adjusted to comply with standards. Lt. Crone attended a Pennyslvania Police Accreditation Coalition meeting at the West Shore Regional Police Department and took some leave time to conduct an assessment of the Montgomery Township Police Department. Lt. Crone did some work on our own accreditation files in PowerDMS. Additionally, Lt. Crone ensured that all training pushed out through PowerDMS in 2013 was completed. Lt. Crone met with Chief Doug Reitz of North Middleton Township PD to pass the mantle of SCTF Law Enforcement Strike Team Working Group Chair and Cumberland County Strike Team Commander. Lt. Crone will remain on the Cumberland County Team as a Deputy Commander to assist with the transition. This change stems from increased recognition as a statewide accreditation authority/resource. Not one to say no to requests for assistance, Lt. Crone has instead elected to reduce the subjects for which assistance would be requested by shedding the leadership role in the SCTF and focusing on his leadership role in accreditation circles and within our own agency. This will reduce demands on time dedicated to assisting outside agencies and organizations. Recently, COBRA (the CODY-developed regional information sharing system) has come to center stage again. During the course of a demonstration to our District Attorney and others, it became apparent that use this resource needed to be emphasized with our own officers. A push to ensure everyone understood how to use this interface and appreciated the utility thereof was accomplished. Officers are becoming very familiar and many quite comfortable with the use of this product which allows us to see records from many different contributing agencies, both regionally and throughout other parts of the Commonwealth. Lt. Crone handled perhaps a dozen alarm-relate queries this month. These were mostly related to questions about invoices received since Laurie Nissel has been able to catch up on our billing and permitting activities through the use of the CODYrecords management system. Public Safety January 2014 Monthly Report 8 POLICE Support Services Bureau Lt. Leon Crone, Commander LOWER ALLEN TOWNSHIP Department of Public Safety Lt. Crone, along with Chief Williamson, Lt. Thomas, and Dianna Knisley, met with Verizon to discuss tablet options. This comes as a result of a re-examination of the state of our mobile computing options. There may be more cost-effective ways of getting mobile devices into the hands/vehicles of the officers and keeping abreast of current hardware developments through the use of tablets and the terminal server as opposed to purchasing public-safety specific mobile computers at a much higher cost. Comparison and product testing is underway. Lt. Crone also sat in on a meeting Camp Hill PD was having with Sprint to see what they had to offer in this realm. Command staff has been meeting with several police officer candidates this month. Each has been submitted for a background check and many seem to be unable to meet our standards or are getting jobs at other agencies. The process continues. Evaluations have been ongoing. All but a few part-time personnel who do not work often have been completed. Chief Christopher Yohn LOWER ALLEN TOWNSHIP Department of Public Safety The Month of January 2014 started out to be very busy for the EMS Division. The EMS Division handled 202 Emergency Calls for the month. The breakdowns of the calls are as follows: Ambulance 174 handled 101 emergency calls. Ambulance 274 handled 101 emergency calls. The EMS Division responded to 33 less emergency calls in January 2014 as compared to January 2013. The second due ambulance was placed in service for 8 shifts for the Month of January. During the month, the second due ambulance handled 14 second due emergency calls. The breakdowns of the calls are as follows: Ambulance 174 handled 6 second due emergency calls. Ambulance 274 handled 9 second due emergency calls. The EMS Division responded to 11 fewer second due emergency calls in January 2014 as compared to January of 2013. I attended the Pre-Hospital Operations Committee Meeting, held at the Emergency Health Services Federation. This meeting is attended by area EMS Chief’s and the EMS Council Presidents from the 8 County Region that makes up the Emergency Health Services Federation, as part of the South Central Task Force. Topics of discussion the OPS Meeting consisted of the EHSF reaching out to Electronic Patient Care Reporting (ePCR) Software venders for a request for proposal for these venders to submit a proposal for a region wide Patient Care Reporting Software. The EHSF is looking into purchasing the software of all the EMS Agencies in the region of the EHSF. Also discussed was the new Protocol for BLS Ambulances to carry Aspirin as part of their licensure. A discussion ensued on the scope of practice, training requirements, and the protocol for use of this type of Medication. More information on the Aspirin Protocol will be discussed at the March 13 th meeting of the Pre-Hospital Operations Committee. Also discussed at the meeting was the schedule of Town Hall Meetings that the EHSF Office was setting up for all the area providers to attend, so the staff from the EHSF could go over the rules and regulations that go into effect on April 10, 2014, associated with The EMS Act 37. I attended the Mutual Aid EMS Chief’s Meeting held at Hampden Twp. EMS at the Sporting Hill Road Station. The meeting was attended by representatives from Lower Allen Twp. EMS, East Pennsboro Twp. EMS, Camp Hill EMS, Silver Spring Twp. EMS and West Shore EMS. Topic of discussion was the round table discussion of the happening in the departments that represented at the meeting. Public Safety January 2014 Monthly Report 19 EMERGENCY MEDICAL SERVICES Div. Chief Christopher Yohn LOWER ALLEN TOWNSHIP Department of Public Safety I attended the Cumberland County EMS Council Meeting. Normal business was discussed at the council meeting. Doug Glass from Cumberland County Department of Safety attended the meeting with an update on the Narrow Banding Process. Doug Glass stated that during the week of January 13 th, the Communication Center would be cutting the cross patch to the new dispatch frequency linked into the current MED 10 frequency. By cutting the cross patch this will enable the communications center to perform the necessary testing on the new frequency and all the base station equipment associated with the tower sites. Once the testing of the frequency and base station equipment is completed, the Communication Center will notify all the EMS Agencies in the county of the date of when the switch to the new dispatch frequency will take place. By doing this, the EMS Agencies in the County will have ample time to have their current Motorola 5 Pagers on the Old MED 10 frequency, the pagers will need to be sent out to be reworked and re-tuned to the new dispatch frequency. The EMS Division assisted the Lower Allen Township Fire Department with their Heart-Saver CPR and First Aid Training. EMT-II James Whitall assisted with the CPR Class, and Division Chief Yohn assisted the Fire Department with their First Aid Class. And along with the Heart-Saver CPR class, the Fire Department also hosted their annual Blood Borne Pathogens Refresher Training. Also during the Month of January, the EMS Division hosted their annual Blood Borne Pathogens Refresher class. And then the on the last Monday of January, the EMS Division hosted a Basic Life Support for Health Care Provider CPR Class for the EMS Staff and the Public Safety officers. By having the class for the EMS Staff and the Public Safety Officers, this affords us the opportunity to have all the providers on the same certification and expiration cycle. As part of the requirements to be considered active and also to be a Driver/Operator of the Fire Apparatus, I participated in the Self Contained Breathing Apparatus (SCBA) mask fit testing. The fit testing consisted of putting the mask on your face, while getting an air tight seal and then going through a host of difference body movement and breathing exercises. The Public Safety Command Staff met with Christian Yecker, for Plan It Schedule. This meeting was to discuss the needs for scheduled templates that would need to be provided by Lower Allen Public Safety, so the Tech’s at Plan it Schedule could build the schedule template, for Police, EMS and Public Safety Officers. Plan It Schedule is the new scheduling software that is being purchased in 2014 by Public Safety. Also as part of the meeting was to determine the different levels of security in the system and who as staff member could view different areas of the schedule. Chief Christopher Yohn Lt. Gregory Thomas LOWER ALLEN TOWNSHIP Department of Public Safety The Public Safety Officers have been very busy assisting the Department of Public Safety. The Public Safety Officers divide their time between the Police Division, EMS Division, Lower Allen Fire Department and the Lisburn Community Fire Company. When the Public Safety Officers are not busy handling emergency calls, they are at one of the three fire stations performing the daily rig checks on the fire apparatus. During the Month of January the Public Safety Officers spent time at Lower Allen Twp. FD and Lisburn Community FD, doing the weekly apparatus checks to make the rigs were response ready and also doing maintenance on the apparatus if anything needed to be repaired. The Fire Station PSO continues to assist in staffing the Fire Apparatus in the event of a Fire Call. Once all the apparatus checks have been completed, the Fire Station PSO can come back out on the street and assist with calls for service. Public Safety Officer Jay Lalley is continuing is Driver Training on Engine 1-12. PSO Lalley is at the stage in his drive training, where he needs to wait for warmer weather to be able to run the pump and flow water. This is the last stage in the driver training before PSO Lalley can be qualified as a Driver/Operator. PSO Nace has started driver training on Engine 1-12 also. PSO’s Landis and Cook have been assisting expecting families with their installation of their Child Safety Seats. The Public Safety Officers rounded out the Month of January by attending the EMS and Public Safety Staff Meeting. The PSO's also rounded out the Month of January, by attending the following training sessions. The first training session was the Blood Borne Pathogens training hosted by the EMS Division, following the Public Safety Staff Meeting. The second training session was the Basic Life Support for Health Care Provider CPR Recertification class hosted by the EMS Division.
