She asked if the Council needed any additional review time or if they had any comments to bring up during the teleconference. No additional time was requested for comments. Mr. McRae indicated that the application should be ready to go live in the month of January. The application will be feature through a link on the Council’s website. Florida Fish and Wildlife Commission (FWC) will be locating as many data sets as possible based on the Council’s comments. There were a few requests that FWC staff felt could be demonstrated more effectively in another way besides spatial, so those layers will not be included. Ms. Prado asked if the Council was comfortable inserting the one pager about CAMRA with the annual science research plan (ARP) and if a case study was still going to be featured. Mr. McRae offered to have one pager options with case studies which could be reviewed by the Council prior to distribution in the ARP. Oceans Day, March 11, 2010 Dr. Ogden reported that the Florida Oceans Alliance (FOA) is still trying to figure out the fees associated with the marine spatial planning workshop that will occur on Oceans Day. Everything is on schedule. With Bud Eliher’s presentation and the CAMRA demonstration, Dr. Ogden felt it should be a complete day. Dr. Robbins asked if the event could be posted on the Council’s webpage. Ms. Prado reported that FOA had asked that it not be posted yet; however, Dr. Ogden said the date and location could be included on the Council’s webpage. The Council’s plan for Oceans Day is to have a table that people could sit down at and play with the CAMRA application. It was suggested that some cases studies be pre‐loaded into the system. Dr. Robbins has a large touch screen that could be used to make a compelling interactive program. A poster could also be included as well. Next Council Meeting The Council asked to hold a meeting on March 11th and include a break for FOA board meeting (11:30am – 1:30 pm). Dr. Lorenz requested that a video teleconference capability be set up if possible. Dr. Robbins will also have to participate remotely. A request for a presentation by Florida Coastal Management Program was submitted. Ms. Prado asked for other suggestions for the agenda. Ms. Greening asked to include time for legislative updates. Mr. McRae suggested that the Council think of items related to marine spatial planning to build on the agenda. The Effects of Climate Change on Ocean and Coastal Resources Dr. Estevez reviewed the schedule and updated summary for the report (Attachment A). He is the lead for the sea level rise section (SLR) and suggested reporting separately the science for global and Florida SLR. He suggested adding a section on coastal communities which would address water supply and other built factors. He suggested that the Council focus on identifying potential contributing authors and reviewers, and a deadline of February 1 was set for submitting names and contacts to Ms. Prado. Dr. Estevez asked if the Council was ready to undertake the updating the SLR section. Dr. Pomponi felt if members had time to update this section then it would be worthwhile. Dr. Havens and Dr. Ogden both thought the coastal communities section would improve the content of the report. Members expressed concerns about the timeframe to complete these updates. Dr. Pomponi asked if “we” know enough now to provide a meaningful update including geographical specific information at this time. Dr. Havens said he is interested in updating the communities section, but he would like to do it after a meeting in April he is attending. Dr. Estevez also mentioned the international conference on SLR being hosted by Harte Research Institute at the beginning of March. The original discussion to update the report began due to the presentations at BASIS. Dr. Estevez felt the updates would be additive to the existing report instead of replacing it. He suggested extending the timeline to allow for the new drafts to be completed by the end of May. Dr. Estevez wanted to hear discussion about the updated science related to ocean acidification. Dr. Robbins didn’t think there was enough updated research to update this section, but she agreed to like to look into it a bit more. The Council tabled the discussion of updating ocean acidification. Ms. Greening suggested that new citations be submitted to Ms. Prado for distribution to the group prior to the next teleconference. Page 2 of 4 Next Council Teleconference –February 8th Public Comment Public comment was invited. No comments were received. For public comment guidelines, see the Council website at www.FloridaOceansCouncil.org. Other business a. Mr. McRae had asked for each agency to present their efforts on marine spatial planning. He suggested that these topics of discussion be deferred to the March meeting and asked Council members to provide other suggestions (beyond agencies) where MSP efforts are underway. Ms. Prado will to follow up on any leads. b. Dr. Estevez asked if layers of sovereign submerged lands leases were available. Mr. Edmiston said that DEP’s State Lands division has records on sovereign lands, but he isn’t sure if they are in a digital format. Dr. Estevez was interested in designations for shellfish lease areas. Mr. Wilhelm said he has harvesting areas mapped. Mr. McRae said FWC has the harvesting information, and it will be in the CAMRA application. c. Dr. Havens suggested the Council look at an effort by the Department of Defense (DOD) which has LIDAR surveys of their lands with IPCC SLR projections overlaid on top. He will send a link of the recent newsletter to Ms. Prado for distribution. d. Dr. Ogden followed up with Mr. Wilhelm on an article distributed over the holidays on drugs from the sea. Dr. Ogden will re‐send the article to the Council. e. Dr. Havens will be attending the SLR conference in Texas. Page 3 of 4 Page 4 of 4
