COMMENDATION
CONGRATULATING THE HONORABLE FREEHOLDER CAROL Y. CLARK ON HER RETIREMENT
WHEREAS, The Honorable Carol Y. Clark of East Orange, New Jersey, former Essex County District 3 Freeholder, will be
lauded for her extraordinary career of public service during a Retirement Party to be held in her honor on Friday, May 8, 2015, at the
Robert Treat Hotel in Newark, New Jersey; and
WHEREAS, The Honorable Carol Y. Clark has served the public in a wide variety of roles, always with enthusiasm,
commitment, compassion and concern for the young, the old and especially those whose lives have been touched by economic
hardship, lack of opportunity or social injustice; and
WHEREAS, The Honorable Carol Y. Clark was the Assistant to the Dean of Student Affairs and Director of Student
Activities at Essex County College, and was an NJCAA and NCAA Division 3 women's basketball coach at Essex County College,
Upsala College, and NJIT. She also taught social studies in the East Orange and Caldwell/West Caldwell school systems, and was a
Supervisor of Instruction for the Essex County Educational Services Commission; and
WHEREAS, The Honorable Carol Y. Clark served 8 years as Fifth Ward Councilwoman on the East Orange City Council,
and also served as the City's Assistant Director of Community Affairs and Public Relations. She served as President (2002) of the
National Black Caucus of Local Elected Officials, a board/advisory board member of the National League of Cities, a member of the
NJ League of Municipalities Legislative Committee and representative to the Joint Meeting of Essex/Union. She also served as Deputy
Essex County Administrator and Chief of Staff for the Essex County Department of Citizen Services, and was a commissioner on the
Essex County Utilities Authority; and
WHEREAS, The Honorable Carol Y. Clark served as the Essex County District 3Freeholder for 12 years through the end of
2014. She was first elected to the Board in November of 2002, and then re-elected in 2005, 2008 and 2011 to represent the residents of
East Orange, Orange, South Orange and portions of the Central and West wards of Newark. During her tenure she served on countless
committees and advisory boards, and as Chairwoman of the Committee to Review Purchasing Procedures and the WorkFirst NJ
Review, Recreation Oversight and Finance Oversight committees, and in those roles was a strong, impassioned and articulate advocate
for social justice and the social services network for citizens needing help, for the expansion and improvement of affordable
recreational opportunities for residents, and responsible fiscal policy with comprehensive legislative oversight. She also served on the
Essex County College Board of School Estimate, as well as the Board's Alternate Representative to the Essex County Advisory Board
for.the Disabled; and
WHEREAS, The Honorable Carol Y. Clark also served as the Board's representative to the New Jersey Association of
Counties (NJAC) from 2003-2014, where she represented the County of Essex with honor, enthusiasm and distinction and advocated
on its behalf with determination and compassion, as well as with the National Association of Counties (NACo). She truly distinguished
herself by rising through NJAC's Tanks to serve in the positions of Secretary/Treasurer, 2d Vice President, 1e Vice President,
Legislative and Conference Chair, and Chairwoman of the Health & Human Services Steering Committee, and as the organization's
President in 2009; and
WHEREAS, The Honorable Carol Y. Clark also served the residents of New Jersey during her employment with the New
Jersey Department of Consumer Affairs and NJ Transit; and
WHEREAS, The Honorable Carol Y. Clark earned her B.A. in History/Political Science from Douglass College, her M.A. in
Education from Seton Hall University, and received a fellowship from the Institute for Educational Leadership in Washington, D.C.;
now, therefore, be it
RESOLVED, that all the members of the Essex County Board of Chosen Freeholders hereby congratulate their dear friend
and colleague, The Honorable Carol Y. Clark, on the occasion of a Retirement Party to be held in her honor on Friday, May 8, 2015;
commend her for her extraordinary career as a tireless, compassionate and articulate public servant; and wish her health, happiness and
success in her well-deserved retirement; and, be it further
RESOLVED, that a copy of this resolution be presçnted to The Honorable Carol Y. Clark.
