David L. (Dave) Miller is a respected industry expert and an authoritative voice for effective, commonsense government and business policies that enable the freight transportation industry to fulfill its critical
role in the nation’s economy.
As a senior counselor to public and private companies and advocacy groups, Mr. Miller draws on nearly
40 years of experience working in policy development and strategy, and as an operations executive in the
trucking industry, the last 27 of which were with national trucking and global logistics company Con-way
Inc., where he retired as senior vice president, global policy and economic sustainability, responsible for
the company’s legislative, regulatory, public policy and corporate sustainability efforts. Con-way signed
Dave to a Services Contract upon his retirement asking that he continue to represent Con-way on many
fronts on a go forward basis.
He is a frequent speaker at industry forums and a regular contributor to research, hearings and working
groups with a focus on transportation related State and Federal legislative safety, security, regulatory and
policy issues. Specialty areas under his current capacity as vice president and chief operating officer of
Gnosis Management Group include legislative, rule and regulatory compliance advice, advocacy
program development and representation; labor, contract and transportation law; safety assessment and
policy development; security assessment and strategy development; marketing, pricing and tariff strategy
development; finance, debt and treasury strategy; Information Technology strategy development and
implementation; communications, media and public relations support; freight operations management
best practices; fleet utility, procurement, maintenance and management; real estate and facility design and
development; Operations Research, analysis and recommendations; sustainability strategy development
and LEAN / Six Sigma program development and training; process and procedural certified auditing,
including ISO compliance; and support for issues management, customer outreach and business
development programs.
Among his professional affiliations, Mr. Miller is a member of the American Trucking Associations and a
member of the ATA's Cross-Border Operations Policy Committee and its Highway Policy Committee. He
is an active member of the Western States Transportation Alliance (WSTA). He also sits on the Board of
Directors of the U.S. Chamber of Commerce, serving on the Board's policy committees for Environment
& Energy and Regulatory Affairs, the Transportation Infrastructure & Logistics Committee, and as a
member of the Chamber's National Security and Emergency Preparedness Committee, he serves as the
Global Supply-chain Working Group’s chair. As well, the Chamber appointed Mr. Miller to the Corporate
Leadership Advisory Council. Mr. Miller also is a member of the Transportation Research Board's (TRB)
Trucking Industry Research Committee and its Truck Size and Weight Committee. He is a Director for
the University of Michigan’s External Advisory Board, and chairs the University of Michigan’s Trucking
Research Institutions, Heavy-duty Truck Research program.
A native of Cincinnati, Ohio, Mr. Miller attended the University of Cincinnati. He is a graduate of the
executive management program at the University of Chicago Graduate School of Business.
