And it is an undisputable fact that to enhance the production and
productivity, agricultural mechanization assumes a major role. As a result of
different programmes implemented by Government of India over the years, the
total farm power availability is estimated to have increased from 0.295 kW/ha
in 1971-72 to 1.73 kW/ha in 2010-11. This Institute established in the year
1983, has been contributing significantly by conducting various training
programs for various target groups and, conducting test on Power Tillers and
other Agricultural Machinery for assessing their performance, with a view to
decide their suitability for popularization.
It is worth mentioning that out of a total of 58 Power Tillers tested at this
Institute since inception, 25 Power Tillers were tested only during this year.
Besides, by testing 51 Machines during this year, the Institute has touched a
new record. Conduction of training programmes for 1683 trainees is also
something we are proud of. It is my unshakable belief that “Excellence is not
just an act but an habit”.
I am proud to note that this Institute has got ISO 9001:2008 compliance
certificate during this year.
I take this opportunity to express my heart-felt gratitude to all the
officers of Department of Agriculture & Cooperation, Ministry of Agriculture,
Government of India, for their guidance, support and inspiration. The
dedication of the staff of the Institute including contractual workers is also

1.INTRODUCTION
The Southern Region Farm Machinery Training and Testing Institute,
Tractor Nagar, Garladinne-515731, Anantapur (A.P.) was established in the
year 1983, like other two Institutes already established in MP & Haryana.
The Institute is situated in the Central part of Deccan Plateau, at a
latitude of 14.83o N and longitude of 77.61o E. The Altitude is 342 m from
the Sea level. It is located at about 6 km away from National Highway No.44.
It is about 233 km from Bangalore and 343 km from Hyderabad and
connected by South Central Railways. It has a dry climatic condition with
average rainfall of 350 to 500 mm. The temperature of this locality varies
from 15o C to 42oC.
2. MANDATE
1. To impart training to the Farmers, Technicians, Engineering Students,
Nominees of various State Government Organizations, Autonomous
Organizations,
State
Agricultural
Universities
and
Agricultural
Machinery Manufacturers; on selection, operation, maintenance and
repair of Agricultural Tractors, Power Tillers, Combine Harvesters and
other Agricultural Implements and Machinery.
2. To carry out testing on Power Tillers and other Agricultural
Implements
and
Machinery
in
accordance
with
BIS/Other
International Test Codes.
3. To participate in Bureau of Indian Standards programmes for
formulation and revision of various Standards and Test Codes related
to Agriculture.

3.1 OBJECTIVES OF TRAINING:
To impart Training in the field of judicious use of various vital
agricultural inputs such as Land, Seed, Water, Farm Machinery
and available Farm Power.
To transfer the proven technology from research institutes to the
farmers by imparting on-the-job training on them.
To create awareness for Proper Selection, Operation, Repair,
Maintenance and Management of Agricultural Tractors, Power
Tillers, Combine Harvesters and other Farm Implements and
Machinery.
To upgrade Social and Economic condition of the Rural Youth by
transforming them into skilled work force.
To encourage the energy conservation practices in the field of
agriculture through various training programmes.

3.4 STIPEND:
Eligible private candidates for User level Course (U-1 to U-13) are paid
a stipend of Rs. 1200/- per month for the entire duration of training. They
are also paid to & fro second class travelling charges by rail or ordinary bus
charges from the nearest Railway Station/Bus Stand of their home town
(Residential Certificate is to be enclosed) or the place where he is actually
residing at the time of admission (the address at which the correspondence
is made). The trainees are required to submit the tickets to claim the
traveling charges.
3.5 TRAINING ACHIEVEMENTS: This Institute has trained 24,471 personnel since inception. During
the year 2013-14, the Institute has trained 1683 persons against the target
of 1400. This is the highest number of trainees trained ever at this
Institute in a year. Out of the total of 1683 trainees trained, 311 women
were trained under various training programmes during this year.

3.8.3. HOSTEL:
A Hostel with modest facilities to accommodate about 100 trainees is
available. Free lodging is provided to the trainees in the Hostel. All amenities
for boarding are also arranged. Boarding charges are required to be borne by
the trainees on co-operative basis. In addition to this, recreation facilities
viz. Entertainment, Sports etc. are also provided

3.8.4. LIBRARY & INFORMATION CENTRE:
The Institute has one Library & Information Centre in place. The
Library is well equipped to disseminate information among interested
personnel in Agricultural Development. The Library has adequate space and
reading facility to take care of needs of the readers. Valuable collection of
reference books on Agriculture Engineering and allied subjects are shelved
in the Reference Section. Multi volume titles of the Encyclopedia,
Directories, Dictionaries, Hand Books, Maps/Atlases, Statistical Survey
Reports have been re-arranged. The Library also subscribes some Indian as
well as Foreign Journals on Farm Power and Machinery. It has been
provided with two computers connected with Internet access to facilitate the
trainees, staff and other information seekers.

3.8.5 DISPENSARY
A Dispensary is maintained for the benefit of staff and trainees
equipped with medicines for first-aid.
3.8.6 GUEST HOUSE:
A Guest House with modern facilities is available for those want to
stay in the campus.

4.1 OBJECTIVES of TESTING: 1.
To conduct Testing on Power Tillers and other Agricultural Machinery
with a view to assess their Functional Suitability and Performance
characteristics under different Agro Climatic Conditions so that the
published test results would: Serve as a basis to decide the suitable Machinery for different Agro
Climatic Conditions of the Country, which may further we
encouraged for Production and Popularization.
Help the farmers and other prospective purchasers in determining
the Comparative Performance of Machinery available in the market.
Provide material to Researchers/Designers for undertaking
development work on Agricultural Machinery, Engineers and
Extension Workers for guiding farmers and other users in proper
selection of equipment.
Help financial Institutions in recommending financial assistance to
the Manufacturers as well as to the farmers.
2.
To maintain a check over the quality of Power Tillers through “Batch
Testing” programme. It also aims at assisting the manufacturers in
the product improvement and facilitates them updating the
specifications of their machines.
3.
To assist Bureau of Indian Standards in the formulation of various
standards on Agricultural Implements and Machines.
4.2 THE NEED FOR POWER TILLER TESTING
Though the Institute had ushered in testing activities in 1990, but
scope of testing was limited to the testing of Farm Implements and
Machinery. It was in the year 2006-07 that the Institute expanded its profile
and started testing of Power Tillers also. The necessity of testing of Power
Tillers in the present scenario assumes even greater in the light of following
facts:
Most of the Power Tiller manufacturers/traders are only assembling
the completely knocked down units (from China, Thailand etc.) for
marketing in India.
--ICT of Power Tiller is considered compulsory to assess the field
worthiness of Power Tiller in Indian conditions (as envisaged in Ministry's
My(I&P) Part-III dated
Memorandum No.

----- It would be in the interest of Buyers- especially now a days when most
of the Power Tillers are just assembled from CKD units- to seek loan for
proven machines only. Even otherwise, it is in the interest of buyers to
procure only dependable Machines. To serve to this purpose of buyers,
Power Tiller Testing should be mandatory.
It would be in the interest of financing Institutions also to grant the
loan for tested machines only. This also necessitates the mandatory testing
of Power Tillers.
As a matter of fact, the Industry, NABARD, ICAR, CFMTTI BUDNI &
Other Institutes have gone unanimously to recommend to formulate
Minimum Performance Standards (MPS for short) for Power Tillers, which
now serve as a criteria for their financing, vide Ministry's Memorandum No.
My(I&P)-Part-III dated
The underlying concept is that
Power Tiller test should be compulsory to assess their compliance to MPS.
The IS
provides some requirements as "Evaluative
-Requirements". These are the ones which are mandatory for acceptance
of power Tiller for purpose of subsidy/ NABARD financing. In view of this
there is every reason to make Power Tiller testing mandatory.

lays down the acceptance criteria in case of
Clause
Break down/ Defects, according to which, a Power Tiller may be accepted
subject to the following conditions.
a) There is no 'Critical Breakdown' during its validation after all tests
including Repeat/ Supplementary tests;
b) There are not more than two 'Major Breakdowns' and neither of them is of
repetitive nature; and
c) There are not more than five 'Minor Defects' during the test and the
frequency of each is not more than two.
In no case, the total number of Breakdowns should exceed five, that is
( Major + Minor) or Minor Breakdowns.
Thus, in order to assess the Robustness/ Reliability of the machine,
mandatory testing of Power Tiller is considered necessary.
Apart from the above, testing of Power Tillers should be made
mandatory because:
a)
It helps the farmers in determining the Comparative Performance of
machines available in the market.
b)
It provides inputs to Research/ Design peoples for undertaking
Development Work on Machines.

4.3 NATURE OF TEST
1. Commercial Test – The tests conducted for establishing Performance
Characteristics of Power Tillers that are ready for commercial
production or already in production.
1.1
Initial Commercial Test – The tests conducted on Indigenous or
Imported Prototype of Power Tillers ready for commercial
production.
1.2
Batch Test – The tests conducted on Power Tillers which have
already undergone Initial Commercial Test and are being
manufactured/ sold commercially in the country.
1.3
Repeat Test – The tests conducted on Power Tiller, to validate the
performance or to ascertain the reoccurrence of breakdown/
defects observed in earlier tests, for the same parameter and on the
same sample under test after rectifying the defects or after
replacing the defected part by new part of the same specifications,
or on fresh sample of same specification.

Supplementary Test – Supplementary test is conducted on Power
Tiller in case of not meeting the Performance Requirement after the
Repeat Test. The test is conducted to validate the performance or to
ascertain the reoccurrence of the breakdown/ defects observed in
earlier tests for the same parameter and on the same sample under
test after rectifying the defects or after replacing the defective part

by new part of same specifications/ revised specifications with
improved design, or no fresh sample of same specifications/revised
specifications with improved design.
1.5
Variant Testing – Conducted on variant models of Power Tillers,
the base model of which has already undergone for the commercial
testing.
The
variant
feature
may
be
addition/deletion/supplementation of the features as defined
under conditions so as to have evaluation of their performance.
2. Confidential Test – The test conducted for providing confidential
information on the performance of Power Tiller whether ready for
commercial production or not, or to provide any special data that may
be required by the Manufacturer/ Applicant. In case, where the
manufacturers get the machine tested partly, i.e. test of few
parameters, rather than going for full test, the test fee will be charged
at the following rates:

charged at the following rates:
(a) For testing of one parameter, the testing fee will be at the rate of 40%
of the full test fee.
(b) For testing of more than one parameter and up to 50% of the total test
parameters, the test fee will be at the rate of 75% of the full test fee.
(c) For full laboratory test (where laboratory and field tests are
prescribed), test fee will be at 90% of the full test fee. In the same way
it will be applicable for field test as well.
2. The test fee for Confidential Test would be 10% higher than the test fee
applicable for Initial Commercial Test.

3. Once the machine is submitted for full test and the test fee as required
is deposited with the Institutes and subsequently if the Manufacturer/
Applicant withdraw the machine from test. There shall be no refund of
test fee.
4. Additional test fee to the tune of 50% of the test fee applicable for „Initial
Commercial Test‟ will be chargeable for conversion of nature of test from
„Confidential‟ to „Commercial‟ within the provisions contained in the „Test
Regulations‟ The bank draft of such fee shall be deposited by the
Applicant at the time of application with the Director of the Institute.
However, the same shall be refunded if the conversion is not approved.

4.5 TESTING ACHIEVEMENTS:The Institute has released 51 Test Reports during the year 2013-14,
which is highest number of Machines Tested ever at this Institute in a
year. It includes 25 number of Power Tiller Testing, which is also the
highest number of Power Tiller tested ever in a year at this Institute.

The Institute has been established in a sprawling 185.332 Ha. of land
to carry out its set objectives. The Institute‟s main activities are Training &
Testing for Agricultural Mechanization. The objective is to provide practical
training to the trainees in the field. The Farm section also provide the land
for field Demonstration/ Training purpose. The farm also lends support for
conducting testing activities by providing necessary inputs like field, seeds,
etc. As a part of its training programme, the farm has been equipped with
drip and sprinkler irrigation system for optimum utilization of water
resources.

7.2 HINDI DIVAS CELEBRATION:
The Institute has been implementing various instructions issued by
the Government for enhancing the use of Hindi in official business. The
Institute organized various competitions on this day, i.e. Hindi Writing,
Dictation in Hindi, Song Recitation, Essay Writing, Elocution etc. in
which staff, trainees, residents and children participated with the great
zeal. Winners were awarded with prizes on the Hindi Divas.

7.3 REPUBLIC DAY
The Institute celebrated Republic Day with great enthusiasm and
dedication. Shri P.K.Pandey, Director hoisted the National Flag and given
message. All Officers, Staff, their families, Trainees and others participated
in the celebrations. Games & Sports competitions were also organized on the
eve of the Republic Day. Prizes were also distributed to the winners.

8. STAFF WELFARE
The welfare of the staff always received proper and prompt attention.
Their problems are always addressed to their satisfaction. To cite a few are:
8.1 In a bid to address a long- due requirement of the colony dwellers, the
Purified drinking water is being provided to whole of the colony.
8.2 Street light problem which was pending since a long has been sorted out
by installing underground cables.
