Social security systems are innovating to cope with
ageing populations, informal labour markets and
economic upheaval, and these trends will be the focus
of the first World Social Security Forum (WSSF).
"Globalization is dramatically impacting all sectors
of society, including social security", said Mr. Hans-Horst
Konkolewsky, Secretary General of the lnternational
Social Security Association (ISSA), which is organizing
the WSSF. "Research that will be presented in the forum
confirms that, through innovation, social security is
responding proactively to the challenges of globalization
by contributing to socialjustice and more equitable
economic development," he said.
New directions in social security are analyzed in a
report to be presented at the WSSF, Developmenfs and
Trends Suppofting Dynamic Socra/ Secuity, and will be
the subject ,lf the plenaries and technical sessions on a
range of topics during the event.
A highlight of the week will be the Social Security
Summit, which will look at the role of social security in a
globalized economy, in particular in mitigating
inequalities and alleviating povefi. The summit will
involve ministers and senior officials for social security

the ISSA.
Among the issues on the Forum's agenda are social
security's roles in tackling poverty and social injustice, in
extending access to health coverage and pensions, and
in addressing the social and economic costs of disability.
The challenges of increasing administrative efficiency in
social security will also be discussed.
The Forum will take stock of recent significant
trends in social security and their possible impact on
national social and economic development. The ISSA's
Technical Commissions will also report on the outcome
of studies undertaken during the triennium in their
respective fields.
The 29th ISSA GeneralAssembly will finalize a new
programme strategy, adopt a series of constitutional
amendments, and elect a new governing body for the
Association, the ISSA Bureau.
The Forum will culminate in a high-level summit on
the crucial role of social security in social and economic
development, which is expected to involve senior
officials, opinion leaders and policymakers from a
spectrum of international organizations and civil
society. g

Development, and the Council of Europe.
Among other topics on the forum's agenda are
social security's role in the prevention of occupational
diseases, the use of new technologies, change and
risk management, financing health care, and pension
fund investment strategies. Plenary sessions will be
devoted to the extension of coverage and the social
situation in the Russian Federation.
The main social security institutions of the Russian
Federation are the hosts of the first WSSF. The event
is hosted by the four ISSA members of the country:
the Ministry of Health and Social Development, the
Pension Fund of the Russian Federation , the Social
lnsurance Fund of the Russian Federation, and the
Non State Pension Fund "Gazfond" in Moscow in
September 2007.
The flagship event of the ISSA for 2007 marks a
triple jubilee: the 80th anniversary of ISSA, 50 years
since Russian members joined the ISSA, and 40 years
since Russia last hosted the ISSA GeneralAssembly in
the city of Leningrad (now St. Petersburg). The
Russian government endorsed the decision to host the
WSSF, and agreed to provide support for the event. 71

Building New ISSA: Summary of activities 2006
Promoting good practice in social security; ensuring
global reach through regional action; enabling knowledge
transfer; and helping make the world of work safer
healthier. These are some of the key messages of
lnternational Social Security
Association (ISSA) in its annual report
for 2006 released this June, the first in
a new format.
The illustrated report, entitled
"Building New ISSA: A Summary of
Activities in 2006", offers a concise
overview of the Association's
programmes in the past year, and
provides an outlook on upcoming key
events.
ln the introduction, the ISSA
President, Ms. Corazon de la Paz, and
the ISSA Secretary General, Mr. HansHorst Konkolewsky, write that the report
"demonstrates the richness and impact
of our activities designed to cooperate,
at the international level, in the promotion and
and
the
development of social security. ln a world where social
security institutions face evolving challenges, the ISSA
must also adapt to continue successfully pursuing its
mandate".
The summary of activities highlights
the Association's support for members'
programmes to reduce child poverty,
combat unemployment and extend
social security coverage. Knowledge
kansfer is at the heart of ISSA's work,
and the reports outline some of the
diverse technical, research and training
activities undertaken during the year.
For the first time, the report is
available in Arabic, Chinese and
Russian as well as the |SSAworking
languages of French, English, Spanish
and German. The report can be
downloaded from the ISSA Website and
is available on request from the ISSA
Secretariat. 74

innovative and proactive and, finally,
to be socially inclusive and

Social security organizations
everywhere find themselves
squeezed between constituents'
rising expectations and financial
constraints.
New pressures require these
organizations to adapt to political
requirements, adopt new
technologies and improve their
capacity to manage change and
innovate.
Since 2005, the lnternational
Social Security Association (ISSA)
has teamed with Accenture, the
global management consulting
company, to conduct original
research to explore the practices
of change management in social
security organizations.
The ISSA/Accenture report,
Managing Change or Leading

the programme of international
conference on Leadership and
innovations: Change management
and risk management in social
security organizations in Vienna,
Austria, from 02 to 04 July 2007,

an obligation to strive towards
excellence in their performance,"
said Mr. Hans-Horst Konkolewsky,
Secretary General of the ISSA.

thinking, and the conference will
discuss how institutions can be
reinvented to become more relevant
and effective," he said.
The quality of delivery of social
protection impacts on the welfare of
individuals and the community, and
contributes to the prosperity, peace
and democracy of a country,
according to Mr. Erry Stoove,
Chairman of the Board and CEO of
the Social lnsurance Bank (SVB)in
the Netherlands and Chairman of the
TCOM.
"Effective change in social
security therefore requires
strengthened cooperation and
dialogue between political and
administrative leaderships," he said.
The lSSlVAccenture report
reaches four main conclusions:
o The art of making change is more
complicated than ever;
'
Social security executives
understand change management and
are managing change effectively;
o Bold leaders are raising their
sights, using innovative approaches
that deliver excellent results;
o Nonetheless, there is more to be
done.
The report entitled Managing
Change or Leading Change? is also
on the agenda of the World Social
Security Forum organized by the
ISSA in Moscow, in September 2007.

Pension reform in
its full
implementation
A new pension law has
eventually divided the national social
security into two components: social
insurance and social assistance. lt is
envisaged that this law will enhance
the efficiency of the national social
protection system. Since January
2006 all employees and employers
are registered under a new social
insurance system based on
personalized accounts. All social
insurance contributions are refl ected
in these accounts. ln 2006,
contribution rates constitule 22 per
cent for employers and 3 per cent for
employees of monthly payrolls.
A new pension law introduced a
new structure of old-age pension in
the country: basic, insurance and
funded parts of labour pension.
The basic part of pension is a
flat rate defined by the Presidential
Decree and increased on a regular
basis by no less than the annual
inflation rate, at least once a year. ln
accordance with this law, working
pensioners receive 100 per cent of
the basic part of their pensions.
Presidential Decree No.311 "0n
implementation of the law of the
Azerbaijan Republic on the State of
Budget of Azerbaijan Republic for the
year 2006", provides that the basic
part of pension will increase from
MN 30 to 35 (1 USD = 0.92MN)
from 01 October 2006.
The insurance part is calculated
as a ratio between the accumulated
amount of notional insurance
capital registered with the insurance
part of the personal accounts and the
period of the person's life expectancy
(144 months). ln accordance with
this law the insurance part of
pensions is indexed annually and
cannot be less than the annual
inflation rate.
The funded part is calculated
as the ratio between the
accumulated amount in the funded
part of personal accounts (to be
introduced in 2010)and the period
of life expectancy (144 months). 71

Government eyes
universal access to
primary health care
system
ln his government report
delivered on 5 March 2007 at the
National People's Congress,
Premier Jiabao Wen declared that
the government would strive to
accelerate the reform and
development of health undertakings
with a view to establishing a primary
health care system covering all
urban and rural residents.
He said that in 2007, the
government will concentrate on four
work areas of work. First is to
actively promote the new rural
cooperative medical scheme, which
was instituted in 2000 to ease the
burden of health costs of farmers,
where one{hird of the cost would
be borne each by the farmer, the
localgovernment, and the central
government. The central
government's annual subsidy in
2007 will amount to CNY 10.1
billion (1 USD = 7.56 CNY), an
increase of CNY 5.8 billion over last
year. The scope of coverage of the
new system is expected to exceed
80 per cent of the counties
throughout the country by the end
o'f
2007.
Second is to speed up the
construction of a new type of
community-based urban health
service network during which the
central government will provide
adequate financial support to less
developed central and western
regions.
Third is to launch pilots on
primary health care insurance for
non-salaried urban residents
(mostly uncovered elderly and
children) which will mainly focus
on pooling for major diseases.
Likewise, the government will
render necessary subsidy to
poverty-stricken residents. Each
province has been mandated to
choose at least one or two cities
or prefectures in 2007 as pilot
areas. Quite a few provinces such
as Liaonin, Jiangsu and Jiangxi
have reportedly either
implemented or are planning to
implement programmes to extend
health insurance coverage to all
urban residents within their
jurisdiction in two to five years
through a substantial government
subsidy ranging from one-third to
more than half of the insurance
premiums.
Fourth is to strengthen the
work of prevention against major
contagious diseases and
incorporate into the State
immunization programme 1 5
diseases such as Hepatitis A
which can be effectively prevented
through vaccine injection. On the
basis of free medical treatment for
contagious diseases such as AIDS
and snail fever, the list of free
treatment diseases will be further
expanded. 71

Proposal to amend
the universal health
insurance scheme
ln order to provide health care
protection and easy access to good
health services to poor families, the
Prime Minister inaugurated in 2003 a
community-based Universal Health
lnsurance Scheme (UHIS). ln 2004,
the scheme was redesigned to make
it exclusively for persons and families
Below the Poverty Line (BPL), as
those families seemed to avoid the
scheme due to inability to pay the
premium. The premium subsidy was
enhanced from INR 100 to 200 (1
USD = 40.97 INR)for individuals,
INR 300 for families of five persons
and INR 400 for families of seven
persons.
ln March 2006, the Committee
Public
on
Undertakings, a
Parliamentary Committee consisting
of 22 members, along with the
Ministry of Finance, presented to
Parliament a study on health
insurance, which included an
evaluation of the UHIS, The study
states that the UHIS has had
limited success and recommends its
revision. The scheme has
benefited only about 10,000 families
over the past two years, against a
target of 100,000 families in the first
phase.
One of the problems was that
the scheme was confined to the BPL
segment of the population contrary to
the original version of the scheme
that was designed to achieve the
twin objectives of making this
scheme more attractive to the BPL
segment and to cover a larger
segment of the poor population, The
committee recommends extending
the scheme to the families above the
poverty line as well.
Another cause of limited
success of UHIS has been
incomplete identification of BPL and
the insufficient efforts made by
insurance companies to cover
larger segments of the population
under health insurance schemes.
The Committee wants the
government to set ambitious targets
for the insurance companies and to
closely monitor their performance
so that they strictly comply with the
established targets.
Finally, the Committee would
like the subsidies for the poor and
BPL segments made available to all
existing health insurance schemes
and not reshicted only to UHIS, as
is the case now. The Minister of
State for Finance has ruled out any
intention of the government to
review the health insurance
scheme. The Minister affirms that
the re-designed UHIS of 2004
covering only BPL families has the
same set of benefits but provides
also enhanced subsidies for
individual and families, as explained
above. Furthermore, the public
sector and private insurance
companies had been able to cover
65,718 families in 2004 to 2005 and
68,296 families in 2005 to 2006
across the country. g
