1.
Undersigned joined Pakistan Navy in 1975 and served for more than three decades.
2.
During the tenure of service undersigned did various Academic, Technical & Professional
courses in Pakistan and abroad.
3.
My specialization is “Navigation and Operations”, which include complete ship’s
operations, piloting, maneuvering, station keeping, cruising etc. It also includes working and
observations of Tides, Currents, Astronomical, Terrestrial and Coastal Navigation, Operations
Specialization etc.

Undersigned has sailed in Persian Gulf, Red Sea, South China Sea, Pacific Ocean, and
Circum-navigated Australia. Passed through Malacca, Sunda Salat and Lombac Straits number of
times. Navigated and carried out coastal navigation along the entire Pakistan Coast and has more
than 15 years of sea experience in various capacities of Command, Staff and Instructional Duties.

Undersigned had been a DS (Navy) at Command and Staff College, Quetta for three years,
Training Commander PNS Bahadur, Officer Incharge Navigation & Operations School and Staff
Officer (Ops). Has vast Command, Staff and Instructional duties experience. During appointment as
DS at C&SC Quetta, undersigned was closely associated with computerization programme/process
for formation of the paperless environment in the College. Participated actively in computerization
planning and implementation phases and successfully accomplished the task. Prepared User
Requirement Documents for Library Module and digitized more than 3000 books of references of
army and carried out the indexation of 29,000 books of College Library. In fact undersigned was
Assistant Chief of Naval Staff (Training) at NHQ, Islamabad, prior to release from Pakistan Navy
in June 2010

Undersigned piloted large number of Pakistan Navy ships, crafts in Karachi and Port Qasim.
Undersigned also towed submarines and beached them at Gadani safely. At Gwadar Port, piloted
and maneuvered towed barges into the port without the help of Port’s Tugs. Commanded Tanker,
served as Commander Dockyard & Naval Harbour Master and conducted Naval Harbour dredging
operations and was the Engineer for dredging project.

During my course of service in PN, carried out Project Management and Project
Manager/Director duties in various fields including control over financial management etc.

At NHQ was assigned the duties of Director Civilian Personnel, responsibilities included
recruitment, training, promotion, welfare, gratuity fund management, awards/honouraria, additional
charge/duties statements, welfare of families, children welfare/scholarships, retirements, death
cases, welfare of widows/retirees etc. of about 21,000 civil work force of PN in the field formations.

Had also worked as Addl Director (Ops & Coord) and (Admin) in NAB (Rawalpindi).

Undersigned was appointed as DG (Operations), Gwadar Port Authority (GPA), later took
over as Chairman too. Carried out duties as Dy Conservator GPA, implemented and monitor the
operational aspects of port performance indicators and the performance of private terminal operator

(PSA Gwadar). Activated the Tide Gauge Logging System in Gwadar and installation of
Containerized, Radar Assisted Tidal Observatory Station. Also took initiatives for Contract
Management and Monitoring. Carried out certified hydrographer assisted surveys, SAR operations
in Gwadar East Bay and Ras Kappar areas along Makran Coast.

Has experience of negotiating and under taking/participating in project related meetings
with china’s, European’s and US delegations. Has worked with various foreign Govt and private
firms relating to technical and other projects while in Pakistan Navy, Gwadar Port Authority and
BISP.

Was the commissioning team leader of Gwadar Port Aurhority for final handing/taking over
of afloat crafts, shore machinery, equipments, infrastructure & superstructures, vehicles electronic
systems etc, accomplished the task without any defects and observations.
13.
During service in PN participated and attended various Human Resource Management
Courses in Pakistan, the details are mentioned in CV document.
14.
Undersigned participated and executed various projects related to ships modification in term
of equipment, machinery, system integration etc to civil works in Pakistan Navy. Was also the
commissioning crew for the induction of ship from USA in Pakistan Navy. Has also served in NAB
(Rwp) as Col Staff/Addl Director Operations & Coordination.
15.
Undersigned also took part in Tsunami capacity building programmes and drills in Gwadar
and Jiwani. Also participated in environment preservation conferences and meetings held in
Pakistan.

Undersigned was also a member of the National Port Master Plan Study committee, Five
Year Peoples Programme for Ports & Shipping, Pakistan Railways and Road Infrastructure.
Travelled all over Balochistan and rest of the country by raod.

Undersigned also carried out complete reconnaissance/survey of road infrastructure for
connectivity of Gwadar Port with hinterland by road i-e Gwadar-Turbat-Hoshab-Panjgur-NaagBisema-Sorab-Khusdar-Ratodero.
18.
Undersigned did National Defence Course from South Africa, Port Management &
Operations Course from Singapore and Carried out inspection of Pneumatic Fenders in South
Korea. My last appointment was ACNS (Training) at NHQ, responsible for recruitment and training
(in Pakistan & abroad) of uniform personnel in PN and had retired on 10 June 2010.
19.
Worked as Consultant/Director Field Operations (DFO) under the SSN Technical Assistance
Programme of WB and Government of Pakistan in Benazir Income Support Programme (BISP).
Following assignments were undertaken by undersigned:
a.
Conducted and supervised Nationwide Poverty Scorecard Survey (NPSS), all across
the country. The performance of duties included Training, Operations Planning, Logistics,
Monitoring of Training at all levels, Coordination, Inspection of Field Work & Performance,
Monitoring & Evaluation at Field Level Operations, etc.
b.
Conducting and implemented alternate payment mechanisms (Smart Card, Mob
Phone Banking and Benazir Debit Card) all across the country. Has the experience of
communicating, controlling and coordinating more than 450 BISP offices online all across
the country.

c.
Generated with the help of MIS various reports of:
(i).
Coverage of NPSS and progress made by each partner organization, etc
(ii).
Optimized the work being carried out by the BISP Tehsil offices in the form
of work out put reports.
(iii). Complaints handling, management and resolution reports (manual system),
Banks were advised for a model to shift to biometric system, etc for beneficiary
positive identification and activation of BDC’s.
(iv). Worked in coordination with BISP MIS-SA, Banks and NADRA for smooth
implementation of the technical plans prepared by Payment section.
d.
Took part in flood and disaster relief operations on behalf of BISP.
20.
Undersigned has experience of 38 years of service in Pakistan Navy, NAB, Gwadar Port
Authority, Benazir Income Support Programme from 2010 to 2015.
