Foreword
Breaching the record of the past year’s blockbuster conference, 573 Philippine SUC delegates
responded the call for worthy experiences of knowledge, achievements, culture, and values of the
Agency in its 26th Annual National Conference.
“Realigning Accreditation of SUCs to CHED Typology-and-Outcomes- Based Quality Assurance
(TOBQA)” steered the grand celebration’s flow of activities. The three-day conference was divided
into six (6) plenary sessions of largely varied adrenalin boosting workshop modalities, stimulating
activities, and of high caliber speakers on recent quality assurance topics and issues. The opening
and keynote speech of Dr. Serafin L. Ngohayon, President AACCUP and Ifugao State University was
the prefatory of the celebration, followed by a message from Mr. Vicheanon Khieu, Deputy Secretary
General of the Accreditation Committee of Cambodia and Board Member, Asia-Pacific Quality
Network (APQN). After which, Dr. Manuel T. Corpus, AACCUP Executive Director expounded on the
implementation of CHED-TOBQA Project for which the AACCUP will play a big role beginning with
the preparation of the instruments and implementation of quality assurance activities beginning
2013. Guest of Honor and Speaker, Commissioner Ruperto S. Sangalang of the Commission on Higher
Education and the former president of AACCUP (2007-2008) emphasized the need for all SUCs to
adopt the new qualifications framework advanced by CHED in consistency with their mandates.
Plenary Session II progressed to the election of the AACCUP Board of Directors for 2013-2015. A
focus on Asia Pacific Quality Assurance Network (APQN) via the APQN Hour follows in Plenary
Session III, where Deputy Secretary General Vicheanon Khieu of Cambodia Accreditation Committee,
and Board Member, APQN gave a perspective on quality assurance in the Asia Pacific Region.
Second day activities consisted of the AACCUP Business Meeting chaired by the agency’s
president, then the illumination on CHED-PASUC Partnership by PASUC Dr. Ricardo E. Rotoras,
President of PASUC and MUST. Mind twisting Day 3 with Plenary Session V enthused participants of
workshop reports, executive summary and TOBQA issues and concerns tackled by the AACCUP Board
of Trustees. Plenary Session VI proclaimed the newly elected BOT members. The grand annual
celebration’s finale graciously acknowledged the 2013 Top Performers for programs accredited
conferred by the AACCUP Executive Director, Dr. Manuel T. Corpus in the Closing Program. Dr. Angel
A. Alcala this year’s Guest of Honor and the President of the National Network on Quality Assurance
Agencies (NNQAA), elucidated on the quality assurance among SUCs in the next five years. The 26 th
Annual National Conference was formally closed by the distribution of certificates.
The embodiment, the totality of what transpired during the 26th Annual National Conference,
which was another milestone in the AACCUP rock- hard existence will be revealed on the pages that
follow sending strong message of accreditation commitment crucial to developing SUCs through
strong sealed bonds of partnerships.

PROCEEDINGS
The Preparations
To ensure the successful conduct of the 26th AACCUP Annual National Conference,
preparations were made as early as five months before the occasion by the Board of Trustees
(BOT) for staging the first annual conference outside Luzon. Resources were tapped and
spirits were primed in months and days leading to the big event. The conference was
scheduled in between two big celebrations, Dinagyang Festival the weekend before and the
feast of the Our Lady of Candles-regional patroness of Western Visayas, in the host-city Iloilo,
weekend after. The afternoon of January 28, 2013 was spent by the BOT members and
officials as well as, the Secretariat with the Executive Director iterating their roles and
functions on the following concerns:
 registration of participants;
 reception of guests and visitors;
 plenary sessions;
 hotel accommodation and services;
 documentation and publications;
 distribution of certificates; and
 overall management of the program.
Day 1 January 29, 2013 (Wednesday)
573 Philippine SUC delegates responded the inspiring call for advancement of the
education profession, breaching the blockbuster record of the previous year’s participant
turnout of 548. AACCUP also brought together the top accreditation experts from various
national and international peer accrediting agencies which added a feather to the cap of the
grand assembly.
Registration of Participants
Registration was of different processes. It was through pre-registration whether online with payments through the banks or personal at the AACCUP office. There were
participants also who registered at the conference site. All of these promoted efficiency in
the registration process. Due to reasonable popular demand of SUC Presidents, more
participants than expected attended. Early arrivals were entertained on the 28th while
majority of the participants got registered from 6:30 a.m. to 9:30 a.m. on January 29. Chair
Dr. Ma. Teresa S.J. Valdez, AACCUP Treasurer smoothly managed the registration of
participants.
Plenary Session I
Opening Program
The Program at the Coral Ball Room, opened the year’s convention at Punta Villa
Resort, with the singing of the doxology and the Philippine National Anthem led by the WVSU
renowned Panayana under the baton of Prof. Elizabeth G. Nuñeza accompanied on the piano
by Prof. Estrelleta P. Monroy. Plenary Session I was off to an inspiring start.
Dr. Serafin L. Ngohayon, President of AACCUP and Ifugao State University
underscored the overwhelming support of the SUCs to quality assurance shown by the big
turnout of 573 delegates. He also emphasized the achievements of AACCUP in 2012 and
challenged all SUCs to continuously seek for higher accreditation levels at par with national
and international acclaimed private institutions.
Mr. Vicheanon Khieu, Deputy Secretary General of the Accreditation Committee of
Cambodia and Board Member of the Asia-Pacific Quality Network (APQN) reiterated the
importance of quality assurance.
Hon. Ruperto S. Sangalang, Guest of Honor and Speaker and Commissioner of the
Commission on Higher Education was substantially introduced by Dr. Evelyn C. Cruzada,
AACCUP BOT Vice President and President, Leyte Normal University. He emphasized the
need for SUCs to embrace the new qualifications framework advanced by CHED which is
consistent with SUCs mandate in delivering quality and relevant higher education programs.
Likewise, he mentioned that the new qualifications framework is in response to the three
challenges: (1) the country’s lack of critical pool of graduates with needed competence which
constrains the manufacturing and service sectors of the economy; (2) reality of ASEAN 2015;
and (3) Philippine commitment to develop system of comparable qualifications, degrees and
diplomas across the Asia Pacific Region; and (4) acceptance of internationally agreed upon
frameworks and mechanisms for global practice of professionals.
The cavalcade of music which included Ilonggo folk songs by the WVSU Rondalla
under the baton of Mr. Almar Canonicato followed with the singing of the AACCUP March
concluding the opening program and the first plenary session. Dr. Rosana Grace B. Belo
Member, AACCUP BOT member and College of Nursing Dean, West Visayas State University
was the Plenary Session Manager while Dr. Evelyn C. Cruzada, AACCUP BOT member and
LNU President was the Presiding Officer.
Plenary Session II
Nomination for AACCUP Board of Directors
Dr. Mario S. Suba and Dr. Soledad M. Roguel, AACCUP BOT members and CLSU
Accreditation Coordinator and Vice President respectively managed this session. Orientation
on the conduct of the elections was done by COMELEC Chair, Dr. Roguel. Entry requirements
of candidates like required qualifications were emphasized. Guidelines included nomination
to Presidency to be submitted not later than two hours before the election on January 31,
2013.
Plenary Session III
The APQN Hour and CHED TOBQA Project
Mr. Vicheanon Khieu, Deputy Secretary General of the Accreditation Committee of
Cambodia, and Board Member, Asia Pacific Quality Network provided the participants a
perspective on quality assurance in the Asia Pacific Region. He emphasized on the role of
APQN in bringing together accreditors and accreditation bodies throughout the region and
underscored the active role of AACCUP as the Philippines’ most active quality assurance arm.
In 2012, three members of the BOT of AACCUP have been included in the pool of esteemed
international accreditors of APQN.
Getting ahead from a mere proposal in 2012 to its being the main feature in this year’s
convention, in anticipation to its implementation upon approval by the CHED, the CHEDTOBQA project preparations are under way. Dr. Manuel T. Corpus, AACCUP Executive
Director, highlighted the big role AACCUP is pursuing. As envisioned in the TOBQA project,
the AACCUP shall prepare one institutional and 34 program accreditation instruments.
To come up with the said outputs, a workshop was needed composed of several
groups. One consideration was the need to articulate CHED Typology and Outcomes-Based
Quality Assurance which focuses on the evaluation of outcomes. Inputs (resources) and
processes however were still important to determine the level of the attainment of outcomes.
With that as a general framework, participants brainstormed on the evaluation design to:
 examine outcomes (results) as they relate to the clear statement of goals defined
in terms of competencies, research outputs and improvement of human life;
 review the adequacy, relevance and effectiveness of inputs and processes; and
 identification of a program outcome and indicators of competency, adequacy, and
effectiveness of relevant inputs and processes.

Day two culminated with a dinner and cultural presentation sponsored by Western
Visayas College of Science and Technology. An attraction was the Aliwan 2012 runner-up
Tribu Salakayan on the show. Dr. Raul F. Muyong, AACCUP BOT member and WVCST Miagao Campus Administrator coordinated the evening affair.
Plenary Session III Manager was Dr. Lorenzo C. Lapitan, Jr. AACCUP BOT member and
CVSU Professor while the Presiding Officer was Dr. Danilo S. Hilario, NNQAA Vice President
and BulSU Vice President for Research and Extension Planning.
Day 2 January 30, 2013 (Thursday)
Plenary Session IV
AACCUP Business Meeting and CHED-PASUC Partnership
Dr. Serafin L. Ngohayon, AACCUP and IFSU President, began the Business Meeting
with a roll call of institutional members represented by key officials of SUCs. Reading of the
minutes of the 25th Annual Conference was deferred pending approval of the minutes by the
BOT.

Dr. Ngohayon officially closed the meeting after discussion of the foregoing report
and issues.
Dr. Ricardo E. Rotoras, President, Philippine Association of State Universities and
Colleges (PASUC) presented his paper on “The CHED-PASUC Partnership: A Progressive
Development in Quality Assurance”. This expressed PASUC’s support to CHED thrusts.
The afternoon session was devoted to small group activities which included
finalization and consolidation of workshop reports and visit to Accreditation Center of West
Visayas State University.
To cap the second day, the West Visayas State University sponsored dinner and
cultural presentation featuring cultural groups (Panayana, Maragtas Choir, and WVSU
Rondalla Ensemble) and national champions of PASUC Cultural Festival.
Day 3 January 31, 2013 (Friday)
Plenary Session V
Workshop Reports and Election of AACCUP BOT
Cluster leaders delivered their reports using the workshop format which were
included in the synthesis of the conference by Dr. Mario S. Suba. The outputs proved to be a
rich input to continue the AACCUP project which is the development of accreditation
instruments following CHEDs TOBQA Framework. The AACCUP BOT responded to queries
on various issues and concerns forwarded by the conference participants particularly on the
impact of the new framework on accreditation statuses of programs and preparations of
various SUCs for higher accreditation in 2013.
Plenary Session V managed by Dr. Soledad M. Roguel and Dr. Mario S. Suba ended
with the election of AACCUP BOT for 2013-2015 followed. This was supervised by the
COMELEC chaired by Dr. Soledad Roguel with Dr. Brigida A. Roscom, Dr. Jeanelle B. Argonza,
Dr. Edna F. Gonzales, and Prof. Ricky G. Abalena III as members.
Plenary Session VI
Closing Program
Dr. Raul F. Muyong and Dr. Lorenzo C. Lapitan, Jr., managed the last proceedings in
Plenary Session VI where the new AACCUP BOT was proclaimed by the COMELEC Chair. The
new officials who’ll serve for two years are Dr. Eduardo T. Bagtang, Dr. Jeter S. Sespene, Dr.
Mario S. Suba, Dr. Adela Cristeta J. Ruiz, Dr. Luis M. Sorolla, Dr. Evelyn C. Cruzada, Dr. Rosana
Grace B. Belo, Dr. Samson L. Molao, Dr. Nenita I. Prado, and Dr. Consorcio S. Namoco, Jr.
The closing program started with the distribution of awards by Dr. Manuel T. Corpus
to top performer SUCs on programs accredited namely; West Visayas State University, Rizal
Technological University, Central Mindanao University, Laguna State Polytechnic University,
Bicol University and University of Antique.
The NNQAA President and Guest of Honor and Speaker, Dr. Angel A. Alcala
commended AACCUP for its triumphs the last 25 years. In his speech, he claimed that there
is a good picture for HEIs even as they become too large and to manage. He further offered
the optimistic view for quality assurance among HEIs as the government realizes that quality
of education should be at par with ASEAN and the world, and that CHED move out from dark
ages to engage in real education reforms. These were his view as he shared his thoughts on
Quality Assurance among SUCs in the Next Five Years.
Dr. Jeanelle B. Argonza formally closed this year’s annual conference. Distribution of
certificates by Dr. Manuel T. Corpus assisted by Mr. Segundo R. Rogelio, Jr. and Mr. Dominic
T. Martinez finally ended the 26th AACCUP Annual Conference.
