Riding the horns of dilemma, man often finds himself left directionless and purposeless, immune to the awareness of the virtuous or evil, unable to differentiate between the love of his own or the indifference of others, and a wilful nonchalance towards the outcome of progressive or retrogressive forces. Today I find myself in somewhat a similar situation because the bitter and unpalatable truth that has unveiled itself in the last few years has shaken all my conceptions and paradigms. The one simple perception of right and wrong, good and bad, boon and bane have now become a complex riddle for me. That which should have been the fountain spurting forth the elixir of life, instead appearing like a black hole eclipsing the very source of life. That which promised to be the guiding hand through the maze of life, the light at the end of all life’s black tunnels, instead ready to choke and gorge even the smallest ray of hopes, sunshine and joy coming towards it. It has built an impenetrable wall of darkness around me, frightening me with horrifying vision of future and me, in fear of losing myself to this seemingly insurmountable danger, surrender to it. But is it the most judicious thing to do? ... No, Never..... A small voice from within my inner soul is fighting to be acknowledged: - “Arise, Awaken and face all challenges with confidence and stoically, because you are invincible, intrepid and indomitable. Then what can ever quail or ensnare such a man away from his true existence? When both fear and temptation are far from you, then come forward and jump unhesitatingly onto this greatest battlefield of life, and swear to strive consistently and uncompromisingly towards the absolute attainment of the ultimate deliverance, ready to offer the noblest sacrifice of your life on the altar of this solemn deed.”
It was this dedication, like an oath, emerging from my innermost being, which shook my core and awakened my conscience, so that now I may evaluate the happenings of yesteryears and try to achieve some semblance of a critical analysis. Yesterday is gone and gone forever but nevertheless it moulds and determines the events of today and the outcome of tomorrow. It is the past which teaches us how to walk the uncovered miles of present and which brings the future to us as a continuous present. Quite often, despite being in the presence of milieu, surrounded by innumerable acquaintances, I get a desolate feeling of being all alone, alone and all by myself. This need not necessarily be true because surely, in this whole big universe there must be other people who identify and empathise with my thoughts and my cause. But flow of time and vastness of distance has kept us separate and alone in our own islands. The urge to cut across the barriers has instigated me to set up/ build up an institution/organisation that would give expression to our combined aspirations.
Pondering over such facts, brings to my mind the conclusion that mankind is passing through a phase of self induced infection transmitting through the entire blood-stream of mankind, as a situation of abject, apathetic hopelessness is arising. Deviating from the virtuous path and

Powered by Bureaucrats & Technocrats forsaking all values and principles, man is gradually falling prey to an aimless and fraudulent pseudo-realism, which is pushing man towards self-destruction. Sensitivity which was the sustaining and indivisible aspect of being a human is now getting lost in a mire of depravity.
We are forgetting the importance of emotions and feelings in our lives and are being deprived of the warmth of relationship by the cold onslaught of materialism. Against this backdrop, we see humanity being sacrificed at the stake of a morbid world ruled by “the principle of materialism” , and run by the philosophy of “egomaniacal self-centredness and selfindulgence ”. This philosophy of life has brought about a drastic change in the coordinates of human life, whereby the glorious distinction which such attributes as love, faith and tolerance, used to enjoy, is now giving way to the state where wealth, distrust, apathy and intolerance are being held up as the basic fundamentals of life.
Money earned as a deserving reward for honest labour may bring joyous contentment, but it’s the money acquired by ill-gotten means through illegal and amoral methods, which is at the root of the prevalent chaotic situation. The all pervading atmosphere of superficial glamour and pompous show-off is the outcome of wealth hoarded through dubious means, and which luring people towards its corrupt genesis.
It is dangerously preying on the very foundations of our society, the youth-the backbone of our nation, who is forgetting its own worth and strength, in the face of this outward glitter.
The hollow splendour is overshadowing the brilliance of our treasured young . It would be more pertinent to call it a march towards depravity whereby the lure of easy money is pushing the youth towards a murky and immoral existence. This mentally, physically and spiritually deprived youth, indulging in conscious self-abasement has forsaken its right to be recognised as the nation’s strength, because a weak and disorganised force can in no way represent progress and prosperity, rather it becomes a symbol of ruin and destruction .
Those caught in the web of destructive forces often find themselves being treated with utmost care when the need arises, but dumped to the sidelines once they have served their purpose. Could it be ever conceivable that today’s youth wilfully wishes to be mired in such activities which instead of making his strength, vitality and enterprise a symbol of national pride, rather turns him into the parasite which feeds on the very roots of the national entity, whose mere mention brings a shudder of horror in the hearts of humanity.
Indeed the call of the hour is for that ‘JAMVANT’ who would awaken the ‘HANUMAN’ in every youth and makes him aware of his hidden font of strength, and then for an able institution, who would cement the youth power into a strong willed, energetic army of renovators/performers who would come forward as a national force to be reckoned with. But the arduous task of JAMVANT can be entrusted only to the men of integrity and purpose, men of older generation whose enriching experience we can safely bank on. After all, Shiva is revered today because it was he who consumed the poison himself so that the entire universe may survive and experience the joy of living. Time has come again for reincarnation of that Shiva.
Today every nook and corner of our society and our country is carrying out in despair, but these seems to be no one willing to bear the burden of Shiva and wipe off the bitter tears scaling the eyes of humanity.

The main examination is intended to assess the overall intellectual traits and depth of understanding of candidates rather than merely the range of their information and memory.
The nature and standard of questions in the General Studies papers (Paper-II to Paper –V) will be such that a well educated person will be able to answer them without any specialized study. The questions will be such as to test a candidate’s general awareness of a variety of subjects, which will have relevance for a career in Civil Services. The questions are likely to test the candidate’s basic understanding of all relevant issues, ability to analyse, and take a view on conflicting socio-economic goals, objectives and meaningful and succinct answers.
The scope of the syllabus for optional subject papers (Paper-VI & Paper- VII) for the examination is broadly of the Honours Degree level i.e. a level higher than the bachelors’ degree and lower than the masters’ degree. In the case of Engineering, Medical Sciences and Law, the level corresponds to the bachelors’ degree.
To be written in the medium or language of the candidate’s choice. Candidates will be required to write an essay on a specific topic. The choice of subjects will be given.
They will be expected to keep closely to the subject of the essay to arrange their ideas in orderly fashion, and to write concisely. Credit will be given for effective and exact expression.
