On motion presented by Councilor Tosca Camille T. Puno-Ramos, duly seconded, all members of the
Sangguniang Panlungsod who are present approved the following City Resolution on second and
final reading:
CITY RESOLUTION NO. 2013-036

A RESOLUTION ENDORSING THE ESTABLISHMENT OF
SISTERHOOD AGREEMENT BETWEEN THE CITY GOVERNMENT
OF MAKATI, METRO MANILA AND THE MUNICIPALITY OF
DIVILACAN,
PROVINCE
OF
ISABELA
AND
FURTHER
AUTHORIZING THE HONORABLE MAYOR JEJOMAR ERWIN S.
BINAY, JR. TO SIGN THE SISTERHOOD PACT.
WHEREAS, Article III, Section 33 of the Local Government Code of 1991 partly provides that
“Local government units may, through appropriate ordinances, group themselves, consolidate,
or coordinate their efforts, services, and resources for purposes commonly beneficial to them”;
WHEREAS, it is the desire of the Municipality of Divilacan Province of Isabela to expand its
horizon through linkages with other local government units, thus, opening the opportunity for
community development and nation building;
WHEREAS, the Municipality of Divilacan, Province of Isabela, by virtue of Resolution No. 0142013 aims to establish a sisterhood relationship with the City of Makati through which both local
government units could promote exchange of ideas and experience in the fields of science and
technology, culture and arts, tourism, urban planning and development, commerce/trade and industry,
education and health, sports development, and social services among others;
WHEREAS, a bonding tie of sisterhood between the Municipality of Divilacan, Province of Isabela
and the City Government of Makati will foster mutual friendship and goodwill, nurture closer
relationship among their people and closer social and cultural exchanges and economic ties between
the two local governments;
WHEREAS, the sisterhood pact will not only strengthen friendship ties but more importantly
institute a working avenue of communication in facilitating exchange of information and technology,
urban planning policies and development, socio-cultural activities, income generation strategy and
fiscal management, health care facilitation and public education intensification, and other important
aspects of local governance that are beneficial to both local government units, thus, leading to its
growth and advancement and eventually self-sustainability;
WHEREAS, in consideration of the city’s philosophy of cooperation, the Sangguniang Panlungsod
of Makati observes no reason not to consider such much needed diplomatic measure in the spirit of
goodwill, peace and development, and as such, favorably endorses the establishment of a sisterhood
tie between the City Government of Makati and the Municipality of Divilacan, Province of Isabela.
NOW THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED BY THE
SANGGUNIANG PANLUNGSOD OF MAKATI, METRO MANILA, BY VIRTUE OF THE
POWERS VESTED IN IT BY LAW IN SESSION ASSEMBLED, to endorse the establishment of
sisterhood agreement between the City Government of Makati, Metro Manila and the Municipality of
Divilacan, Province of Isabela and further authorizing the Honorable MAYOR JEJOMAR ERWIN S.
BINAY, JR. to sign the sisterhood pact.
Let copy of this Resolution be furnished the Municipality of Divilacan, Province of Isabela through
its Honorable Mayor Venturito C. Bulan, the International Relations Department (IRD) and the
Department of the Interior and Local Government for their information, guidance and reference.
This Resolution shall take effect immediately upon its approval.

its regular session held on April 22, 2013.
