P O Box 800 Thunder Bay, ON P7C 5K4 June 26, 2014 Resident Address RE: City of Thunder Bay Water Delivery Discontinuation As a resident with an open water delivery account, this letter is to inform you that the City of Thunder Bay will be not be providing water deliver service after July 31, 2014. Corporate Report 2014.071 Water Delivery Discontinuation Supplemental Report was brought to Council and ratified on May 26, 2014. This report identifies the risks and mitigations required to haul water and was prepared in response to questions from Council. The main reasons for discontinuation of water delivery are that the practice goes against the City By-law, water rate payers are subsidizing the costs of water delivery, and the costs for the City to provide this service are measurably higher than the private sector. Therefore the City will discontinue water deliveries to residents as of July 31, 2014. In an effort to reduce the impact on residents who presently use this service, the City will provide a rebate of $70 or the amount of the delivery charge, whichever is less, per delivery to homeowners who require private hauler bulk water deliveries from August 1, 2014 to March 31, 2016. A rebate of $35 per delivery will be provided to homeowners who receive water deliveries from private haulers during the period of April 1, 2016 to March 31, 2017. Only residents with an existing water delivery account as of December 2, 2013 are eligible to receive these rebates. The homeowner will have to provide a receipt for each delivery to receive a rebate and rebates will be processed quarterly as of March 31, June 30, September 30, and December 31 of each year. Copies of water delivery receipts for each quarter with a completed Water Delivery Rebate Application form enclosed can be mailed into the City starting on September 15, 2014 for processing. Forms and receipts can also be dropped off in an envelope at any City office if addressed to “Water Delivery Rebate Program, Central Support Division” as indicated on the form. It will take approximately four weeks for the rebate cheque to be mailed after the end of the quarter date. Please do not provide original receipts as they will not be returned. There are several alternatives available to residents who currently receive water deliveries from the City. The City operates two water fill stations that can be used by residents to obtain water. These water fill stations require cards, much like a credit card, that can be purchased at the City’s customer service windows in VictoriaVille. Instructions for the use of these stations are included with this letter. These stations are located on Valley Street near John Street Road and on Mt. Forest Boulevard at Highway 61. Waterfill station instructions are found below. There are two local private companies that currently provide water delivery service. These providers can be contacted directly for information on rates and to arrange deliveries. Project Engineer – Environment City of Thunder Bay STEP-BY-STEP OPERATING INSTRUCTIONS FOR WATER FILL STATIONS Follow these steps to dispense water: Open the cabinet door to view operating instructions and to access the terminal Insert your Smart Card into the reader slot. A read-out of the cash value loaded on your card will be displayed. Enter the amount of water (litres) you require. If there are insufficient funds on the card you will be asked to select a new amount. The system will dispense the volume of water requested. The units (litres) are displayed as the water is dispensed. Stop the transaction at any time by pressing Stop/reset/eject button. At the conclusion of the transaction the card balance is updated and displayed on the terminal. The card is then ejected from the terminal, ending the transaction. Remember, if you are filling a large container you will need your own hose and a fitting to attach it to a 1" male threaded pipe. Don't forget to take your card with you!
