CRAFT NON-APPRENTICESHIP GRANT – A08
Supported training and achievements
Grant is available to provide financial support for the following:
•
off-the-job attendance on an approved construction related craft course
delivered by a VQ accredited Training Provider on a day or block release
basis
•
achievement of a VQ Level 2 and/or Level 3
What training and achievements are not supported?
Craft Non-Apprenticeship Grant is not an alternative for the training of employees
whose natural route of entry is through a Craft Apprenticeship (apprenticeship grants
supports this training). If a trainee has failed to meet the entry criteria for an
apprenticeship he/she will not be eligible for Craft Non-Apprenticeship Grant support.
This route for scaffolders is though the Construction Industry Scaffolding Record
Scheme (CISRS). There are attendance grants and achievement grants available
depending on the route of entry.
Whilst you are claiming Craft Non-Apprenticeship Grant you cannot claim any other
grant for the same trainee other than necessary and appropriate off-the-job training
which is not included within the individual’s VQ course (eg First Aid training and Site
Safety Plus courses). These grants need to be claimed in the normal way.
How much can I claim?
The grant available depends upon the level of the qualification of the training as
detailed below:
1. VQ Level 2 only, 1 year training duration*
Attendance and achievement grant is available for new entrants and existing
operatives who do not already hold a VQ Level 2 in their particular craft occupation.

If your trainee continues onto a VQ Level 3, a separate application will need to be
made for this additional training.

*Utilities Sector – where there are less than 35 days off-the-job attendance within
each year of training, attendance and achievement grant will apply for VQ Level 2
and/or Level 3 as appropriate. The completion incentive will be paid at a rate of
£1,100 for Level 2 and £495 for Level 3 as appropriate depending on the level of the
qualification undertaken by the trainee.
Please note: achievement grants can only be claimed for a maximum of 4 VQ
qualifications at each level, per lifetime. This limit does not affect payment of
the completion incentive.
Grant support will commence from the start date of the VQ training.
Support is available for partially trained Craft Non-Apprentice trainees. If a trainee
transfers to or from your employment part-way through the training programme, you
should inform us straight away by e-mailing grantsscheme.queries@citb.co.uk as
residual grants will apply.
•
if the trainee is leaving your employment you will receive the full quarter of
attendance grants for the period in which they ceased to be employed by you
•
if the trainee is newly employed you must meet all of the criteria for the Craft
Non-Apprenticeship grant in order to receive payments for the balance of the
grant entitlement. This will include any remaining quarters of attendance
grant, achievement grant for the VQ Level 2/3 and the completion incentive
for the VQ Level 2/3
Craft Non-Apprentices who started their training and registered for grant support and
qualify for Supplementary Payment before 1 August 2015 will continue to receive
Supplementary Payment at 22%, if eligible, for the duration of the training providing
the eligibility criteria is met.
Craft Non-Apprentices who started their training and registered for grant support
before 1 August 2015 who did not qualify for Supplementary Payment will now
receive Supplementary Payment at the rate of 10%, if eligible, for the duration of the
training providing the eligibility criteria is met.

From 1 August 2015 the 10% rate of Supplementary Payment will be paid on all new
Craft-Non Apprenticeship grant payment made after this date, providing the eligibility
criteria is met.
How to claim
To apply you must complete a Craft Non-Apprenticeship Grant application form
which can be obtained from your Company Development Advisor (CDA). Send your
completed application from to the Levy and Grants Operations Team who will
confirm your eligibility for this grant.
Claims must be submitted within 3 months of the start date of the training course or
they will be rejected.
First and Second year attendance grant
•
a claim form will be sent to you every 13 weeks
•
you will need to sign the form to confirm that your trainee is still in training and
in your employment. Return the form to CITB Levy and Grant Customer
Services by 31 October 2016 to confirm your claim
VQ and completion incentive grants where CSkills Awards is the awarding
body for your VQ achievement
•
if a pre-populated form is sent to you where CSkills Awards is the awarding
body for your achievement you will need to sign the form and return it to CITB
Levy and Grant Customer Services to confirm your claim
•
if a claim form is not sent to you within 1 month of your trainees VQ
achievement, download and complete a grant claim form
•
send this to CITB Levy and grant Customer Service by 31 October 2016
For all other awarding bodies
•

you must attach a copy of the certificate with your claim form. If the certificate
is delayed, you must submit a claim form by 31 October 2016 and then send a
copy of the certificate as soon as it is available

Eligibility
The minimum requirement for training approved by CITB is 35 days attendance each
year, on a day release or block release course that leads to a VQ qualification in a
construction related craft occupation.
If you are an employer in the specialist sector and the required minimum attendance
is less than 35 days off-the-job training each year, any grant entitlement will be
subject to approval by the National Specialist Manager.
Your trainee must be employed by you throughout the period of grant support.
This grant is not available for NET (taxed) CIS (Construction Industry Scheme) subcontractors*.
*NET CIS is the term used to describe sub-contractors you deduct tax from when
paying them for work carried out. These can be identified from your contractor’s
monthly returns (CIS300) submitted to HMRC.
